Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. This money helps fund essential services such as schools, police, and healthcare for Oregonians.
What will you do?
This position is part of the OLCC Financial Services and Procurement Division. As a member of the procurement team, you will provide non-alcohol purchasing and contract services for the agency.
Here are some of the duties you will perform:
- Reviews procurement requests for completion and accuracy
- Collaborates with team members to develop contract specifications, requirements, and guidelines.
- Provide technical assistance to program staff by interpreting and clarifying contract and solicitation rules and guidelines.
- Evaluates contracts for potential performance risk.
- Develops bid and contract terms and conditions in line with procurement principles, ethics, State law, policies, and guidelines.

The Procurement Specialist will support production & retail supply chain to procure various materials for the company’s products. They will research and source suppliers that produce quality items within defined budget. POSITION SUMMARY:
Cannabis and Glass, one of Spokane's top-rated dispensaries, is currently looking for a Procurement Specialist to join our team! They will need to have a firm understanding of the current moves of retailers in the market and will be expected to provide reports to director and above. In order to ensure data is up-to-date as possible, it will be expected that this will be a constant process of research, reporting, and actions taken as discussed by team. Furthermore, it would be expected that vendor scouting information as relayed by Admins is summarized by management each day and reported to Management.
Specialists will work with Management to review key sales analytic documents to determine merchandising strategies and/or reasons behind trends spotted. Combined these discussions will help provide understanding as to the purpose behind the next series of buys, our position as a retailer in this market, and how we plan on moving forward. These insights should ensure the execution is possible.
Purchasing Specialists will need to be problem solvers, both store issues and vendor related issues that escalate will be escalated to the purchasing manager. Specialists are expected to remain cool headed and knowledgeable about situations enough to take action towards resolution when items arise to their level.
Database maintenance related to ensuring information is kept up to date and that all items are being addressed appropriately, with no ‘floating’ POs or duplicate deliveries.
Operators in this role will also be responsible for menu creation related to determining where product is priced and when it is rolled out onto the sales floor.

Menus will be determined by the Purchasing Specialists based on availability of goods, sell through rates, and margins desired by roll outs while adhering to menu strategy
Overall menu strategy will be based on merchandising related discussions had with Purchasing Director and ownership
Reporting - Retailers & Vendors
Specialists will be expected to gain a clear understanding and compile information related to relevant retailers in the county
Specialists should provide reporting summaries based on determinations and findings uncovered through research and trend analysis
Actionable items and priorities should arise from these summaries as we refine our pricing and inventory to better beat our local competition
Preparing & Submitting Purchase Orders
Specialists should be able to step in to Admin roles should the need arise

Bilingual Procurement Specialist - Recreational Cannabis Retailer

We are a fast-growing Recreational Cannabis Shop in search of a Bilingual Procurement Specialist to join our team. The primary function of the position is to find, establish a relationship, and effectively/efficiently communicate with factories in China to obtain as much data possible in regards to products offered, pricing, MOQs, discounts, etc, and organize it accordingly to streamline our process.
The ideal person would have open availability, extreme attention to detail and strong organizational skills. They must be able to work independently and have great time management.
Responsibilities:
- Invite vendor quote for price comparison and delivery schedule
- Prepare purchase order; coordinate vendor delivery to meet production and sales needs.
- Obtain vendor information and create a roster
- For import transaction, coordinate with forwarder for safe and on time delivery.
- Process receiving entry in GreenBits according to the verified packing list/manifest.
- Reconcile vendor invoices against PO item quantity and price. Promptly address and resolve any and all discrepancies.
- Notify internal management if PO status changed, i.e. price, qty or delivery ETA.
- Properly handle returning material and follow up vendor credit due.
- Coordinate with other departments as necessary.
Preferred Skills:
- Experience in sales or procurement
- Outstanding verbal and written communication skills (in both ENGLISH & CHINESE/MANDARIN) with suppliers and all levels of management and staff
- Proficient with Microsoft Office Applications
- Bachelor or Associate degree
- Perform other duties as assigned.
- Familiarity with GreenBits POS
- Exceptional Arithmetic Ability

Duties/Responsibilities:
- Responsible for all buying and inventory activities for the company
- Negotiate price, quality, delivery and other terms and conditions
- Coordinate the order, purchase, and delivery of materials and goods
- Research and evaluate potential vendors and suppliers and build and maintain quality relationships
- Ensure all deliveries contain all goods requested and examine and review the goods to ensure quality
- Anticipate inventory needs and order required goods to avoid disruptions to service/delivery
- Track inventory par levels
- Proactively identify potential issues and drive resolutions
- Resolve any problems related to the procurement of items, including non-supplied, under orders, over orders, and damaged goods
- Track data and trends and produce and maintain all reports
- Develop and maintain necessary records and files and ensure the inventory database is organized, up-to-date, and maintained, including conducting routine audits
- Collaborate with accounting on invoicing, payment, and other financial matters
