PURPOSE OF THE JOB
The Associate Enforcement Counsel, under the direction of the Enforcement Counsel, represents the Commission in adjudicatory proceedings under M.G.L. c. 30A alleging violations of Commission laws and in informal proceedings relative to suitability disputes. The Associate Enforcement Counsel provides legal support to Enforcement Counsel in advising the agency on all enforcement-related matters. The Associate Enforcement Counsel is also responsible for assisting the Investigations and Enforcement department staff regarding legal matters with licensing, inspections, investigations, testing, enforcement and internal project management. This position counsels and advises all enforcement units in the implementation of the Commission’s statute and regulations and the development of consistent regulatory compliance measures for the Commonwealth’s marijuana industry. In addition, the Associate Enforcement Counsel assists in developing policies and proposing regulatory revisions to comply with legislative and regulatory changes with a focus on compliance and enforcement.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Attend, present, and represent the Commission at public meetings, court hearings, and other public forums in relation to enforcement matters;
- Assist in the civil prosecution of enforcement matters in formal and informal administrative hearings conducted pursuant to M.G.L. c. 30A, to include drafting motions, briefs, discovery requests, preparing evidence, and conducting direct and cross examination;
- Assist the negotiation of disputes at dispute resolution conferences and the drafting of compliance stipulated agreements;
- Assist in bringing suitability disputes before the Suitability Review Committee through the informal proceeding process to include drafting position statements and compiling the corresponding evidentiary record;
- Draft internal memoranda of position summarizing investigative findings and evaluation of available enforcement remedies relative to matters referred for further enforcement action;
- Assist Enforcement Counsel in advising the Commission on enforcement-related legal matters, including but not limited to the Commission’s Chief of Investigations and Enforcement, Director of Licensing, Director of Investigations, and Director of Testing and their staff, as evidenced by the development of coherent and well-researched written and oral advice;
- Advise and work with investigative, licensing, compliance, testing and other enforcement staff on statutory and regulatory interpretation needed to effectuate and implement Commission laws and draft memoranda of legal research and recommendations as appropriate;
- Resolve legal questions arising from Enforcement staff’s implementation and enforcement of Commission laws and performance of compliance and oversight functions through legal research and counsel and advice;
- Lead special investigations as assigned;
- Develop subject matter expertise in the areas of compliance monitoring, assessment, and enforcement of the Commonwealth’s marijuana laws;
- Assist with the revision of Commission regulations by performing legal research and analysis and utilizing subject matter expertise to draft and amend regulatory provisions with a focus on regulatory enforceability and implementation;
- Provide legal analysis and advice on the determination of all requests seeking exemption from Commission regulations;
- Advise and consult on the development of Commission polices;
- Foster the principles of the Commission’s Mission Statement among the staff and all stakeholders;
- Monitor developments in federal marijuana policy and state regulatory guidance;
- Conduct legal research comparing regulatory approaches in legalized marijuana jurisdictions;
- Monitor developments in the regulated cannabis industry; and
- Collaborate with federal, state, and local government agencies on enforcement-related matters where appropriate and assist the Chief of Investigations and Enforcement on other special initiatives as needed
- Lead special investigations as assigned by the Chief of Investigations and Enforcement; Conduct legal training programs for the Investigations and Enforcement staff as determined by the Chief of Investigations and Enforcement;
OTHER DUTIES AND RESPONSIBILITIES

EDUCATION AND EXPERIENCE
- Juris Doctor from an ABA-accredited law school and a member in good standing with the Massachusetts bar;
- Experience or familiarity with the Commonwealth’s cannabis laws;
- Minimum three-year experience practicing law, preferably in the public sector;
- Experience or familiarity with state agencies, especially state commissions;
- Experience in civil or criminal litigation;
- Experience in managing large caseloads and/or prosecuting cases;
- Experience in administrative law and litigation, licensing and/or investigations;
- Knowledge and understanding of the administrative adjudicatory hearing process
- Knowledge in the areas of constitutional law and/or statutory interpretation;
- Experience in a regulatory agency.
- Experience in corporate and/or municipal law is a plus
- Cannabis experience desirable
Salary Range: $90,000 - $105,000

