The Oregon Liquor and Cannabis Commission (OLCC) is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state’s Liquor Control Act and regulating the sale of recreational marijuana in Oregon through the Control, Regulation, and Taxation of Marijuana and Industrial Hemp Act.

What will you do?
You will provide professional level accountability to Oregon Health Authority registrants that are required to track product in the Cannabis Tracking System (METRC). You will interpret rules and laws in relation to licensees’ and registrants’ inventory records and reported activity in METRC to determine compliance or non-compliance. You will act as a technical resource for industry members and agency staff. You will work with other Compliance Specialist 1s within the same Division to assist in tracking recreational marijuana licensees’ compliance tracking.

- Interpret OLCC and OHA rules and state laws to determine licensees’ and registrants’ compliance.
- Review cultivation, harvest, processing, waste, and inventory adjustment records to confirm timely and accurate reporting.

- Determine whether noncompliance can be resolved with verbal instruction or if a formal compliance action may be warranted.
- Assist with questions and data requests from internal and external stakeholders.

- Assist in facilitation of METRC User Group.

What will you do?
Marijuana Regulatory Specialists performs site surveys and investigations of Oregon medical marijuana producers (growers), processors, wholesalers, retailers, and laboratories to assess and provide consultation on compliance with state and laws rules that govern marijuana businesses.
Here are some of the essential duties you will perform:
Independently, or as a member of a team, conducts site surveys and investigations of Oregon medical marijuana registrants to assure compliance with state laws and rules that govern medical marijuana businesses required to track product. The businesses are registrants of Oregon Health Authority’s Oregon Medical Marijuana Program. Collects, analyzes, and interprets registrant’s data within the compliance tracking system to ensure compliance within the use of the system. Uses a radio frequency scanner to collect and record licensed premises marijuana inventory as needed. Compares scanned inventory data with recorded inventory in cannabis tracking system application to detect and assess shortages/overages in product quantities. Analyzes and reconcile financial and tax data from the application and reports. Reviews discrepancies with registrant to determine whether an investigation is in order.
Documents site survey and investigation findings in narrative reports. Determines the validity of complaints of marijuana law violations by talking with complainant, registrant, witnesses (in person and over the phone); observing at the licensed business; and reviewing the compliance history of the business. Gathers, controls, and secures evidence according to procedures to preserve the integrity and chain-of-custody. Conducts licensing duties as required. Provides registrants with consultative assistance by educating or training on regulatory requirements and developing strategies for achieving compliance with rule and law such as implementing operational changes to the business. Follows up with registrants to ensure full compliance with requirements. Interprets regulatory requirements, analyzes facts and applies policy and standards to decide appropriate action to gain compliance from registrant. May review security plans and make recommendations for license revocation or other corrective actions if facilities are not meeting the Commission’s security goals. Prepares and presents documents needed for contested case hearing. Testifies on behalf of the Oregon Health Authority Oregon Medical Marijuana Program at administrative law hearings or in court.

What do you need to qualify?
Three years of experience conducting investigations of allegations, facts, behaviors, documents, laws, legal precedents and/or other information. This experience must include preparing written reports using individual judgment in developing conclusions or recommendations that are subject to review in court, administrative hearings or comparable formal review process; OR
An Associate’s degree in criminal justice, human or behavioral sciences, business or public administration or other related field AND eighteen months of experience conducting investigations; OR
A Bachelor’s degree in law enforcement, criminal justice, human or behavioral sciences, business or public administration or other related field; OR
Any relevant combination of education and experience equivalent to three years.

Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
Marijuana Regulatory Specialists performs site surveys and investigations of Oregon medical marijuana producers (growers), processors, wholesalers, retailers, and laboratories to assess and provide consultation on compliance with state and laws rules that govern marijuana businesses.
Here are some of the essential duties you will perform:
Independently, or as a member of a team, conducts site surveys and investigations of Oregon medical marijuana registrants to assure compliance with state laws and rules that govern medical marijuana businesses required to track product. The businesses are registrants of Oregon Health Authority’s Oregon Medical Marijuana Program. Collects, analyzes, and interprets registrant’s data within the compliance tracking system to ensure compliance within the use of the system. Uses a radio frequency scanner to collect and record licensed premises marijuana inventory as needed. Compares scanned inventory data with recorded inventory in cannabis tracking system application to detect and assess shortages/overages in product quantities. Analyzes and reconcile financial and tax data from the application and reports. Reviews discrepancies with registrant to determine whether an investigation is in order.
Documents site survey and investigation findings in narrative reports. Determines the validity of complaints of marijuana law violations by talking with complainant, registrant, witnesses (in person and over the phone); observing at the licensed business; and reviewing the compliance history of the business. Gathers, controls, and secures evidence according to procedures to preserve the integrity and chain-of-custody. Conducts licensing duties as required. Provides registrants with consultative assistance by educating or training on regulatory requirements and developing strategies for achieving compliance with rule and law such as implementing operational changes to the business. Follows up with registrants to ensure full compliance with requirements. Interprets regulatory requirements, analyzes facts and applies policy and standards to decide appropriate action to gain compliance from registrant. May review security plans and make recommendations for license revocation or other corrective actions if facilities are not meeting the Commission’s security goals. Prepares and presents documents needed for contested case hearing. Testifies on behalf of the Oregon Health Authority Oregon Medical Marijuana Program at administrative law hearings or in court.
Adopts attitude that the agency is a learning organization capable of change. Encourages colleagues and program partners to respond to performance or compliance problems as opportunities for process and quality improvement. Communicates with people of diverse cultural, ethnic and socioeconomic backgrounds in a way that is sensitive to diversity. Recommends new policy and proposed or revised administrative rules to better serve the public, law enforcement community, marijuana industry, and government and special interest groups. Uses knowledge, best practices, and new technology to inform program operations and increase productivity and efficiency. Collaborates with the Oregon Health Authority Oregon Medical Marijuana Program, Criminal Investigator and law enforcement agencies by reporting licensee compliance history and suspected illegal activity. Prepares and presents registrant information and documentation to law enforcement as required.
What do you need to qualify?
Three years of experience conducting investigations of allegations, facts, behaviors, documents, laws, legal precedents and/or other information. This experience must include preparing written reports using individual judgment in developing conclusions or recommendations that are subject to review in court, administrative hearings or comparable formal review process; OR
An Associate’s degree in criminal justice, human or behavioral sciences, business or public administration or other related field AND eighteen months of experience conducting investigations; OR
A Bachelor’s degree in law enforcement, criminal justice, human or behavioral sciences, business or public administration or other related field; OR
Any relevant combination of education and experience equivalent to three years.
Examples of experience that may qualify are regulatory compliance investigation; criminal investigation; child welfare investigation or eligibility determination; governmental benefit, business or mail fraud investigation; revenue audits; insurance claims or fraud investigation.

The role is initially designed as Part-Time but with the ability to expand to Full-Time depending on your skill sets and ambitions. Initial training and core functions will include an emphasis on both front desk and back office patient care (especially supporting doctors & patients in our Addiction/Suboxone & Medical Cannabis program). Other duties can be later added. Work schedule is somewhat pliable but likely 3-4 days per week totaling 24 - 30 hours. Flexibility to shift to changing needs and cover for other staff members on short notice considered a BIG plus. General knowledge & familiarization with the challenges of addiction, how to effectively communicate with patients, and how to network with potential sources of new patients all considered a major plus.
The ideal candidate will have a warm, caring personality with an outgoing / confident communication style and self-starter mentality. Must be versatile, reliable, organized, trustworthy, computer literate, able to multi-task and self-initiate. Primary duties involve speaking with patients, welcoming & rooming patients, facilitating telemedicine calls with the doctors, answering phones, scheduling office visits, takings payments, collecting Urine Drug Screens, resolving patient questions, and supporting doctors with our Suboxone & Medical Cannabis programs, including light compliance reporting. Expanded duties (and thus the opportunity for more hours) will come in the form of medical networking & "soft" marketing (i.e. building connections with potential referral sources), educating patients on various treatment options both inside/outside our office, promoting our premium CBD line of products, social media postings, and anything else that helps the office prosper.

We are looking for an experienced Medical Assistant with an excellent organizational skill and ability to perform clinical and administrative duties as directed by a physician and management. Minimum 3 years of clinical experience. The training of administrative duties will be done by our current MA / Manager and it will be extensive, 2-3 months if necessary.
Medical Assistant Duties:
- Performs duties of the MA as required.
- Record patients' medical history, vital statistics, or information such as test results in medical records.
- Interview patients to obtain medical information and measure their vital signs, weight, and height.
- Show patients to examination rooms and prepare them for the physician.
- Obtain ECG’s, take x-rays, start IV’s, splint injuries, clean wounds, etc.
- Collect blood, tissue, or other laboratory specimens, log the specimens, and prepare them for testing.
- Perform routine laboratory tests and sample analyses.
Administrative Duties:
- Understands diagnosis and coding to the highest level of specificity. Understand quality measures and risk factors. Deficiencies to be addressed on annual basis.
- Understands treatment plan and necessary follow up for patient with chronic conditions.
- Documents daily encounters in EHR. Reviews accuracy of medical records.
- Responsible for patients’ referrals, prior authorizations and follow up. Coordinate home health care services.
- Interacts with vendors and suppliers.
- Coordinates the MA staffing schedule. Responsible for the performance, productivity and reviews of MA staff. Monitors timekeeping and approves MA payroll prior to pay period processing.
Qualifications and Education:
- High School Graduate. Some college preferred.
- Medical Assistant Certificate preferred.
- Strong knowledge of medical terminology
- Must understand technology and its use in medical field.
- Ability to communicate effectively in person, on the telephone, and in writing
- Ability to work independently and as a team
- Ability to read and comprehend patient medical charts, medical terminology, prescription medications, and physician messages
- Proficient in IV's administration, ECG’s, blood draws
- Must have the ability to perform overall the standard technical functions of a Medical Assistant with advanced skill.

Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are times that the work will need to be conducted at the primary work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager. Occasional travel for the commission meetings may occur.
What will you do?
As the Commission Administrative Support Specialist , you will perform the following duties:
Schedule and coordinate meeting logistics which includes scheduling rooms; reserving audio/visual, webinar/videoconferencing equipment; sending invitations; creating and emailing agendas; and processing travel arrangements.
Prepare presentation materials utilizing PowerPoint and desktop publishing software.
Record, transcribe, distribute, and maintain meeting minutes as needed for commission meetings and sub-committees.
Record, track, and follow up on action items.
Attend all meetings and provide support for subcommittees and subgroups.
Oversee and maintain committee schedules, rosters, mailing lists, email inbox, and email groups for multiple groups.

Complete reimbursements and track payments using multiple databases for the section in collaboration with the program analyst.
Assist analysis unit with administering reports and tracking requirements.
Track manual reports, oversee return mail, and assist with processing revocations.
Ensure confidentiality of all registered cardholders, grow sites, and other sensitive section information.

The Oregon Liquor Control Commission (OLCC) is looking to find two qualified candidates to join our Portland Regional Office as Medical Marijuana Support Specialists (Administrative Specialist 1).
We are posting this as an internal and external recruitment opportunity. Individuals who currently work for the OLCC will be given preference during the application review process.
Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs.
The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol, marijuana and medical marijuana industries such as producers, wholesalers, manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
The Medical Marijuana Support Specialist (Administrative Specialist 1) is the divisional support for the Medical Marijuana Program. The position also supports the OLCC call center taking calls from the public, licensees, and local governing bodies answering questions and taking complaints on recreational marijuana and alcohol related issues.
Here are some of the essential duties you will perform :
- Explain medical marijuana laws and registration requirements and processes to registrants. Register Medical Marijuana Registrants into appropriate programs.
- Research and draft technical documents for internal and external customers on various data primarily related to the Medical Marijuana Program.
- Explain laws, rules and procedures for obtaining medical marijuana licensing to internal staff and the public. Act as a resource for medical marijuana registrants and OLCC employees by explaining laws and processes.
- Interpret administrative rules, statutes, legislation and communicate areas of concern or improvement.
- Assist with the procedures and documents necessary for efficient work flow within the Medical Marijuana Program.
- Review and communicate statistical data within the Medical Marijuana Program.
- Work in the OLCC Call center answering recreational marijuana, medical marijuana and other topics assigned.
- Maintain a professional exchange with internal and external staff and stakeholders. Has regular contact by telephone, in person, letters, and electronic mail with staff members, clients, and the public, to gather and share program information, clarify policy, and determine compliance.
- Communicate with people of diverse cultural, ethnic and socioeconomic backgrounds.
- Process licensee camera failures, alteration, and change notifications.
- Create Compliance intakes and forwards to Regional Managers.
What do you need to qualify?
Three years of clerical/secretarial experience that included:
- Two years at a full performance level performing typing, word processing, or other generation of documents AND
- Lead work responsibility or coordination of office procedures.
Courses or training in Office Occupations or Office Technology may be substituted for up to one year of the clerical/secretarial experience.
Here are some Additional Requirements and Job-Related Information :
- This position will be part of an on-call rotation to answer priority enforcement related calls during all non-working hours.
- Current Law Enforcement Data Systems (LEDS) Inquiry level certification or ability to complete certification while on the job.
- OLCC will conduct a personal background investigation prior to hiring. This includes a computerized criminal history check, fingerprinting and CJIS Clearance approval by the Oregon State Police. The presence of criminal history could result in the withdrawal of a job offer or termination of employment.
- This position requires a complete Electronic Statement of Personal History (eSOPH). The finalist will receive instructions from the Human Resource staff on the eSOPH process.

ROLE SUMMARY
