- In-depth audit and review of licensee plans and documents, including facility wide standard operating procedures, physical security site plans, inventory control systems, waste disposal and other areas of rule for compliance with 19 CSR 30-95.
- Schedule and conduct routine physical inspections for license commencement, annual inspections, and physical changes to a licensee's facility and their operations.
- Prepare, issue and follow-up with inspection reports and guidance.
- Recommend, issue and follow up with notices of violation and other regulatory compliance tools, including identifying necessary remediation steps that ensures future compliance.
- Review licensee requests and provide recommendations to supervisor.
- Provide education to licensees on compliance requirements and changes.

- Support the overall success of the Division, including drafting communications and FAQs, procedural development, process improvement, training and assisting peers.
- Conduct in-depth analysis of marijuana product inventory in the statewide track and trace system and at physical locations to ensure compliance with 19 CSR 30-95.
- Conduct assigned investigations; locating, interviewing, and preparing statements, collecting and evaluating pertinent records; obtaining and preparing evidence; preparing detailed investigative reports; facility visits and providing testimony in administrative proceedings.

What you’ll do:

- Assist the Manager of Medical Marijuana Compliance team with interpretation of Article XIV and 19 CSR 30-95 and other Department authority as related to the compliance of licensed and certified medical marijuana facilities. Provide staff guidance on the statute, laws, and rules and regulations relating to medical marijuana.
- Monitor compliance of medical marijuana facility activities related to inventory control through the statewide track and trace system.
- Manage and supervise remote compliance staff. Ensure staff are trained, that they are adhering to established protocols consistent throughout the state; ensure staff are completing tasks in a timely manner; evaluate staff performance and provide mentoring and coaching for a successful team.
- Coordinate and review the work of the region’s compliance officers which may include coordinating work, reviewing work product, processes and procedures and provides recommendations and support for claims to the Compliance Manager.
- Ensure documentation and reports support the department actions in claims under Article XIV and rules so as to be fully defensible in court and under Administrative Hearing Commission review.
- Cooperate with other agencies, law enforcement entities, the Office of the Attorney General, prosecuting attorneys’ offices and Administrative Hearing Commission in directing investigations and presenting cases.
- Exercise considerable initiative and judgment in planning and carrying out assignments; receives general administrative direction; work is reviewed through conferences, reports, and evaluation of operational results.
- Provide consultation to facilities, law enforcement, and other agencies linked with medical marijuana for the safe and effective delivery of marijuana to patients. Serve as a liaison to assigned medical marijuana facilities and organizations within the State of Missouri. Attend meetings and provide information to the community about the Department's role in medical marijuana.
- Develop and train compliance staff on a wide variety of skills and knowledge that addresses Medical Marijuana facility needs, including but not limited to, manufacturing practices, agricultural practices, environmental control, food manufacturing and safety, laboratory testing, retail of regulated goods, inspection and investigation techniques and computer software that tracks a highly regulated industry.
- In-depth auditing and reviewing of facility plans and documents, including facility wide standard operating procedures, physical and security site plans, etc., for compliance with 19 CSR 30-95.

- A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Criminal Justice, Law Enforcement, Criminology, Business Administration, Social Sciences, Environmental Sciences, or a closely related field.
- Four or more years of regulatory compliance, including civil, administrative, or criminal investigative (non-clerical) experience (e.g., tax fraud, licensing, environmental, client care, public assistance, insurance, or military); or experience as a law enforcement officer with responsibility for conducting investigations.
- Excellent skills in using and mining data systems for the purposes of compliance and investigative needs.
- A proven track record of successfully managing and supervising a highly technical team of employees.

Position Summary:
We are looking to employ knowledgeable and experienced Patient Consultant/Budtender for dispensary location in Jefferson City, MO. The ideal customer representative must be able to maintain a professional appearance at all times. The responsibilities of the Patient Consultant/Budtender include, but are not limited to, greeting and welcoming patients, assisting patients in selecting suitable cannabis strains, informing the manager of patient complaints and operational issues, and sharing first hand experiences of cannabis products to address patient's concerns. One should also be able to answer patients’ questions regarding the different strains of cannabis, their medicinal uses, and methods of consumption.
To be successful as a Patient Consultant/Budtender, one should keep abreast of the latest developments in cannabis laws to maintain legal compliance. Ultimately, an outstanding Patient Consultant/Budtender should be able to demonstrate excellent communication and customer service skills by ensuring that patients are well-informed and satisfied with their purchases.
Essential Duties and Responsibilities:
- Advising patients on suitable cannabis products based on their condition, preferences, budgets, and past reactions to different strains of cannabis.
- Processing transaction using dispensary's Point of Sale (POS) System.
- Learn and keep yourself updated about products and services, policies/procedures, industry news and changes in regulations.
- Responds to all patient' questions, concerns or suggestions and takes action when necessary to obtain help from management.
- Ensuring that dispensary interior and exterior remain clean and well organized to provide warm and welcoming environment.
- Educate patient on the safe use of their selected cannabis products
- Correctly weighting, packaging, and labeling cannabis product as per Missouri regulations
- Must be well-versed in various cannabis categories such as strains, hashes, edibles, topicals and accessories. Within each of these categories, the budtender must know the difference between Indica, Sativa and Hybrid strains; with the ability to give the proper recommendations and mg dosage for patients and POS accuracy.
- Maintain in-depth knowledge of the current medical cannabis law, industry trends, and regulations, and communicate changes to staff and patients
- Maintain in-depth knowledge of products and strains in the store, as well as industry-wide product knowledge.
- Ensure the safety, security, and satisfaction of both the patients and employees.
- Checking and verifying patients’ identification documents to ensure that they are of legal age.
- Taking inventory of cannabis products and ensuring that the sales floor is adequately stocked.
Customer Service:
- Provides superior customer service for vendors and patients
- Oversees orders and deliveries to ensure accurate order information and timeliness of deliveries

