We are currently constructing a state-of-the-art facility to service the existing medical cannabis client base. We anticipate that recreational cannabis will be legalized in Rhode Island by October 1, 2022, bringing the addressable market to over 1 million consumers in a 50-mile radius. We are seeking a fully qualified and experienced Dispensary Operations Manager to join our team during this exciting time in our journey. THIS IS AN OPIOID USE DISORDER CLINIC
Must be a Registered Nurse, Nurse Practitioner-ARNP, Physician Assistant, or Licensed Pharmacist, and have a current Washington State License in his/her field.
Evergreen Treatment Services has been offering medication assisted treatment for adults with opioid use disorders in our federally accredited opioid treatment programs (OTP) since 1973. The dispensary serves as the heartbeat of the OTP since patients new to the program must travel to the clinic six days per week to be assessed for the appropriateness of their medication on any given day and then consume it in front of the dispensary nursing staff. Nursing staff are the front-line contact with our patients and are instrumental in developing a positive therapeutic relationship with each one. Our nurses interface extensively with the medical staff (PA-Cs and ARNPs), the counseling staff (all certified Substance Use Disorder Professionals, many with advanced degrees), and other support staff in the clinics. Nurses provide valuable insight into possible therapeutic interventions for patients who have difficulty stabilizing their opioid use disorder and are rewarded by the positive visible and cognitive changes exhibited by patients who become stable.
The Dispensary Operations Manager is responsible for the day to day functioning of the Opioid Treatment Program Dispensary and nursing staff for all clinic sights. They will coordinate with the Director of Nursing to manage the medication inventory and ensure that the therapeutic milieu in the Dispensary is consistent with program philosophy. This position will work in tandem with Clinic Operations Managers to ensure that the flow of patient care at each site is efficient and meets ETS brand standards.
This position must maintain the highest level of safety, efficiency and overall functioning of the dispensaries and best serving the agency’s patients. The nature of this position is fast-paced and requires frequent conflict resolution and flexibility.
Job Functions
1. Monitor and model compliance with pertinent Washington Pharmacy Quality Assurance Commission (PQAC) or the Drug Enforcement Administration (DEA) regulations.
2. Share the responsibility of the operations and security protocols in the dispensaries with the agency Medical Director, Director of Nursing, and Clinic Operations Manager.
3. Coordinate and work with the Director of Nursing regarding the following:
2.a Continually evaluate the needs and effectiveness of current dispensary practices including: ordering medications, dispensing, accurately executing medication orders, maintenance of medication records and destruction of medications.
2.b Maintain accurate records of all transactions of the dispensary necessary to ensure accurate control over and accountability for all drugs as required by applicable state and federal laws, rules, and regulations.
2.c Assist with any inspection conducted by the Washington Pharmacy Quality Assurance Commission (PQAC) or the Drug Enforcement Administration (DEA) at the request of the Responsible Pharmacist Manager, Medical Director or CEO.
2.d Work closely with the Director of Nursing and Clinic Managers at all ETS OTP locations to ensure consistency of procedures across the sites. Assist all sites with trouble-shooting dispensary process at needed.
2.e Maintain proper storage and records for destruction. Complete weekly combination of small destruction bottles into large destruction holding bottle.
2.f Perform quarterly audits at all sites in collaboration with Quality Improvement & Risk Management.
3. Serve as a liaison with other clinic departments.
4. Ensure all equipment is in working order and properly maintained and calibrated: breathalyzers and dispensing pumps.
5. Ensure Dispensary Compliance & Operations Manuals are current in coordination with Director of Nursing and Nurse Coordinator.
6. Ensure all posted licenses are current in each dispensary.
7. Work in collaboration with EMR system representatives and Director of Nursing to ensure EMR works according to agency needs.
8. Make necessary patient changes in EMR system.
9. Ensure that each dispensary is adequately staffed. Complete the schedule for the nursing staff of all clinics. Provide backup for any staffing shortage.
10. Assist in dispensing services when needed and maintain dosing competency.
11. Provide conflict resolution between Dispensary staff, other department staff, or patients.
12. Ensure strong staff team cohesion and collaboration.
13. Serve as liaison between the Dispensary and other clinic site departments as needed.
14. Participate in site Clinic Manager Team meetings and represent the interests of staff.
15. Manage time sheets, approve payroll timely and approve leave requests in reference to scheduling needs.
16. Conduct performance evaluations of dispensary staff in accordance with agency policies and state regulations in collaboration with Nurse Supervisors.
17. Assist with interviewing, hiring, and training of Dispensary nurse staff.

