OVERALL JOB OBJECTIVE:
Under general supervision, enforces the city environmental, building and other regulations related to the location, construction, condition and use of land, buildings and structures in all areas of the city. Performs investigations, site inspections and administrative and technical functions related to city code enforcement, development and building permit programs, and cannabis licensing enforcement. Provides the public and city staff with assistance and information regarding code enforcement activity.
The starting pay for this position is $25.30 - $30.90 hourly, commensurate with experience.
DUTIES AND RESPONSIBILITIES:
1. Responds to complaints and performs field inspections for compliance with the city’s environmental, housing, and building codes. This includes the following:
- Receives complaints about building, housing, or development violations.
- Performs visual inspections of neighborhoods to assess compliance with code requirements.
- Investigates complaints and determines necessary action to resolve.
- Performs field inspections in response to complaints to determine the existence of a violation.
- Tracks complaints and violations, monitors compliance progress and follows up with complainants and violators as necessary.
- Prepares violation notices, posts stop work orders, issues summons and provides court testimony.
- Assists Building Inspectors in the inspection of construction of one-and two-family dwellings, and accessory structures to ensure compliance with approved construction documents and site plans.
- Provides verbal and written notice to permit applicants, contractors, and homeowners of code and ordinance violations relating to construction activities. Reinspects construction work to ensure violations have been rectified.
- May serve as department representative on the Cannabis Licensing Enforcement Team and conducts annual inspections of all cannabis businesses.
2. Assists with the preparation of agendas, case files and reports to be included in correspondence to citizens, boards, department heads and the city attorneys’ office. This includes the following:
- Preparing information for appeals to municipal court.
- Preparing evidence reports related to code violations.
- Assists other Enforcement Officers with field investigations and reports necessary for compliance.
- Researching files and records to locate property owners, managers, and agents, to verify property ownership, permit history and previous enforcement violations.
- Coordinating work schedules and enforcement duties with the Police Department and other City and County departments.
3. Performs administrative functions in support of building and development permit processes. This includes the following:
- Schedules and conducts inspections to ensure that development projects maintain compliance over time and coordinates with Development Review Committee (DRC) members, Building Services and Engineering review.
- Assists in the reviews of escrow accounts established for construction projects.
- Maintains work log and coordinates work schedule and enforcement duties within the workgroup.
4. Inspects development projects for compliance with subdivision and land use requirements, as applicable. Consults with Planning and Development services staff, City Attorneys, City Departments, County and State Agencies and other Public agencies on issues related to code interpretations, implementation of proposed designs and municipal code violations. Provides general information and assistance to development applicants, contractors and the general public.
5. Other:
- Performs related duties as required to meet the needs of the city.
- Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.

MINIMUM QUALIFICATOINS / REQUIREMENTS:
High School diploma or equivalent. Minimum of three years experience in a progressively responsible position with a municipal or state agency in a building code enforcement or compliance capacity or any equivalent combination of education, training and related experience. Demonstrated verbal and written communication skills. Demonstrated ability to read, understand and interpret construction documents including site plans. Demonstrated problem-solving skills. Demonstrated ability to work tactfully and effectively with others, including the public, in difficult situations and to exercise good judgment. Ability to apply mathematical formulas, fractions, percentages, ratios and proportions to practical situations. Ability to manage multiple tasks and prioritize. Good organizational skills. Valid Colorado driver's license and acceptable motor vehicle record. Acceptable background information including criminal history.
PREFERRED QUALIFICATIONS:
- One or more current ICC certifications (Residential Building Inspector, Property Maintenance/Housing Inspector, Commercial Building Inspector, Residential Plans Examiner, and/or Building Plans Examiner)
- Experience working in a problem solving capacity with residents involving municipal regulations, neighborhood organizations, community mediation services or housing authorities.
- Experience as a code enforcement or compliance inspector, preferably with zoning, building, or health related regulations.
- Ability to recognize, investigate, and analyze a variety of legal conflicts or code violations and make effective recommendations.
WORKING CONDITIONS:
Physical Demands: Physical ability to stand, walk, climb, and kneel. Ability to lift and/or exert on a regular basis weight of up to 50 pounds, and occasionally up to 100 pounds. Requires frequent hand/eye coordination to operate personal computer and office equipment; close vision for reading and to distinguish small objects and printed material, to focus far to distinguish objects or signs while operating machinery or vehicles, recording and interpreting information; speech communication and hearing to maintain communication with employees and the public.

Collaborates with the Finance Department for Munis support (AR/AP) and streamlining of invoicing processes.

Works with the city’s Regulatory Licensing Division to enforce cultivator obligations.

Assists the Circular Economy Team with annual Waste Hauler Reporting processes, including the use of a shared platform for data gathering.

Communicates professionally with cannabis cultivators and waste hauler representatives as needed to obtain information, answer questions and problem solve.
7. Researches and compiles financial, administrative, and related information. This includes, but is not limited to the following:

Research historical records and gathers information from a variety of reports and sources.

Often under direct supervision, prepares information summaries from various sources. Performs calculations to develop trends, breakdowns, and other comparisons.

