The Oregon Liquor & Cannabis Commission (OLCC) is looking to fill one Licensing Specialist (Liquor License Investigator) position in our Licensing Division located at 9079 SE McLoughlin Blvd., Portland, OR.

Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCCâs Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
Ensure that qualified applicants receive liquor licenses by conducting a background investigation; educating, training and assisting applicants, licensees and the public in all aspects of liquor licensing â rules, statutes, policies and licensing standards, etc..
Licensing specialists use discretionary judgment to plan the scope and direction of investigations from receipt of the application or change through to completion/withdrawal/inactivation. Investigations include an analysis of the ownership, operation, management of the prospective business, the applicant's operating proposal, an analysis of the applicant's OLCC compliance history and business location (if previously licensed), an analysis of the impact of the proposed operation on the community, and a recommendation on granting, restricting, or denying the license.
Applications are often controversial and sensitive in nature because of widespread critical opinion about such issues as neighborhood impact, drug and alcohol problems, and organized crime. The licensing specialist acts as liaison and mediator to local government bodies, neighborhood groups, law enforcement agencies, and applicants.

Manage an active liquor license and permits caseload, assessing priorities and using discretion to plan scope and direction of investigations. Implements work flow processes, Standard operating procedures and procedures to ensure applicants receive communication and action timely.

Analyze and evaluate routine and complex business structures, business operating plans, and other business documents to determine ownership or identify potential non-compliance issues.
Identify and apply relevant statutes, rules, case law, Attorney General Opinions and Commission policy to relevant facts. Analyze facts to determine eligibility and make a recommendation to grant or deny license. Evaluate floor plans and blue prints of proposed outlets. Analyze their sufficiency to meet OLCC operating requirements and the applicant's operating proposal. Works with Compliance to determine appropriate minor postings.
Write clear, complete reports that summarize investigative facts, evaluate and apply statutes, administrative rules and legal case precedent, and explain conclusion and recommendation. Testify on behalf of the Commission at administrative law hearings or in court trials.
Distribute license applications and instructing applicants in how to complete the forms. Determine appropriate fees and issue licenses and authorities to operate. Request refunds from finance for overpayment of license fees, with approval from management.
Enters application and license actions in database; records workflow process; ensures completeness and accuracy of applicant/licensee information â name, address, etc. Logs and tracks application and license actions; communicates with applicants and licensees on status; updates database with workflow actions; adheres to policies and process for license timelines and action.
Answer inquiries on licensing through routine contacts â such as emails, officer of the day - workshops or participation in public meetings, provide information and training to educate members of the public, applicants, licensees, and governmental officials about OLCC statutes, rules and processes. Communicates with people of diverse cultural, ethnic and socioeconomic backgrounds.
Confers with and refers violation matters to compliance staff.
Recommends new policy to better serve the public, law enforcement community, liquor industry, and government and special interest groups. Reviews and makes recommendations on proposed or revised administrative rules.

What do you need to qualify?
Three years of experience conducting investigations of allegations, facts, behaviors, documents, laws, legal precedents and/or other information. This experience must include preparing written reports using individual judgment in developing conclusions or recommendations that are subject to review in court, administrative hearings or comparable formal review process; OR
An Associateâs degree in criminal justice, human or behavioral sciences, business or public administration, or other related field AND eighteen months of experience conducting investigations; OR
A Bachelorâs degree in law enforcement, criminal justice, human or behavioral sciences, business or public administration or other related field; OR
Any relevant combination of education and experience equivalent to three years.

Main Purpose of Job
Under the direction of a Regional Enforcement Supervisor, an Enforcement and Compliance Investigator with the Maryland Medical Cannabis Commission performs independent work conducting announced and unannounced investigations of medical cannabis growers, processors, and dispensaries licensed by the Maryland Medical Cannabis Commission.
Industry inspections will take place across the state of Maryland, and include, but are not limited to:
- Inspection of equipment, raw and processed material, containers and labeling, and all things therein including: (a)Records; (b)Files; (c)Financial data; (d)Sales data; (e)Shipping data; (f)Pricing data; (g)Employee data; (h)Research; (i)Papers; (j)Processes; (k)Controls; and, (l)Facilities;
- Inventory of any medical cannabis;
- Inspection of any equipment, instruments, tools or machinery used to process medical cannabis.
This position requires frequent travel to facilities across the state, an attention to detail, the ability to document findings for enforcement action if necessary, and the ability to collaborate with other investigators within MMCCâs Bureau of Enforcement and Compliance.
MINIMUM QUALIFICATIONS

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. What do you need to qualify?
Three years of experience conducting investigations of allegations, facts, behaviors, documents, laws, legal precedents and/or other information. An Associateâs degree in criminal justice, human or behavioral sciences, business or public administration, or other related field AND eighteen months of experience conducting investigations; OR

Main Purpose of Job
Under the direction of a Regional Enforcement Supervisor, an Enforcement and Compliance Investigator with the Maryland Medical Cannabis Commission performs independent work conducting announced and unannounced investigations of medical cannabis growers, processors, and dispensaries licensed by the Maryland Medical Cannabis Commission.
Industry inspections will take place across the state of Maryland, and include, but are not limited to:

Job Description:
The Oregon Liquor & Cannabis Commission (OLCC) is looking to fill a Liquor Licensing Specialist position in our Public Safety Licensing Division located at 9079 SE McLoughlin Blvd in Portland, OR.
We are posting this as an internal and external recruitment opportunity. Individuals who currently work for the OLCC will be given preference during the application process.
Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCCâs Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
Ensure that qualified applicants receive liquor licenses by conducting a background investigation; educating, training and assisting applicants, licensees and the public in all aspects of liquor licensing â rules, statutes, policies and licensing standards, etc.. Licensing specialists use discretionary judgment to plan the scope and direction of investigations from receipt of the application or change through to completion/withdrawal/inactivation. Investigations include an analysis of the ownership, operation, management of the prospective business, the applicant's operating proposal, an analysis of the applicant's OLCC compliance history and business location (if previously licensed), an analysis of the impact of the proposed operation on the community, and a recommendation on granting, restricting, or denying the license. Applications are often controversial and sensitive in nature because of widespread critical opinion about such issues as neighborhood impact, drug and alcohol problems, and organized crime. The licensing specialist acts as liaison and mediator to local government bodies, neighborhood groups, law enforcement agencies, and applicants.
Here are some of the essential duties you will perform:
- Manage an active liquor license and permits caseload, assessing priorities and using discretion to plan scope and direction of investigations. Implements work flow processes, Standard operating procedures and procedures to ensure applicants receive communication and action timely.
- Makes independent assessments of whether applicants have a habit of abuse, criminal record or otherwise present a poor risk of compliance using the resources available, including analyzing and interpreting technical reports of other professional disciplines such as medical or alcohol treatment reports, police reports and court documents.
- Interview and communicate with applicants and interpret or explain license eligibility requirements, statutes, rules, policies or procedures. Analyze and evaluate routine and complex business structures, business operating plans, and other business documents to determine ownership or identify potential non-compliance issues.
- Identify and apply relevant statutes, rules, case law, Attorney General Opinions and Commission policy to relevant facts. Analyze facts to determine eligibility and make a recommendation to grant or deny license.
- Evaluate floor plans and blue prints of proposed outlets. Analyze their sufficiency to meet OLCC operating requirements and the applicant's operating proposal. Works with Compliance to determine appropriate minor postings.
- Write clear, complete reports that summarize investigative facts, evaluate and apply statutes, administrative rules and legal case precedent, and explain conclusion and recommendation.
- Testify on behalf of the Commission at administrative law hearings or in court trials.
- Distribute license applications and instructing applicants in how to complete the forms. Determine appropriate fees and issue licenses and authorities to operate. Request refunds from finance for overpayment of license fees, with approval from management.
- Enters application and license actions in database; records workflow process; ensures completeness and accuracy of applicant/licensee information â name, address, etc.
- Logs and tracks application and license actions; communicates with applicants and licensees on status; updates database with workflow actions; adheres to policies and process for license timelines and action.
- Answer inquiries on licensing through routine contacts â such as emails, officer of the day - workshops or participation in public meetings, provide information and training to educate members of the public, applicants, licensees, and governmental officials about OLCC statutes, rules and processes.
- Confers with and refers violation matters to compliance staff.
- Communicates with people of diverse cultural, ethnic and socioeconomic backgrounds.

ASSISTANT VICE PRESIDENT â AML INVESTIGATOR (JOB NUMBER: COR002423)
Business Overview:
The U.S. Financial Security Transaction Monitoring and Investigation (âTMIâ) case investigator is responsible for reviewing alerts escalations, reporting on potential suspicious activities identified via internal and external triggers, manual and automated triggers, including but not limited to AML/CFT negative news, fraud, sanctions, KYC, and terrorist financing/human trafficking matters. He/she is in charge of investigating transactions stemming from such referrals, as well as interacting with multiple levels of the bank to mitigate risk and supporting the oversight of the BNP Paribas 1st Line of Defense (â1LODâ). The case investigator will also handle a variety of processes, including legal requests (subpoenas), FINCEN regulatory processes, and law enforcement communications.

Responsibilities:
- Conduct in depth case investigations pertaining to potential financial crime concerns such as AML, bribery, corruption, terrorist financing/human trafficking, etc, to mitigate regulatory, reputational, and compliance risk for the bank.
- Conduct investigations stemming from a variety of internal and external referrals, including clients and affiliate fraud, internal employee misconduct, sanctions related matters and circumvention attempts, and AML/CFT red flags.
- Interact with all lines of business and affiliates to resolve issues as appropriate and determine whether the activity is deemed suspicious.
- Prepare investigative reports with findings after a review of relevant documentation, including drafting Suspicious Activity Reports (âSARsâ).
Responsibilities Contâd:
- Review monthly AML/CFT/Red flags reports to identify potentially suspicious activity.
- Participate in monthly calls with branch affiliates and key stakeholders as needed.
- Participate in a variety of regulatory and legal processes, including FinCEN 314(a), 314(b), 311 special measures, civil and grand jury subpoenas, and law enforcement information sharing and backup documentation requests.
- Assist colleagues and TMI Management in other special projects involving transactions relating to, for example; cryptocurrency, Money Service Businesses (âMSBâ), Payment Service Providers (âPSPâ) and entities operating in the cannabis industry.
- Keep informed on laws, regulations, and current practices pertaining to the Bank Secrecy Act and Anti-Money Laundering regulations.
- Support senior management with development and rollout of other TMI initiatives and projects.
- Undergraduate Degree in Criminal Justice, Business, or related field.
- 3 â 5 yearsâ experience in transaction surveillance including model validation.
- Advanced MS Excel, MS PowerPoint skills required.
- Strong capability with data analytics/manipulation programs and concepts.
- Strong technical and analytical skills required.
- Good interpersonal and communication skills.

- ACAMS, ACFE, ACFCS, ACFS certifications preferred.

This role is responsible for conducting investigations in both food and cannabis regulated businesses. The short-term goals of this position are to become proficient in conducting inspections and investigations in regulated food facilities such as restaurants, hotels, grocery stores, food trucks, and temporary food vending as well as within cannabis businesses. The investigator will become able to independently manage an inspection workload and prioritize their work effectively to meet deadlines. Job duties and responsibilities of this position include, but are not limited to, the following:

- Works closely with other state and federal law enforcement and regulatory agencies to expedite cooperative investigations, including but not limited to the Department of State Police, the State's Attorney, and the Attorney General
- Conducts and/or engages in covert and overt activities within all professions regulated by the Division for the purpose of exposing illegal and unethical professional practices

