- Ensure facilities receive all renewed licenses in a timely manner to post on-site at the facility
- Oversee, manage, and train the Regulatory Compliance Licensing Team
- Conduct team meetings, individual 1:1s, monitor workloads, oversee team/individual projects and delegate tasks to staff accordingly, provide regular feedback on both individual and team performance and perform annual reviews

Qualifications

The Oregon Liquor & Cannabis Commission (OLCC) is looking to fill one Licensing & Permitting Supervisor 2 (Liquor Licensing Assistant Manager) position in our Licensing Division located at 9079 SE McLoughlin Blvd in Portland, OR.

The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. What will you do?
The Liquor Licensing Assistant Manager is responsible for ensuring that positive outcomes are achieved for liquor license applicants and licensees through the delivery of equitable, competent, sensitive, and timely services, and that the commission’s mission and goals are accomplished. This position works in partnership with the manager to develop a seamless licensing unit where all areas are working together to provide the best customer service to internal and external customers.
Here are some of the essential duties you will perform:
Supports the Licensing & Compliance Manager 1 (Liquor Licensing Manager) to achieve management and agency goals. Assists in developing long and short term goals. Provides Licensing Director and Executive Management with support as needed. Manages the duties of assigned Licensing Division staff which includes processing liquor license applications, liquor license renewals, service permit applications, service permit renewals, special event licenses and the duties of front desk staff. Coordinates and monitors the daily work schedule for assigned staff by assigning work priorities to meet Program and Commission goals. Coordinate the review of liquor license applications, liquor license renewals, service permit applicants and service permit renewals. Oversee and account for fee collections on licenses and permits received.
Assists with licensing reports provided to the Commission and licensing statistical reports to review how assignments are being processed and to evaluate the program for change. Attends and/or leads meetings; completes and leads special projects. Evaluates the effectiveness of liquor licensing operations by creating and/or reviewing data, manuals, rules and policies; determines necessary improvements to create efficiencies. Develops, implements and maintains policies and procedures within the division. Works with technical and leadership staff to suggest improvements and/or develop documents, policies, processes, and procedures along with program concepts or rule updates in order to better achieve management and agency goals. Assists Licensing Manager with stakeholder relationships and quarterly meetings to advance the understanding of all aspects of liquor licensing; train staff to present/lead meetings.
Ensures staff follow policies and procedures of the unit, division and agency; conduct and participate in regular staff meetings; evaluate staff work for timeliness, completeness, clarity, technical accuracy and customer service. Reports performance results to Liquor Licensing Manager. Makes decisions on hiring, takes disciplinary actions, and recommends termination when necessary. Reporting to the General Counsel, the LicensingManager shall be the head of the Licensing Department and implement the goals,strategies, policies and programmatic framework for applying, renewing andmaintaining state and local marijuana licenses in the State of Colorado and theState of New Mexico for and on behalf of Medicine Man Technologies, Inc and itssubsidiaries. This position shall take the necessary steps to maintain andfurther develop the Licensing Department processes and procedures as well as evaluatethe prospective licensing of cannabis locations for Schwazze’s future businessdevelopment. Essential Functions:
This single position class is responsible forexercising a high degree of responsibility and independent judgment in theformulation and advancement of the Licensing Department. The incumbent reportsdirectly to the General Counsel. The incumbent provides direction andsupervision to Licensing department staff, as well as any contract serviceproviders. Implement the goals, strategies, policies and programmatic framework for obtaining and renewing cannabis licenses through the Marijuana Enforcement Division and Local Licensing Authorities;

SUMMARY:
The Compliance Manager – Systems and Licensing is responsible for helping maintain compliant businesses and operations throughout the company through the use, development and maintenance of systems, processes, and protocols. This critical position will act as an in-house expert in the company's use of databases, document management systems, and other software systems for the purposes of compliance with laws and regulations as well as the enhancement and streamlining of consistent and efficient processes throughout the enterprise.
In addition, the Compliance Manager – Systems and Licensing will work closely with the Senior Director – Compliance and Corporate Affairs to assist in managing local and state licensing and permitting efforts, including the maintenance of a centralized database of all licensing and permitting related documents and communicating with regulatory authorities as needed. PHYSICAL REQUIREMENTS:

EDUCATION AND EXPERIENCE:

- Prior experience working with regulatory authorities, including but not limited to MCAURSA as well as local and state Law Enforcement.
- Problem solver who able to create consensus and enterprise quality compliance solutions for complex regulatory environment.
- Certified Regulatory Compliance Manager (CRCM) designation preferred
- Experience working in medical and adult-use cannabis industry preferred.
- Experience navigating communications and software systems of various cannabis regulatory agencies
- Must be 21+ years old and pass a criminal background check per local and state requirements.

