Licensing and Administrative Law Division
of the WA State Attorney General’s Office is seeking an Assistant Attorney General in the Olympia Section to handle litigation and client advice.
Duties
The Licensing and Administrative Law (LAL) Division is a collegial, collaborative environment providing opportunities for a great variety of legal experiences and individual and professional growth. LAL is comprised of 25 attorneys and 16 professional staff that are located in the Olympia and Seattle sections. The Olympia LAL section houses twelve attorneys and eight professional staff.
LAL’s work touches the lives of all Washingtonians and focuses on promoting public safety, protecting the economy, and preserving public integrity and trust. The division provides legal advice and litigation services to three large clients: the Department of Licensing (and affiliated regulatory and licensing boards), the Employment Security Department, and the Liquor and Cannabis Board. LAL prosecutes administrative actions against individuals and businesses under the state's licensing and regulatory laws governing drivers and approximately 45 professions, businesses, and occupations, and handles issues relating to unemployment and paid family and medical leave benefits and taxes, long-term support services, and recreational marijuana and liquor. LAL played a leading role in Washington’s response to the COVID-19 emergency, particularly as ESD has provided economic support to millions of Washingtonians. LAL also represents multiple boards and commissions, including: the Boards of Accountancy, Professional Engineers and Land Surveyors, Certified Professional Guardianship and Conservatorship, Executive Ethics, Consumer Directed Employer Rate Setting, Industrial Insurance Appeals, Pollution Control Hearings, Shorelines Hearings, and Growth Management Hearings; the Lottery, Judicial Conduct, and Interpreter Commissions; and, the Public Records Exemption Accountability (Sunshine) Committee. This position reports to a team leader in Olympia and offers the opportunity to handle a mix of litigation and advice. The successful candidate will handle a variety of litigation, including defending original litigation against client agencies and officials involving significant legal and high-profile issues, professional licensing regulatory enforcement, appeals from unemployment benefits decisions, and paid family and medical leave administrative litigation. This position will also work with and provide advice to a wide range of clients, including the opportunity to advise clients on contracting and procurement under state law. Some such contracting advice is for information technology systems and other services vital for clients’ delivery of services to Washingtonians.
Duties performed include managing all aspects of varied litigation, conducting legal research and drafting motions and briefing, propounding and answering discovery, and making appearances in courts, and with lesser frequency, before administrative boards and commissions; developing and maintaining positive client relationships; providing written and oral options-based legal advice on a range of issues, with a possible emphasis on contracting and procurement; and, attending meetings with agency staff, managers, and external stakeholders. The attorney will closely collaborate with other attorneys and staff. Our practice is dynamic, interesting, challenging, and rewarding.
This full-time position is located in Olympia, WA, and involves occasional travel, depending on hearing and meeting locations.
Qualifications
In addition to meeting the requirements to serve as an Assistant Attorney General, the following competencies are
required:
Communicator: Strong oral and written communication skills, understanding of one’s audience, and strong interpersonal skills;- Skilled Practitioner: Experience in or aptitude for litigation at the administrative, state superior or federal district court, or appellate level; and, demonstrated ability to provide high-quality options-based risk assessment and client advice;
- Problem-Solver: Skill in identifying and resolving problems, including excellent research and analytical skills and ability to exercise appropriate judgment—paying attention to detail while aware of big picture perspective and the need for inclusion of others affected by decisions;

- Professional: Demonstrated ability to maintain productive working relationships, to meet administrative responsibilities, and to work collaboratively with team members to promote a positive work environment that recognizes and respects all employees.
Experience with contracts and procurement issues, including in the public sector, and/or litigation experience related to LAL’s caseload or administrative law, are preferred but not a requirement.