Job Description:
The Oregon Liquor & Cannabis Commission (OLCC) is looking to fill two (2) Liquor Licensing Specialist positions in our Public Safety Licensing Division located at 9079 SE McLoughlin Blvd in Portland, OR.
We are posting this as an internal and external recruitment opportunity. Individuals who currently work for the OLCC will be given preference during the application process.
Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCCâs Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
Ensure that qualified applicants receive liquor licenses by conducting a background investigation; educating, training and assisting applicants, licensees and the public in all aspects of liquor licensing â rules, statutes, policies and licensing standards, etc.. Licensing specialists use discretionary judgment to plan the scope and direction of investigations from receipt of the application or change through to completion/withdrawal/inactivation. Investigations include an analysis of the ownership, operation, management of the prospective business, the applicant's operating proposal, an analysis of the applicant's OLCC compliance history and business location (if previously licensed), an analysis of the impact of the proposed operation on the community, and a recommendation on granting, restricting, or denying the license. Applications are often controversial and sensitive in nature because of widespread critical opinion about such issues as neighborhood impact, drug and alcohol problems, and organized crime. The licensing specialist acts as liaison and mediator to local government bodies, neighborhood groups, law enforcement agencies, and applicants.
Here are some of the essential duties you will perform:
Manage an active liquor license and permits caseload, assessing priorities and using discretion to plan scope and direction of investigations. Implements work flow processes, Standard operating procedures and procedures to ensure applicants receive communication and action timely.
Makes independent assessments of whether applicants have a habit of abuse, criminal record or otherwise present a poor risk of compliance using the resources available, including analyzing and interpreting technical reports of other professional disciplines such as medical or alcohol treatment reports, police reports and court documents.
Interview and communicate with applicants and interpret or explain license eligibility requirements, statutes, rules, policies or procedures. Analyze and evaluate routine and complex business structures, business operating plans, and other business documents to determine ownership or identify potential non-compliance issues.
Identify and apply relevant statutes, rules, case law, Attorney General Opinions and Commission policy to relevant facts. Analyze facts to determine eligibility and make a recommendation to grant or deny license. Evaluate floor plans and blue prints of proposed outlets. Analyze their sufficiency to meet OLCC operating requirements and the applicant's operating proposal. Works with Compliance to determine appropriate minor postings.
Write clear, complete reports that summarize investigative facts, evaluate and apply statutes, administrative rules and legal case precedent, and explain conclusion and recommendation. Testify on behalf of the Commission at administrative law hearings or in court trials. Distribute license applications and instructing applicants in how to complete the forms. Determine appropriate fees and issue licenses and authorities to operate. Request refunds from finance for overpayment of license fees, with approval from management. Enters application and license actions in database; records workflow process; ensures completeness and accuracy of applicant/licensee information â name, address, etc. Logs and tracks application and license actions; communicates with applicants and licensees on status; updates database with workflow actions; adheres to policies and process for license timelines and action.
Answer inquiries on licensing through routine contacts â such as emails, officer of the day - workshops or participation in public meetings, provide information and training to educate members of the public, applicants, licensees, and governmental officials about OLCC statutes, rules and processes. Confers with and refers violation matters to compliance staff. Communicates with people of diverse cultural, ethnic and socioeconomic backgrounds.
Recommends new policy to better serve the public, law enforcement community, liquor industry, and government and special interest groups. Reviews and makes recommendations on proposed or revised administrative rules. Mentors, trains and provides oral and/or written reports on new investigators. Conduct reviews of other investigator applications/files.
What do you need to qualify?
Three years of experience conducting investigations of allegations, facts, behaviors, documents, laws, legal precedents and/or other information. This experience must include preparing written reports using individual judgment in developing conclusions or recommendations that are subject to review in court, administrative hearings or comparable formal review process; OR
An Associateâs degree in criminal justice, human or behavioral sciences, business or public administration, or other related field AND eighteen months of experience conducting investigations; OR
A Bachelorâs degree in law enforcement, criminal justice, human or behavioral sciences, business or public administration or other related field; OR
Any relevant combination of education and experience equivalent to three years.
Examples of experience that may qualify are regulatory compliance investigation; criminal investigation; child welfare investigation or eligibility determination; governmental benefit, business or mail fraud investigation; revenue audits; insurance claims or fraud investigation.

Duties Description
Under the direction of an Intermodal Transportation Specialist 1 (Motor Carrier Safety), SG-18, the incumbent of this position will serve as a field representative. Duties will include:
- Examine records of motor carriers to ensure compliance with pertinent state and federal laws regulations and policies.
- Conduct safety audits of new entrant interstate operators to determine compliance with federal motor carrier safety regulations.
- Conduct roadside inspections of commercial drivers.
- Prepare reports of investigation findings, conclusions, and recommendations.
- Assist motor carriers in complying with provisions of the Transportation Law, Rules and Regulations, orders of the commissioner, and department policies.
- Investigate shipper, passenger, and carrier complaints revolving around claims of safety violations, overcharge, loss, damage, poor service, and oversee the resolution and enforcement process.
- Advise stakeholders of their rights and responsibilities under the Transportation Law.
- Ensure compliance with the Transportation Law and Regulations by conducting inspections, investigations, vehicle impoundments, and issuance of Notices of Violations (NOVs).
- Testify at Department of Transportation and other agency administrative hearings and in civil and criminal court proceedings.
- Successfully completes mandatory trainings and maintain certifications provided by FMCSA.
- Responsibilities may include serving a role within the Incident Command System to support the departmentâs response to regional and statewide emergency situations.
This position requires extensive daily travel within an assigned geographic area. You will be required to operate a motor vehicle or otherwise demonstrate the capacity to meet the transportation needs of the job. You must possess a driver's license valid in New York State at the time of appointment and continuously thereafter. Field work and travel expenses are reimbursed on a fixed schedule.
The selected candidate must pass a physical/medical examination prior to appointment.
Cannabis use is not permitted for employees in this title and assignment. Cannabis use will be tested for during the pre-employment screening process and may be the basis for disqualification for employment or may be a basis for removal from employment.