Duties
Some of the duties you will perform are:
Serve as division lead in the research and development of education strategies that strengthen opportunities to further enhance educational resources for internal employees, stakeholders and other divisions.- Develop, maintain and make recommendations for goals, priorities, and policies in regards to education and training for the division, including establishing procedures and work flows.
- Coach and mentor Training Development Specialists that support the work of the Training Program.
- Lead the training on complex liquor and cannabis laws, rules and policies to Licensing Division employees and other divisions within the agency to increase efficiency and consistency.
- Work with other agency divisions to develop and manage online education content for the Licensing Division.
- Utilize and analyze highly complex data from multiple data source systems including agency internal systems as well as systems from outside sources (e.g. US census, county and city websites, etc.) to inform decisions, reports, and recommendations.
- Prepare written proposals and presentations utilizing highly complex data on behalf of the Licensing Division Director and Board Member review.
- Create and provide training and presentations on complex subject matter areas related to liquor and cannabis licensing regulations. Audiences include Board meetings, Board Caucuses, educational forums, Enforcement regional meetings, and other agency public hearings.
- Assist the Senior Policy and Education Manager by providing analyzed, complex data and regulations for utilization in developing and implementing new policies as a result of legislative/rule changes.

The Oregon Liquor & Cannabis Commission (OLCC) is looking to fill one Licensing & Permitting Supervisor 2 (Liquor Licensing Assistant Manager) position in our Licensing Division located at 9079 SE McLoughlin Blvd in Portland, OR.

Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
The Liquor Licensing Assistant Manager is responsible for ensuring that positive outcomes are achieved for liquor license applicants and licensees through the delivery of equitable, competent, sensitive, and timely services, and that the commission’s mission and goals are accomplished. This position works in partnership with the manager to develop a seamless licensing unit where all areas are working together to provide the best customer service to internal and external customers.
Here are some of the essential duties you will perform:
Supports the Licensing & Compliance Manager 1 (Liquor Licensing Manager) to achieve management and agency goals. Assists in developing long and short term goals. Provides Licensing Director and Executive Management with support as needed. Manages the duties of assigned Licensing Division staff which includes processing liquor license applications, liquor license renewals, service permit applications, service permit renewals, special event licenses and the duties of front desk staff. Coordinates and monitors the daily work schedule for assigned staff by assigning work priorities to meet Program and Commission goals. Coordinate the review of liquor license applications, liquor license renewals, service permit applicants and service permit renewals. Oversee and account for fee collections on licenses and permits received.
Assists with licensing reports provided to the Commission and licensing statistical reports to review how assignments are being processed and to evaluate the program for change. Attends and/or leads meetings; completes and leads special projects. Evaluates the effectiveness of liquor licensing operations by creating and/or reviewing data, manuals, rules and policies; determines necessary improvements to create efficiencies. Develops, implements and maintains policies and procedures within the division. Works with technical and leadership staff to suggest improvements and/or develop documents, policies, processes, and procedures along with program concepts or rule updates in order to better achieve management and agency goals. Assists Licensing Manager with stakeholder relationships and quarterly meetings to advance the understanding of all aspects of liquor licensing; train staff to present/lead meetings.
Ensures staff follow policies and procedures of the unit, division and agency; conduct and participate in regular staff meetings; evaluate staff work for timeliness, completeness, clarity, technical accuracy and customer service. Reports performance results to Liquor Licensing Manager. Makes decisions on hiring, takes disciplinary actions, and recommends termination when necessary. Evaluates employee performance, gives feedback and takes corrective action when necessary. Provides motivation for staff to encourage career development for promotional opportunities. This position is accountable for developing and implementing the regulatory strategy for the medical marijuana licensing team to include auditing processes and procedures, policies, and practices. It will also maintain regulatory compliance with multi-state, and local regulatory ordinances, as well as contractual and legal requirements. The position has supervisory responsibilities such as hiring recommendations, training, planning, and assigning work, performance assessment, coaching, and progressive discipline.
What you’ll do:
- Responsible for the overall developing, implementing, and continuous review of the medical marijuana/cannabis business licensing processes and protocols, for licensed facilities located across the state. This position is also accountable for setting guidelines on how to navigate possible regulatory compliance issues. The Licensing Unit serves as a front-line team with Missouri’s newly created medical marijuana/cannabis industry by managing the license review process which includes: monitoring industry applicants and licensees; assessing risks and strategize mitigation (using various technology tools) to ensure compliance with licensing rules. This position will also monitor for any changes within the industry; assisting with the implementation of new rules and maintaining databases with critical regulatory information and documentation to ensure licensee compliance.
- Serve as technical advisor to executive management regarding potential legislation that would impact the medical marijuana industry, new rule or rule changes.
- Participation in regulatory leadership team meetings for cross-team coordination of regulatory compliance issues, represent state licensing interests at trade associations, other external association meetings, and national state to state sharing sessions. Build and maintain stakeholder relationships with business licenses and industry groups.
- Manage and provide leadership and supervision to the Licensing Unit that includes a group of five professional level staff. Supervisory and management duties include: hiring recommendations, on-the-job team training, work-load planning, assignments and reviews; monthly and quarterly performance assessment and engage coaching as well as progressive discipline as needed.
- Oversee preparation and review of regulatory licensing compliance reports, review work of direct reports to substantiate and approve their final report findings of compliance actions; and be accountable for the Senior Regulatory Auditors reviews and audits to ensure appropriate actions are taken to manage the industry and make recommendations to leadership.