Licensing and Administrative Law Division

seeks an attorney for its Team Leader position for its Olympia section.
Duties
The Team Leader will oversee a team of attorneys of varied experience levels who represent LAL’s primary clients, including the Employment Security Department and the Department of Licensing.
This position will provide advice and litigation support to LAL clients while supervising attorneys providing a full range of litigation and advice.
The Team Leader coaches and mentors; listens actively to team members regarding resource needs, workload, client needs, and professional development interests; assists with recruitment; facilitates meetings; manages and evaluates performance of attorneys; and actively participates in division leadership and development and implementation of operational processes.
The LAL Division consists of 31 attorneys and professional staff based in Olympia and Seattle. Its work touches the lives of all Washingtonians and focuses on promoting public safety, protecting the economy, and preserving public integrity and trust. Qualifications

The AGO is recruiting for a permanent full time Legal Assistant 3 in the Licensing and Administrative Law Division. This position is located in Seattle. This position is represented by the Washington Federation of State Employees (WFSE).
**Note: There is the possibility of an in-training from the Legal Assistant 1 or 2 level.
Salary
The salary listed above is for the Legal Assistant 3 level. In addition to their base salary, Legal Assistant 3s in Seattle receive an additional 15% location based assignment pay and an additional 5% for King County premium pay.
Applicants qualifying at the Legal Assistant 2 level will start at salary range 40 ($37,728– $48,996 annually) and after successful completion of the in-training will move to the Legal Assistant 3 salary range. In addition to their base pay, Legal Assistant 2s in Seattle receive an additional 15% location based assignment pay and an additional 5% for King County premium pay.
Applicants qualifying at the Legal Assistant 1 level will start at salary range 36 ($34,368 - $44,412 annually) and after successful completion of the in-training will move to the Legal Assistant 2 range. The AGO invites any qualified first and second-year law students seeking academic credit to apply to serve as a 2022 summer law clerk extern with the Olympia Section of the Licensing and Administrative Law (LAL) Division. The selected candidate will have the opportunity to work remotely, in person, or some combination of the two.
The LAL Division consists of 23 attorneys and 15 professional staff based in Olympia and Seattle sections. LAL’s work touches the lives of all Washingtonians and focuses on promoting public safety, protecting the economy, and preserving public integrity and trust. The Division handles litigation and advice for three main clients: the Department of Licensing (including its regulation of drivers and professionals and businesses); Employment Security Department (including its Unemployment Insurance, Paid Family and Medical Leave, and Long-Term Support Services programs); and, the Liquor and Cannabis Board.
LAL also handles litigation and advice for several other boards, commissions, and committees, including the Lottery Commission; Interpreter Commission; Board of Accountancy; Board of Registration for Professional Engineers and Land Surveyors; Executive Ethics Board; Commission on Judicial Conduct; Public Records Exemption Accountability (Sunshine) Committee; Certified Professional Guardianship Board; Board of Industrial Insurance Appeals; Consumer-Directed Employer Rate Setting Board; Environmental and Land Use Hearings Office; and Columbia River Gorge Commission.
The work of the Division also includes client advice and litigation before the Office of Administrative Hearings, professional licensing boards, Washington superior and appellate and federal courts, and ranges from entry-level to high-profile and cutting-edge. Duties
Although each law clerk's experience is unique, the following duties are typical of an AGO law clerk extern:
- Researching and writing memoranda, pleadings, and correspondence;
- Assist in the preparation for litigation, i.e., depositions, witness interviews, and discovery;
- Drafting client advice memos and attending meetings where that advice is then presented to the client;
- Shadow and observe Assistant Attorneys General in court or during administrative proceedings; and

