PURPOSE OF THE JOB
Under the direction of the General Counsel and other members of the Legal Department, the successful applicant will be responsible for managing routine legal matters. The Legal Assistant will perform a variety of legal tasks in support of the Commission’s mission, including, but not limited to, the maintenance of systems for managing legal materials, preparation of the minutes of public meetings, and management of requests for public records.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

- Maintain tracking and other information management systems for administrative and Legal matters, including electronic and hard copy files.
- Support Legal and Commission staff in the preparation and conduct of public meetings, including the drafting of the minutes.
- Support Legal and Commission staff in responding to general inquiries from the internal and external stakeholders.
- Support Legal and Commission staff in responding to public records requests. Review public records requests; gather responsive documents for attorney review; respond to public records requests; and manage electronic files of responses to public records requests.
- Maintain litigation files and support the Legal department in providing the Office of the Attorney General with information pertaining to litigation matters before federal and state courts.
- Support Legal and Commission staff in the procurement processes and its relationships with outside vendors.

Duties
This Legal Office Assistant position will work on a complex Social & Health Services caseload within the Child & Family Care Division, including Division of Child Support, Health Care Authority, Public Assistance, Department of Children Youth & Families, and Licensing cases. Duties include, but are not limited to:
Process incoming hearing requests
- Receive and process incoming hearing requests, ensuring all requests are processed timely according to caseload specifications.
- Ensure that all participant and department information is entered correctly into the Case Management System based on the information provided on the hearing request.
- Proof all information on the request for hearing to ensure that information was entered correctly.
- Read through all new requests for hearing and select the appropriate caseload and case type and note it on the request for hearing.
- Determine the appropriate docket and Agency Representative to which each case should be assigned by referencing the Appellant’s address and issue for hearing.
- Process dismissals and publish short orders, ensuring all dismissals and short orders are processed and published timely according to caseload specifications.
- Process and draft all short orders
- Ensure the correct dismissal forms are being used.
- Review and manage the PRISM dashboard to ensure all dismissals and orders have been published and mailed.
- Ensure that the case management system reflects the current status of the case, and close out cases when complete.
- Monitor mail, inboxes, faxes, and portals for incoming documents, ensuring that all incoming documents are accurately date-stamped.
- Process incoming documents.
- Scan all case file documents and upload them accurately into PRISM.
- Update PRISM case notes to reflect receipt of documents.
- Triage incoming documents that may require immediate action, and alert the LA2 and ALJ assigned to the case when necessary.
- Route documents to the appropriate team member for handling if action is needed.
- Process outgoing documents.
- Process outgoing mail, ensuring that the mailing deadline is met.
- Ensure all OAH-created outgoing documents are uploaded to PRISM.
- Perform quality checks on all outgoing documents to ensure orders are signed, dated, and include the correct mailing date.
- Ensure that outgoing mail is directed to the correct parties with all the correct information and that confidential information has been properly redacted.
- Ensure all outgoing mail includes appropriate supplemental materials.
- Process portal documents.
- Upload case-related documents (both incoming and OAH-created) accurately in PRISM.
- Pick up agency mail daily from the building mailroom, and ensure all outgoing mail is deposited each day in mail drop area prior to final pick-up daily.
- Set up, manage, maintain, and close out case files according to agency procedures.
- Create and maintain transmittal logs.
- Organize and send all closed files to be processed for transmittal to the appropriate archiving agency.
- Upload case-related documents to designated Secure Files for agency representatives and parties.
- Review and manage the PRISM dashboard regularly.
- Address caseload issues and handle caseload requests and inquiries from the Call Center, ALJs, and parties.
- Provide back-up phone coverage for the Call Center as needed.