OVERALL JOB OBJECTIVE:
Under general direction of the Assistant Director of Finance, coordinates completion of long-term process improvement projects, oversees day to day volume production of work product, and completion of work tasks of the License Team; performs city licensing activities for the Finance Department, the City Manager’s Office, and for the City Council; mentors and assists staff; acts as board secretary to Boulder Beverage Licensing Authority; and acts as secretary to the Boulder Cannabis Licensing and Advisory Board. Performs additional duties as required.
The starting pay for this position is
$98,800.00 - $120,848.00 annually
, commensurate with experience.
ESSENTIAL LEADERSHIP COMPETENCIES:

DUTIES AND RESPONSIBILITIES:
1. Provides leadership by example to the License staff members and manages day to day production by assigned staff in accordance with city policies. This includes, but is not limited to, the following:
- Oversees daily activities of assigned staff.
- Hires and provides performance feedback, provides performance evaluations, and takes disciplinary action up to and including termination as required.
- Ensures that assigned staff comply with city policies and regulations.

2. Coordinates, oversees day to day production, and performs licensing activities for liquor, marijuana, and other miscellaneous licensing activities for new licenses, renewals, change of location or class, transferred ownership, and other applications. This includes, but is not limited to, the following:
- On behalf of the Boulder Beverage Licensing Authority for liquor licenses and special event liquor permits, on behalf of the city of Boulder Cannabis Licensing and Advisory Board for marijuana and hemp business licenses, and on behalf of the City of Boulder for other miscellaneous licenses, completes legal reviews to determine if applications are substantially, materially and legally complete and should be retained and acted upon or rejected.
- Based on City Manager’s current delegation, acts as the Marijuana Licensing Authority for the City of Boulder for Recommended Enforcement Actions.
- Based on City Manager’s current delegation, acts on behalf of the City Manager for now and future assigned Miscellaneous Licenses as to License Issuance, License Renewals, and Recommended Enforcement Actions for Auction, Carnival/Circus, Itinerant Merchant, Mobile Food Vehicle, Secondhand Dealer/Pawnbroker licenses, and Tobacco Retailer licenses.
- Provides suggested improvements for licensing business processes within the City of Boulder.
- With input and analysis from staff, determines as board secretary whether applications are properly researched, publicly noticed, and legally sufficient to be heard for approval or denial before the Boulder Beverage Licensing Authority in accordance with state law and city ordinances.
- With input and analysis from staff, determines as board secretary if pending liquor license applications require Boulder Beverage Licensing Authority hearing and to properly and timely act upon applications where hearing is not required in accordance with state laws, state regulations, and city ordinances.
- With input and analysis from staff, determines as board secretary whether applications are properly researched, publicly noticed, and legally sufficient to be heard for approval or denial before the Boulder Cannabis Licensing and Advisory Board in accordance with city laws and rules.
- With input and analysis from staff, determines as board secretary if pending marijuana and hemp license applications require Boulder Cannabis Licensing and Advisory Board hearings and to properly and timely act upon applications where hearing is not required in accordance with city ordinances and city rules.
- With input and analysis from staff, determines whether there is good cause for approval or denial Miscellaneous license applications in accordance with city ordinances.
- Ensures and reviews records to determine that the City’s license application records are complete and provide a legal basis for any denial of applications and that such records are sufficient to defend against any legal appeals from applicants, and ordinarily acts as advisory witness and testified on behalf of the City of Boulder during legal appeals in city municipal and district court hearings.
3. Serves as board secretary to Boulder Beverage Licensing Authority. Includes the following:
- Assists in training of new Authority members in proper quasi-judicial hearing process and compiles annual state and local legal resource notebooks for use as proper legal hearing process guides by Authority members and other city staff.
- Assists in docketing of hearings for the Boulder Beverage Licensing Authority, preparation and publishing of the agenda for the quasi-judicial hearings, and transcribing the minutes of the hearings.
- Maintains relationship and assists with conducting follow-up work required by the State Liquor Enforcement Division to process liquor license applications.
- Assists in show cause actions against violating licenses in conjunction with the Boulder Police, City Attorney’s Office Prosecutors, and initiates necessary show causes at the direction of the Beverage Licensing Authority.
- Oversees day to day review and administration of all renewals, business entity structure and ownership changes, new manager registrations, and temporary modifications for all fermented malt beverage and liquor licenses.
- Ensures proper explanation of legality of private parties and public special events, coordinates attendance at city special event committee meetings, and assists with review, circulation, and administration of all special event liquor permit applications for non-profit events within the City of Boulder.
- Coordinates inspection of the licensed premises upon issuance of new, transferred, and modified licenses to ensure that legal requirements have been met sufficient to release state and city liquor licenses.