Position Overview

Job Responsibilities
- Conducts general investigations both of a proactive and reactive nature relative to alleged or suspected violations included but not limited to the licensed professions and business practices of the Cannabis Regulation and Taxation Act; follows established procedures when investigating leads; collects physical evidence of violations; interviews and obtains statements from witnesses and complainants
- Produces comprehensive reports of all investigations, frequently within an extremely close time frame
- Places complaints in priority for followââŹâup and further action; determines Agency jurisdiction or refers complaint to appropriate Department, should this Department have no jurisdiction, or if more than one recourse is available
- Required to initiate and pursue an investigation at a moment's notice, with little or no previous knowledge of assignment; has authority to exercise travel privileges and enforcement activities within assigned geographical area and on a state-wide basis as determined by nature of investigations
- Works closely with other state and federal law enforcement and regulatory agencies to expedite cooperative investigations, including but not limited to the Department of State Police, the State's Attorney, and the Attorney General
- Conducts and/or engages in covert and overt activities within all professions regulated by the Division for the purpose of exposing illegal and unethical professional practices
- Performs inspections of mandated professions and audits records of those professions that imply an inspection function and cite compliance and followââŹâup that may lead to investigation or discipline for noncompliance
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

PURPOSE OF THE JOB
The Cannabis Control Commission (Commission) Investigator conducts inspections and investigations of licensed marijuana establishments in the Commonwealth to ensure understanding and compliance with laws, rules, and regulations. A significant component of this position includes visiting marijuana establishments across the Commonwealth and completing regulatory compliance inspections/audits targeting operational requirements, and may include specific cultivation product manufacturing and, retail requirements as pertains to the license type, as well as facility management requirements. Investigator(s) assist in the administration of the registration and licensing compliance process for marijuana establishments and individual registered marijuana establishment agents as defined in the regulations.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Conducts and reports about on-site inspections of marijuana establishments;
- Tracks compliance with all relevant laws and regulations through on-site visits, auditing, and inspection of records;
- Responds to inquiries from all the parties, constituents, and/or the public by providing outstanding customer service in a reasonable timeframe via on-site visits, telephone, email and/or other written correspondence;
- Assists with ongoing documentation and implementation of Commission policies and procedures to reflect best practices in this new industry;
- Reviews policies, processes, and oversight of marijuana establishments to ensure compliance with the regulations (examples of specific policies may include: security policies; product safety policies, sanitation, and waste disposal policies). Conducts investigations in a reasonable time frame by developing investigative plans, gathering, verifying, analyzing, and reviewing documents relating to any investigation or inquiry pursuant to state law and regulations; Conducts investigative conferences, interviews witnesses, parties and requesting production of documents through request(s) for information;
- Reviews the implementation of marijuana establishment policies and procedures to ensure the security of the cultivation, processing and dispensing of marijuana;
- Reviews marijuana establishment processes and procedures for determining the placement and proper use of surveillance cameras and other security controls;
- Reviews standards and implementation for storage facilities regarding the use of lighting, ventilation, labeling, security procedures, access controls, etc.;
- Inspects procedures outlined in the marijuana establishment operational documents to ensure compliance with required seed-to-sale tracking;
- Reviews and assesses protocols for the testing of marijuana and marijuana products;
- Reviews all operational policies and procedures, such as: quality control, record keeping and reporting, staffing plans, human resources policies, staff training, business records for accounting administration and operations standards;
- Responds to rule violations, incidents, or complaints by issuing deficiency statements in a timely manner and evaluating and approving plans for corrective action;
- Drafts investigative memoranda and other reports;
- Represents Commission in administrative or court hearings related to non-compliance;
- Confers with parties to complaints to resolve issues and encourage compliance with established laws, rules, and regulations through settlement, where appropriate;
- Obtains evidence and establishes facts concerning non-compliance with laws, rules, and regulations regarding marijuana cultivation, processing, and distribution;
- Maintains thorough documentation of inspections and makes corrective action recommendations;
- Makes appropriate referrals and other legal issues arising from investigations to Enforcement Counsel in collaboration with the Director of Investigations;
- Summarizes and make appropriate recommendations by writing factually sound reports by applying relevant evidence and legal analysis;
- Complies with quality control procedures to ensure information is accurate and complete;
- Maintains a caseload and updated records in case management system.
OTHER DUTIES AND RESPONSIBILITIES
- Maintain the highest standards of personal, professional and ethical conduct and support the Commissionâs goals for a diverse and culturally aware workforce;
- Maintains professional relationships with assigned agency personnel and various private, local, state and federal agencies;
- Makes relevant referrals to appropriate state, local and federal agencies;
- Communicates and, if assigned, works collaboratively with state and local agencies, including law enforcement and local boards of health;
- Responds to inquiries and complaints to provide information concerning medical use of marijuana and adult-use of marijuana laws, regulations, rules, and procedures;
- Performs related duties such as maintaining records, attending meetings, and preparing correspondence including emails and letters;
- Assists in determining compliance with applicable laws and standards and recommending enforcement actions and corrective measures;
- Performs other related duties as assigned.

Main Purpose of Job
Under the direction of a Regional Enforcement Supervisor, an Enforcement and Compliance Investigator with the Maryland Medical Cannabis Commission performs independent work conducting announced and unannounced investigations of medical cannabis growers, processors, and dispensaries licensed by the Maryland Medical Cannabis Commission.
Industry inspections will take place across the state of Maryland, and include, but are not limited to:
- Inspection of equipment, raw and processed material, containers and labeling, and all things therein including: (a)Records; (b)Files; (c)Financial data; (d)Sales data; (e)Shipping data; (f)Pricing data; (g)Employee data; (h)Research; (i)Papers; (j)Processes; (k)Controls; and, (l)Facilities;
- Inventory of any medical cannabis;
- Inspection of any equipment, instruments, tools or machinery used to process medical cannabis.
This position requires frequent travel to facilities across the state, an attention to detail, the ability to document findings for enforcement action if necessary, and the ability to collaborate with other investigators within MMCCâs Bureau of Enforcement and Compliance.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

Job Responsibilities
- In conjunction with supervisor, lead investigator, and/or experienced investigator, travels to assist in the conduct of regulatory compliance investigations both of a proactive and reactive nature relative to alleged or suspected violations of the professional licensing acts under the jurisdiction of the Department
- Assists in record/document acquisition and compilation of investigative files by researching records and requesting and acquiring legal documents such as articles of incorporation
- Receives on-the-job training in investigative techniques and practices, and acquires working knowledge of the licensing acts and administrative rules that pertain to the professions investigated