PURPOSE OF THE JOB
Under the direction of the Director of Information and Security Operations, the Desktop Support Analyst will provide desktop support and help desk functionality for the Commission. Desktop support is defined as, but not limited to managing LAN operations at site, software and hardware installations, inventory control and management, troubleshooting, network account management, and second level training.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Support and maintain Commission PCs, laptops, printers and peripherals and related technology;
- Setup new users and computers and support on-boarding and off-boarding activities
- Provide helpdesk support via phone, email, chat, in person and through helpdesk ticketing system for issues related to desktop software, hardware, peripherals and online platforms.
- Assist in the management of the Helpdesk platform and respond to IT Helpdesk requests in a timely manner
- Assist in the management of the Asset Management Tracking System by collecting, recording and maintaining inventory of all technology assets;
- Provide software and device training at the manager’s discretion with a view towards process improvement;
- Responsible for software installation and license management, inclusive of procured and internally developed solutions;
- Assist the support and administration of third-party platforms, perform user account creation;
- Perform system analysis and troubleshooting functions for LAN/WAN infrastructure;
- Owner of all office moves, adds, and changes of staff and/or equipment;
- Troubleshoot application functionality and availability challenges;
- Maintains the commission Desktop image and device configuration protocols;
- Responsible for problem escalation through appropriate channels of all systems related issues; and
- Maintain good working relationships with all staff, provide prompt and courteous responses to all Helpdesk support requests.

PURPOSE OF THE JOB
Under the direction of the Director of Communications and in collaboration with the Senior Press Secretary and other team members, manages the Commission’s media relations strategy, enhances the organization’s public reputation, and monitors for messaging opportunities. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Support the design and implementation of the Commission’s strategic communications plan;
- Write and edit press releases, media advisories, op-eds, web and social media content, speeches, presentations, and other external and internal communications that raise the Commission’s visibility and enhance the agency’s brand, reputation, and voice;
- Establish and maintain relationships with local, state, and national press, partner regulatory agencies, and other stakeholders to develop innovative communication opportunities that promote Massachusetts’ safe, equitable, and effective cannabis marketplace;
- Develop and accomplish outbound media pitches to garner proactive, positive press about agency updates and news;
- Monitor relevant news stories and compile daily press clips that identify emerging media trends regarding the Commission, the Commonwealth, and the cannabis industry;
- In collaboration with the Communications team, organize and manage press conferences, media availabilities as appropriate, media training, and preparation for public speaking engagements and interviews;
- Manage crisis communications planning in collaboration with Commissioners, Executive Director, Director of Communications, and other relevant Commission staff;
- Develop opportunities for Commissioners and staff to engage with the public and serve as subject matter experts, including but not limited to speaking opportunities, interviews, and panel discussions at organized events, media engagements, conferences, and other public-facing appearances;
- Support the design and production of Commission reports, presentations, educational materials, and other collateral;
- Collaborate with the Communications team and other staff to plan, implement, and promote public awareness campaigns; and
- Manage Commission internal communications in collaboration with Communications, Operations, and Human Resources staff.

PURPOSE OF THE JOB
The Constituent Services Associate serves as a key voice of the Commission, having frequent and essential contact (especially over the phone, but also via email and in person) with members of the Commission’s constituency and the inquiring general public. Reporting to the Constituent Services Manager, this role advances the Commission’s reputation and brand, ensures consistent and accurate information sharing and messaging, and leaves a positive impression on the constituent.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Responsible for engaging constituents effectively in the work of the Commission and ensuring the Commission’s constituent services is of the highest quality and integrity;
- Engage in inbound and outbound calls with constituents, including information requests, ensuring 100% accuracy, kind and responsive dialogue, and alignment with Commission policy;
- Track each call in the Commission’s case management system and triage as required;
- Follow Commission protocol when dealing with constituent requests, questions, and engagement.
- Research and resolve constituent inquiries and concerns with follow-up via telephone, email or written correspondence to ensure a quality response and alignment with Commission policy;
- Coordinate with other Commission departments as necessary to provide accurate information and follow-up with constituents;
- Maintain a current set of FAQs for all staff use, ensuring consistent and appropriate responses to constituent inquiries;