- Proactively drafts community participant hearing pamphlets, improvement of best practice pieces, and general correspondence to liquor licensees, city departments, and other interested community members concerning legal changes and individual licensee concerns.
- Attends city outreach through public speaking engagements, responsible hospitality group meetings, alcohol grants input, city subcommittees and taskforce attendance related to alcohol issues, liquor licensing, and public safety planning in collaboration the division and with liquor licensees, prospective applicants, city staff, community members, and other pivotal community organizations.
- Assists with maintenance of billing memorandums for occupation taxes due on city liquor licenses. Discusses with licensee’s delinquent accounts, determines payment plans and aging account write offs, and assists in determination of initiation of collection procedures.
4. Serves as board secretary to Cannabis Licensing and Advisory Board. Includes the following:
- Assists in training of new Authority members in proper meeting and quasi-judicial hearing process and compiles annual state and local legal resources for use as proper legal hearing process guides by Authority members and other city staff.
- Assists in docketing of hearings for the Boulder Cannabis Licensing and Advisory Board, preparation and publishing of the agenda for the board meetings and quasi-judicial hearings and transcribing the minutes of the hearings.
- Maintains relationship and assists with conducting follow-up work required by the State Marijuana Enforcement Division to process marijuana license applications.
- Maintains relationship and assists with conducting follow-up work required by the Colorado Department of Public Health and Environment, Boulder County Health Department, and the Colorado Department of Agriculture to process hemp business license applications. • Oversees day to day review and administration of all renewals, business entity structure and ownership changes, new manager registrations, and temporary modifications for all marijuana and hemp business licenses.
- Ensures proper explanation of legality of marijuana and hemp business licenses, coordinates the city Cannabis enforcement team, and coordinates attendance at city quarterly presentation meetings on behalf of the City of Boulder.
- Coordinates inspection of the licensed premises upon issuance of new, transferred, and modified licenses to ensure that legal requirements have been met sufficient to release city licenses.
- Proactively drafts community participant hearing pamphlets, improvement of best practice pieces, and general correspondence to marijuana and hemp business licensees, city departments, and other interested community members concerning legal changes and individual licensee concerns.
- Attends city outreach through public speaking engagements, responsible hospitality group meetings, city subcommittees and taskforce attendance related to cannabis issues, cannabis licensing, and public safety planning in collaboration the division and with cannabis licensees, prospective applicants, city staff, community members, and other pivotal community organizations.
5. General Licensing Duties. Provides the following support in relation to various licensing duties.
- Undertakes special projects from inception, research, staff/community input, to completion of project in order to proactively improve division functions, cross training, coverage, teamwork, and customer service.
- Performs research and oversees day to day production of staff in the completion of research, production of findings for approval and denial concerning pending license applications, and preparation of final license files for license maintenance and denial appeals.
- Maintains current knowledge regarding legal requirements of federal laws, state statues and regulations related to licensing and local authorities, and effectively conveys current legal knowledge, in verbal form at monthly hearings as back up and yearly as required by providing a written briefing of federal, state and city legislative changes in the area of liquor and miscellaneous, including cannabis, licensing law, to local authority, licensees, city departments, city residents, and other interested parties.
- Meets as necessary and assigned with applicants and their attorneys, with the City Attorney when necessary, to review the city licensing process, license applications, and to ensure that all required and clarifying information is obtained for the state and local licensing authorities.
- Acts as a resource to the City Manager’s Policy Advisory for city response on proposed changes to state and federal licensing and enforcement laws, including testifying before state legislative committees as necessary to facilitate the city’s interests.
- Acts as a resource to assigned board attorneys for licensing legal deadlines, necessary workflows, and application hearing requirements.
- Represents as necessary and assigned the City of Boulder in matters relating to the licensing process including: meetings, hearings, committees, and public speaking concerning liquor licensing, alcohol community concerns and events, and other miscellaneous licensing matters. Routinely handles confidential material for the Finance Department, City Manager, City Attorney, and City Council.
- Organizes and prepares periodic and special reports as needed to assist in planning and assessing licensing area activities for department.
- While assisting in the continuation of meeting legal requirements and deadlines, identifies and recommends improvements in office operations, to ensure that licensing functions are efficient and cost effective, and provides a high level of professional customer service to the general public, to local businesses, to community partners, to other city departments, and to division staff and to other city staff.