The dispensary serves as the heartbeat of the OTP since patients new to the program must travel to the clinic six days per week to be assessed for the appropriateness of their medication on any given day and then consume it in front of the dispensary nursing staff. Nursing staff are the front-line contact with our patients and are instrumental in developing a positive therapeutic relationship with each one. Our nurses interface extensively with the medical staff (PA-Cs and ARNPs), the counseling staff (all certified Substance Use Disorder Professionals, many with advanced degrees), and other support staff in the clinics. Nurses provide valuable insight into possible therapeutic interventions for patients who have difficulty stabilizing their opioid use disorder and are rewarded by the positive visible and cognitive changes exhibited by patients who become stable.
The Dispensary Operations Manager is responsible for the day to day functioning of the Opioid Treatment Program Dispensary and nursing staff for all clinic sights. They will coordinate with the Director of Nursing to manage the medication inventory and ensure that the therapeutic milieu in the Dispensary is consistent with program philosophy. This position will work in tandem with Clinic Operations Managers to ensure that the flow of patient care at each site is efficient and meets ETS brand standards.
This position must maintain the highest level of safety, efficiency and overall functioning of the dispensaries and best serving the agency’s patients. The nature of this position is fast-paced and requires frequent conflict resolution and flexibility.
Job Functions
1. Monitor and model compliance with pertinent Washington Pharmacy Quality Assurance Commission (PQAC) or the Drug Enforcement Administration (DEA) regulations.
2. Share the responsibility of the operations and security protocols in the dispensaries with the agency Medical Director, Director of Nursing, and Clinic Operations Manager.
3. Coordinate and work with the Director of Nursing regarding the following:
2.a Continually evaluate the needs and effectiveness of current dispensary practices including: ordering medications, dispensing, accurately executing medication orders, maintenance of medication records and destruction of medications.
2.b Maintain accurate records of all transactions of the dispensary necessary to ensure accurate control over and accountability for all drugs as required by applicable state and federal laws, rules, and regulations.
2.c Assist with any inspection conducted by the Washington Pharmacy Quality Assurance Commission (PQAC) or the Drug Enforcement Administration (DEA) at the request of the Responsible Pharmacist Manager, Medical Director or CEO.
2.d Work closely with the Director of Nursing and Clinic Managers at all ETS OTP locations to ensure consistency of procedures across the sites. Assist all sites with trouble-shooting dispensary process at needed.
2.e Maintain proper storage and records for destruction. Complete weekly combination of small destruction bottles into large destruction holding bottle.
2.f Perform quarterly audits at all sites in collaboration with Quality Improvement & Risk Management.
3. Serve as a liaison with other clinic departments.
4. Ensure all equipment is in working order and properly maintained and calibrated: breathalyzers and dispensing pumps.
5. Ensure Dispensary Compliance & Operations Manuals are current in coordination with Director of Nursing and Nurse Coordinator.
6. Ensure all posted licenses are current in each dispensary.
7. Work in collaboration with EMR system representatives and Director of Nursing to ensure EMR works according to agency needs.
8. Make necessary patient changes in EMR system.
9. Ensure that each dispensary is adequately staffed. Complete the schedule for the nursing staff of all clinics. Provide backup for any staffing shortage.
10. Assist in dispensing services when needed and maintain dosing competency.
11. Provide conflict resolution between Dispensary staff, other department staff, or patients.
12. Ensure strong staff team cohesion and collaboration.
13. Serve as liaison between the Dispensary and other clinic site departments as needed.
14. Participate in site Clinic Manager Team meetings and represent the interests of staff.
15. Manage time sheets, approve payroll timely and approve leave requests in reference to scheduling needs.
16. Conduct performance evaluations of dispensary staff in accordance with agency policies and state regulations in collaboration with Nurse Supervisors.
17. Assist with interviewing, hiring, and training of Dispensary nurse staff.
18. Work with Human Resources and Director of Nursing regarding staff training, recognition, and performance management.
19. Local travel may be required on behalf of the agency.
20. Additional duties as assigned.
Requirements
Education
Must be a Registered Nurse, Nurse Practitioner-ARNP, Physician Assistant, or Licensed Pharmacist, and have a current Washington State License in his/her field.
Experience
1. Required: must have previous management experience. Able to lead and motivate a team to perform at their highest level while recognizing each member as individuals with differing skill levels.
2. Preferred, not required: Prior experience in an Opioid Treatment Program.
3. Knowledge of medications used in MOUD.
4. Strong mentoring and coaching skills to assist Supervisors in leading their team.

