Some of the duties you will perform are:
Independently manage an assigned caseload of investigations on liquor license applicants.- Conduct in-depth interviews to determine eligibility and assess document requirements. Request documentation needed to conduct investigation and ensure eligibility.
- Complete notification to local authority and post document to applicant.
- Analyze written material (financial statements, loan documents, bank statements, leases, purchase and sale agreements, management agreements, closing documents and numerous other legal documents to confirm True Party of Interest and rule out illegal funds, hidden ownership or other disqualifying factors.
- Evaluate information received from applicants, the Enforcement Division, and external sources such as local authorities, other state and/ or federal agencies, etc. to determine impact on investigation.
- Research violation history of applicants to assess public safety risk.
- Approve routine new, in lieu of, added class, change of location and assumption applications.
- Determine if there are disqualifying factors and/ or public safety concerns, statutory or regulatory concerns that may result in referral of the file to a Licensing Specialist Senior for processing.
- Research, interpret and apply laws, rules, regulations, policies and procedures as applicable to determine applicant eligibility.
- Receive and resolve problems and complaints from applicants and/or their representatives regarding applications.

Job Description:
The Oregon Liquor & Cannabis Commission (OLCC) is looking to fill one Licensing Specialist (Liquor License Investigator) position in our Licensing Division located at 9079 SE McLoughlin Blvd., Portland, OR.
We are posting this as an internal and external recruitment opportunity. Individuals who currently work for the OLCC will be given preference during the application process.
Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
Ensure that qualified applicants receive liquor licenses by conducting a background investigation; educating, training and assisting applicants, licensees and the public in all aspects of liquor licensing – rules, statutes, policies and licensing standards, etc..
Licensing specialists use discretionary judgment to plan the scope and direction of investigations from receipt of the application or change through to completion/withdrawal/inactivation. Investigations include an analysis of the ownership, operation, management of the prospective business, the applicant's operating proposal, an analysis of the applicant's OLCC compliance history and business location (if previously licensed), an analysis of the impact of the proposed operation on the community, and a recommendation on granting, restricting, or denying the license.
Applications are often controversial and sensitive in nature because of widespread critical opinion about such issues as neighborhood impact, drug and alcohol problems, and organized crime. The licensing specialist acts as liaison and mediator to local government bodies, neighborhood groups, law enforcement agencies, and applicants.
Here are some of the essential duties you will perform:
Manage an active liquor license and permits caseload, assessing priorities and using discretion to plan scope and direction of investigations. Implements work flow processes, Standard operating procedures and procedures to ensure applicants receive communication and action timely.
Makes independent assessments of whether applicants have a habit of abuse, criminal record or otherwise present a poor risk of compliance using the resources available, including analyzing and interpreting technical reports of other professional disciplines such as medical or alcohol treatment reports, police reports and court documents.
Interview and communicate with applicants and interpret or explain license eligibility requirements, statutes, rules, policies or procedures. Analyze and evaluate routine and complex business structures, business operating plans, and other business documents to determine ownership or identify potential non-compliance issues.
Identify and apply relevant statutes, rules, case law, Attorney General Opinions and Commission policy to relevant facts. Analyze facts to determine eligibility and make a recommendation to grant or deny license. Evaluate floor plans and blue prints of proposed outlets. Analyze their sufficiency to meet OLCC operating requirements and the applicant's operating proposal. Works with Compliance to determine appropriate minor postings.
Write clear, complete reports that summarize investigative facts, evaluate and apply statutes, administrative rules and legal case precedent, and explain conclusion and recommendation. Testify on behalf of the Commission at administrative law hearings or in court trials.
Distribute license applications and instructing applicants in how to complete the forms. Determine appropriate fees and issue licenses and authorities to operate. Request refunds from finance for overpayment of license fees, with approval from management.
Enters application and license actions in database; records workflow process; ensures completeness and accuracy of applicant/licensee information – name, address, etc. Logs and tracks application and license actions; communicates with applicants and licensees on status; updates database with workflow actions; adheres to policies and process for license timelines and action.
Answer inquiries on licensing through routine contacts – such as emails, officer of the day - workshops or participation in public meetings, provide information and training to educate members of the public, applicants, licensees, and governmental officials about OLCC statutes, rules and processes. Communicates with people of diverse cultural, ethnic and socioeconomic backgrounds.
Confers with and refers violation matters to compliance staff.
Recommends new policy to better serve the public, law enforcement community, liquor industry, and government and special interest groups. Reviews and makes recommendations on proposed or revised administrative rules.
Mentors, trains and provides oral and/or written reports on new investigators. Conduct reviews of other investigator applications/files.
What do you need to qualify?
Three years of experience conducting investigations of allegations, facts, behaviors, documents, laws, legal precedents and/or other information. This experience must include preparing written reports using individual judgment in developing conclusions or recommendations that are subject to review in court, administrative hearings or comparable formal review process; OR
An Associate’s degree in criminal justice, human or behavioral sciences, business or public administration, or other related field AND eighteen months of experience conducting investigations; OR
A Bachelor’s degree in law enforcement, criminal justice, human or behavioral sciences, business or public administration or other related field; OR
Any relevant combination of education and experience equivalent to three years.