Surveys other municipalities and employers and compiles comparative data.

8. May provide budgetary and financial support to the assigned department. This includes, but is not limited to the following:

OVERALL JOB OBJECTIVE:
Under general direction of the Assistant Director of Finance, coordinates completion of long-term process improvement projects, oversees day to day volume production of work product, and completion of work tasks of the License Team; performs city licensing activities for the Finance Department, the City Manager’s Office, and for the City Council; mentors and assists staff; acts as board secretary to Boulder Beverage Licensing Authority; and acts as secretary to the Boulder Cannabis Licensing and Advisory Board. Performs additional duties as required.

$98,800.00 - $120,848.00 annually

2. Coordinates, oversees day to day production, and performs licensing activities for liquor, marijuana, and other miscellaneous licensing activities for new licenses, renewals, change of location or class, transferred ownership, and other applications. This includes, but is not limited to, the following:
- On behalf of the Boulder Beverage Licensing Authority for liquor licenses and special event liquor permits, on behalf of the city of Boulder Cannabis Licensing and Advisory Board for marijuana and hemp business licenses, and on behalf of the City of Boulder for other miscellaneous licenses, completes legal reviews to determine if applications are substantially, materially and legally complete and should be retained and acted upon or rejected.
- Based on City Manager’s current delegation, acts as the Marijuana Licensing Authority for the City of Boulder for Recommended Enforcement Actions.
- Based on City Manager’s current delegation, acts on behalf of the City Manager for now and future assigned Miscellaneous Licenses as to License Issuance, License Renewals, and Recommended Enforcement Actions for Auction, Carnival/Circus, Itinerant Merchant, Mobile Food Vehicle, Secondhand Dealer/Pawnbroker licenses, and Tobacco Retailer licenses.
- Provides suggested improvements for licensing business processes within the City of Boulder.
- With input and analysis from staff, determines as board secretary whether applications are properly researched, publicly noticed, and legally sufficient to be heard for approval or denial before the Boulder Beverage Licensing Authority in accordance with state law and city ordinances.
- With input and analysis from staff, determines as board secretary if pending liquor license applications require Boulder Beverage Licensing Authority hearing and to properly and timely act upon applications where hearing is not required in accordance with state laws, state regulations, and city ordinances.
- With input and analysis from staff, determines as board secretary whether applications are properly researched, publicly noticed, and legally sufficient to be heard for approval or denial before the Boulder Cannabis Licensing and Advisory Board in accordance with city laws and rules.
- With input and analysis from staff, determines as board secretary if pending marijuana and hemp license applications require Boulder Cannabis Licensing and Advisory Board hearings and to properly and timely act upon applications where hearing is not required in accordance with city ordinances and city rules.
- With input and analysis from staff, determines whether there is good cause for approval or denial Miscellaneous license applications in accordance with city ordinances.
- Ensures and reviews records to determine that the City’s license application records are complete and provide a legal basis for any denial of applications and that such records are sufficient to defend against any legal appeals from applicants, and ordinarily acts as advisory witness and testified on behalf of the City of Boulder during legal appeals in city municipal and district court hearings.
3. Serves as board secretary to Boulder Beverage Licensing Authority. Includes the following:
- Assists in training of new Authority members in proper quasi-judicial hearing process and compiles annual state and local legal resource notebooks for use as proper legal hearing process guides by Authority members and other city staff.
- Assists in docketing of hearings for the Boulder Beverage Licensing Authority, preparation and publishing of the agenda for the quasi-judicial hearings, and transcribing the minutes of the hearings.
- Maintains relationship and assists with conducting follow-up work required by the State Liquor Enforcement Division to process liquor license applications.
- Assists in show cause actions against violating licenses in conjunction with the Boulder Police, City Attorney’s Office Prosecutors, and initiates necessary show causes at the direction of the Beverage Licensing Authority.
- Oversees day to day review and administration of all renewals, business entity structure and ownership changes, new manager registrations, and temporary modifications for all fermented malt beverage and liquor licenses.
- Ensures proper explanation of legality of private parties and public special events, coordinates attendance at city special event committee meetings, and assists with review, circulation, and administration of all special event liquor permit applications for non-profit events within the City of Boulder.
- Coordinates inspection of the licensed premises upon issuance of new, transferred, and modified licenses to ensure that legal requirements have been met sufficient to release state and city liquor licenses.
- Proactively drafts community participant hearing pamphlets, improvement of best practice pieces, and general correspondence to liquor licensees, city departments, and other interested community members concerning legal changes and individual licensee concerns.
- Attends city outreach through public speaking engagements, responsible hospitality group meetings, alcohol grants input, city subcommittees and taskforce attendance related to alcohol issues, liquor licensing, and public safety planning in collaboration the division and with liquor licensees, prospective applicants, city staff, community members, and other pivotal community organizations.
- Assists with maintenance of billing memorandums for occupation taxes due on city liquor licenses. Discusses with licensee’s delinquent accounts, determines payment plans and aging account write offs, and assists in determination of initiation of collection procedures.
4. Serves as board secretary to Cannabis Licensing and Advisory Board. Includes the following:
- Assists in training of new Authority members in proper meeting and quasi-judicial hearing process and compiles annual state and local legal resources for use as proper legal hearing process guides by Authority members and other city staff.
- Assists in docketing of hearings for the Boulder Cannabis Licensing and Advisory Board, preparation and publishing of the agenda for the board meetings and quasi-judicial hearings and transcribing the minutes of the hearings.
- Maintains relationship and assists with conducting follow-up work required by the State Marijuana Enforcement Division to process marijuana license applications.
- Maintains relationship and assists with conducting follow-up work required by the Colorado Department of Public Health and Environment, Boulder County Health Department, and the Colorado Department of Agriculture to process hemp business license applications. • Oversees day to day review and administration of all renewals, business entity structure and ownership changes, new manager registrations, and temporary modifications for all marijuana and hemp business licenses.
- Ensures proper explanation of legality of marijuana and hemp business licenses, coordinates the city Cannabis enforcement team, and coordinates attendance at city quarterly presentation meetings on behalf of the City of Boulder.
- Coordinates inspection of the licensed premises upon issuance of new, transferred, and modified licenses to ensure that legal requirements have been met sufficient to release city licenses.
- Proactively drafts community participant hearing pamphlets, improvement of best practice pieces, and general correspondence to marijuana and hemp business licensees, city departments, and other interested community members concerning legal changes and individual licensee concerns.
- Attends city outreach through public speaking engagements, responsible hospitality group meetings, city subcommittees and taskforce attendance related to cannabis issues, cannabis licensing, and public safety planning in collaboration the division and with cannabis licensees, prospective applicants, city staff, community members, and other pivotal community organizations.
5. General Licensing Duties. Provides the following support in relation to various licensing duties.
- Undertakes special projects from inception, research, staff/community input, to completion of project in order to proactively improve division functions, cross training, coverage, teamwork, and customer service.
- Performs research and oversees day to day production of staff in the completion of research, production of findings for approval and denial concerning pending license applications, and preparation of final license files for license maintenance and denial appeals.
- Maintains current knowledge regarding legal requirements of federal laws, state statues and regulations related to licensing and local authorities, and effectively conveys current legal knowledge, in verbal form at monthly hearings as back up and yearly as required by providing a written briefing of federal, state and city legislative changes in the area of liquor and miscellaneous, including cannabis, licensing law, to local authority, licensees, city departments, city residents, and other interested parties.
- Meets as necessary and assigned with applicants and their attorneys, with the City Attorney when necessary, to review the city licensing process, license applications, and to ensure that all required and clarifying information is obtained for the state and local licensing authorities.
- Acts as a resource to the City Manager’s Policy Advisory for city response on proposed changes to state and federal licensing and enforcement laws, including testifying before state legislative committees as necessary to facilitate the city’s interests.
- Acts as a resource to assigned board attorneys for licensing legal deadlines, necessary workflows, and application hearing requirements.
- Represents as necessary and assigned the City of Boulder in matters relating to the licensing process including: meetings, hearings, committees, and public speaking concerning liquor licensing, alcohol community concerns and events, and other miscellaneous licensing matters. Routinely handles confidential material for the Finance Department, City Manager, City Attorney, and City Council.
- Organizes and prepares periodic and special reports as needed to assist in planning and assessing licensing area activities for department.
- While assisting in the continuation of meeting legal requirements and deadlines, identifies and recommends improvements in office operations, to ensure that licensing functions are efficient and cost effective, and provides a high level of professional customer service to the general public, to local businesses, to community partners, to other city departments, and to division staff and to other city staff.
6. Other:
- Performs related duties as required to meet the needs of the City.
- Takes proper safety precautions anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to City property.