PURPOSE OF THE JOB
The Manager of Community Outreach will support the Director of Equity Programming and Community Outreach to develop and manage all outreach activity efforts to promote the inclusion of communities disproportionately harmed by marijuana arrests and incarceration and to engage with patients, licensees, government officials, minorities, women, veterans, and farmers. The Manager of Community Outreach will work to increase the awareness of the agency’s services and programming among certain communities, facilitating engagements with non-profits, strategic partnerships, agencies, trade associations, and other entities that work towards a more equitable industry. The Manager of Community Outreach will be responsible for brainstorming new partnerships and community engagement tactics and developing and implementing the community outreach strategy. Effectively planning, organizing, managing, and evaluating community outreach activities for the Commission.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Design a statewide strategic outreach plan to promote Commission programs, initiatives, regulations, and thought leadership to communities that have disproportionately harmed by the War on Drugs, patents, licensees, government officials, and other stakeholders
- Travel across the Commonwealth to conduct community outreach, including booth and event management.
- Develop and maintain effective working relationships with various stakeholders, community leaders, agencies, and educational organizations.
- Build collaborative partnerships with community organizations;
- Participate in, support, and host in-person and virtual meetings, training, and program recruitment.
- Actively participate in community events and utilize relationships and networks to keep community members informed about policy developments.
- Establish and implement a metric system to measure the effectiveness of community outreach;
- In collaboration with Communications, assess public speaking requests for Commissioners and the leadership team;
- Use a variety of approaches to engage the public on an ongoing basis, including presentations, educational programs, and technology.
- Expand programming and outreach opportunities through partnership opportunities and develop educational opportunities for prioritized stakeholders.
- Oversee and manage community outreach projects from their conception to completion.
- Establish and maintain cooperative working relationships internally, externally, and with constituents.

PURPOSE OF THE JOB
Under the direction of the General Counsel and other members of the Legal Department, the successful applicant will be responsible for managing routine legal matters. - Manage internal Commission equity efforts across all departments in order to ensure programs, policies, regulations, and deliverables are consistently effective in achieving the Commission’s equity mission;
- In coordination with the Director, outline, organize, and create timelines for goals and benchmarks across Commission departments and multiple equity-focused programs, including the Commission’s Social Equity Program;
- Develop and maintain effective working relationships and collaborative partnerships with key stakeholders, community leaders, and organizations
- Assist in the development of data metrics and interdepartmental data collection processes for each program and licensee equity efforts, including Diversity and Positive Impact Plans;
- Assist in the development and implementation of the programming budget across multiple equity-focused programs;
- Analyze and monitor data and evaluations to develop performance strategies for program evolution and sustained success;
- Periodically review and evaluate regulations and Commission policies through an equity lens for effectiveness and make recommendations where necessary;
- Occasionally travel across the Commonwealth to implement and represent the Commission’s strategic outreach plan and attend community events;
- Oversee the solicitation and collection of public input on an ongoing basis; and
- Support efforts to update the Commission on progress toward its equity-focused mandates and goals, including but not limited to workforce training and development, licensee and agent diversity, and barriers to entry.

PURPOSE OF THE JOB
The Laboratory and Testing Analyst, under the direction of the Laboratory and Testing Manager, will ensure licensed marijuana establishments operate safely and securely throughout the Commonwealth and abide by Commission regulations. PURPOSE OF THE JOB

