Job Summary
The Director of Human Resources is responsible for developing HR strategies and providing sound advice to senior management on all related subjects. The HR Director must possess a thorough knowledge of all matters concerning HR departments. You should be able to manage programs and lead staff while also possessing a strong strategic mindset. The Role

- Handle all OSHA responsibilities and other federal and state reporting requirements and compliance.
- Lead and/or delegate matters related to Company benefits and employee programs, including but not limited to benefits election, benefits renewals, and benefits administration.
- Report to executive team and as directed, represent the Company at personnel-related hearings and investigations, including unemployment, OSHA, Bureau of Workers Compensation, and other hearings, as required.
- Lead employee file review and make recommendations to executives regarding the appropriate course of actions for employee terminations, resignations, and/or suspensions.
- Responsible for documenting work-related matters appropriately and maintaining a filing system that allows for the quick identification of employee history and track record.
- Administer and/or assist with performance reviews, corrective actions, and employee-related matters.
- Work with management to create and implement onboarding programs. Work with management to develop and implement training programs that identify and build skills for employee career development.
- Provide monthly reports to company executives.
- Ensure all HR recruitment communications, including websites and job postings are current, accurate, and engaging.
- Partner with hiring managers to identify recruitment needs as it relates to vacant positions, coordinate development of position descriptions and assignment of job descriptions.
- Conduct resume/application reviews, passive recruitment searches, screening interviews, and candidate follow-up to support surges in recruitment activity.
- Coordinate interview schedules with candidates, hiring managers, and interview team
- Manage travel and transportation arrangements, including the development and implementation of policies surrounding employee compensation while traveling or working offsite.
- Confirm biweekly payroll with department heads and payroll processing company
- Design and review target compensation ranges for the company with Executive approval.
- Develop and administer a system for receiving, evaluating and responding to employee feedback and suggestions, including employee surveys

Basic Qualifications

PURPOSE OF THE JOB
The Director of Human Resources, under the direction of the Chief People Officer (CPO), is responsible for the day-to-day operations of the Human Resources Department, including but not limited to planning, designing, organizing, and providing direction and oversight for comprehensive human resources programs and activities that will enhance the overall operation and effectiveness of the Commission and its workforce. These programs and activities are in the areas of talent management and acquisition, employee engagement and program development, diversity, equity and inclusion, payroll and benefits, employee relations, and compliance.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- In coordination with the CPO, oversees the administration of employee programs focused on promoting a workplace culture that enables employees to perform in accordance with the Commission’s mission, goals and objectives;
- Assists the CPO in HR Strategic planning and policy development including consultation and support to management on workforce plans, talent management, organizational development, wage and salary administration, training and professional development;
- In collaboration with the CPO, assist with the evaluation and advising of the impact of long-range planning of new programs/strategies and regulatory action as those items impact the attraction, motivation, development and retention of staff;
- Manages the administration of the Commission’s employee performance management program;
- Monitors the development of organization strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to organization strategic thinking and direction; and establishing human resources objectives in line with organizational objectives;
- Oversees the implementation and administration of HR programs; and serves as lead on designated HR strategic initiatives;
- Advises Commission Leadership on Human Resource issues, policies and practices by recommending HR initiatives and programs for consideration and approval of the Chief People Officer and the Executive Director;
- Analyzes and evaluates business (operational) policies practices and human resources guidelines/procedures to determine efficiency and effectiveness in achieving department goals and objectives; and
- Monitors developments in the field of human resources; evaluating their possible adoption to strengthen the effectiveness of present services and programs and to improve employee morale.
OTHER DUTIES AND RESPONSIBILITIES
- Maintain the highest standards of personal, professional, and ethical conduct and support the Commission’s goals for a diverse and culturally aware workforce;
- Maintains confidentiality of employees’ files/data both electronic and paper at all times and of information gained from conversations or by other means that relates to employees;
- Oversee recruiting, interviewing, and Onboarding/Offboarding.
- Oversee leave administration functions such as FMLA, PFML, Paid Parental Leave, ADA, and reasonable accommodations for medical and religious requests.
- Supports the Commissions strategic budget process in collaboration with the CPO, Executive Director, Budget Director, Chief Financial and Accounting Officer and Chief Operating Officer;
- Complies with all regulations, laws and statutes governing the employee-employer relationship.
- Performs related duties as assigned.

The overall mission of the Director of Human Resources ("HR") is to lead Curaleaf's organization to provide HR leadership support for all team members. Management of the Human Resources Function

- Oversees the development, implementation, and on-going review of all human resources programs, procedures, and guidelines to align the workforce with the strategic goals of the company.
- Develops and monitors an annual budget that includes compensation, human resources services, recruitment, and employee recognition.