Job Description:
The Oregon Liquor & Cannabis Commission (OLCC) is looking to fill one Marijuana Licensing Technician (Compliance Specialist 3) position in our Licensing Division located at 9079 SE McLoughlin Blvd., Portland, OR.
We are posting this as an internal and external recruitment opportunity. Individuals who currently work for the OLCC will be given preference during the application process.
Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
Develop, in conjunction with other executive staff and compliance technicians, the standards and procedures for licensing marijuana businesses in Oregon; assist Division Director with establishing performance benchmarks, evaluating effectiveness of the marijuana licensing activities, and make recommendations on process and policy changes as needed to increase marijuana licensing program’s efficiency and effectiveness; monitor coordinate, review and provide feedback on the work of the agency’s marijuana licensing staff statewide to ensure consistency in licensing decisions and adherence to applicable state statutes, administrative rules, and agency policies; identify internal and external training needs related to the agency’s marijuana licensing functions, and create and deliver effective training as needed regarding marijuana licensing processes and procedures.
Here are some of the essential duties you will perform:
In conjunction with Division Director, appropriate regional manager, and Director of Public Safety as needed, reviews, coordinates, and monitors the work of marijuana licensing staff for completeness, statewide consistency, and accurate application of applicable laws, policies and procedures.
Develops, reviews and maintains marijuana licensing forms and related publications. Coordinates with appropriate agency staff for public disbursement of licensing forms and publications as appropriate. Creates and revises forms and publications as needed to reflect current status of applicable laws, policies and procedures.
Reviews and consults with Division Director and other technical staff as needed to develop, manage and modify the Marijuana Licensing Manual to ensure it reflects the current status of applicable laws, policies, procedures and guidelines.
Reviews licensing reports submitted by agency staff and managers for completeness, consistency with Commission practice, and accurate application of policy, law and guidelines. Informs licensing staff of deficits, provides additional guidance and explanation, and requests report additions and revisions. Reports deficits periodically or upon request to regional managers or other executive staff.
Provides technical guidance to agency staff including the interpretation of relevant marijuana laws, policies, procedures and guidelines.
Participates as a member of the program’s technical team, which may include:
Reviewing, developing and revising recommendations regarding program-related legislative concepts, statutes and administrative rules. Developing and refining evaluation criteria to measure marijuana licensing efficiency and effectiveness. In consultation with Division Director, provides technical assistance to industry associations, governmental bodies, special interest groups, the Commissioners, and other executive staff. Evaluating complex licensing issues that may have broad impacts on agency practices and precedent. Confers with appropriate executive staff on findings and proposed resolutions in high profile and/or sensitive marijuana licensing decisions.
Obtain and analyze license application documentation to determine license eligibility. Provides licensees with consultative assistance by developing strategies for achieving compliance with applicable statutes, administrative rules and other laws.
Represents the Commission to licensees, applicants and their representatives, the public, and local and state government agencies by giving sound technical advice and policy interpretation when explaining marijuana licensing laws, policies, rules, and procedures.
Using discretion and consulting with appropriate executive and technical staff, develops solutions regarding licensing decisions for issues not clearly defined in policy. Assists marijuana program staff, licensing staff, compliance staff, and executive staff in the design and development of a system for licensing marijuana businesses.
Conducts research and analyzes statutes, administrative rules, policies and other relevant materials to recommend structure for the agency’s marijuana licensing functions. Assists in the development of rules, standards, processes, procedures and policies for licensing marijuana businesses. Assists in the development and refinement of marijuana licensing criteria and application on a statewide level.
In conjunction with Division Director and other technical staff, develops a Marijuana Licensing Manual according to program goals in order to ensure statewide consistency in the application of marijuana licensing rules, policies and procedures. Develops licensing application forms and other documents related to marijuana licensing functions.
Evaluates marijuana licensing goals, policies and procedures for alignment and compliance with applicable laws and policies, many of which are not clearly defined. Reviews and analyzes program records to ensure statewide consistency in the application of the agency’s marijuana licensing rules, policies and procedures. Collects information from marijuana licensing staff on licensing successes and challenges. Determines and recommends policy and rule changes needed to achieve program success.
Identifies needs and, in consultation with program Director and other technical staff, develops concepts and drafts language for new marijuana regulatory laws and revisions as needed. Conducts research and prepares analysis and recommendations on proposed legislation and administrative rules as needed. Analyzes the impacts of law changes on marijuana regulation for executive staff.
Identifies areas of education and training needed internally and externally related to the agency’s marijuana licensing functions. Evaluates appropriate modes of educating internal and external stakeholders on new, revised laws, policies, procedures and guidelines pertaining to marijuana licensing in this state.
Develops and delivers training modules for internal staff to ensure standardized marijuana licensing practices across the state, and up-to-date internal knowledge on applicable marijuana licensing laws, policies, procedures and guidelines.
In consultation with the Division Director, develops and delivers training modules related to the agency’s marijuana licensing functions for other stakeholders including local government groups, special interest groups, legislators, and industry participants, and the general public as needed. Coordinate larger and more complex training events with other agency staff when appropriate.
Prepares and presents documents needed for contested case hearings when needed in marijuana licensing actions. Testifies at hearing as needed. Liaisons with Administrative Policy and Process staff and/or DOJ to evaluate legal sufficiency of marijuana licensing contested cases. Aids DOJ in the prosecution of licensing actions. Testifies on behalf of the agency at hearing or in other legal proceedings as needed.
What do you need to qualify?
Five years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations. Three of the five years must be above the technical support level.
(Note: some positions may require experience in a specific regulatory industry or program)
College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

Duties
Some of the duties you will perform are:
Independently manage an assigned caseload of investigations on liquor license applicants.- Conduct in-depth interviews to determine eligibility and assess document requirements. Request documentation needed to conduct investigation and ensure eligibility.
- Complete notification to local authority and post document to applicant.
- Analyze written material (financial statements, loan documents, bank statements, leases, purchase and sale agreements, management agreements, closing documents and numerous other legal documents to confirm True Party of Interest and rule out illegal funds, hidden ownership or other disqualifying factors.
- Evaluate information received from applicants, the Enforcement Division, and external sources such as local authorities, other state and/ or federal agencies, etc. to determine impact on investigation.
- Research violation history of applicants to assess public safety risk.
- Approve routine new, in lieu of, added class, change of location and assumption applications.
- Determine if there are disqualifying factors and/ or public safety concerns, statutory or regulatory concerns that may result in referral of the file to a Licensing Specialist Senior for processing.
- Research, interpret and apply laws, rules, regulations, policies and procedures as applicable to determine applicant eligibility.
- Receive and resolve problems and complaints from applicants and/or their representatives regarding applications.
Qualifications
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
Two (2) years of experience that includes analyzing and interpreting program financial documents, laws, and regulations for license qualification; and issuance and interviewing and research/review duties involving public contact.
Option 2:
An Associate’s degree or above.
Preferred/Desired Qualifications:
- Ability to learn, understand and explain regulatory statutes, rules, policies and procedures.
- Experience in maintaining effective communications with all levels within the organization.
- Experience in maintaining and building working relationships characterized by mutual acceptance and cooperation.

Duties
Some of the duties you will perform are:
Assign work assignments to Licensing Specialist Seniors.- Review, approve, and disapprove license applications to ensure files comply with state laws and rules and conform to WSLCB policies and procedures before licenses are issued.
- Examine non-standard and unusual license applications referred by staff and work with Licensing Management to address those applications.
- Determine work procedures and methods for determining work flow.
- Inform staff of changes to laws, rules, policies, and procedures.
- Assist staff in resolving a wide variety of concerns and complaints as they relate to the licensing process for cannabis applications.
- Provide guidance to staff related to challenging licensing situations.
- Collaborate with the training team to develop training related to cannabis licensing.
- Understand areas where staff are struggling and work with the training team to develop plans to address deficiencies.
- Help develop the social equity program and integrate diversity, equity, and inclusion in continuous improvement efforts.
- Participate in and lead special projects, lean activities, and other activities to improve the work.