Qualifications
Students must be enrolled in an ABA accredited law school during the duration of their service. Licensing and Administrative Law Division
in Olympia is seeking an Assistant Attorney General to handle litigation and client advice. The Licensing and Administrative Law (LAL) Division is a collegial, collaborative environment providing opportunities for a great variety of legal experiences and individual and professional growth.
Duties
This position reports to the Olympia Section Chief and offers the opportunity to handle a mix of litigation and advice. The successful candidate will chiefly handle a variety of litigation, including appeals from unemployment benefits decisions, paid family and medical leave administrative litigation, professional licensing regulatory enforcement, and defending original litigation against client agencies and officials involving significant legal and high-profile issues. This position will also work with and provide advice to a wide range of clients, including the opportunity to advise clients on contracting and procurement under state law. Some such contracting advice is for information technology systems and other services vital for clients’ delivery of services to Washingtonians.
Duties performed include managing all aspects of varied litigation, conducting legal research and drafting motions and briefing, propounding and answering discovery, and making appearances in courts, and with lesser frequency, before administrative boards and commissions; developing and maintaining positive client relationships; providing written and oral options-based legal advice on a range of issues, with a possible emphasis on contracting and procurement; and, attending meetings with agency staff, managers, and external stakeholders. The attorney will closely collaborate with other attorneys and staff. Our practice is dynamic, interesting, challenging, and rewarding.
This full-time position is located in Olympia, and involves occasional travel, depending on hearing and meeting locations.
LAL is comprised of 21 attorneys and 14 professional staff that are located in the Olympia and Seattle sections. The Olympia LAL section houses ten attorneys and eight professional staff. LAL’s work touches the lives of all Washingtonians and focuses on promoting public safety, protecting the economy, and preserving public integrity and trust. The division provides legal advice and litigation services to three large clients: the Department of Licensing (and affiliated regulatory and licensing boards), the Employment Security Department, and the Liquor and Cannabis Board. LAL prosecutes administrative actions against individuals and businesses under the state's licensing and regulatory laws governing drivers and approximately 45 professions, businesses, and occupations, and handles issues relating to unemployment and paid family and medical leave benefits and taxes, long-term support services, and recreational marijuana and liquor. LAL played a leading role in Washington’s response to the COVID-19 emergency, particularly as ESD has provided economic support to millions of Washingtonians. The Attorney General's Office’s
Government Compliance and Enforcement Division
(GCE) seeks applicants for an opening in its Liquor and Cannabis Board Section.
This position will represent the Liquor and Cannabis Board (LCB), and may serve as a back up to other section clients. GCE represents LCB in its effort to promote public safety by enforcing the state’s liquor, cannabis and tobacco laws and regulations in cases involving licensed businesses.
Duties
GCE is a professional and inclusive work environment where teamwork, high quality legal service, and work-life balance are highly valued. GCE includes 50 attorneys and professional staff located in Olympia. The division's work includes a diverse mix of litigation and client advice. We provide legal services to nearly 40 state agencies, boards, and commissions, including those that protect citizens by regulating health care providers, insurers, liquor and marijuana establishments, gambling, campaign finance, ethics, financial institutions, and more. GCE offers the opportunity for client assignments to change over time and attorneys can gain experience with a wide variety of client agencies and areas of the law.
The successful candidate will be part of a section that includes 7 attorneys and a paralegal, and will represent LCB in licensing and enforcement actions. Section attorneys primarily litigate before the Office of Administrative Hearings, while also handling some cases in Superior Court and the state’s appellate courts under the judicial review provisions of the Administrative Procedure Act (APA). Duties include writing, presenting and responding to motions, interviewing and presenting witnesses, providing client advice related to the litigation, evaluating cases for settlement possibilities, and appearing for hearings.
These positions involves a high volume, fast-paced litigation caseload. The attorney must be able to prioritize and multi-task. A typical workday could include:
- Conducting research;
- Drafting pleadings;
- Interviewing witnesses;
- Attending status conferences or hearings;
- Consulting with supervisors or co-workers; or
- Meeting with a client.
Qualifications
In addition to meeting the requirements for to serve as an Assistant Attorney General, we seek an attorney who:

Per AGO Policy, employees and volunteers of the AGO must be fully vaccinated as a condition of employment. Being fully vaccinated means that an individual is at least two weeks past their final dose of an authorized COVID-19 vaccine regimen. Effective March 14, 2022, the AGO announced pursuant to its policy, that employees and volunteers must also receive a booster shot as a condition of employment. Employees or volunteers who are not eligible to receive the booster before their start date, due to required waiting times after receiving their initial vaccine(s), must provide confirmation of the vaccine type and date received so the AGO can calculate the date by which they must receive the booster. If you are selected to serve within the AGO as an employee or volunteer, you will be required to provide proof of vaccination and booster (if already received) before you are able to begin work. The Opportunity:
The AGO is recruiting for a permanent full time Legal Assistant 3 in the Licensing & Administrative Law Division. This position is located in Olympia, Washington. This position is represented by the Washington Federation of State Employees (WFSE).
**Note: There is the possibility of an in-training from the Legal Assistant 1 or 2 level
Salary
The salary listed above is for the Legal Assistant 3 level. Applicants qualifying at the Legal Assistant 2 level will start at salary range 40 ($37,728 - $48,996 annually). Applicants qualifying at the Legal Assistant 1 level will start at salary range 36 ($34,368 - $44,412 annually). After successful completion of each training level, the applicant will move into the next salary range.
The Licensing and Administrative Law Division (LAL) consists of 38 attorneys and professional staff based in Olympia and Seattle. In support of the mission and values of the Attorney General’s Office, LAL serves the citizens of Washington by providing legal advice and litigation services to various state agencies. In 2017, Washington became the fifth state to enact a mandatory paid leave law. This position will assist attorneys representing the Employment Security Department at adjudicative proceedings involving paid leave benefit claims and employer premiums. This position will also provide support to attorneys who represent the Department of Licensing as well as multiple state boards and commissions, such as the Liquor and Cannabis Board, Lottery Commission, Board of Industrial Insurance Appeals, and Executive Ethics Board. Our work includes litigation before various tribunals, including the Office of Administrative Hearings, professional licensing boards, Washington superior and appellate courts, and federal courts. Cases range from entry-level to high profile and cutting-edge.

Duties
In a law office setting and in conjunction with other staff, this position independently performs a variety of complex legal support assignments, including but not limited to:
- Performs complex senior level legal support for assigned AAGs.
- Calculates, calendars and tracks significant events and identify critical and non-critical deadlines.
- Communicates effectively both orally and in writing.
- Files and serves legal documents with court and parties.
- Identifies and pursues next steps in litigation or adjudicatory process.
- Maintains punctual, regular and reliable attendance.
- Monitors and maintains complex electronic and manual internal filing system.
- Multi-tasks.
- Performs file management on a regular basis by reviewing, reading and checking status of cases to keep attorneys informed of significant and important items.
- Performs work in a professional office environment.
- Performs entry level paralegal duties.
- Prepares and finalizes legal documents and correspondence for review.
- Reviews and processes all incoming mail and legal messenger deliveries.
- Reviews work product of lower level legal staff for accuracy, completeness and compliance with agency procedures and court rules.
- Serves as first reviewer and at times primary critical events reader applying court rules.
- Utilizes the AGO software programs relevant to work assignments

Option 1: High School diploma or equivalent and four years of experience in a legal environment in support of an attorney, administrative law judge(s), review judge(s) or equivalent;
Option 2: One year as a Legal Assistant 2;
Option 3: A two-year degree in Legal Secretary Studies, Paralegal Studies or related field of study plus 2 years of legal office experience. A Bachelor’s degree may substitute for the Legal Secretary or Paralegal degree.
To qualify at the Legal Assistant 2 level:
Option 1: High School diploma or equivalent and two years of experience in a legal environment in support of an attorney, administrative law judge(s), review judge(s) or equivalent;
Option 2: One year as a Legal Assistant 1;
Option 3: A two-year degree in Legal Secretary Studies, Paralegal Studies or related field plus 1 year of legal office experience. A Bachelor’s degree may substitute for the Legal Secretary or Paralegal degree but not the experience.
To qualify at the Legal Assistant 1 level:
Option 1: High School diploma or equivalent and two years of clerical experience including a minimum of one year experience in a legal environment;
Option 2: Two years of legal office experience;
Option 3: A combination of three years of college education and/or relevant experience;
Option 4: A two-year degree in Legal Secretary Studies, Paralegal Studies or related field of study.