Central Sterilization Processing and Dispensary Operations Manager

Primary Purposes: Under the supervision of the Associate Dean for Clinical Services supervises sterilization/dispensing staff and associated processes. Performs a variety of duties related to infection control.
Essential Functions:

Job Description
The Dispensary Operations Manager is responsible for conducting internal audits across all functions within the dispensary, responsible for training and holding team members accountable to complaint and accurate cash processes, maintaining menu integrity and coordinating with HQ partners to resolve variances and technical issues. This position is responsible for ensuring all employees of the dispensary are accountable to these same responsibilities. This position manages the on-site security and delivery (where applicable) team(s) to ensure safety, security, and regulatory standards are maintained.
The Dispensary Operations Manager is an expert in their field of cash reconciliation, inventory audits, state tracking systems, regulatory and compliance standards.
Duties and responsibilities or (Essential Functions)
- Oversee and execute all inventory specific initiatives as outlined on the master calendar.
- Deliver results and strategic direction by ensuring day-to-day operations run smoothly through the store team.
- Work with cross-divisional teams to build consensus on strategic objectives, goals, and operational plans.
- Perform internal audits designed to evaluate risk and test internal controls, as well as identify opportunities for best practices and more efficient operational processes. (e.g. safety and security, facilities, cash, technical, inventory, and other areas as assigned.)
- Conduct interviews and store walkthroughs, performing analysis to identify key business risks and controls.
- Uphold company standards for merchandise presentation and ensure menu availability is current.
- Directly supervise the On-Site Security team to ensure acceptable standards are maintained for the overall safety and upkeep of the dispensary.
- Comply and audit cash procedures as it pertains to preparing deposits and daily cash reconciliation.
- Establish and implement operational policies, standards, and procedures for retail staff.
- Ensure compliance with all safety and security policies and procedures within the retail store.
- Prepare reports of findings and recommendations for management that will identify and monitor business opportunities for improvement.
- Assure that staff within all divisions of responsibility have a thorough understanding of our corporate processes, SOPs, and assist with providing education in areas that need to be addressed.
- Work closely with cross-divisional managers to assign and schedule additional daily audits.
- Work with cross-divisional managers to ensure adequate staffing is scheduled and payroll goals are met.
- Communicate, work closely, and successfully collaborate with other Managers to achieve the organization’s goals.
- Partner with the PharmaCann Human Resources team in the following HR functions:
- Interview, recruit, and hire to fill gaps in open positions in a timely manner based on store performance and volume.
- Train managers and employees in expected operational standards using appropriate tools such as SOP’s, compliance audits, company and state policy, and procedures.
- Develop and maintain a training calendar and ensure associate onboarding and new hire training is complete.
- Ensure continuous training and development with team members through training curriculums that result in consistency across all stores.
- Write and deliver team members’ performance reviews in partnership with GM to determine succession plans, build on member’s strengths, and develop areas of improvement.
- Manage the performance, coach, and discipline team members on performance and violation of company and compliance policies in partnership with GM and HR.
- Maintain a highly organized and professional documentation of employee issues.
- Provide leadership, training, guidance, and support to team members that foster continuous learning and improvement in the performance of the store.