Qualifications

Duties
The position of Legal Assistant 2 is critical to the successful completion of the OAH mission. This position contributes to the mission by providing support services to the agency. This includes scheduling, case management, arranging for interpreters or court reporters as needed, order formatting and development, creating and processing case-related documents, transmittal of records, ensuring timely and proper service of legal documents, managing case documents, providing support to parties and ALJs, and data entry. This position prioritizes workload and works with other OAH employees and internal/external customers to ensure the agency meets its mission and goals. This LA2 position will work on a variety of Child and Family Care cases, including: Department of Social & Health Services, Health Care Authority, Licensing, and Department of Children, Youth & Families.
Duties include, but are not limited to:
Scheduling Cases:
- Process incoming requests for hearing, accurately inputting case and party information into PRISM.
- Schedule hearings and other case events, distributing cases evenly among ALJs and ensuring that hearing can be conducted and have decisions issued timely according to caseload requirements.
- Contact agency representatives and attorneys to determine availability and possible scheduling conflicts.
- Process exhibits timely according to caseload and agency requirements.
- Handle and process complex appeals, including analyzing information to determine the proper processes.
- Ensure each case party receives the necessary documents both prior and after their hearing.
- Plan, organize, and schedule workload, including assigning dockets to ALJs to ensure all deadlines are met.
- Make changes to scheduling and workflow processes in order to meet goals set by management.
- Coordinate coverage for ALJs when the assigned ALJ is unavailable.
- Provide postponement coordination for ALJs.
- Processes requests from participants, parties, and ALJs.
- Track and organize incoming documents, and exercise independent judgment in reading documents received to assess the next appropriate action to be taken.
- Ensure all case information is accurate in PRISM and in all case files, and make appropriate and accurate case notes in PRISM to reflect current case status and case documents.
- Interpret office rules, WACs and RCWs for the caseload ensuring that all processes are followed and deadlines are met.
- Maintain constant, clear, and open communication with agency representatives, parties, attorneys and ALJs regarding case-related issues and scheduling changes.
- Keep parties notified of the case status if ALJ is late or unavailable.
- Take appropriate case action when return mail is received.
- Ensure that case files are prepared and complete prior to the hearing, with enough time for the ALJ to prepare for the hearing.
- Archive case-related documents for back-up purposes.
- Assist LA4 in maintaining desk manual for assigned caseloads so that manuals are easy for back-up staff to use when needed.
- Notify Office Manager, LA4, & SALJ of potential high-profile cases where media attention is a possibility.
- Provide electronic copy of hearing oral record upon request.
- Route all documents requiring ALJ attention to the appropriate ALJ.
- Refer all ALJ complaints and other miscellaneous documents requiring supervisory review to appropriate supervising ALJ or Division Chief.
- Generate notices of hearings and notices of pre-hearing conferences for all parties, ensuring that all notices are served timely according to caseload and agency requirements.
- Proof orders for punctuation, dates, headers/footers, names, etc. tracking errors and proofing data for ALJs.
- Provide back-up to LOA/LA2s when needed to process outgoing notices, ensuring that notices are mailed according to the notice date.
- Provide back-up to LOA/LA2s when needed to publish initial decisions, defaults, dismissals, subpoenas, postponements, and other case-related documents.
- Add non-hearing events to ALJ calendars to avoid scheduling conflicts.
- Ensure the hearing calendars are up-to-date and accurate.
- Create dockets and maintain dockets when scheduling changes occur.
- Monitor case deadlines and utilize PRISM dashboard for tracking case status.
- Schedule conference rooms and other locations for in-person hearings.
- Monitor leave calendars for ALJ availability.
- Coordinate in-person hearings when needed.
- Arrange and manage interpreters, court reporters, or note-takers as needed for hearing following guidelines put forth by OAH Headquarters.
- Complete interpreter surveys following requests for service.
- Coordinate ADA accommodation requests with the agency ADA Coordinator.
- Ensure that all interpreter, court reporter, and note-taker information is accurately entered and updated in PRISM.
- When needed, work with the Legal Assistant 4 (LA4) or Office Manager (LAM) to set up safety and/or accessibility to OAH facilities.
Qualifications
Option 1: A high school diploma or equivalent AND two (2) years of experience in a legal environment supporting an attorney, Administrative Law Judge, Industrial Insurance Appeals Judge, review judge, or equivalent.
Option 2: One (1) year of experience as a Legal Assistant 1 for the State of Washington.
Option 3: A two-year degree in Legal Secretary Studies, Paralegal Studies or related field AND one (1) year of legal office experience.
Option 4: A combination of four (4) years of college education and/or relevant experience.