Job Description:
The Oregon Liquor & Cannabis Commission (OLCC) is looking to fill one full-time Alcohol Licensing Support Specialist (Administrative Specialist 1) position in our Licensing Division located at 9079 SE McLoughlin Blvd in our Portland office.
We are posting this as an internal and external recruitment opportunity. Individuals who currently work for the OLCC will be given preference during the application process.
Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
The Administrative Specialist 1 provides support to applicants and licensees who are renewing their licenses, applying for a temporary or special event license or making a change to an existing license. They work in collaboration with license support staff and investigators to ensure a smooth flow of the application process for liquor license applicants and licensees. License Specialists also review, process and approve special event license applications and explain licensing requirements to applicants, licensees, local government agencies, special interest groups and the general public.
Here are some of the essential duties you will perform:
- Receives and reviews liquor license applications and forms (special events, temporary sales permits, renewals, permits and annual licenses) to make sure minimum documents are signed and completed; log applications into the appropriate database. Reaches out to those without minimum documents or complete information by email or phone to let them know what is needed to move their application forward.
- Logs all pending and final licensing actions into the appropriate database. Make corrections as needed to addresses, misspellings, etc. Assist in reviewing audit reports across databases, notes and corrects inconsistencies. Generate license certificates and assist with fulfilling minor postings.
- Reviews event-based liquor applications, including Temporary Sales Licenses and Special Event Licenses for all eligible license types and Temporary Use of an Annual License for completeness, which includes a completed and signed application packet with local governing body approval, liquor liability insurance and fee payment.
- Use Officer of the Day protocol with liquor license investigators to advise applicants on eligibility, license types, and relevant laws and to approve applications.
- Works with compliance on any required Plan to Manage, minor postings or other needed signage. Coordinates with local government(s) to get approval for proposed event and to verify receipt of proper fees.
- Calculates and collects appropriate fees. Completes appropriate requested refund requests, with manager approval, as required by financial services.
- Endorses completed and approved event applications. Emails a copy of the endorsed application to the applicant/licensee and route/store documents as required by the Licensing unit.
- Maintains the online file system for special events files, including archiving applications and properly destroying applications according to the agency records retention schedule.
- Evaluates special event and temporary sales applications against denial criteria. Works with the licensing specialist if it appears that denial or restriction criteria apply.
- As directed by the Alcohol Licensing and Permits Manager, assists to ensure renewals in the renewal queue are properly processed. Sends notification by email/mail prior to license expiration with the renewal application attached. Reviews liquor license renewal applications for completeness as delegated. If changes are sent with renewal application, sends approved information with a link by email to the licensee. Explains laws and makes requests for documents missing from submitted renewal forms and reviews renewal forms for mandatory criteria. Ensures fees and late fees are correctly paid and issues new license certificate when renewal is complete, approved and paid. Facilitates local government endorsements with instructions; update local government contacts in database.
- Monitors group voice-mail (specials event line) and multiple e-mail accounts (special events, OOTD), responding or sorting communications as determined by task assignments. Logs voice-mails/emails and periodically review logs for completion of request/response.
- Responds to inquiries about application/queue status from staff and applicants about the status of their submitted applications
- Provides backup reception coverage to front desk during breaks or absence, as needed. Participates in staff meetings, take minutes and note action items.
What do you need to qualify?
Three years of clerical/secretarial experience that include:
- Two years at a full performance level performing typing, word processing, or other generation of documents AND
- Lead work responsibility or coordination of office procedures.
Courses or training in Office Occupations or Office Technology may be substituted for up to one year of the clerical/secretarial experience.
No substitution will be made for the two years at the full performance level.

The Role

Qualifications

Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
Ensure that qualified applicants receive liquor licenses by conducting a background investigation; educating, training and assisting applicants, licensees and the public in all aspects of liquor licensing – rules, statutes, policies and licensing standards, etc.. Licensing specialists use discretionary judgment to plan the scope and direction of investigations from receipt of the application or change through to completion/withdrawal/inactivation. Investigations include an analysis of the ownership, operation, management of the prospective business, the applicant's operating proposal, an analysis of the applicant's OLCC compliance history and business location (if previously licensed), an analysis of the impact of the proposed operation on the community, and a recommendation on granting, restricting, or denying the license. Applications are often controversial and sensitive in nature because of widespread critical opinion about such issues as neighborhood impact, drug and alcohol problems, and organized crime. The licensing specialist acts as liaison and mediator to local government bodies, neighborhood groups, law enforcement agencies, and applicants.
Here are some of the essential duties you will perform:
- Manage an active liquor license and permits caseload, assessing priorities and using discretion to plan scope and direction of investigations. Implements work flow processes, Standard operating procedures and procedures to ensure applicants receive communication and action timely.
- Makes independent assessments of whether applicants have a habit of abuse, criminal record or otherwise present a poor risk of compliance using the resources available, including analyzing and interpreting technical reports of other professional disciplines such as medical or alcohol treatment reports, police reports and court documents.
- Interview and communicate with applicants and interpret or explain license eligibility requirements, statutes, rules, policies or procedures. Analyze and evaluate routine and complex business structures, business operating plans, and other business documents to determine ownership or identify potential non-compliance issues.
- Identify and apply relevant statutes, rules, case law, Attorney General Opinions and Commission policy to relevant facts. Analyze facts to determine eligibility and make a recommendation to grant or deny license.
- Evaluate floor plans and blue prints of proposed outlets. Analyze their sufficiency to meet OLCC operating requirements and the applicant's operating proposal. Works with Compliance to determine appropriate minor postings.
- Write clear, complete reports that summarize investigative facts, evaluate and apply statutes, administrative rules and legal case precedent, and explain conclusion and recommendation.
- Testify on behalf of the Commission at administrative law hearings or in court trials.
- Distribute license applications and instructing applicants in how to complete the forms. Determine appropriate fees and issue licenses and authorities to operate. Request refunds from finance for overpayment of license fees, with approval from management.
- Enters application and license actions in database; records workflow process; ensures completeness and accuracy of applicant/licensee information – name, address, etc.
- Logs and tracks application and license actions; communicates with applicants and licensees on status; updates database with workflow actions; adheres to policies and process for license timelines and action.
- Answer inquiries on licensing through routine contacts – such as emails, officer of the day - workshops or participation in public meetings, provide information and training to educate members of the public, applicants, licensees, and governmental officials about OLCC statutes, rules and processes.
- Confers with and refers violation matters to compliance staff.
- Communicates with people of diverse cultural, ethnic and socioeconomic backgrounds.
- Recommends new policy to better serve the public, law enforcement community, liquor industry, and government and special interest groups. Reviews and makes recommendations on proposed or revised administrative rules.
- Mentors, trains and provides oral and/or written reports on new investigators. Conduct reviews of other investigator applications/files.
What do you need to qualify?
Three years of experience conducting investigations of allegations, facts, behaviors, documents, laws, legal precedents and/or other information. This experience must include preparing written reports using individual judgment in developing conclusions or recommendations that are subject to review in court, administrative hearings or comparable formal review process; OR
An Associate’s degree in criminal justice, human or behavioral sciences, business or public administration, or other related field AND eighteen months of experience conducting investigations; OR
A Bachelor’s degree in law enforcement, criminal justice, human or behavioral sciences, business or public administration or other related field; OR
Any relevant combination of education and experience equivalent to three years.
Examples of experience that may qualify are regulatory compliance investigation; criminal investigation; child welfare investigation or eligibility determination; governmental benefit, business or mail fraud investigation; revenue audits; insurance claims or fraud investigation.