PURPOSE OF THE JOB

PURPOSE OF THE JOB
The Director of Testing, under the direction of the Chief of Investigations and Enforcement, is responsible for the overall operation and administration of the Independent Testing Laboratories (ITLs), including assisting the Investigations and Enforcement Department staff in ensuring that licensed Marijuana Establishments (ME) and Medical Treatment Centers (MTC) operate safely and securely throughout the Commonwealth and abide by Commission regulations. The Director of Testing will manage the Testing staff within the department and lead the Commission’s efforts to monitor, evaluate and analyze the current status of testing, cultivation, manufacturing, including the protocols and capacity of ITLs.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Manages Testing staff in partnering with the rest of the Investigations and Enforcement staff to identify regulatory concerns and modify procedures for licensing, inspecting, and investigating ITLs;
- Supervise and participate in the collection of data from the seed-to-sale tracking system and licensing database to identify testing parameters and related results;
- Conduct site visits at ITLs to evaluate their standard operating procedures, observe testing methodologies, and inspect the licensed premises to determine compliance with state regulations;
- In cooperation with Investigations and Enforcement staff, monitor and track the status of ITL licenses, certifications, and mandatory requirements;
- Lead efforts in implementing state of the art techniques and approaches for collecting and analyzing testing and research related data by ensuring that ITLs are using a quality system approach to laboratory testing that provides accurate and reliable test results;
- Assist Investigations and Enforcement staff in developing enforcement approach for testing protocols and procedures to ensure that MEs and MTCs, are in compliance with state laws and regulations;
- Assist the Commission with regulations, protocols, and methodologies regarding marijuana testing, which includes, but is not limited to the following: potency, pesticides, residual solvents, heavy metals, microbial, terpenes, water content, and vape products.

PURPOSE OF THE JOB
The Fiscal Specialist is responsible for ensuring proper financial control environment, conformance and compliance with state finance law, policies and procedures, United States Generally Accepted Accounting Principles (GAAP), and directing the general accounting and accounts payable functions for the Commission. PURPOSE OF THE JOB
The Associate General Counsel, under the direction of the General Counsel, will support the Commission’s mission and its staff, and will address and resolve legal matters in settled and evolving areas of the law. - Provide legal support as needed by the General Counsel, as well as the Executive Director, the Commission and its Commissioners, and other Commission staff;
- Commit to developing an expertise with laws governing adult- or medical-use marijuana along with identifying emerging issues to discuss with Commission counsel and staff;

PURPOSE OF THE JOB
The Cannabis Control Commission (Commission) Investigator conducts inspections and investigations of licensed marijuana establishments in the Commonwealth to ensure understanding and compliance with laws, rules, and regulations. A significant component of this position includes visiting marijuana establishments across the Commonwealth and completing regulatory compliance inspections/audits targeting operational requirements, and may include specific cultivation product manufacturing and, retail requirements as pertains to the license type, as well as facility management requirements. Investigator(s) assist in the administration of the registration and licensing compliance process for marijuana establishments and individual registered marijuana establishment agents as defined in the regulations.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Conducts and reports about on-site inspections of marijuana establishments;
- Tracks compliance with all relevant laws and regulations through on-site visits, auditing, and inspection of records;
- Responds to inquiries from all the parties, constituents, and/or the public by providing outstanding customer service in a reasonable timeframe via on-site visits, telephone, email and/or other written correspondence;
- Assists with ongoing documentation and implementation of Commission policies and procedures to reflect best practices in this new industry;
- Reviews policies, processes, and oversight of marijuana establishments to ensure compliance with the regulations (examples of specific policies may include: security policies; product safety policies, sanitation, and waste disposal policies). Conducts investigations in a reasonable time frame by developing investigative plans, gathering, verifying, analyzing, and reviewing documents relating to any investigation or inquiry pursuant to state law and regulations; Conducts investigative conferences, interviews witnesses, parties and requesting production of documents through request(s) for information;
- Reviews the implementation of marijuana establishment policies and procedures to ensure the security of the cultivation, processing and dispensing of marijuana;
- Reviews marijuana establishment processes and procedures for determining the placement and proper use of surveillance cameras and other security controls;
- Reviews standards and implementation for storage facilities regarding the use of lighting, ventilation, labeling, security procedures, access controls, etc.;
- Inspects procedures outlined in the marijuana establishment operational documents to ensure compliance with required seed-to-sale tracking;
- Reviews and assesses protocols for the testing of marijuana and marijuana products;
- Reviews all operational policies and procedures, such as: quality control, record keeping and reporting, staffing plans, human resources policies, staff training, business records for accounting administration and operations standards;
- Responds to rule violations, incidents, or complaints by issuing deficiency statements in a timely manner and evaluating and approving plans for corrective action;
- Drafts investigative memoranda and other reports;
- Represents Commission in administrative or court hearings related to non-compliance;
- Confers with parties to complaints to resolve issues and encourage compliance with established laws, rules, and regulations through settlement, where appropriate;
- Obtains evidence and establishes facts concerning non-compliance with laws, rules, and regulations regarding marijuana cultivation, processing, and distribution;
- Maintains thorough documentation of inspections and makes corrective action recommendations;
- Makes appropriate referrals and other legal issues arising from investigations to Enforcement Counsel in collaboration with the Director of Investigations;
- Summarizes and make appropriate recommendations by writing factually sound reports by applying relevant evidence and legal analysis;
- Complies with quality control procedures to ensure information is accurate and complete;
- Maintains a caseload and updated records in case management system.

