Position Profile
The Medical Director, Neurosciences, Global Medical Affairs (GMA) will support activities related to the Epidiolex GMA strategy. This is an expert scientific and medical position focused on supporting and providing leadership of a wide range of projects, such as external expert interaction planning, insights gathering and evidence generation and insights generating activities under the leadership and close supervision of the GMA Molecule Lead (GMAML) for the assigned molecule.

The Department of Health is successfully administering the state’s Medical Marijuana Program, providing access to medical marijuana for patients with a serious medical condition through a safe and effective method of delivery. In this position you will serve as the principal program and policy advisor to executive-level decision makers in the Department regarding the design, development, and administration of policies, procedures, and systems to manage the medical marijuana program established by the Medical Marijuana Act.
You will also provide policy direction and coordinate and implement policy/processes for the safe and effective delivery of medical marijuana to patients; identify and recommend potential rule-making and legislation for the improvement of program administration; and direct staff that oversee, regulate, license, and inspect manufacturers/dispensers of medical marijuana products.

This individual will be responsible for ensuring the global medical integrity of the cannabinoid development program, and shaping and developing the global medical affairs strategy to support one or more GW products that are currently in clinical development and which GW intends to market in the US and ROW. As such the role can perhaps be best thought of as a ‘hybrid’ one working across R&D and Medical Affairs from both an operational and geographical perspective, with the focus evolving over time.

A. During hours of operation, a medical director or an individual who is a physician and is designated by the medical director to serve as medical director in the medical director’s absence is:
1. On-site, or
2. Able to be contacted by any means possible, such as by telephone or pager.
B. A medical director shall:
1. Develop and provide training to the dispensary’s dispensary agents at least once every 12 months from the initial date of the dispensary’s registration certificate on the following subjects:
a. Guidelines for providing information to qualifying patients related to risks, benefits, and sides effects associated with medical marijuana;
b. Guidelines for providing support to qualifying patients related to the qualifying patient’s self-assessment of the qualifying patient’s symptoms including a rating scale for pain, cachexia or wasting syndrome, nausea, seizures, muscle spasms, and agitation;
c. Recognizing signs and symptoms for substance abuse; and
d. Guidelines for refusing to provide medical marijuana to an individual who appears to be impaired or abusing medical marijuana; and
2. Assist in the development and implementation of review and improvement processes for patient education and support provided by the dispensary.
C. A medical director shall provide oversight for the development and dissemination of:
1. Educational materials for qualifying patients and designated caregivers that include:
a. Alternative medical options for the qualifying patient’s debilitating medical condition;
b. Information about possible side effects of and contraindications for medical marijuana including possible impairment with use and operation of a motor vehicle or heavy machinery, when caring for children, or of job performance;
c. Guidelines for notifying the physician who provided the written certification for medical marijuana if side effects or contraindications occur;
d. A description of the potential for differing strengths of medical marijuana strains and products;
e. Information about potential drug-drug interactions, including interactions with alcohol, prescription drugs, non-prescription drugs, and supplements;
f. Techniques for the use of medical marijuana and marijuana paraphernalia;
g. Information about different methods, forms, and routes of medical marijuana administration;
h. Signs and symptoms of substance abuse, including tolerance, dependency, and withdrawal; and
i. A listing of substance abuse programs and referral information;
2. A system for a qualifying patient or the qualifying patient’s designated caregiver to document the qualifying patient’s pain, cachexia or wasting syndrome, nausea, seizures, muscle spasms, or agitation that includes:
a. A log book, maintained by the qualifying patient and or the qualifying patient’s designated caregiver, to track the use and effects of specific medical marijuana strains and products;
b. A rating scale for pain, cachexia or wasting syndrome, nausea, seizures, muscles spasms, and agitation;
c. Guidelines for the qualifying patient’s self-assessment or, if applicable,assessment of the qualifying patient by the qualifying patient’s designated caregiver; and
d. Guidelines for reporting usage and symptoms to the physician providing the written certification for medical marijuana and any other treating physicians; and
3. Policies and procedures for refusing to provide medical marijuana to an individual who appears to be impaired or abusing medical marijuana.

The Director of Extraction and Processing performs extraction techniques on cannabis plants and directs manufacturing of medical cannabis products. The Director of Extraction and Processing is responsible for ensuring the quality of all products. The Director of Extraction is responsible for coordinating internal medical cannabis testing during the curing phase, production phase, and testing phase.
Skills and Qualifications. Master’s degree in chemistry required. PhD preferred. Hands-on experience in a laboratory setting with familiarity in all aspects of cannabis extraction and preparation of cannabis medications. Experience operating a medical cannabis extraction lab, including experience with extraction equipment, including CO2 supercritical machines, hydrocarbon extractors, solvent evaporators, and fractional distillation equipment.

Why does the job exist?
The Medical Director will help with a wide range of projects in the medical cannabis program, including but not limited to forming relationships and educating providers and the medical community about the Lynn and Erin Compassionate Use Act. The position will be responsible for interacting with Medical Cannabis Advisory Board and recruiting for any vacancies on the Board. The Medical Director will provide input and recommendations on proposed regulatory and statutory changes based on research and reviews of best practices. The position reviews patient applications to determine eligibility for enrollment in the medical cannabis program.
How does it get done?
The position is responsible for keeping up-to-date on emerging information and research in the medical cannabis field, including conditions and treatments that may benefit from the use of medical cannabis. The incumbent must be able to take complex medical, statutory and regulatory information and make it easy to understand for a wide range of audiences. The Medical Director will work with the program's health educator to create, review, and provide feedback regarding the program's outreach and educational material.

Minimum Qualification
Medical Degree from an accredited medical school is required and six (6) years in the licensed practice of medicine is required. Must be licensed in accordance with the Medical Practice Act, Sections 61-6-1 through 61-6-35 NMSA 1978, and 16.10.1 through 16.10.19 NMAC, as applicable.
