This position reports to the Cannabis Manager in the WSLCB's Licensing and Regulation Division. The position serves and complements the WSLCB's mission and goals by educating licensees and future licensees on cannabis laws.
In this position, you will supervise a team of licensing specialist seniors who ensure that licensees meet minimum requirements for licensure and change applications. Duties
Some of the duties you will perform are:
Assign work assignments to Licensing Specialist Seniors.- Review, approve, and disapprove license applications to ensure files comply with state laws and rules and conform to WSLCB policies and procedures before licenses are issued.
- Examine non-standard and unusual license applications referred by staff and work with Licensing Management to address those applications.
- Determine work procedures and methods for determining work flow.
- Inform staff of changes to laws, rules, policies, and procedures.
- Assist staff in resolving a wide variety of concerns and complaints as they relate to the licensing process for cannabis applications.
- Provide guidance to staff related to challenging licensing situations.
- Collaborate with the training team to develop training related to cannabis licensing.
- Understand areas where staff are struggling and work with the training team to develop plans to address deficiencies.
- Help develop the social equity program and integrate diversity, equity, and inclusion in continuous improvement efforts.
- Participate in and lead special projects, lean activities, and other activities to improve the work.
Qualifications

Review completed work product for compliance with State laws and rules, and agency policies and procedures.
- Provide leadership and guidance. Direct and assist staff functioning on challenging licensing problems, questions, or concerns in liaison with other state, local or federal agencies to obtain information to verify or coordinate statutory and WAC rule requirements or to resolve problems.
- Consult with, assist, and provide expertise to staff, license applicants, the public, government officials, attorneys, and others on technical matters involving applicable statutes, regulations, laws, policies and procedures in the form of oral and written licensing information to licensees, applicants, and agency staff.
- Support and engage staff on issues related to diversity, equity, and inclusion to provide a high level of service to the diverse citizens of Washington State and to support a diverse staff team.
- Collaborate with other departments to determine how the liquor unit support their respective departments/units.
- Establish work procedures, prepare work schedules and determine methods for expediting workflow and ensure calls are answered in a timely, efficient, and knowledgeable manner; provide continual evaluation of processes and procedures.
- Mentor, train staff to develop proficient work habits that reflect the agency goals.
- Evaluate the success of training exercises and determine additional training needs.

Your duties will include but are not limited to:
Supervisor duties:
- Supervises, monitors and coordinates activities and processes of a licensing program(s).
- Review completed work product for compliance with State laws and rules, and agency policies and procedures.
- Provides leadership and guidance. Directs and assists staff functioning on challenging licensing problems, questions, or concerns.
- Consults with, assists, and provides expertise to staff, license applicants, the public, government officials, attorneys, and others on technical matters involving applicable statutes, regulations, laws, policies and procedures in the form of oral and written licensing information to licensees, applicants, and agency staff.
- Collaborates with other departments to determine how the liquor unit can support their respective departments/units.

- Assist applicants with escalated service issues.
- Communicate and ensure that all approved policies and procedures are adhered to.
- Seeks attorney general guidance, advice and interpretation of laws, rules and impasse, handles the more complicated questions requiring legal interpretation.

- Works with their team, the Division, and the Liquor Unit to understand, embrace, and implement Diversity, Equity and Inclusion.
Training:
- Mentors and trains staff to develop proficient work habits that reflect the agency goals.

- Provides feedback, coaching and guidance to licensing specialist and senior specialist service staff.

- Oversees processing of retail & non-retail liquor applications, and added activity/alteration requests/approvals.
- Assists management in developing policies and procedures.
- Work with the Data Team to identify data that is meaningful and provides information that will guide the team to success.
- Compose oral and written licensing information to licensees, applicants, and agency staff.
- Assist in facilitating staff meetings and other department meetings.
- Other duties as assigned.
Qualifications
Required Qualifications:
- One (1) year of experience as a Licensing Specialist Senior.
OR
- Two (2) years of experience in coordinating, examining non-standard and complex licenses applications and accompanying legal documents, and interpretation of complex laws and policies.

- Three (3) years of lead or supervisory experience within a regulatory agency.
Preferred/Desired Qualifications:
- Associate of Arts degree involving major study in accounting, finance, business or public administration, criminal justice, or related field.
- Four (4) or more years' supervisory experience.