General Description:
Cannabis & Glass in Spokane, WA is currently looking for a Director of Human Resources to lead a team of human resources professionals, provide strategic leadership, facilitate organizational change, and support the vision of affordable and regulated cannabis products throughout the Inland Northwest.
We currently operate three dispensaries in Spokane County and one medical dispensary in Iowa. We have over 80 employees across our 4 locations and expect to have over 100 by mid 2020 with additional store expansions on the horizon.
We need a sharp, straightforward, cooperative, and innovative leader who enjoys tackling challenges, leading change and showcasing expertise within the following areas: administrative and organizational leadership, talent management, change management, employment law, compensation strategy, culture oversight, learning and development, and employee recognition and relations.
At a minimum, candidates must be comfortable with medical and/or recreational cannabis; avid consumers of the product are preferred.
Role Responsibilities:
- Talent acquisition: provides guidance and support throughout the recruitment process including identifying job requirements and applicant qualifications, creating and updating job descriptions, posting job vacancies, pre-screening resumes, phone screening, scheduling and conducting interviews, checking references and background checks, and verifying educational degrees.
- Onboarding and engagement: supports the success of new staff by collaborating with relevant departments to ensure suitable onboarding, active engagement, and retention of employees.
- Learning and development: supports the development and delivery of learning opportunities to fulfill company needs around mandatory training, continuing education, and professional development opportunities.
- Performance management: performance reviews, compensation strategy, promotions, and conflict resolution.
- Workforce planning: supports the planning for current and foreseeable workforce needs, including the assessment and improvement of hiring practices, targeted recruitment, and succession planning.
Requirements:
- Bachelor's degree in Business, Management, Human Resources or relevant field
- 3-10+ years of human resources experience
- Ability to work 45-50 hours a week
- Demonstrated proficiency in research, development and implementation of policies and practices to achieve company goals and/or regulatory compliance.
- Excellent communication capability to effectively articulate company culture, policies, and practices.
- High level of interpersonal skills to handle sensitive and confidential situations.
- Must be comfortable discussing recreational marijuana.
- Ability to potentially work evenings, weekends, and/or holidays
- Ability to pass a pre-employment background check
Preferred Qualifications:
- Master's degree in Business, Management, or relevant field
- Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations
Travel:
This position may require light travel between 3 locations in Spokane County, less than 20 miles apart.
Compensation:
$70,000-$100,000/year DOE

Human Resources Director
The Human Resources Director will collaborate with executives, managers, and staff members throughout the cannabis operations on general human resources topics.
The HRD will be primarily responsible for providing HR support to a cannabis-based organization with regards to all aspects of HR including policy interpretation; performance management; investigations; HR reporting; rewards and recognition; compensation; employment law, training and development; and succession planning.
The HRD will also be responsible for coordinating strategic HR initiatives such as onboarding and new hire orientation, talent acquisition, and employee and labor relations.
Roles and Responsibilities:
- Provide coaching and advice to management on effective ways to administer HR programs and manage employee issues.
- Provide current and prospective employees with information about policies, job duties, working conditions, wages, opportunities for promotion, and employee benefits.
- Actively participates in the staffing and selection process.
- Owns onboarding process, equipment/services ordering, network/system access, scheduling and conducting new hire orientation, HRIS Workday entry, including compensation changes.
- Prepare or maintain employment records related to events, such as hiring, termination, leaves, transfers, or promotions.
- Point of contact for benefit inquiries and may participate in annual open enrollment.
- Assist in implementing programs and policies to ensure EEO/AAP legal compliance.
- Leverages strong relationships across the HR function, sharing best practices.
- Provides support to the organization on development programs such as mentor programs, career pathing, etc.
- May be responsible for Kronos workforce timekeeping and attendance.
- Assists managers in the management of worker’s compensation process and other initiatives.
Skills and Experience:
- Knowledge of state and federal employment law
- Effective and deliberate communication skills, both verbal and written
- Proficiency in MS Office applications (Word, Excel, PowerPoint, etc.)
- Ability to effectively multi-task with a strong sense of urgency
- Ability to work closely with management and leadership teams
- Ability to develop strong consulting relationships and influence business leaders through coaching and partnership
- Highly motivated, energetic, hands-on

About the Job:
The purpose of the Human Resources (HR) Director is to collaborate with senior leadership to understand and support the organization’s HR goals and strategy; plan, lead, develop, coordinate and implement policies, processes, training, and initiatives to support the organization’s HR compliance and strategy needs, and champion company culture and a collaborative work environment.
- Oversees the administration of HR programs including, but not limited to, performance and talent management; training and development; recognition and morale; compensation, benefits, and leave; disciplinary matters; disputes and investigations; and occupational health and safety
- Maintains knowledge of HR trends, best practices, regulatory changes, new technology, and employment law; applies this knowledge to suggest changes to company policies and practices

About You:
General:
- Due to state regulations, qualified candidates for this position must be at least 21 years of age and able to pass a background check – certain criminal convictions may disqualify candidates based on state medical marijuana licensing regulations.
Education/Experience:
- A Bachelor’s degree in human resources, business, or a similar field is required
- At least three years of work experience in mutli-unit or mutli-state human resources is preferred
- Advanced experience in working with senior leaders in the design, development, and execution of human resources strategies and initiatives, including change management, training and development, staffing, succession planning, and performance management
- Leadership and management skills managing a human resources team with multi-functional generalist accountabilities in the areas of staffing, partner relations, learning and organizational development
- Human resource specialist in staffing, compensation, benefits, and employee relations preferred
- Progressive experience providing human resources management services in a high-growth environment
Required Knowledge and Skills:
- Excellent written and verbal communications skills
- Proficient in Microsoft Office, specifically Word, Excel, Outlook, PowerPoint, and SharePoint