Duties and responsibilities or (Essential Functions)
- Oversee and execute all inventory specific initiatives as outlined on the master calendar.
- Deliver results and strategic direction by ensuring day-to-day operations run smoothly through the store team.
- Work with cross-divisional teams to build consensus on strategic objectives, goals, and operational plans.
- Perform internal audits designed to evaluate risk and test internal controls, as well as identify opportunities for best practices and more efficient operational processes. (e.g. safety and security, facilities, cash, technical, inventory, and other areas as assigned.)
- Conduct interviews and store walkthroughs, performing analysis to identify key business risks and controls.
- Uphold company standards for merchandise presentation and ensure menu availability is current.
- Directly supervise the On-Site Security team to ensure acceptable standards are maintained for the overall safety and upkeep of the dispensary.
- Comply and audit cash procedures as it pertains to preparing deposits and daily cash reconciliation.
- Establish and implement operational policies, standards, and procedures for retail staff.
- Ensure compliance with all safety and security policies and procedures within the retail store.
- Prepare reports of findings and recommendations for management that will identify and monitor business opportunities for improvement.
- Assure that staff within all divisions of responsibility have a thorough understanding of our corporate processes, SOPs, and assist with providing education in areas that need to be addressed.
- Work closely with cross-divisional managers to assign and schedule additional daily audits.
- Work with cross-divisional managers to ensure adequate staffing is scheduled and payroll goals are met.
- Communicate, work closely, and successfully collaborate with other Managers to achieve the organization’s goals.
- Partner with the PharmaCann Human Resources team in the following HR functions:
- Interview, recruit, and hire to fill gaps in open positions in a timely manner based on store performance and volume.
- Train managers and employees in expected operational standards using appropriate tools such as SOP’s, compliance audits, company and state policy, and procedures.
- Develop and maintain a training calendar and ensure associate onboarding and new hire training is complete.
- Ensure continuous training and development with team members through training curriculums that result in consistency across all stores.
- Write and deliver team members’ performance reviews in partnership with GM to determine succession plans, build on member’s strengths, and develop areas of improvement.
- Manage the performance, coach, and discipline team members on performance and violation of company and compliance policies in partnership with GM and HR.
- Maintain a highly organized and professional documentation of employee issues.
- Provide leadership, training, guidance, and support to team members that foster continuous learning and improvement in the performance of the store.

Qualifications
- Minimum 21 years of age (or per state regulations)
- Bachelor’s Degree in business, operations management, or a related field is preferred

- 1 year PharmaCann supervisory experience will be considered in lieu of 2 years supervisory experience
- Minimum 4 years’ retail experience, including a combination of front end and/or inventory responsibilities

- Development and enforcement of the Dispensary privacy policies and procedures, the security and confidentiality of all patient information, as well as overall compliance.
- Directs and monitors floor managers/supervisors to accomplish goals established monthly, quarterly, and annually.
- Consistently adheres to and reinforces operating plan approved by state regulators to ensure ongoing operational licenses maintained and protected
- Assisting with implementing and maintaining security systems for tracking, record keeping, record retention and surveillance related to all product at every stage of storage, delivery, transportation, and distribution.

Education and Experience:
- College degree required, MBA/graduate preferred
- 5+ years of management experience(minimum)
- 7+ years in customer service/fast pace retail environments
- MA Cannabis industry knowledge experience preferred (not required)
- Entrepreneurial spirit with attention to detail
- Demonstrates ability and experience managing high-volume, scaling industries
- Strong interpersonal, communication, organization and execution skills.

