This position exists to provide administrative assistance to the Deputy Director of Policy for the Cannabis Control Division. This position will assist senior level staff on an as needed basis.
How does it get done?
The Executive Secretary position provides administrative support to the Deputy Director of Public Policy of the Cannabis Control Division. This position assists the Deputy Director with policy initiatives, strategic planning, research, program development, data compiling, special projects, legislative review and analysis and preparation and recording of Committee Meetings. This position will assist in updating the Division's website, conducting surveys and prepare reports related to the development of the recreational cannabis market in New Mexico and functional duties as directed.

Purpose of Position
Collaborates with various individuals within the Law Enforcement Records Bureau (LERB) at DPS, the criminal justice system, courts and correction agencies, to obtain full information about an individual's arrest history.

Why does the job exist?
After in-depth analysis, and as authorized by the court, the analyst removes any relevant data about the individuals' historic arrests. The analyst is required to maintain detailed records of each expungement that has been authorized and completed.
How does it get done?
1. Excellent analytical and creative problem-solving skills, the incumbent constructively collaborates with various individuals within the Law Enforcement Records Bureau (LERB) at the Department of Public Safety, the criminal justice system, courts and corrections agencies, to obtain full information about an individual's arrest history, and as authorized by the court, removes any relevant data about the individual's historic cannabis arrests. Maintain records of expungement.
2. Downloads, Administrative Office of the Court (AOC) files which contain various petition and order files authorizing an expungement, process and generate individual DPS case files, enter data into the DPS expungement spreadsheet, pull DPS case jackets, research and cross verify information in court order and DPS records.
3. Update necessary fields in the NM Criminal Justice Information System (CJIS), Automated Fingerprint Identification System (AFIS) and Federal Bureau of Investigation (FBI) Interstate Identification (III), update DPS records jacket with relevant expungement orders.
4. Promotes, tracks and measures compliance with program changes by creating and implementing appropriate data collection, reporting, and/or recordkeeping processes.

This position works with a team of accountants in a fast paced, high volume environment that has multiple priorities and deadlines. The position must become familiar with Department policies, statues and procedures that govern the fiduciary responsibilities over the distribution of tax revenues collected by the Department. The position maintains the highest degree of accountability and financial reporting for tax revenues collected and distributed on behalf of the State of New Mexico.

The purpose of the position is to account and report tax revenues collected and distributed by the New Mexico Taxation &
Revenue Department.
Key responsibilities are as follows:
- This is an accounting position responsible for recording transactions to the general ledger, preparing reconciliations and maintaining accuracy of the general ledger.
- Prepares monthly financial reports for use by executive management of the Department and other external oversight agencies.
- Review and analyze new legislation and define business requirements. This position will also be required to test during the implementation of new legislation, tax rates and changes to the tax programs within the tax reporting software (GenTax).
- Primary tax program focus for this position is the Cannabis Excise Tax Program.
- Provide back up to the Cash Control Section as required pursuant to the Cannabis Excise Tax program.