Duties
Some of the duties you will perform are:
Independently manage an assigned caseload of investigations on liquor license applicants.- Conduct in-depth interviews to determine eligibility and assess document requirements. Request documentation needed to conduct investigation and ensure eligibility.
- Complete notification to local authority and post document to applicant.
- Analyze written material (financial statements, loan documents, bank statements, leases, purchase and sale agreements, management agreements, closing documents and numerous other legal documents to confirm True Party of Interest and rule out illegal funds, hidden ownership or other disqualifying factors.
- Evaluate information received from applicants, the Enforcement Division, and external sources such as local authorities, other state and/ or federal agencies, etc. to determine impact on investigation.
- Research violation history of applicants to assess public safety risk.
- Approve routine new, in lieu of, added class, change of location and assumption applications.
- Determine if there are disqualifying factors and/ or public safety concerns, statutory or regulatory concerns that may result in referral of the file to a Licensing Specialist Senior for processing.
- Research, interpret and apply laws, rules, regulations, policies and procedures as applicable to determine applicant eligibility.
- Receive and resolve problems and complaints from applicants and/or their representatives regarding applications.
Qualifications
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
Two (2) years of experience that includes analyzing and interpreting program financial documents, laws and regulations for license qualification and issuance and interviewing and research/review duties involving public contact.
Option 2:
An Associate’s degree or above with major study in finance, business or public administration, economics, law, accounting, or closely allied field.
Preferred/Desired Qualifications:
- Ability to learn, understand and explain regulatory statutes, rules, policies and procedures.
- Experience working with diverse groups/community.
- Experience in maintaining effective communications with all levels within the organization.

What will you do?
Evaluate and monitor the processing of liquor licenses, based on existing and changing statutes, rules and policies. Establish procedures to ensure the processing of licensing alcohol businesses is timely, accurate and meets the needs of the agency and its partners. Identify the needs and initiate/implement improvements and corrections to procedures. Inform and collaborate with management about policy issues.
Here are some of the essential duties you will perform:
- Reviews liquor license and special event applications as well as Certificates of Approval, Direct Shipper and Wine Self Distribution permits as well as same/day next day delivery and endorsements, to determine if application is complete and all conditions have been met to move forward with the licensing process. Reaches out to applicants and licensees to ask clarifying questions on licensing actions and obtains missing information and provides them with documents, links, or additional information so their licensing request can be completed. Communicates with applicants and licensees on the status of their licensing action.
- Sends duplicate certificates to licensee after conducting the necessary research.
- Approves Certificates of Approval, Direct Shipper and Wine Self Distribution permits as well as same/day next day delivery and endorsements to receive wine and cider requests from licensees. Mails appropriate license certificate when completed.
- Assists licensees with license renewal questions, reviews renewal applications for completeness (accepts or returns to applicant as appropriate), and processes payment receipt.
- Documents and tracks requests and license actions for the division using assigned databases. Manages system of staging licensing documents for processing by a License Specialist. Makes appropriate updates to license databases such as inactivation, change of trade name, etc. and sends the final license certificates to licensees.
- Develops reports from license databases, compiles data from databases; completes audits to ensure licensee information in license database is entered consistently by licensing staff, all the fields are entered correctly to ensure licensing reports are accurate. Identifies and projects trends and conducts studies related to the Licensing Division for program assessment.
- Identifies and streamlines program activities on workflow issues with licensing databases, license applications, permits and renewals. Identifies and reports data processing problems within licensing database and provides input to suggests improvements and enhancements on application acceptance, processing and completion.
- Maintains excellent working relationships with staff/management in other related divisions, such as Financial Services (payments and refunds), Communications (website and publications), IT (database management and reports) and Public Safety.
- Provides licensing support with license renewals, temporary sales licenses , license processing, etc., as directed by management
- Manages the Officer of the Day and Licensing Application email boxes. Documents and tracks the email box statistics and prepares reports and identifies trends with inquiries. Responds to questions from the public or external agencies
- Enters liquor license applications, permits and change requests into licensing data base for management assignment
- Conducts license application audits by researching and evaluating liquor licensing practices regarding application of rules, policies, standards, and compliance with requirements of law and license manual. Prepares report with a thorough analysis and prepares recommendations on course of action.
- Participate in staff meetings, take minutes and notes action items.
What do you need to qualify?
Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations; OR an equivalent combination of training and experience.
One year of postsecondary education may be substituted for up to one year of the experience.

What will you do?
Ensure that qualified applicants receive liquor licenses by conducting a background investigation; educating, training and assisting applicants, licensees and the public in all aspects of liquor licensing – rules, statutes, policies and licensing standards, etc.. Licensing specialists use discretionary judgment to plan the scope and direction of investigations from receipt of the application or change through to completion/withdrawal/inactivation. Investigations include an analysis of the ownership, operation, management of the prospective business, the applicant's operating proposal, an analysis of the applicant's OLCC compliance history and business location (if previously licensed), an analysis of the impact of the proposed operation on the community, and a recommendation on granting, restricting, or denying the license. Applications are often controversial and sensitive in nature because of widespread critical opinion about such issues as neighborhood impact, drug and alcohol problems, and organized crime. The licensing specialist acts as liaison and mediator to local government bodies, neighborhood groups, law enforcement agencies, and applicants.
Here are some of the essential duties you will perform:
Manage an active liquor license and permits caseload, assessing priorities and using discretion to plan scope and direction of investigations. Implements work flow processes, Standard operating procedures and procedures to ensure applicants receive communication and action timely.
Makes independent assessments of whether applicants have a habit of abuse, criminal record or otherwise present a poor risk of compliance using the resources available, including analyzing and interpreting technical reports of other professional disciplines such as medical or alcohol treatment reports, police reports and court documents.
Interview and communicate with applicants and interpret or explain license eligibility requirements, statutes, rules, policies or procedures. Analyze and evaluate routine and complex business structures, business operating plans, and other business documents to determine ownership or identify potential non-compliance issues.
Identify and apply relevant statutes, rules, case law, Attorney General Opinions and Commission policy to relevant facts. Analyze facts to determine eligibility and make a recommendation to grant or deny license. Evaluate floor plans and blue prints of proposed outlets. Analyze their sufficiency to meet OLCC operating requirements and the applicant's operating proposal. Works with Compliance to determine appropriate minor postings.
Write clear, complete reports that summarize investigative facts, evaluate and apply statutes, administrative rules and legal case precedent, and explain conclusion and recommendation. Testify on behalf of the Commission at administrative law hearings or in court trials. Distribute license applications and instructing applicants in how to complete the forms. Determine appropriate fees and issue licenses and authorities to operate. Request refunds from finance for overpayment of license fees, with approval from management. Enters application and license actions in database; records workflow process; ensures completeness and accuracy of applicant/licensee information – name, address, etc. Logs and tracks application and license actions; communicates with applicants and licensees on status; updates database with workflow actions; adheres to policies and process for license timelines and action.
Answer inquiries on licensing through routine contacts – such as emails, officer of the day - workshops or participation in public meetings, provide information and training to educate members of the public, applicants, licensees, and governmental officials about OLCC statutes, rules and processes. Confers with and refers violation matters to compliance staff. Communicates with people of diverse cultural, ethnic and socioeconomic backgrounds.
Recommends new policy to better serve the public, law enforcement community, liquor industry, and government and special interest groups. Reviews and makes recommendations on proposed or revised administrative rules. Mentors, trains and provides oral and/or written reports on new investigators. Conduct reviews of other investigator applications/files.
What do you need to qualify?
Three years of experience conducting investigations of allegations, facts, behaviors, documents, laws, legal precedents and/or other information. This experience must include preparing written reports using individual judgment in developing conclusions or recommendations that are subject to review in court, administrative hearings or comparable formal review process; OR
An Associate’s degree in criminal justice, human or behavioral sciences, business or public administration, or other related field AND eighteen months of experience conducting investigations; OR
A Bachelor’s degree in law enforcement, criminal justice, human or behavioral sciences, business or public administration or other related field; OR
Any relevant combination of education and experience equivalent to three years.
Examples of experience that may qualify are regulatory compliance investigation; criminal investigation; child welfare investigation or eligibility determination; governmental benefit, business or mail fraud investigation; revenue audits; insurance claims or fraud investigation.