Duties
This Legal Office Assistant position will work on a complex Social & Health Services caseload within the Child & Family Care Division, including Division of Child Support, Health Care Authority, Public Assistance, Department of Children Youth & Families, and Licensing cases. Duties include, but are not limited to:
Process incoming hearing requests
- Receive and process incoming hearing requests, ensuring all requests are processed timely according to caseload specifications.
- Ensure that all participant and department information is entered correctly into the Case Management System based on the information provided on the hearing request.
- Proof all information on the request for hearing to ensure that information was entered correctly.
- Read through all new requests for hearing and select the appropriate caseload and case type and note it on the request for hearing.
- Determine the appropriate docket and Agency Representative to which each case should be assigned by referencing the Appellant’s address and issue for hearing.
- Process dismissals and publish short orders, ensuring all dismissals and short orders are processed and published timely according to caseload specifications.
- Process and draft all short orders
- Ensure the correct dismissal forms are being used.
- Review and manage the PRISM dashboard to ensure all dismissals and orders have been published and mailed.
- Ensure that the case management system reflects the current status of the case, and close out cases when complete.
- Monitor mail, inboxes, faxes, and portals for incoming documents, ensuring that all incoming documents are accurately date-stamped.
- Process incoming documents.
- Scan all case file documents and upload them accurately into PRISM.
- Update PRISM case notes to reflect receipt of documents.
- Triage incoming documents that may require immediate action, and alert the LA2 and ALJ assigned to the case when necessary.
- Route documents to the appropriate team member for handling if action is needed.
- Process outgoing documents.

The Legal Assistant 2 reports to the Hearings Examiner 3, and provides support for the administrative hearing process. This position independently offers journey-level legal support to the Hearings Examiner 3 to ensure the operations of the hearings unit are efficient and effective. Using independent judgment, this position establishes priorities, problem solves, and is the first point of contact for customers and LEO’s regarding scheduling of hearings, monetary payments, suspension scheduling and liquor laws, rules, and policies. Responsible for basic legal research, reviewing and compiling hearing documents, and drafting/proofing settlement agreements. This position also provides administrative support to the Deputy Chief of Enforcement and is part of the Headquarters and Divisions Support team.
Duties
Some of your primary duties will include:
Hearings Coordinator – Scheduling and coordinating hearings in accordance with the Administrative Procedures Act
- First point of contact for licensees, answering questions regarding hearings process, i.e., statues and rules for alcohol, tobacco, cannabis, and vaporizing programs; staffs requests for consideration to reverse late or failed to comply Administrative Violation Notices (AVN), Tobacco Violation Notices (TVN), and provides all pertinent information to the Administrative Deputy Chief for decision. Provides information to both the public and LEO’s regarding monetary payments and suspension status of AVNs/TVNs.
- Schedules informal hearings for licensees as requested, maintains Hearing Examiner outlook calendar for the hearings, and forwards requests for formal hearings to Adjudication Coordinator.
- Prepares correspondence regarding scheduling, prepares files to ensure all information is received prior to the hearing, and forwards case files to the Hearings Examiner.
- Responsible for maintaining hearing records management.
- Maintains filing system and coordinates with agency record retention policies.
- Audits information received from field operations; verifies data collection, completeness of forms, and timely submittals.
- Organizes information for statistical reviews and/or calculation through excel spreadsheets.
- Monitors timelines for timely hearing requests/monetary penalties.
- Maintains open lines of communications with both field and office staff.
Legal Support to Hearings Unit
- Conducts basic legal research of issues, as needed, under the direction and instruction of the Hearings Officer 3.
- Drafts and proofreads compromised agreements. Review the case file and ensure that references and citations are accurate throughout the agreement.
- Contact and advise licensees of their rights and/or options relating to reaching or not reaching a compromise agreement.
- Find and track key dates in the process of managing cases going to hearings.
- Track cases going through the formal Administrative Hearings process and communicate outcomes to the Hearings Examiner and Deputy Chief of Administration.
- Reviews and presents reoccurring case issues to the Deputy Chief of Administration for decisions in outcomes.
- Manage case documents, files, and exhibits.
- Reviews and interprets the Administrative Procedures Act, as well as Washington State Code regarding alcohol, tobacco, cannabis, and vaporizing in relation to the administrative hearings process.
Process Compromised Agreements and Maintain Collections
- Review compromised agreements for accuracy.
- Determine the level of approval needed. Submit to Hearings Examiner and either the Enforcement Director or the Board for final approval.
- Draft letter outlining the compromised agreement and send letter and approved agreement to the licensee.
- Tracks timelines for payments and identifies overdue payments. Escalates overdue payments to the Deputy Chief of Administration.
- Tracks tobacco tickets and non-suspension cannabis cases to be sent to collections should payment not be received.
- Enters progress in the Enforcement Notebook, update case dispositions, and attach necessary documents.
- Prepares monthly statistics per requirements.
Administrative Support
- Answers phone calls, takes messages and ensures they are delivered in a timely manner to the intended recipient timely manner
- Proofreads documents for proper grammar, spelling, and style in accordance with agency correspondence manual.
- Collects, organizes, maintains, and provides monthly statistical unit performance data
- Maintains desk manual for alcohol, tobacco, cannabis and vaporizing programs.
- In collaboration with the Hearings Examiner, this position communicates process improvement opportunities, procedural changes and program efficiency.
- Schedules interpreter services, upon request.
- Processes, collects, and distributes US Postal correspondence daily.
Qualifications
Required Qualifications:
- High School diploma or equivalent AND three (3) years of experience offering professional support in an office environment.