Main Purpose of Job
This full time contractual position will be responsible for providing scientific support by combining discipline specific knowledge to promote public health and safety to Maryland medical cannabis patients. I. PURPOSE OF THE JOB
The Cannabis Control Commission (Commission) Investigator conducts inspections and investigations of licensed marijuana establishments in the Commonwealth to ensure understanding and compliance with laws, rules, and regulations. A significant component of this position includes visiting marijuana establishments across the Commonwealth and completing regulatory compliance inspections/audits targeting operational requirements, and may include specific cultivation product manufacturing and, retail requirements as pertains to the license type, as well as facility management requirements. Investigator(s) assist in the administration of the registration and licensing compliance process for marijuana establishments and individual registered marijuana establishment agents as defined in the regulations.
II. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Conducts and reports about on-site inspections of marijuana establishments;
- Tracks compliance with all relevant laws and regulations through on-site visits, auditing, and inspection of records;
- Responds to inquiries from all the parties, constituents, and/or the public by providing outstanding customer service in a reasonable timeframe via on-site visits, telephone, email and/or other written correspondence;
- Assists with ongoing documentation and implementation of Commission policies and procedures to reflect best practices in this new industry;
- Reviews policies, processes, and oversight of marijuana establishments to ensure compliance with the regulations (examples of specific policies may include: security policies; product safety policies, sanitation, and waste disposal policies). Conducts investigations in a reasonable time frame by developing investigative plans, gathering, verifying, analyzing, and reviewing documents relating to any investigation or inquiry pursuant to state law and regulations; Conducts investigative conferences, interviews witnesses, parties and requesting production of documents through request(s) for information;
- Reviews the implementation of marijuana establishment policies and procedures to ensure the security of the cultivation, processing and dispensing of marijuana;
- Reviews marijuana establishment processes and procedures for determining the placement and proper use of surveillance cameras and other security controls;
- Reviews standards and implementation for storage facilities regarding the use of lighting, ventilation, labeling, security procedures, access controls, etc.;
- Inspects procedures outlined in the marijuana establishment operational documents to ensure compliance with required seed-to-sale tracking;
- Reviews and assesses protocols for the testing of marijuana and marijuana products;
- Reviews all operational policies and procedures, such as: quality control, record keeping and reporting, staffing plans, human resources policies, staff training, business records for accounting administration and operations standards;
- Responds to rule violations, incidents, or complaints by issuing deficiency statements in a timely manner and evaluating and approving plans for corrective action;
- Drafts investigative memoranda and other reports;
- Represents Commission in administrative or court hearings related to non-compliance;
- Confers with parties to complaints to resolve issues and encourage compliance with established laws, rules, and regulations through settlement, where appropriate;
- Obtains evidence and establishes facts concerning non-compliance with laws, rules, and regulations regarding marijuana cultivation, processing, and distribution;
- Maintains thorough documentation of inspections and makes corrective action recommendations;
- Makes appropriate referrals and other legal issues arising from investigations to Enforcement Counsel in collaboration with the Director of Investigations;
- Summarizes and make appropriate recommendations by writing factually sound reports by applying relevant evidence and legal analysis;
- Complies with quality control procedures to ensure information is accurate and complete;
- Maintains a caseload and updated records in case management system.
III. OTHER DUTIES AND RESPONSIBILITIES
- Maintain the highest standards of personal, professional and ethical conduct and support the Commissionâs goals for a diverse and culturally aware workforce;
- Maintains professional relationships with assigned agency personnel and various private, local, state and federal agencies;
- Makes relevant referrals to appropriate state, local and federal agencies;
- Communicates and, if assigned, works collaboratively with state and local agencies, including law enforcement and local boards of health;
- Responds to inquiries and complaints to provide information concerning medical use of marijuana and adult-use of marijuana laws, regulations, rules, and procedures;
- Performs related duties such as maintaining records, attending meetings, and preparing correspondence including emails and letters;
- Assists in determining compliance with applicable laws and standards and recommending enforcement actions and corrective measures;
- Performs other related duties as assigned.

- Approximately 60-70% of the time is spent in the field, out of the office.
V. EDUCATION AND EXPERIENCE
- Bachelorâs degree required; advanced degree preferred
- Extensive report writing experience required;
- Three years of full-time, or equivalent part-time, experience in investigatory or inspection work, or an equivalent or related field;
One or more of the following:
- Experience with financial or fraud investigations, audits, forensic accounting, data finance data analysis;
- CPA or CPE certification preferred;
- Regulatory compliance experience in the food industry, including safety inspections related to food preparation;
- Experience with building inspection, building code compliance, architectural review, or related inspections;
- Regulatory compliance experience in the pharmaceutical industry;
- Experience in the chemistry industry and public health;
- Experience with agriculture, horticulture, farming, or hydroponic growing;
- Experience in analysis of laboratory tests;
- Experience in energy compliance;
- Knowledge of and ability to understand and explain independent laboratory tests of soil, temperature, humidity, and carbon dioxide type and use of fertilizers; and processes to implement best practices to limit contamination.

Job Description and Duties
Per CCR 249.3, this job control may be used to fill subsequent vacancies.
Effective July 1, 2020, State employees are subject to a 9.23% salary reduction in exchange for up to 16 hours per month of the Personal Leave Program 2020 (PLP 2020).
This is a 24 months limited term position with the potential to become permanent.
Under the direction of the Supervising Special Investigator I, the Special Investigator conducts inspections, investigations, administrative enforcement actions, and other duties related to compliance and enforcement of California laws and regulations governing the cultivation of cannabis. The incumbent applies State laws and regulations relating to the cultivation of cannabis; determines compliance with track-and-trace requirements for the movement and transfer of cannabis and cannabis products; analyzes situations accurately; and takes an effective course of action. Additionally, the incumbent prepares and issues Notices of Violation (NOV) and prepares clear and concise investigative reports and administrative enforcement documentation and testifies at administrative hearings, civil proceedings and/or criminal proceedings.