Qualifications
KNOWLEDGE AND SKILLS
- Intermediate to Advanced expertise in Tableau prep and Tableau desktop/online/public;

I. PURPOSE OF THE JOB
The Cannabis Control Commission (Commission) Investigator conducts inspections and investigations of licensed marijuana establishments in the Commonwealth to ensure understanding and compliance with laws, rules, and regulations. A significant component of this position includes visiting marijuana establishments across the Commonwealth and completing regulatory compliance inspections/audits targeting operational requirements, and may include specific cultivation product manufacturing and, retail requirements as pertains to the license type, as well as facility management requirements. Investigator(s) assist in the administration of the registration and licensing compliance process for marijuana establishments and individual registered marijuana establishment agents as defined in the regulations.
II. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Conducts and reports about on-site inspections of marijuana establishments;
- Tracks compliance with all relevant laws and regulations through on-site visits, auditing, and inspection of records;
- Responds to inquiries from all the parties, constituents, and/or the public by providing outstanding customer service in a reasonable timeframe via on-site visits, telephone, email and/or other written correspondence;
- Assists with ongoing documentation and implementation of Commission policies and procedures to reflect best practices in this new industry;
- Reviews policies, processes, and oversight of marijuana establishments to ensure compliance with the regulations (examples of specific policies may include: security policies; product safety policies, sanitation, and waste disposal policies). Conducts investigations in a reasonable time frame by developing investigative plans, gathering, verifying, analyzing, and reviewing documents relating to any investigation or inquiry pursuant to state law and regulations; Conducts investigative conferences, interviews witnesses, parties and requesting production of documents through request(s) for information;
- Reviews the implementation of marijuana establishment policies and procedures to ensure the security of the cultivation, processing and dispensing of marijuana;
- Reviews marijuana establishment processes and procedures for determining the placement and proper use of surveillance cameras and other security controls;
- Reviews standards and implementation for storage facilities regarding the use of lighting, ventilation, labeling, security procedures, access controls, etc.;
- Inspects procedures outlined in the marijuana establishment operational documents to ensure compliance with required seed-to-sale tracking;
- Reviews and assesses protocols for the testing of marijuana and marijuana products;
- Reviews all operational policies and procedures, such as: quality control, record keeping and reporting, staffing plans, human resources policies, staff training, business records for accounting administration and operations standards;
- Responds to rule violations, incidents, or complaints by issuing deficiency statements in a timely manner and evaluating and approving plans for corrective action;
- Drafts investigative memoranda and other reports;
- Represents Commission in administrative or court hearings related to non-compliance;
- Confers with parties to complaints to resolve issues and encourage compliance with established laws, rules, and regulations through settlement, where appropriate;
- Obtains evidence and establishes facts concerning non-compliance with laws, rules, and regulations regarding marijuana cultivation, processing, and distribution;
- Maintains thorough documentation of inspections and makes corrective action recommendations;
- Makes appropriate referrals and other legal issues arising from investigations to Enforcement Counsel in collaboration with the Director of Investigations;
- Summarizes and make appropriate recommendations by writing factually sound reports by applying relevant evidence and legal analysis;
- Complies with quality control procedures to ensure information is accurate and complete;
- Maintains a caseload and updated records in case management system.
III. OTHER DUTIES AND RESPONSIBILITIES
- Maintain the highest standards of personal, professional and ethical conduct and support the Commission’s goals for a diverse and culturally aware workforce;
- Maintains professional relationships with assigned agency personnel and various private, local, state and federal agencies;
- Makes relevant referrals to appropriate state, local and federal agencies;
- Communicates and, if assigned, works collaboratively with state and local agencies, including law enforcement and local boards of health;
- Responds to inquiries and complaints to provide information concerning medical use of marijuana and adult-use of marijuana laws, regulations, rules, and procedures;