Duties
The Legal Office Assistant (LOA) position is critical to the successful completion of this mission and contributes to the mission by providing support services to the agency. This may include intake and file set-up, processing incoming/outgoing mail, file assembly and maintenance, mailing and publishing of decisions, transmittal and organization of records, and data entry. This position prioritizes workload and works with other OAH employees and internal/external customers to ensure the agency meets its mission and goals. This position supports the Regulatory and Education caseloads.
Duties include, but are not limited to:
Process incoming / outgoing mail, faxes and portal documents:
- Monitor mail, inboxes, faxes, and portals for incoming documents, ensuring that all incoming documents are accurately date-stamped.
- Process incoming documents.
- Scan all case file documents and upload them accurately into PRISM.
- Update PRISM case notes to reflect receipt of documents.
- Distinguishing between legal and general correspondence/documents and route to the appropriate Legal Assistant and Administrative Law Judge.

- Create and maintain transmittal logs.
- Organize and send all closed files to be processed for transmittal to the appropriate archiving agency.
- Upload case-related documents to designated Secure Files for agency representatives and parties.
- Review and manage the PRISM dashboard regularly.
- Address caseload issues and handle caseload requests and inquiries from the Call Center, ALJs, and parties.
- Provide back-up phone coverage for the Call Center as needed.
- Receive and respond to phone and visitor inquiries to resolve issues and/or relay information.
- Provide front desk and/or reception, including assigning and tracking badges for parties, vendors and other visitors and preparing conference/hearing rooms.
- Maintain hearing room calendar.
Qualifications
Option 1: High School diploma or equivalent AND two (2) years of clerical experience, including a minimum of six months of experience in a legal or professional office environment (legal office, medical office, court clerk, bank or accounting firm).