What will you do?
The Alcohol Licensing Support Specialist provides support to applicants and licensees who are renewing their licenses, applying for a temporary or special event license or making a change to an existing license. They work in collaboration with license support staff and investigators to ensure a smooth flow of the application process for liquor license applicants and licensees. License Specialists also review, process and approve special event license applications and explain licensing requirements to applicants, licensees, local government agencies, special interest groups and the general public.
Here are some of the essential duties you will perform:
- Receives and reviews liquor license applications and forms (special events, temporary sales permits, renewals, permits and annual licenses) to make sure minimum documents are signed and completed; log applications into the appropriate database. Reaches out to those without minimum documents or complete information by email or phone to let them know what is needed to move their application forward.
- Logs all pending and final licensing actions into the appropriate database. Make corrections as needed to addresses, misspellings, etc. Assist in reviewing audit reports across databases, notes and corrects inconsistencies. Generate license certificates and assist with fulfilling minor postings.
- Reviews event-based liquor applications, including Temporary Sales Licenses and Special Event Licenses for all eligible license types and Temporary Use of an Annual License for completeness, which includes a completed and signed application packet with local governing body approval, liquor liability insurance and fee payment.
- Use Officer of the Day protocol with liquor license investigators to advise applicants on eligibility, license types, and relevant laws and to approve applications.
- Works with compliance on any required Plan to Manage, minor postings or other needed signage. Coordinates with local government(s) to get approval for proposed event and to verify receipt of proper fees.
- Calculates and collects appropriate fees. Completes appropriate requested refund requests, with manager approval, as required by financial services.
- Endorses completed and approved event applications. Emails a copy of the endorsed application to the applicant/licensee and route/store documents as required by the Licensing unit.
- Maintains the online file system for special events files, including archiving applications and properly destroying applications according to the agency records retention schedule.
- Evaluates special event and temporary sales applications against denial criteria. Works with the licensing specialist if it appears that denial or restriction criteria apply.
- As directed by the Alcohol Licensing and Permits Manager, assists to ensure renewals in the renewal queue are properly processed. Sends notification by email/mail prior to license expiration with the renewal application attached. Reviews liquor license renewal applications for completeness as delegated. If changes are sent with renewal application, sends approved information with a link by email to the licensee. Explains laws and makes requests for documents missing from submitted renewal forms and reviews renewal forms for mandatory criteria. Ensures fees and late fees are correctly paid and issues new license certificate when renewal is complete, approved and paid. Facilitates local government endorsements with instructions; update local government contacts in database.
- Monitors group voice-mail (specials event line) and multiple e-mail accounts (special events, OOTD), responding or sorting communications as determined by task assignments. Logs voice-mails/emails and periodically review logs for completion of request/response.
- Responds to inquiries about application/queue status from staff and applicants about the status of their submitted applications
- Provides backup reception coverage to front desk during breaks or absence, as needed. Participates in staff meetings, take minutes and note action items.
What do you need to qualify?
Three years of clerical/secretarial experience that include:
- Two years at a full performance level performing typing, word processing, or other generation of documents AND
- Lead work responsibility or coordination of office procedures.
Courses or training in Office Occupations or Office Technology may be substituted for up to one year of the clerical/secretarial experience.
No substitution will be made for the two years at the full performance level.