Job Description
The Dispensary Operations Manager is responsible for conducting internal audits across all functions within the dispensary, responsible for training and holding team members accountable to complaint and accurate cash processes, maintaining menu integrity and coordinating with HQ partners to resolve variances and technical issues. This position is responsible for ensuring all employees of the dispensary are accountable to these same responsibilities. This position manages the on-site security and delivery (where applicable) team(s) to ensure safety, security, and regulatory standards are maintained.
The Dispensary Operations Manager is an expert in their field of cash reconciliation, inventory audits, state tracking systems, regulatory and compliance standards.
Duties and responsibilities or (Essential Functions)
- Oversee and execute all inventory specific initiatives as outlined on the master calendar.
- Deliver results and strategic direction by ensuring day-to-day operations run smoothly through the store team.
- Work with cross-divisional teams to build consensus on strategic objectives, goals, and operational plans.
- Perform internal audits designed to evaluate risk and test internal controls, as well as identify opportunities for best practices and more efficient operational processes. (e.g. safety and security, facilities, cash, technical, inventory, and other areas as assigned.)
- Conduct interviews and store walkthroughs, performing analysis to identify key business risks and controls.
- Uphold company standards for merchandise presentation and ensure menu availability is current.
- Directly supervise the On-Site Security team to ensure acceptable standards are maintained for the overall safety and upkeep of the dispensary.
- Comply and audit cash procedures as it pertains to preparing deposits and daily cash reconciliation.
- Establish and implement operational policies, standards, and procedures for retail staff.
- Ensure compliance with all safety and security policies and procedures within the retail store.
- Prepare reports of findings and recommendations for management that will identify and monitor business opportunities for improvement.
- Assure that staff within all divisions of responsibility have a thorough understanding of our corporate processes, SOPs, and assist with providing education in areas that need to be addressed.
- Work closely with cross-divisional managers to assign and schedule additional daily audits.
- Work with cross-divisional managers to ensure adequate staffing is scheduled and payroll goals are met.
- Communicate, work closely, and successfully collaborate with other Managers to achieve the organization’s goals.
- Partner with the PharmaCann Human Resources team in the following HR functions:
- Interview, recruit, and hire to fill gaps in open positions in a timely manner based on store performance and volume.
- Train managers and employees in expected operational standards using appropriate tools such as SOP’s, compliance audits, company and state policy, and procedures.
- Develop and maintain a training calendar and ensure associate onboarding and new hire training is complete.
- Ensure continuous training and development with team members through training curriculums that result in consistency across all stores.
- Write and deliver team members’ performance reviews in partnership with GM to determine succession plans, build on member’s strengths, and develop areas of improvement.
- Manage the performance, coach, and discipline team members on performance and violation of company and compliance policies in partnership with GM and HR.
- Maintain a highly organized and professional documentation of employee issues.
- Provide leadership, training, guidance, and support to team members that foster continuous learning and improvement in the performance of the store.
- This role may be required to assist with other duties as assigned as well as in other functions of the operation including but not limited to: call center, sales consulting, outreach, inventory, security, delivery, and visual merchandising

Qualifications
- Minimum 21 years of age (or per state regulations)
- Bachelor’s Degree in business, operations management, or a related field is preferred
- Store management experience preferred
- Minimum 2 years’ experience supervising the training, quality, and customer service in retail
- 1 year PharmaCann supervisory experience will be considered in lieu of 2 years supervisory experience
- Minimum 4 years’ retail experience, including a combination of front end and/or inventory responsibilities
- Skilled in Google and/or Microsoft Office Suite
- Experience with significant P&L responsibility
- Strong knowledge of retail technology platforms and systems
- Must possess strong analytical skills to assess data, facts, and figures used to develop strategies designed to improve the business

Working conditions
This job operates in a professional retail store environment. This role routinely uses standard office equipment such as computers, phones, and photocopiers. This position requires weekends, nights, overtime as needed, holidays, and flexible work availability. May require some travel.

While performing the duties of this job, the employee is regularly required to speak and listen. This employee is frequently required to stand or sit for long periods, walk constantly, use hands or feet, reach with hands and arms, and may be required to lift up to 50 pounds. May be required to work outdoors and/or during inclement weather