Duties
The position of Legal Assistant 2 is critical to the successful completion of the OAH mission. This position contributes to the mission by providing support services to the agency. This includes scheduling, case management, arranging for interpreters or court reporters as needed, order formatting and development, creating and processing case-related documents, transmittal of records, ensuring timely and proper service of legal documents, managing case documents, providing support to parties and ALJs, and data entry. This LA2 position will work on a variety of Child and Family Care cases, including: Department of Social & Health Services, Health Care Authority, Licensing, and Department of Children, Youth & Families.
Duties include, but are not limited to:
Scheduling Cases:
- Process incoming requests for hearing, accurately inputting case and party information into PRISM.
- Schedule hearings and other case events, distributing cases evenly among ALJs and ensuring that hearing can be conducted and have decisions issued timely according to caseload requirements.
- Contact agency representatives and attorneys to determine availability and possible scheduling conflicts.
- Process exhibits timely according to caseload and agency requirements.
- Handle and process complex appeals, including analyzing information to determine the proper processes.
- Ensure each case party receives the necessary documents both prior and after their hearing.
- Plan, organize, and schedule workload, including assigning dockets to ALJs to ensure all deadlines are met.
- Make changes to scheduling and workflow processes in order to meet goals set by management.
- Coordinate coverage for ALJs when the assigned ALJ is unavailable.
- Provide postponement coordination for ALJs.
- Processes requests from participants, parties, and ALJs.
- Track and organize incoming documents, and exercise independent judgment in reading documents received to assess the next appropriate action to be taken.
- Ensure all case information is accurate in PRISM and in all case files, and make appropriate and accurate case notes in PRISM to reflect current case status and case documents.
- Interpret office rules, WACs and RCWs for the caseload ensuring that all processes are followed and deadlines are met.
- Maintain constant, clear, and open communication with agency representatives, parties, attorneys and ALJs regarding case-related issues and scheduling changes.
- Keep parties notified of the case status if ALJ is late or unavailable.
- Take appropriate case action when return mail is received.
- Ensure that case files are prepared and complete prior to the hearing, with enough time for the ALJ to prepare for the hearing.
- Archive case-related documents for back-up purposes.
- Assist LA4 in maintaining desk manual for assigned caseloads so that manuals are easy for back-up staff to use when needed.
- Notify Office Manager, LA4, & SALJ of potential high-profile cases where media attention is a possibility.
- Provide electronic copy of hearing oral record upon request.
- Route all documents requiring ALJ attention to the appropriate ALJ.
- Refer all ALJ complaints and other miscellaneous documents requiring supervisory review to appropriate supervising ALJ or Division Chief.
- Coordinate in-person hearings when needed.
- Arrange and manage interpreters, court reporters, or note-takers as needed for hearing following guidelines put forth by OAH Headquarters.
- Complete interpreter surveys following requests for service.
- Coordinate ADA accommodation requests with the agency ADA Coordinator.
- Ensure that all interpreter, court reporter, and note-taker information is accurately entered and updated in PRISM.
- When needed, work with the Legal Assistant 4 (LA4) or Office Manager (LAM) to set up safety and/or accessibility to OAH facilities.
- Add locked case events to ALJ calendars to avoid scheduling conflicts.
- Ensure the hearing calendars are up-to-date and accurate.
- Create dockets and maintain dockets when scheduling changes occur.
- Monitor case deadlines and utilize PRISM dashboard for tracking case status.
- Schedule conference rooms and other locations for in-person hearings.
- Monitor leave calendars for ALJ availability.
Qualifications
Option 1: A high school diploma or equivalent AND two (2) years of experience in a legal environment supporting an attorney, Administrative Law Judge, Industrial Insurance Appeals Judge, review judge, or equivalent.

The LOA position contributes to the mission of OAH by providing support services to the agency. This position prioritizes workload and works with other OAH employees and internal/external customers to ensure the agency meets its mission and goals.

Processing and publishing notices and orders:
- Draft, process and publish notices received from Legal Assistants.
- Process and publish orders from ALJs.
- Ensure all documents are processed and published timely according to caseload specifications and utilizing proper forms and templates.
- Ensure all OAH-created outgoing documents are uploaded to PRISM.
- Review and manage the PRISM dashboard to ensure all orders have been published and mailed.
- Ensure that the case management system reflects the current status of the case, and close out cases when complete.
- Exhibit and upload documents from ESD accurately into PRISM.
- Ensure all case information is accurate in PRISM and in all case files, make appropriate and accurate case notes in PRISM to reflect current status of the case and case documents.
- Track and organize incoming documents and exercise independent judgment in reading documents received to assess the next action to be taken.
- Provide back-up phone coverage for the Call Center as assigned.
- Provide back-up coverage for other LOA support staff as needed.
Qualifications
Option 1: High School diploma or equivalent AND two (2) years of clerical experience, including a minimum of six (6) months of experience in a legal or professional office environment (legal office, medical office, court clerk, bank or accounting firm).