Job Description:
The Oregon Liquor & Cannabis Commission (OLCC) is looking to fill two full-time and one half-time Alcohol Licensing Support Specialist (Administrative Specialist 1) positions in our Licensing Division located at 9079 SE McLoughlin Blvd in or Portland office.
We are posting this as an internal and external recruitment opportunity. Individuals who currently work for the OLCC will be given preference during the application process.
Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
The Alcohol Licensing Support Specialist provides support to applicants and licensees who are renewing their licenses, applying for a temporary or special event license or making a change to an existing license. They work in collaboration with license support staff and investigators to ensure a smooth flow of the application process for liquor license applicants and licensees. License Specialists also review, process and approve special event license applications and explain licensing requirements to applicants, licensees, local government agencies, special interest groups and the general public.
Here are some of the essential duties you will perform:
- Receives and reviews liquor license applications and forms (special events, temporary sales permits, renewals, permits and annual licenses) to make sure minimum documents are signed and completed; log applications into the appropriate database. Reaches out to those without minimum documents or complete information by email or phone to let them know what is needed to move their application forward.
- Logs all pending and final licensing actions into the appropriate database. Make corrections as needed to addresses, misspellings, etc. Assist in reviewing audit reports across databases, notes and corrects inconsistencies. Generate license certificates and assist with fulfilling minor postings.
- Reviews event-based liquor applications, including Temporary Sales Licenses and Special Event Licenses for all eligible license types and Temporary Use of an Annual License for completeness, which includes a completed and signed application packet with local governing body approval, liquor liability insurance and fee payment.
- Use Officer of the Day protocol with liquor license investigators to advise applicants on eligibility, license types, and relevant laws and to approve applications.
- Works with compliance on any required Plan to Manage, minor postings or other needed signage. Coordinates with local government(s) to get approval for proposed event and to verify receipt of proper fees.
- Calculates and collects appropriate fees. Completes appropriate requested refund requests, with manager approval, as required by financial services.
- Endorses completed and approved event applications. Emails a copy of the endorsed application to the applicant/licensee and route/store documents as required by the Licensing unit.
- Maintains the online file system for special events files, including archiving applications and properly destroying applications according to the agency records retention schedule.
- Evaluates special event and temporary sales applications against denial criteria. Works with the licensing specialist if it appears that denial or restriction criteria apply.
- As directed by the Alcohol Licensing and Permits Manager, assists to ensure renewals in the renewal queue are properly processed. Sends notification by email/mail prior to license expiration with the renewal application attached. Reviews liquor license renewal applications for completeness as delegated. If changes are sent with renewal application, sends approved information with a link by email to the licensee. Explains laws and makes requests for documents missing from submitted renewal forms and reviews renewal forms for mandatory criteria. Ensures fees and late fees are correctly paid and issues new license certificate when renewal is complete, approved and paid. Facilitates local government endorsements with instructions; update local government contacts in database.
- Monitors group voice-mail (specials event line) and multiple e-mail accounts (special events, OOTD), responding or sorting communications as determined by task assignments. Logs voice-mails/emails and periodically review logs for completion of request/response.
- Responds to inquiries about application/queue status from staff and applicants about the status of their submitted applications
- Provides backup reception coverage to front desk during breaks or absence, as needed. Participates in staff meetings, take minutes and note action items.
What do you need to qualify?
Three years of clerical/secretarial experience that include:
- Two years at a full performance level performing typing, word processing, or other generation of documents AND
- Lead work responsibility or coordination of office procedures.
Courses or training in Office Occupations or Office Technology may be substituted for up to one year of the clerical/secretarial experience.
No substitution will be made for the two years at the full performance level.
Desired Attributes:
- Experience using policy and procedure manuals, handbooks, or reference material for answering questions.
- Experience handling sensitive information with strict confidentiality and maintaining a high degree of professionalism.
- Intermediate skill and proficiency in Microsoft applications such as Outlook, Word, and Excel.
- Excellent equity-driven internal and external customer service skills and interpersonal skills with good verbal and written communication skills, and the ability to compose important documents paying attention to accuracy, grammar and punctuation.
- Detail oriented and ability to switch priorities seamlessly and ability to handle inquires for information and protecting confidential information simultaneously.

Duties
Some of the duties you will perform are:
Independently manage an assigned caseload of investigations on liquor license applicants.- Conduct in-depth interviews to determine eligibility and assess document requirements. Request documentation needed to conduct investigation and ensure eligibility.
- Complete notification to local authority and post document to applicant.
- Analyze written material (financial statements, loan documents, bank statements, leases, purchase and sale agreements, management agreements, closing documents and numerous other legal documents to confirm True Party of Interest and rule out illegal funds, hidden ownership or other disqualifying factors.
- Evaluate information received from applicants, the Enforcement Division, and external sources such as local authorities, other state and/ or federal agencies, etc. to determine impact on investigation.
- Research violation history of applicants to assess public safety risk.
- Approve routine new, in lieu of, added class, change of location and assumption applications.
- Determine if there are disqualifying factors and/ or public safety concerns, statutory or regulatory concerns that may result in referral of the file to a Licensing Specialist Senior for processing.
- Research, interpret and apply laws, rules, regulations, policies and procedures as applicable to determine applicant eligibility.
- Receive and resolve problems and complaints from applicants and/or their representatives regarding applications.
Qualifications
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
Two (2) years of experience that includes analyzing and interpreting program financial documents, laws and regulations for license qualification and issuance and interviewing and research/review duties involving public contact.
Option 2:
An Associate’s degree or above with major study in finance, business or public administration, economics, law, accounting, or closely allied field.
Preferred/Desired Qualifications:
- Ability to learn, understand and explain regulatory statutes, rules, policies and procedures.
- Experience in maintaining effective communications with all levels within the organization.
- Experience in maintaining and building working relationships characterized by mutual acceptance and cooperation.

Develop written training plans for new licensing employees with input from supervisors and managers.- Develop and maintain core competencies and training benchmarks for new licensing employees. Ensure all competencies are included in the training curriculum.
- Work with Liquor Licensing Seniors on training new staff to ensure consistency of training. Ensure licensing employees are using the same tools and processes.
- Provide training and update resources, forms, letters and training materials when laws, rules and policies change.
- Facilitate learning through a variety of delivery methods including classroom instruction, virtual training, and on-the-job training.
- Assist in developing and establishing procedures and policies to implement law and rule changes.
- Use Design Thinking principles, create necessary resources and materials for external customers on licensing regulations and the licensing process.
- Create, maintain and provide training and/or licensing resources for external customers.
- Work closely with the Communication Team on necessary external resources and website content.
Qualifications

The Oregon Liquor & Cannabis Commission (OLCC) is looking to fill one Administrative Specialist 2 (Liquor Licensing Coordinator) position in the Licensing Division which is located at 9079 SE McLoughlin Blvd in Portland, Oregon.

Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
Evaluate and monitor the processing of liquor licenses, based on existing and changing statutes, rules and policies. Establish procedures to ensure the processing of licensing alcohol businesses is timely, accurate and meets the needs of the agency and its partners. Identify the needs and initiate/implement improvements and corrections to procedures. Inform and collaborate with management about policy issues.
Here are some of the essential duties you will perform:
- Reviews liquor license and special event applications as well as Certificates of Approval, Direct Shipper and Wine Self Distribution permits as well as same/day next day delivery and endorsements, to determine if application is complete and all conditions have been met to move forward with the licensing process.Reaches out to applicants and licensees to ask clarifying questions on licensing actions and obtains missing information and provides them with documents, links, or additional information so their licensing request can be completed.Communicates with applicants and licensees on the status of their licensing action.
- Sends duplicate certificates to licensee after conducting the necessary research.
- Approves Certificates of Approval, Direct Shipper and Wine Self Distribution permits as well as same/day next day delivery and endorsements to receive wine and cider requests from licensees.Mails appropriate license certificate when completed.
- Assists licensees with license renewal questions, reviews renewal applications for completeness (accepts or returns to applicant as appropriate), and processes payment receipt.
- Documents and tracks requests and license actions for the division using assigned databases.Manages system of staging licensing documents for processing by a License Specialist.Makes appropriate updates to license databases such as inactivation, change of trade name, etc. and sends the final license certificates to licensees.
- Develops reports from license databases, compiles data from databases; completes audits to ensure licensee information in license database is entered consistently by licensing staff, all the fields are entered correctly to ensure licensing reports are accurate. Identifies and projects trends and conducts studies related to the Licensing Division for program assessment.
- Identifies and streamlines program activities on workflow issues with licensing databases, license applications, permits and renewals.Identifies and reports data processing problems within licensing database and provides input to suggests improvements and enhancements on application acceptance, processing and completion.
- Maintains excellent working relationships with staff/management in other related divisions, such as Financial Services (payments and refunds), Communications (website and publications), IT (database management and reports) and Public Safety.
- Provides licensing support with license renewals, temporary sales licenses , license processing, etc., as directed by management
- Manages the Officer of the Day and Licensing Application email boxes.Documents and tracks the email box statistics and prepares reports and identifies trends with inquiries. Responds to questions from the public or external agencies
- Enters liquor license applications, permits and change requests into licensing data base for management assignment
- Conducts license application audits by researching and evaluating liquor licensing practices regarding application of rules, policies, standards, and compliance with requirements of law and license manual.Prepares report with a thorough analysis and prepares recommendations on course of action.
- Participate in staff meetings, take minutes and notes action items.
What do you need to qualify?
Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations; OR an equivalent combination of training and experience. One year of post secondary education may be substituted for up to one year of the experience.

