Duties
The position of Legal Assistant 2 is critical to the successful completion of the OAH mission. This position contributes to the mission by providing support services to the agency. This includes scheduling, case management, arranging for interpreters or court reporters as needed, order formatting and development, creating and processing case-related documents, transmittal of records, ensuring timely and proper service of legal documents, managing case documents, providing support to parties and ALJs, and data entry. This position prioritizes workload and works with other OAH employees and internal/external customers to ensure the agency meets its mission and goals. This LA2 position will work on a variety of Child and Family Care cases, including: Department of Social & Health Services, Health Care Authority, Licensing, and Department of Children, Youth & Families.
Duties include, but are not limited to:
Scheduling Cases:
- Process incoming requests for hearing, accurately inputting case and party information into PRISM.
- Schedule hearings and other case events, distributing cases evenly among ALJs and ensuring that hearing can be conducted and have decisions issued timely according to caseload requirements.
- Contact agency representatives and attorneys to determine availability and possible scheduling conflicts.
- Process exhibits timely according to caseload and agency requirements.
- Handle and process complex appeals, including analyzing information to determine the proper processes.
- Ensure each case party receives the necessary documents both prior and after their hearing.

Option 3: A two-year degree in Legal Secretary Studies, Paralegal Studies or related field AND one (1) year of legal office experience.

The Legal Assistant 2 reports to the Hearings Examiner 3, and provides support for the administrative hearing process. This position independently offers journey-level legal support to the Hearings Examiner 3 to ensure the operations of the hearings unit are efficient and effective. Using independent judgment, this position establishes priorities, problem solves, and is the first point of contact for customers and LEO’s regarding scheduling of hearings, monetary payments, suspension scheduling and liquor laws, rules, and policies. Responsible for basic legal research, reviewing and compiling hearing documents, and drafting/proofing settlement agreements. This position also provides administrative support to the Deputy Chief of Enforcement and is part of the Headquarters and Divisions Support team.
Duties
Some of your primary duties will include:
Hearings Coordinator – Scheduling and coordinating hearings in accordance with the Administrative Procedures Act
- First point of contact for licensees, answering questions regarding hearings process, i.e., statues and rules for alcohol, tobacco, cannabis, and vaporizing programs; staffs requests for consideration to reverse late or failed to comply Administrative Violation Notices (AVN), Tobacco Violation Notices (TVN), and provides all pertinent information to the Administrative Deputy Chief for decision. Provides information to both the public and LEO’s regarding monetary payments and suspension status of AVNs/TVNs.
- Schedules informal hearings for licensees as requested, maintains Hearing Examiner outlook calendar for the hearings, and forwards requests for formal hearings to Adjudication Coordinator.
- Prepares correspondence regarding scheduling, prepares files to ensure all information is received prior to the hearing, and forwards case files to the Hearings Examiner.
- Responsible for maintaining hearing records management.
- Maintains filing system and coordinates with agency record retention policies.
- Audits information received from field operations; verifies data collection, completeness of forms, and timely submittals.
- Organizes information for statistical reviews and/or calculation through excel spreadsheets.
- Monitors timelines for timely hearing requests/monetary penalties.
- Maintains open lines of communications with both field and office staff.
Legal Support to Hearings Unit
- Conducts basic legal research of issues, as needed, under the direction and instruction of the Hearings Officer 3.
- Drafts and proofreads compromised agreements. Review the case file and ensure that references and citations are accurate throughout the agreement.
- Contact and advise licensees of their rights and/or options relating to reaching or not reaching a compromise agreement.
- Find and track key dates in the process of managing cases going to hearings.
- Track cases going through the formal Administrative Hearings process and communicate outcomes to the Hearings Examiner and Deputy Chief of Administration.
- Reviews and presents reoccurring case issues to the Deputy Chief of Administration for decisions in outcomes.
- Manage case documents, files, and exhibits.
- Reviews and interprets the Administrative Procedures Act, as well as Washington State Code regarding alcohol, tobacco, cannabis, and vaporizing in relation to the administrative hearings process.
Process Compromised Agreements and Maintain Collections
- Review compromised agreements for accuracy.
- Determine the level of approval needed. Submit to Hearings Examiner and either the Enforcement Director or the Board for final approval.
- Draft letter outlining the compromised agreement and send letter and approved agreement to the licensee.
- Tracks timelines for payments and identifies overdue payments. Escalates overdue payments to the Deputy Chief of Administration.
- Tracks tobacco tickets and non-suspension cannabis cases to be sent to collections should payment not be received.
- Enters progress in the Enforcement Notebook, update case dispositions, and attach necessary documents.
- Prepares monthly statistics per requirements.
Administrative Support
- Answers phone calls, takes messages and ensures they are delivered in a timely manner to the intended recipient timely manner
- Proofreads documents for proper grammar, spelling, and style in accordance with agency correspondence manual.
- Collects, organizes, maintains, and provides monthly statistical unit performance data
- Maintains desk manual for alcohol, tobacco, cannabis and vaporizing programs.
- In collaboration with the Hearings Examiner, this position communicates process improvement opportunities, procedural changes and program efficiency.
- Schedules interpreter services, upon request.
- Processes, collects, and distributes US Postal correspondence daily.
Qualifications
Required Qualifications:
- High School diploma or equivalent AND three (3) years of experience offering professional support in an office environment.
OR
- Two (2) year degree in Legal Secretary Studies, Paralegal Studies, or related field and one year of experience offering professional support in an office environment.
- Proficient in Microsoft Office Suite, including Outlook
Desired Qualifications:
- Two (2) years of experience in a legal environment in support of an attorney, administrative law judge(s), industrial insurance appeals judge(s), review judge(s), hearings officer, or equivalent.