Audits include a review of the member’s or shareholder’s ownership interest and individuals engaged in the offer, sale, transfer, or lease of the company.
- Reviews and analyzes complex business documents such as: loan documents, partnership agreements, branding agreements, by-laws, articles of incorporation, sales agreements, asset purchase agreements, merger agreements other financial or contractual agreements or data provided by the Licensees to evaluate the companies' operational suitability and compliance with state regulations.
- Evaluates current operational commitments, processes and procedures to licensee’s proposal of a change of ownership, material deviation, change of location, and transfer of entity or request to combine facilities in determining operational impact and conformance of imposed state regulations and make recommendations for approval or denial.
- Participates in recommending changes to rules, regulations, technical standards, and internal policies and procedures governing medical marijuana/cannabis licensure compliance.

This is a professional level position accountable for overseeing the reviews, audits and investigations of applicants and licensees in the medical marijuana industry as set forth in 19 CSR 30-95 and Article XIV of the Missouri Constitution and aligned with the Department’s strategy to protect health, keep Missourians safe and enhance access to care. This position is accountable for developing and implementing the regulatory strategy for the medical marijuana licensing team to include auditing processes and procedures, policies, and practices. It will also maintain regulatory compliance with multi-state, and local regulatory ordinances, as well as contractual and legal requirements. The position has supervisory responsibilities such as hiring recommendations, training, planning, and assigning work, performance assessment, coaching, and progressive discipline.
What you’ll do:
- Responsible for the overall developing, implementing, and continuous review of the medical marijuana/cannabis business licensing processes and protocols, for licensed facilities located across the state. This position is also accountable for setting guidelines on how to navigate possible regulatory compliance issues. The Licensing Unit serves as a front-line team with Missouri’s newly created medical marijuana/cannabis industry by managing the license review process which includes: monitoring industry applicants and licensees; assessing risks and strategize mitigation (using various technology tools) to ensure compliance with licensing rules. This position will also monitor for any changes within the industry; assisting with the implementation of new rules and maintaining databases with critical regulatory information and documentation to ensure licensee compliance.
- Serve as technical advisor to executive management regarding potential legislation that would impact the medical marijuana industry, new rule or rule changes.
- Participation in regulatory leadership team meetings for cross-team coordination of regulatory compliance issues, represent state licensing interests at trade associations, other external association meetings, and national state to state sharing sessions. Build and maintain stakeholder relationships with business licenses and industry groups.
- Manage and provide leadership and supervision to the Licensing Unit that includes a group of five professional level staff. Supervisory and management duties include: hiring recommendations, on-the-job team training, work-load planning, assignments and reviews; monthly and quarterly performance assessment and engage coaching as well as progressive discipline as needed.
- Oversee preparation and review of regulatory licensing compliance reports, review work of direct reports to substantiate and approve their final report findings of compliance actions; and be accountable for the Senior Regulatory Auditors reviews and audits to ensure appropriate actions are taken to manage the industry and make recommendations to leadership.

Minimum Qualifications
- Bachelor's degree in Business or related field preferred and minimum of 4-6 years of management and supervisor experience in a regulatory environment required.
- Extensive knowledge and experience with regulatory processes and procedures of the cannabis industry is preferred.
- Capable of identifying industry risks arising from the changing regulatory landscape and to provide strategic regulatory advice to leadership.
- Strong leadership skills with stress on collaboration and team building.
- Ability to work independently in a fast-paced environment.
- Strong management of interactions with regulatory authorities and customers.
- Excellent multi-tasking and time management skills.
- Minimum of 10 - 15% travel.

Essential Duties and Responsibilities:
- Advising patients on suitable cannabis products based on their condition, preferences, budgets, and past reactions to different strains of cannabis.
- Processing transaction using dispensary's Point of Sale (POS) System.
- Learn and keep yourself updated about products and services, policies/procedures, industry news and changes in regulations.
- Responds to all patient' questions, concerns or suggestions and takes action when necessary to obtain help from management.
- Ensuring that dispensary interior and exterior remain clean and well organized to provide warm and welcoming environment.
- Educate patient on the safe use of their selected cannabis products
- Correctly weighting, packaging, and labeling cannabis product as per Missouri regulations
- Must be well-versed in various cannabis categories such as strains, hashes, edibles, topicals and accessories. Within each of these categories, the budtender must know the difference between Indica, Sativa and Hybrid strains; with the ability to give the proper recommendations and mg dosage for patients and POS accuracy.
- Maintain in-depth knowledge of the current medical cannabis law, industry trends, and regulations, and communicate changes to staff and patients
- Maintain in-depth knowledge of products and strains in the store, as well as industry-wide product knowledge.
- Ensure the safety, security, and satisfaction of both the patients and employees.
- Checking and verifying patients’ identification documents to ensure that they are of legal age.
- Taking inventory of cannabis products and ensuring that the sales floor is adequately stocked.
Customer Service:
- Provides superior customer service for vendors and patients
- Oversees orders and deliveries to ensure accurate order information and timeliness of deliveries

- Minimum of one year experience in customer service industry.