REQUIRED MINIMUM QUALIFICATIONS:
Bachelor’s Degree in Management, Business or Public Administration, Accounting, or a related field or an equivalent combination of education and/or experience. A minimum of four years experience performing complex technical, legal, and/or administrative functions. Ability to make timely policy and management decisions related to business operations and legal requirements. Ability to work tactfully and effectively with the public in difficult situations. Demonstrated organizational skills and the ability to draft complex written materials: report narratives, project support materials, and supplemental resource materials. Demonstrated ability to work independently; to prioritize and resolve problems; to work with a diverse and varied community and staff; and to complete complex tasks with necessary detail while working under pressure in a fast paced environment. Computer experience, including Microsoft Word, Excel and email. Have and maintain acceptable background information, including criminal conviction history.
DESIRED QUALIFICATIONS – In addition to the required minimum qualifications:
Graduate Degree in Public Policy, Business or Public Administration, Law or a related degree. A minimum of two years supervisory experience. Work experience in a Municipal Sales Tax and Business Licensing Office is highly desired. Strong experience in interpreting and applying technical legal requirements, and proven ability to convey such legal requirements to a wide audience with varying levels of expertise. Strong technical skills with legal templates and computer processes (i.e. spreadsheets, document merging, database applications and web applications). Basic understanding of accounting controls over accounts receivables, cashiering, and collections.