Working Conditions
The duties of this position are conducted 40% indoors and 60% outdoors (percentages are an estimate). The incumbent will be assigned a state vehicle (equipped with GPS technology), laptop computer, printer, cellular phone, and other tools, supplies and equipment necessary to perform the required job functions. The incumbent is expected to spend four days per week in the field. Shift start and finish time may vary based on operational need of work (i.e., travel, search warrants, surveillance, etc.). Overtime may be required.
If the incumbent does not live within the positionâs designated home office area (see below), the assigned vehicle will be parked at a department designated location (usually a CalFire Station or state or local government office) within the positionâs designated home office area (which will become the employee headquarters for travel purposes). If the employee lives within the department designated home office areas for this position, they will be issued a home storage permit to park their assigned vehicle at their home and their home address will be their headquarters address for travel purposes. The incumbentâs primary working area will be within Region 1. (See Attachment A.)
Humboldt County will be considered for the designated home office area.
During activities while in the field, the incumbent may be exposed to extreme weather conditions, dirt, odors, noise, fumes, uneven surfaces, extreme weather conditions, and fast-moving equipment. Should be able to perform strenuous hikes on foot over rough and rural terrain where unlicensed cannabis cultivation activities occurs, carry 25lbs, wear a tactical vest weighing 20lbs for long periods of time (8-10 hrs), and operate a 4-wheel drive vehicle.
Travel by state vehicle throughout the State is required on a routine basis. Job Description and Duties
Per CCR 249.3, this job control may be used to fill subsequent vacancies.
Effective July 1, 2020, State employees are subject to a 9.23% salary reduction in exchange for up to 16 hours per month of the Personal Leave Program 2020 (PLP 2020).
This is a 24 months limited term position with the potential to become permanent.
Under the direction of the Supervising Special Investigator I, the Special Investigator is designated to support the mission of Cannabis Enforcement Program (CEP). The Special Investigator conducts inspections, investigations, administrative enforcement actions, and other duties related to compliance and enforcement of California laws and regulations governing the cultivation of cannabis. The incumbent applies State laws and regulations relating to the cultivation of cannabis; determines compliance with track-and-trace requirements for the movement and transfer of cannabis and cannabis products; analyzes situations accurately; and takes an effective course of action. Additionally, the incumbent prepares and issues Notices of Violation (NOV) and prepares clear and concise investigative reports and administrative enforcement documentation and testifies at administrative hearings, civil proceedings and/or criminal proceedings.

Working Conditions
The duties of this position are conducted 40% indoors and 60% outdoors (percentages are an estimate). The incumbent will be assigned a state vehicle (equipped with GPS technology), laptop computer, printer, cellular phone, and other tools, supplies and equipment necessary to perform the required job functions. The incumbent is expected to spend four days per week in the field. Shift start and finish time may vary based on operational need of work (i.e., travel, search warrants, surveillance, etc.) Overtime may be required.
If the incumbent does not live within the positionâs designated home office area (see below), the assigned vehicle will be parked at a department designated location (usually a CalFire Station or state or local government office) within the positionâs designated home office area (which will become the employee headquarters for travel purposes). If the employee lives within the department designated home office areas for this position, they will be issued a home storage permit to park their assigned vehicle at their home and their home address will be their headquarters address for travel purposes. The incumbentâs primary working area will be within Region 4. Kern and Fresno Counties will be considered for the designated home office area.
During activities while in the field, the incumbent may be exposed to extreme weather conditions, dirt, odors, noise, fumes, uneven surfaces, extreme weather conditions, and fast-moving equipment. Should be able to perform strenuous hikes on foot over rough and rural terrain where unlicensed cannabis cultivation activities occurs, carry 25lbs, wear a tactical vest weighing 20lbs for long periods of time (8-10 hrs.), and operate a 4-wheel drive vehicle.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

Job Description and Duties

Effective July 1, 2020, State employees are subject to a 9.23% salary reduction in exchange for up to 16 hours per month of the Personal Leave Program 2020 (PLP 2020).
This is a 24 months limited term position with the potential to become permanent.
Under the direction of the Supervising Special Investigator I, the Special Investigator conducts inspections, investigations, administrative enforcement actions, and other duties related to compliance and enforcement of California laws and regulations governing the cultivation of cannabis. The incumbent applies State laws and regulations relating to the cultivation of cannabis; determines compliance with track-and-trace requirements for the movement and transfer of cannabis and cannabis products; analyzes situations accurately; and takes an effective course of action. Additionally, the incumbent prepares and issues Notices of Violation (NOV) and prepares clear and concise investigative reports and administrative enforcement documentation and testifies at administrative hearings, civil proceedings and/or criminal proceedings.