- Possesses a valid Motor Vehicle Operator's License from Massachusetts or another state;

- Ability to maintain an in-depth knowledge of state statutes related to work performed and agency rules and regulations including 935 CMR 500.000;

- Ability to work independently, as well as with teams;
- Experience or familiarity with administrative law and procedure;

- Ability to maintain a calm manner in stressful and emergency situations;
- Ability to spend much of the workweek traveling to marijuana establishment locations throughout the Commonwealth. Typical schedules may require occasional work on the weekends to conduct inspections.
- Willingness to travel to and work in our Worcester headquarters.
- Approximately 60-70% of the time is spent in the field, out of the office.
V. EDUCATION AND EXPERIENCE
- Bachelor’s degree required; advanced degree preferred
- Extensive report writing experience required;
- Three years of full-time, or equivalent part-time, experience in investigatory or inspection work, or an equivalent or related field;
One or more of the following:
- Experience with financial or fraud investigations, audits, forensic accounting, data finance data analysis;
- CPA or CPE certification preferred;
- Regulatory compliance experience in the food industry, including safety inspections related to food preparation;
- Experience with building inspection, building code compliance, architectural review, or related inspections;
- Regulatory compliance experience in the pharmaceutical industry;
- Experience in the chemistry industry and public health;
- Experience with agriculture, horticulture, farming, or hydroponic growing;
- Experience in analysis of laboratory tests;
- Experience in energy compliance;
- Knowledge of and ability to understand and explain independent laboratory tests of soil, temperature, humidity, and carbon dioxide type and use of fertilizers; and processes to implement best practices to limit contamination.

The Commission seeks to hire a Licensing Specialist in the Investigations and Enforcement Department. Under the direction of the Licensing Manager, the Licensing Specialist will assist in a variety of tasks relating to the licensing process. The Licensing Specialist will also provide technical support to staff, licensees, applicants, and inquirers on the licensing process and application portal.
II. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Provide licensing support, including being responsible for all administrative tasks associated with the Commission’s electronic licensing system;

Project Coordinator, Investigations and Enforcement
Cannabis Control Commission
Under the direction of the Chief of Investigations and Enforcement, the Project Coordinator assists with the logistical and administrative functions related to the day-to day operations of the Investigations and Enforcement Department (I&E). Specially this role will support the Investigations, Enforcement and Licensing areas. The ideal candidate is highly self-motivated, detail-oriented and exercises good judgment in a variety of situations with the ability to handle a range of tasks under pressure in a dynamic environment.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Monitor department emails and respond in a timely and efficient manner to daily correspondence;
- Manage inspection schedules and review inspection reports for accuracy and completeness;
- Collaborate with other staff to support the planning and logistics of large events such as public meetings with internal and external stakeholders;
- Develop or assist with developing fact sheets, posters, brochures, PowerPoint presentations and other materials for Commission presentations;
- Arrange and assist committees, advisory groups, and other meetings of groups that involve a diverse range of interests and stakeholders;
- Write and produce material for the Commissions website regarding department activities;
- Assist staff at community meetings, networking events and workforce forums as requested;
- Assist in the collection and management of information for the purpose of analyzing data, trends and reporting; and
- Administrative support work as needed, and all other duties as assigned.
OTHER DUTIES AND RESPONSIBILITIES
- Maintain the highest standards of personal, professional and ethical conduct and support the Commission’s goals for a diverse and culturally aware workforce; and
- Willingness and ability to work at the Commission’s Worcester headquarters; and
- Ability to spend approximately 15% of the time out of the office and travelling throughout the state.

EDUCATION AND EXPERIENCE
- Bachelor’s degree required;
- Minimum of 5 years of experience in a high-level administrative position supporting multiple projects and departments;
- Strong administrative and organizational skills with exceptional attention to detail;
- Paralegal or related experience;
- Proficiency in Microsoft Office with advanced knowledge of Power Point, Excel, and similar project management tools; and
- Demonstrated excellence in written and verbal communication skills.

This position is non-civil service. This position is an exempt position.