Work experience in a Municipal Sales Tax and Business Licensing Office is highly desired. Senior Manager of the Licensing Team – We are looking for a senior licensing professional with experience managing a multi-state cannabis operator licensing function, which includes working with state and local Compliance teams to facilitate the process. The Senior Manager may also lead the procurement of new licenses.

This role is responsible for both management as well as the operational aspects involved in preparing and maintaining applications/documentation according to state-defined requirements and deadlines.
Responsibilities
Support the operations and continuing improvement of the department that maintains the Company's vital cannabis licenses and registrations
Develop and maintain systems, including IT database, for license tracking, maintenance, renewal, and transfer
Coordinate licensing renewal work with the Company's local state-based compliance managers
Assist in the compilation and submission of competitive license applications and tenders to win new, valuable cannabis licenses
Deal directly with senior management as required to secure necessary input for licensing/regulatory procedures
Develop working relationships with subject matter experts (SME) to provide input and clarification to application content (i.e., Legal to ensure appropriate corporate structure/documentation; Shareholder Relations to gather required owner/backer documentation; HR to gather required employee documentation)
Hands-on work in licensing processes, including liaising with various departments of the Company (Corporate and subsidiary organizations) to gather required content/documentation, compile submissions and prepare applications
Draft initial application content for SME review, ensuring consistent messaging and conformity with the requirements and expectations of state authorities
Monitor the announcement of key license/similar tenders across the country and help management decide in which tenders to participate
Review and assess state-specific codes and regulations as they pertain to application information for obtaining and maintaining licenses to cultivate, manufacture and dispense cannabis and cannabis products

Position Requirements
Bachelor's Degree in relevant area; JD is a plus
5-7 years relevant regulatory and/or legal experience a plus
Proficiency with MS Office (Excel, Word) and Adobe Acrobat (PDF files)
Subject to background check per state cannabis regulations