The Licensing and Administrative Law Division (LAL) consists of 38 attorneys and professional staff based in Olympia and Seattle. In support of the mission and values of the Attorney General’s Office, LAL serves the citizens of Washington by providing legal advice and litigation services to various state agencies. In 2017, Washington became the fifth state to enact a mandatory paid leave law. This position will assist attorneys representing the Employment Security Department at adjudicative proceedings involving paid leave benefit claims and employer premiums. This position will also provide support to attorneys who represent the Department of Licensing as well as multiple state boards and commissions, such as the Liquor and Cannabis Board, Lottery Commission, Board of Industrial Insurance Appeals, and Executive Ethics Board. DUTIES & RESPONSIBILITIES *
Harvest is seeking a Legal Assistant to provide valuable support to our in-house General Counsel and Assistant General Counsel attorneys in the legal areas of Real Estate, M&A, Corporate, Litigation and Regulatory and Compliance. Our Legal Assistant will perform clerical functions requiring the highest accuracy and knowledge of legal formats, processing transnational documents and data organization, real estate documents, and corporate processes and procedures. This will be in addition to an expertise in legal and office software systems and a proven ability to prepare basic legal documents with minimal instruction. Other key duties include:
- Perform all administrative duties for our Legal Department.
- Prepare general correspondence.
- Assist with the formation of limited liability companies and corporations through the Secretary of State/Corporation Commission in multiple states.
- Utilize document creation software and other legal reference software.
- Interact with outside counsel, business partners or participate in meetings discussing sensitive or confidential matters.
- Format documents, agreements and other legal documents.
- File legal documents (e-filing skills are preferred).
- Edit, proofread, and help in creating various correspondence including excel spreadsheets, letters, emails, and legal documents.
- File correspondence and legal documents on office server.
- Scan and submit invoices and expense reimbursements for legal team through Concur.
- Arrange travel, appointments, conference calls, etc. for legal team.
- Provide flexible administrative support to enhance productivity and exceed business needs of in-house legal team.
- Assist with tracking and organization of invoices from outside counsel and manage compliance with outside counsel guidelines.
- Provide support with faxes, copies, mailing, file organization, and preparation.
- Administrative management and support to include calendar management, screening and directing phone calls, office supply ordering, overall organization and management of reception office and surrounding areas for legal team.
- Follow up with the attorneys on projects that were given to them in a timely manner.
- Any other administrative or related tasks as requested by management.
QUALIFICATIONS *
- 5-7+ years of experience as a Legal Assistant or Paralegal providing secretarial and administrative support in transactional law is required.
- Independently perform a wide range of complex duties under general guidance with full proficiency in a broad range of activities related to the job.
- Requires knowledge of legal terminology and standard formats and procedures.
- Advanced proficiency using Excel and MS Office applications with excellent writing and editing skills.
- Strong organizational skills and detail-oriented.
- Basic bookkeeping and expense management skills are a plus.
- Superior customer service skills and phone/email etiquette is required.
- Must be able to manage multiple projects, set priorities, and meet deadlines in a fast-paced environment.
- Participate in ongoing education and professional development opportunities.
- Work collectively and respectfully with other team members.
- Ability to manage high stress situations and to be flexible and adaptable when a situation requires it.

Cultivation Assistant Job Summary:
We are currently looking for a team player that is both passionate and curious about the cannabis industry. The position operates under the direction of the master grower and is responsible for assisting with all aspects of the indoor cultivation operation including general labor, vegetative, flowering and may assist in monitoring and documenting plant growth.

Works under head grower executing assigned grow operations and projects.
Responsible for plant care in all stages of life-cycle cannabis growth to include germination, vegetative, flowering and harvest.
Monitor environmental controls, assuring conditions are optimized for plant growth, plant health, and maximum yields.
Responsible for increasing operational efficiency and reducing waste through ownership, teamwork, communication and collaboration.
Responsible for maintaining the organization and cleanliness of the various growing rooms while performing all duties.
Participates in inventory activities.
Duties include but not limited to:
Clone, plant, water, fertilize plants and shrubs using hand tools and gardening tools. Harvest plants, transplant or pot and label them. Feel plants leaves and note their coloring to detect the presence of insects or disease. Fill growing tanks with water. Inspect plants to assess quality, identify pests, diseases or infestations and manage the outbreak. Clean work areas and maintain tools in accordance with sanitation standards. Check and water all plants in cultivation facility. Transplanting plants into larger containers as needed. Trimming plants in the vegetative stage and creating clones. Washing pots/trays/lights, etc.
Job Requirements:
Will be required to be on-call and to respond to emergency situations at any time. This may include scheduling issues, potentially covering a vacant shift, facility issues and/ or human resources requirements.