Working Conditions
The duties of this position are conducted 40% indoors and 60% outdoors (percentages are an estimate). The incumbent will be assigned a state vehicle (equipped with GPS technology), laptop computer, printer, cellular phone, and other tools, supplies and equipment necessary to perform the required job functions. The incumbent is expected to spend four days per week in the field. Shift start and finish time may vary based on operational need of work (i.e., travel, search warrants, surveillance, etc.). Overtime may be required.
If the incumbent does not live within the positionâs designated home office area (see below), the assigned vehicle will be parked at a department designated location (usually a CalFire Station or state or local government office) within the positionâs designated home office area (which will become the employee headquarters for travel purposes). If the employee lives within the department designated home office areas for this position, they will be issued a home storage permit to park their assigned vehicle at their home and their home address will be their headquarters address for travel purposes. The incumbentâs primary working area will be within Region 1. (See Attachment A.)
Humboldt County will be considered for the designated home office area.
During activities while in the field, the incumbent may be exposed to extreme weather conditions, dirt, odors, noise, fumes, uneven surfaces, extreme weather conditions, and fast-moving equipment. Should be able to perform strenuous hikes on foot over rough and rural terrain where unlicensed cannabis cultivation activities occurs, carry 25lbs, wear a tactical vest weighing 20lbs for long periods of time (8-10 hrs), and operate a 4-wheel drive vehicle.
Travel by state vehicle throughout the State is required on a routine basis. Travel by state vehicle or other public transportation systems to various locations throughout the state will be required on a regular basis and may be on short notice to assist other CalCannabis Investigators on enforcement actions. Incumbent should expect travel outside of normal regional assignment 25% of the time; participate in regular early hour operational briefings; and work extended hours when on various operations. Investigations may require extended periods of surveillance and sitting.
Title 11, Section 703(d) California Code of Regulations requires that all personnel who have access to Criminal Offender Record Information (CORI) or serving as a back-up to a Special Investigator I - CEP, be fingerprinted and subject to a background investigation through the Department of Justice. CDFA is statutorily mandated to establish a Cannabis Cultivation Licensing Program (CalCannabis). Job Description and Duties
Per CCR 249.3, this job control may be used to fill subsequent vacancies.
This is a 24-month limited term position with the potential to become permanent.
Under the direction of the Supervising Special Investigator I, the Special Investigator conducts inspections, investigations, administrative enforcement actions, and other duties related to compliance and enforcement of California laws and regulations governing the cultivation of cannabis. The incumbent applies State laws and regulations relating to the cultivation of cannabis; determines compliance with track-and-trace requirements for the movement and transfer of cannabis and cannabis products; analyzes situations accurately; and takes an effective course of action. Additionally, the incumbent prepares and issues Notices of Violation (NOV) and prepares clear and concise investigative reports and administrative enforcement documentation and testifies at administrative hearings, civil proceedings and/or criminal proceedings.

Working Conditions
The duties of this position are conducted 40% indoors and 60% outdoors (percentages are an estimate). The incumbent will be assigned a state vehicle (equipped with GPS technology), laptop computer, printer, cellular phone, and other tools, supplies and equipment necessary to perform the required job functions. The incumbent is expected to spend four days per week in the field. Shift start and finish time may vary based on operational need of work (i.e., travel, search warrants, surveillance, etc.). Overtime may be required.
If the incumbent does not live within the positionâs designated home office area (see below), the assigned vehicle will be parked at a department designated location (usually a CalFire Station or state or local government office) within the positionâs designated home office area (which will become the employee headquarters for travel purposes). If the employee lives within the department designated home office areas for this position, they will be issued a home storage permit to park their assigned vehicle at their home and their home address will be their headquarters address for travel purposes. The incumbentâs primary working area will be within Region 1. (See Attachment A.)
Marin, Lake, and Sonoma Counties will be considered for the designated home office area.
During activities while in the field, the incumbent may be exposed to extreme weather conditions, dirt, odors, noise, fumes, uneven surfaces, extreme weather conditions, and fast-moving equipment. Should be able to perform strenuous hikes on foot over rough and rural terrain where unlicensed cannabis cultivation activities occurs, carry 25lbs, wear a tactical vest weighing 20lbs for long periods of time (8-10 hrs), and operate a 4-wheel drive vehicle.
Travel by state vehicle throughout the State is required on a routine basis. Travel by state vehicle or other public transportation systems to various locations throughout the state will be required on a regular basis and may be on short notice to assist other CalCannabis Investigators on enforcement actions. Incumbent should expect travel outside of normal regional assignment 25% of the time; participate in regular early hour operational briefings; and work extended hours when on various operations. Investigations may require extended periods of surveillance and sitting.
Title 11, Section 703(d) California Code of Regulations requires that all personnel who have access to Criminal Offender Record Information (CORI) or serve as a back-up, be fingerprinted and subject to a background investigation through the Department of Justice. Applicants for this position/examination must comply with this requirement and be cleared before hiring. Employees/candidates who do not pass DOJs background check will not be authorized for hire to this position.

CDFA is statutorily mandated to establish a Cannabis Cultivation Licensing Program (CalCannabis). As required by the Medicinal and Adult-Use Cannabis Regulation and Safety Act (MAUCRSA), CalCannabis will license the cultivation of indoor and outdoor cannabis, with consideration given to size and location of the operation; establish a track-and-trace program that uniquely identifies cannabis plants and enables licensing authorities to track cannabis through the distribution chain; work in consultation with other state agencies to adopt environmental remediation regulations; and consider and implement best practices. Opportunity Summary: PIRE is seeking Investigators to join our Center located in Berkeley, CA. This opportunity is open to senior level investigators â and/or a small team of investigatorsâ who are positioned to substantially contribute to PIREâs growing drug and drug policy portfolio or other research agenda. We also have positions at our five other locations: Albuquerque, NM, Providence, RI, Louisville, KY, Chapel Hill, NC, and the Calverton Center located in the Washington, DC metropolitan area,.
Specifically, we invite letters of introduction from senior level investigators who have:
- Current funding from NIH, CDC and/or other agencies that fund scientific research,
- A track record of relevant publications in high impact journals, and
- Strong skills in research collaboration and management.
Successful applicants will be expected to pursue their own research while collaborating with other PIRE scientists in areas of mutual interest. PIRE is prepared to assist researchers submit applications with startup funding, administrative support and collaborative scientific support. Employment is contingent upon successful awards.

PIRE has a diverse portfolio of scientific research focusing on alcohol and drug use and their effects on public health and safety. We have a rich blend of NIH, NHTSA, SAMHSA and Foundation funded work focusing on various drugs of abuse, including prescription drugs, marijuana, heroin, methamphetamine and related health and public health problems (e.g. HIV, HCV, overdose, driving fatalities, criminology). We are specifically expanding our drug related research but are not limiting this opportunity. Our scientists examine risk factors and outcomes at both the individual and structural levels, with a focus on informing public policy and/or understanding the specific impacts of policies on health. Our studies employ a diverse range of research methodologies, including qualitative and quantitative methods and a variety of innovative sampling methods. Among these studies are NHTSA- and NIH-funded roadside surveys that are measuring the prevalence of drug use among drivers using biological measures, the effects of marijuana legalization on prevalence among drivers, and the effects of drugs on crash risk.
Anchoring our research portfolio on the west coast is the Prevention Research Center (PRC) in Oakland, CA. PRC is one of 27 centers sponsored by the NIAAA. PRC was formed in 1983 and is the only such center that specializes in the environmental prevention. PRC's focus is on conducting research to understand better the social and physical environments that influence individual behavior that leads to alcohol and drug misuse. Recent PRC drug research includes studies of the geographical distribution of medical marijuana dispensaries as well as effects of decriminalization and legalization of marijuana.