The Licensing Specialist provides administrative support to the licensing team that helps with the creation and maintenance of organizational systems to improve efficiency both internally and externally for clients. - Conducts research to identify potential licensing opportunities.
- Drafts, prepares ,and assembles new license application packages, including all narratives and supplementary documents for state and local licenses and permits.

PURPOSE OF THE JOB
The Commission seeks to hire Licensing Specialist(s) in the Investigations and Enforcement Department. Under the direction of the Licensing Manager, the Licensing Specialist(s) will assist in a variety of tasks relating to the licensing process. Duties
Primary Duties Include:
Case Load Management
- Primary individual processing license applications reserved for Social Equity applicants.
- Independently manages an assigned caseload of cannabis license investigations.
- Conducts in depth interviews to determine eligibility and assess document requirements. Requests documentation needed to conduct investigation and ensure eligibility. Communicates with applicants on the phone and in person regarding questions and challenges.
- Analyzes legal documentation and financial material (including but not limited to: financial statements, loan documents, bank statements, leases, personal funds, corporate funds, sale agreements, management agreements and closing documents) as well as the insurance documents, verification of taxes, lease agreements by landlord, communication from local authorities, and all other contracts associated with the cannabis business.
- Monitors and coordinates activities and processes of a licensing program(s); approves or disapproves selected license transactions for issuance of new, renewal, and change licenses and recommends approval/denial of other license types.
- Handles questions regarding thresholds, denial of a license, due process and appeal rights pertaining to licensing from authorized representatives, the general public and other agencies; consults with, assists, and provides expertise to staff, license applicants, the public, attorneys, and other technical matters involving applicable statutes, regulations, laws, policies and procedures.
- Gathers and verifies bankruptcy, receivership and estate documents. Coordinates with assigned manager for further instruction on processing of the file.
- Returns emails and phone calls within 24 hours of receipt. Uses phone or email for supplemental conversations as needed.
- Evaluates qualifying criteria to determine eligibility for cannabis applicants. This includes criminal history, operating plans, suspected ownership issues, corporate structures, changes in ownership, multiple locations, public protests, restricted entities, violation history, sources of funding, civil records, court records, and any other applicable documents that could adversely affect the license or result in a violation of WAC 314-55.
- While conducting an investigation, information or documents gathered that demonstrate apparent lack of qualification may require further review by other WSLCB divisions and/or a threshold decision process. This will require communication with the supervisor/manager and, when applicable, a report outlining concerns found throughout investigation.
- Collaborates with Enforcement on investigations, final inspections, and other inquiries as requested. Coordinates with intra-agency Divisions such as Enforcement, Finance, Examiners, Information Technology (IT), the Board Office, Communications and Public Records to maintain consistency.
- Partners with external agencies, including but not limited to municipalities, state and government agencies. (Such as Department of Health, Department of Revenue, Attorney General’s Office, etc.).
- Determines eligibility for approval or withdrawal. For approvals, review completed work and prepare application for build out, final inspection, and/or final approval. For withdrawals, complete the withdrawal checklist and distribute accordingly.
- Recommends denial for new applications or changes to an existing license and suspension and/or revocation of existing licenses.
- Ensures regular and timely correspondence with license applicants, current licensees, public, local authorities, and other stakeholders. Returns emails and phone calls within 24 hours of receipt.
- Performs basic administrative duties such as copying, scanning, faxing, indexing, emailing, answering phone calls, and basic data entry.
- Ensures common areas and personal areas are kept clean and organized.
- Pull reports, collect and track data and complete records requests as needed.
- On occasion, be able to issue, withdraw, launch a project, create a package, and work within the LCB databases.
- Documents or indexes all appropriate communication and correspondence in the LCB databases.
- Identifies and corrects errors found in the LCB databases and license files on current cannabis licenses.
- Other duties as assigned.
Qualifications
Required Qualifications:
- One year of experience as a Licensing Specialist.
OR
- Two years of lead experience within a regulatory agency.
OR
- An Associate of Arts degree involving major study in accounting, finance, business or public administration, criminal justice, or related field.

Duties
This position may supervise up to 8 staff including Licensing Specialists and Specialist Seniors. They will set expectations, monitor progress, and promote staff development. The position will emphasize continuous improvement processes in liquor licensing.
Your duties will include but are not limited to:
Supervisor duties:
- Supervises, monitors and coordinates activities and processes of a licensing program(s).
- Review completed work product for compliance with State laws and rules, and agency policies and procedures.
- Provides leadership and guidance. Directs and assists staff functioning on challenging licensing problems, questions, or concerns.
- Consults with, assists, and provides expertise to staff, license applicants, the public, government officials, attorneys, and others on technical matters involving applicable statutes, regulations, laws, policies and procedures in the form of oral and written licensing information to licensees, applicants, and agency staff.

- Assist in licensing of all Jushi/Beyond Hello operations (medical/retail stores, Grower/Processor Facilities). Includes, renewals, applications, modification of premises etc.
- Track the licenses and permits that are ancillary to the functioning of Jushi regulated cannabis business, business licenses, alarm user permits, Energy reporting, Bonds, sign permits, and local permits.
- Research and report on new state and local regulations around licensing applications and renewals, including new submission requirements for all required document submissions.
- Support Document Control Process for licensure

- Support and maintain licensing SOPs.

Duties
- Independently manages an assigned caseload of investigations on liquor license applicants.
- Conducts in-depth interviews to determine eligibility and assess document requirements.
- Analyzes written material (financial statements, loan documents, bank statements, leases, purchase and sale agreements, management agreements, closing documents, and numerous other legal documents) to confirm True Party of Interest and rule out illegal funds, hidden ownership or other disqualifying factors.