Purpose of Position

As the Cannabis and Hemp Bureau Chief, you will lead our Department's efforts to ensure safe cannabis edible and hemp products are manufactured in New Mexico. As Bureau Chief, you will oversee and manage the day to day operations of the Bureau to permit and inspect manufacturers, educate industry and stakeholders, and collaborate with other state agencies to create and implement an integrated cannabis and hemp manufacturing industry in New Mexico. This position directly supervises Bureau staff.
How does it get done?
The Bureau Chief develops, leads and communicates Bureau goals, priorities, and action plans within the Department, across state agencies, and to various stakeholders, etc. The Bureau Chief works closely with managers and staff to ensure effective, efficient and timely completion of operations, including monitoring and measuring success of program initiatives. This position manages the day-to-day operations of the Cannabis and Hemp Bureau and is responsible for developing/implementing various strategies and programmatic scope that may change over time. The Bureau Chief is also responsible for managing the Bureau budget and operations, including: managing revenues; developing rules/legislation; recruitment and retention of employees; leading staff and succession planning; and other related duties. Why does the job exist?
The Deputy CIO oversees the Office of the CIO (OCIO). There are two crucial objectives at the heart of the office of the OCIO and, therefore the Deputy CIO¿s responsibility: (1) Ensuring a consistent and strategic approach to the use of information technology across the enterprise; and (2) Ensuring a consistent, transparent and efficient approach to the way the IT organization delivers value to the Department of Health and New Mexicans.
The Deputy CIO will be most effective when they are organized to respond to specific challenges, such as the need to provide transparency into IT costs during economic downturn or redefining processes and organizational functions and structure to improve performance. More specifically the Deputy CIO will be responsible for identifying key weaknesses and issues faced by the Information Technology Services Division (ITSD) and determine the correct scope, composition and structure for the OCIO team and its respective bureaus; Being an integral part of the OCIO team to set performance measures that will keep the team focused on business outcomes; Being an experienced, business-minded professional that can think strategically and accomplish objectives through influence in preference to direct management.
The CIO and role of the Deputy CIO is made up of capabilities for strategy, governance, operations, development and performance monitoring. The capabilities are extended to include other key functions, such as service and portfolio management, IT marketing and communications, financial management, strategic supplier and vendor management, and workforce management.
How does it get done?
The Office of the Chief Information Officer (OCIO) and sets the overall direction for technology and efficiency in the Department of Health through strategic planning and evaluation. The Chief Information Officer (CIO) provides leadership, planning and management for all areas of information technology strategy, development and implementation. The CIO proposes budgets for programs and projects, purchases and upgrades equipment, and presides over IT-related projects as the executive technology sponsor. The CIO works closely with the Deputy CIO to evaluate the efficiency of the department's technology solutions and operations. This is a key position to work with the CIO on oversight of the IT bureaus to streamline operations. The office consists of the Application Development and Support Bureau (ADSB), the Project Management Office (PMO), the Infrastructure and Operations Bureau (IOB), the Service Management Bureau (SMB). The Office of the Chief Security Officer (OCSO) remains outside of the OCIO but will communicate with and work closely with the OCIO Deputy on security and policy related issues. The OCIO also works with the CIO Administrations team to create and manage budgets, procurement, grants, contracts, travel and personnel salaries and benefits.

The Department of Health Information Technology Services Division, Level 2 Support position provides technical support for over 3,000 computers and computer systems throughout the state of New Mexico. This position is also responsible for maintaining networking hardware and servers required for operability of all state Public Health Offices, Vital Records Offices, and Public Health Facilities. Why does the job exist?
The Medical Director will help with a wide range of projects in the medical cannabis program, including but not limited to forming relationships and educating providers and the medical community about the Lynn and Erin Compassionate Use Act. The position will be responsible for interacting with Medical Cannabis Advisory Board and recruiting for any vacancies on the Board. The Medical Director will provide input and recommendations on proposed regulatory and statutory changes based on research and reviews of best practices. The position reviews patient applications to determine eligibility for enrollment in the medical cannabis program.
How does it get done?
The position is responsible for keeping up-to-date on emerging information and research in the medical cannabis field, including conditions and treatments that may benefit from the use of medical cannabis. The incumbent must be able to take complex medical, statutory and regulatory information and make it easy to understand for a wide range of audiences. The Medical Director will work with the program's health educator to create, review, and provide feedback regarding the program's outreach and educational material.

Medical Cannabis patients, applicants and the medical community.
Ideal Candidate
Experience reading, reviewing and interpreting regulations and statutes. Ability to speak objectively and calmly about topics or issues that can be controversial.
Ability to work with a diverse group of individuals.
Minimum Qualification
Medical Degree from an accredited medical school is required and six (6) years in the licensed practice of medicine is required. Must be licensed in accordance with the Medical Practice Act, Sections 61-6-1 through 61-6-35 NMSA 1978, and 16.10.1 through 16.10.19 NMAC, as applicable.

Employment Requirements
This position is designated a safety sensitive. Must successfully complete post offer pre-employment criminal records background check is conditional pending results of criminal background check. Employment is subject to pre-employment and random testing, in accordance with all terms and conditions of federal and state law, rules and regulations in relation to alcohol and/or drug testing. Must possess and maintain a valid Driver's License. Successful completion of the Health Insurance Portability and Accountability Act (HIPAA).
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Lifting up to thirty (30) pounds may be required. Extensive state-wide travel with the occasional overnight stay may be required. Work will occur in an office setting, often sitting for long periods of time. Ability to stand for long periods of time presenting to the medical community. Musts be able to lift 40 pounds.