Job Description and Duties
Per CCR 249.3, this job control may be used to fill subsequent vacancies.
This is a 24-month limited term position with the potential to become permanent.
Under the direction of the Supervising Special Investigator II (SSI II), the Supervising Special Investigator I (SSI I) serves as the field office supervisor and oversees cannabis cultivation site inspections, investigations and administrative and licensing actions associated with licensed cultivation sites within the designated field office coverage area. The SSI I supervises, plans, organizes, and directs the work of Special Investigators performing inspections, investigations, and enforcement activities of licensed cannabis cultivation sites. Among other duties, the SSI I interprets and explains the provisions of the cannabis cultivation laws and regulations; performs the more difficult and complex investigations; assists the Supervising Special Investigator II in program planning, policy development and implementation and administrative duties including coordination and collaboration with other state agencies regarding statutory and regulatory enforcement. The SSI I reviews and evaluates inspection and investigation reports; makes or participates in more difficult field investigations; files complaints, prepares cases, and appears in administrative hearings or in court; works with and secures the cooperation of State and local law enforcement agencies as needed. The SSI I works closely with the SSI II in order to develop strategies for managing program fraud and abuse; assists in planning and directing a major investigation program; prepares various management reports and related documentation, and acts for the SSI II in their absence.

Working Conditions
The duties of this position are conducted 40% indoors and 60%outdoors. The incumbent will be assigned a state vehicle (which will be equipped with GPS technology), laptop computer and printer, cellular phone, and other equipment necessary to perform the required job duties and the necessary equipment, tools, and supplies to conduct on-site inspections and investigations and work remotely/away from the home office. The incumbent is expected to spend four days per week in the field working with their staff. Designated home office area for this position: Los Angeles County, Ventura County, or Orange County.
The assigned vehicle will be parked at a department designated location (usually a CalFire Station or state or local government office) within the designated home office area (which will become the employee headquarters for travel purposes). If the employee lives within the designated home office areas for this position, they will be issued a home storage permit to park their assigned vehicle at their home and their home address will be their headquarters address for travel purposes. The incumbent will be responsible for supervising staff located throughout Region 6 (Ventura, Los Angeles, Orange, and San Diego Counties - see Attachment A.)
During activities while in the field, the incumbent may be exposed to dirt, odors, noise, fumes, uneven surfaces, extreme weather conditions, and fast-moving equipment.

As required by the Medicinal and Adult-Use Cannabis Regulation and Safety Act (MAUCRSA), CalCannabis will license the cultivation of indoor and outdoor cannabis, with consideration given to size and location of the operation; establish a Track-and-Trace program that uniquely identifies cannabis plants and enables licensing authorities to track cannabis through the distribution chain; work in consultation with other state agencies to adopt environmental remediation regulations; and consider and implement best practices. The SSI II interprets and explains the provisions of the cannabis cultivation laws and regulations; performs the more difficult and complex investigations; and assists the C.E.A. in program planning, policy development and implementation and administrative duties including coordination with other state agencies regarding regulation enforcement.

Business Overview
The U.S. Financial Security DepartmentâĂâŹĂâ˘s Special Investigations Unit (SIU) investigator is responsible for detecting, reviewing, and reporting on potential suspicious activities identified via internal and external triggers, including high-risk negative news, fraud, sanctions, KYC, and terrorist financing/human trafficking matters. He/she is in charge of investigating transactions stemming from such referrals, as well as interacting with multiple levels of the bank to mitigate risk. The SIU investigator will also handle a variety of processes, including legal requests (subpoenas), FinCEN regulatory processes, and law enforcement communications.
Responsibilities:
- Conduct special investigations pertaining to potential financial crime concerns such as AML, bribery/corruption, terrorist financing/human trafficking, etc., to mitigate regulatory, reputational, and compliance risk for the Bank
- Conduct investigations stemming from a variety of internal and external referrals, including affiliate fraud, internal employee misconduct, sanctions-related matters and circumvention attempts, and KYC red flags

Interact with all lines of business and affiliates to resolve issues as appropriate and determine whether the activity is deemed suspicious
- Prepare investigative reports with findings after a review of relevant documentation, including drafting Suspicious Activity Reports (SARs)
- Review monthly Terrorist Financing/Human Trafficking reports to identify potentially suspicious activity
- Participate in monthly calls with branch affiliates and key stakeholders
- Participate in a variety of regulatory and legal processes, including FinCEN 314(a), 314(b), 311 special measures, civil and grand jury subpoenas, and law enforcement information sharing and backup documentation requests

Assist colleagues and SIU manager in other special projects involving transactions relating to cryptocurrency, Money Service Businesses (MSBs), and entities operating in the cannabis industry
- Keep informed on laws, regulations, and current practices pertaining to the Bank Secrecy Act and Anti-Money Laundering regulations
- Support senior management with development and rollout of other SIU initiatives impacting the Bank

Minimum Required Qualifications
- Undergraduate degree in Mathematics, Criminal Justice, Business, or related field
- Minimum of 3 - 5 yearsâĂâŹĂ⢠AML experience
- Highly motivated and results-oriented individual who can work in a time sensitive environment
- Effectively provide solutions and directions, multi-task, and deliver results in a timely manner
- Ability to quickly assimilate information relating to complex issues
- Exercise good judgment and discretion when making decisions
- Strong analytical, research, and problem-solving skills
- Strong communication and collaboration skills, including the ability to work effectively with others at all levels across the Bank
Preferred Qualifications
- ACAMS, CFE, CFCS, CFS certifications preferred
- Experience with Actimize
- Experience and knowledge of sanctions and fraud matters