- Researches violation history of applicants to assess public safety risk.

- Determines if there are disqualifying factors and/or public safety concerns, statutory or regulatory concerns that may result in referral of the file to a Licensing Specialist Senior for processing.
- Research, interpret and apply laws, rules, regulations, policies and procedures as applicable to determine applicant eligibility.
- Informing and assisting a variety of applicants and/or citizens with any questions/problems they may have regarding the licensing process.
- Conduct research and or refer Emails that are received or sent from many different sources i.e. management, other agency divisions, applicants/representatives, other outside sources and written response.
- Identify and correct errors found in the computer database and license files on current liquor licenses.
- Work with applicants/current licensees answering questions, helping with problems and referring to optional service and other agencies as necessary.

Qualifications
Required Qualifications:
Completion of two years of college or business school with major study in finance, business or public administration, economics, law, accounting, criminal justice, or a closely allied field (60 semester or 90 quarter hours).
OR
Two (2) years of experience that included analyzing and interpreting program financial documents, laws and regulations for license qualification and issuance and interviewing and research/review duties involving public contact.

The position Is located in the Alcoholic Beverage Regulation Administration (ABRA), Licensing Division, Medical Cannabis Program (MCP). I. PURPOSE OF THE JOB
The Commission seeks to hire a Licensing Specialist in the Investigations and Enforcement Department. Under the direction of the Licensing Manager, the Licensing Specialist will assist in a variety of tasks relating to the licensing process. The Licensing Specialist will also provide technical support to staff, licensees, applicants, and inquirers on the licensing process and application portal.
II. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Provide licensing support, including being responsible for all administrative tasks associated with the Commission’s electronic licensing system;
- Evaluating applications for licensure submitted to the Commission to ensure that the submission of information is accurate and compliant;
- Participate in on-site inspections, when needed, to ensure that marijuana establishments, medical marijuana treatment centers, and registered agents are following applicable laws, regulations, and policies;
- Participate in minimizing bias in the application and licensing process;
- Assist in enforcing the collection of licensing fees and time reporting of the same;
- Assist in the drafting of Investigations and Enforcement Department reports;
- Respond to inquiries about licensing;
- Support Commission staff in responding to general inquiries;
- Represent the Commission effectively in interactions with marijuana establishments and medical marijuana treatment center applicants, licensees, registrants, municipalities, and the public; and
- Representing the Licensing Unit at meetings when necessary.

POSITION OVERVIEW:
The Employee Licensing Specialist will be responsible for processing employee licensing documents externally with state regulatory bodies, internally for corporate badging purposes, and researching state by state requirements for proper personnel cannabis licensing to ensure our processes are up to date.
DUTIES & RESPONSIBILITIES *
- Lead continual process improvements and auditing protocols for the full cycle employee licensing procedures.
- In collaboration with HR onboarding of new employees, initiate all necessary employee licensing requirements across all lines of business nationwide.
- In collaboration with State Directors, Business Line Leaders, and location Managers, ensure existing employee licensing requirements are initiated and completed timely across all lines of business nationwide.
- In collaboration with 3rd parties who operate under Harvest licenses, initiate all necessary employee licensing requirements to ensure timely and accurate processing and ongoing licensing compliance.
- Obtain required licensing documentation from employees to ensure licensing applications are processed timely, accurately, and with a sense of urgency.
- Provide ongoing updates and communicate all licensing statuses across business lines.
- Enter data into related computer databases and ensuring all trackers are constantly updated with current details.
- Submit electronic applications and payments as needed and in a timely fashion related to employee licensing.
- Examining, tracking, routing, and monitoring various licensing documents to ensure strict deadlines are met.
- Generating, printing, and distributing letters, documents, licenses, and certificates.
- Producing physical employee badges as needed.
- Answering phone calls and emails, providing appropriate specialized guidance and information to support employee licensing needs.
- Handling complex employee needs in a calm, professional manner.
- Reading, understanding, and applying statutes, rules, policies and procedures, as appropriate to the job function, requesting assistance from in-house counsel as needed for interpretation of any unclear regulations.
- Evaluating and recommending changes to processes and procedures.
- Participate in ongoing education and professional development opportunities.
- Work collectively and respectfully with other team members.
- Additional duties as assigned by management.
QUALIFICATIONS *
- Excellent customer service skills required.
- Proficient computer skills including typing speed of 50 WPM, strong command of Microsoft Office Suite products, and more.
- Knowledge of applicable cannabis laws, rules, and regulations preferred.
- Knowledge of basic filing procedures sufficient to file documents in appropriate locations and locate specific files and documents as required.
- Detail oriented with a knack for creative problem solving.
- Excellent time management and organization skills required.
- Ability to work in a fast-paced environment, to manage high stress situations, and to be flexible and adaptable when a situation calls for it required.
- Excellent communication skills both verbally and through written media.
- Good interpersonal skills and proven ability to positively influence people; must be capable of effectively interacting at all levels in the organization.
- Detail oriented with an eye on process optimization.
- Ability to work in a fast-paced environment, to manage high stress situations, and to be flexible and adaptable when a situation requires it.

EDUCATION *
- Minimum High School or G.E.D equivalent is required.

JOB DESCRIPTION
Summary/Objective
To track and manage regulatory compliance for multi-state, vertically integrated family of companies offering cannabis financial management, cultivation, manufacturing, distribution and retail sales. This role is responsible for cross departmental communication and coordination, employee and management training, and safety and security with a high degree of accountability and attention to detail.
Essential Functions
- Work with government affairs team to ensure all facilities are compliant with state and local laws
- Process state and local license renewals
- Support department managers in compliance training
- Perform quarterly compliance audits
- Conduct trainings as needed
- Interact with state and local regulatory agencies
- Manage compliance software
- Oversee the implementation of SOP’s and METRC reporting and integration
- Ensure OSHA compliance at all worksites
- Monitor and present compliance status updates to relevant stakeholders, departments, and team members.
- Ensure the accurate filing, organization, security, and access of materials, documentation, and records.
Skills & Qualifications:
- Compliance, regulatory, or audit experience required; cannabis compliance preferred.
- Knowledge of industry best practices and tools to implement employee programs.
- Excellent analytical, observational, communication, and collaboration skills.
- History of success conducting trainings or demonstrations.
Work Environment
This job operates in a professional office environment and in the field. Regular travel and driving may be required for visiting company work sites, regulatory agencies, and elected officials. This role routinely uses standard office equipment such as laptops, computers, printers, and smartphones.
Physical Demands
While performing the duties of this job, the employee will perform at a level necessary to travel regularly, operate in a general office environment, drive a vehicle, communicate verbally and in writing, bend, stand, sit and lift/move up to 50lbs.
Position Type
This is a full-time position Monday through Friday 9am – 5pm with some evenings and weekends required or may be a contract position.
