The Oregon Liquor & Cannabis Commission (OLCC) is looking to fill one Liquor Licensing Coordinator (Administrative Specialist 2) position in the Licensing Division which is located at 9079 SE McLoughlin Blvd in Portland, Oregon.
We are posting this as an internal and external recruitment opportunity. Individuals who currently work for the OLCC will be given preference during the application process.
Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
Evaluate and monitor the processing of liquor licenses, based on existing and changing statutes, rules and policies. Establish procedures to ensure the processing of licensing alcohol businesses is timely, accurate and meets the needs of the agency and its partners. Identify the needs and initiate/implement improvements and corrections to procedures. Inform and collaborate with management about policy issues.
Here are some of the essential duties you will perform:
- Reviews liquor license and special event applications as well as Certificates of Approval, Direct Shipper and Wine Self Distribution permits as well as same/day next day delivery and endorsements, to determine if application is complete and all conditions have been met to move forward with the licensing process. Reaches out to applicants and licensees to ask clarifying questions on licensing actions and obtains missing information and provides them with documents, links, or additional information so their licensing request can be completed. Communicates with applicants and licensees on the status of their licensing action.
- Sends duplicate certificates to licensee after conducting the necessary research.
- Approves Certificates of Approval, Direct Shipper and Wine Self Distribution permits as well as same/day next day delivery and endorsements to receive wine and cider requests from licensees. Mails appropriate license certificate when completed.
- Assists licensees with license renewal questions, reviews renewal applications for completeness (accepts or returns to applicant as appropriate), and processes payment receipt.
- Documents and tracks requests and license actions for the division using assigned databases. Manages system of staging licensing documents for processing by a License Specialist. Makes appropriate updates to license databases such as inactivation, change of trade name, etc. and sends the final license certificates to licensees.
- Develops reports from license databases, compiles data from databases; completes audits to ensure licensee information in license database is entered consistently by licensing staff, all the fields are entered correctly to ensure licensing reports are accurate. Identifies and projects trends and conducts studies related to the Licensing Division for program assessment.
- Identifies and streamlines program activities on workflow issues with licensing databases, license applications, permits and renewals. - Maintains excellent working relationships with staff/management in other related divisions, such as Financial Services (payments and refunds), Communications (website and publications), IT (database management and reports) and Public Safety.

What do you need to qualify?
Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. The State of Ohio Board of Pharmacy is the single State agency in Ohio responsible for administering and enforcing laws governing the practice of pharmacy and the legal distribution of drugs. Eight of the members are licensed pharmacists who represent, to the extent practicable, each phase of pharmacy practice. One member represents the public. What You'll Do:
- Processes applications and supplemental documents for registration and license renewal (e.g., pharmacist, pharmacist license by reciprocity, pharmacist intern, pharmacist intern examination, terminal distributor, wholesale distributor, controlled substance distributor, pharmacy technician, and medical marijuana dispensary licenses)
- Processes and reviews routine forms (e.g., Statement of Preceptor, Practical Experience Affidavits, Pharmacist Continuing Education, and Report Forms)
- Reviews all required documentation for completeness (e.g., ensures qualifications are met, corrects fee payment, notes errors, and initiates corrective action with licensees)
- Serves as the contact person (e.g., corresponds with licensees to correct errors, responds to inquiries and requests, answers phone calls and emails, and provides guidance to resolve licensing issues)
- Relieves Licensing Administrator of routine administrative duties and assists Licensing Administrator in developing new procedure and worklow processes

- Accepts and process applications for business, liquor and marijuana licenses and renewals including guiding business owners through the application process and reviews for accuracy and all legal business and transactional documentation that accompany applications.
- Administers liquor and marijuana codes.

- Responsible for collecting, remitting, monitoring, reporting and submitting all monies collected and the securing of all money according to appropriate protocol.
- Reviews and processes liquor and marijuana license applications for new licenses and renewals and other various license-related transactions.

- Corresponds with State Marijuana and Liquor Enforcement Divisions and Sheriff's Office, as needed.

- Ensures Licensee compliance with Colorado and local Marijuana and Liquor Codes, Rules and Regulations.
- Publishes various legal notices and posts notices on premises.
- Prepares staff memorandum through the Director on each License application for Liquor and Marijuana Licensing Board hearings.
- Develops and maintains spreadsheets as necessary.
- Screens and routes public inquiries by phone or in person based on the nature and sensitivity of the inquiry.
- Prepare reports and presentations for the Liquor and Marijuana Licensing Board, the Board of County Commissioners and the public.
- Processes background clearance checks to ensure compliance with regulations.
- Monitors and logs incidents related to license applications.
- Takes appropriate action for license and facility violations.
- Coordinates all activity with the Liquor and Marijuana Licensing Board.
- Attends all Liquor and Marijuana Licensing Board meetings.
- Stay abreast with all current and new legislation and regulations as they pertain to liquor and marijuana.
- Participate in the development of internal policies related to liquor and marijuana.
- Works very closely with the Land Use and Marijuana Code Compliance Inspector.
- Works closely with the GIS Department to maintain the Licensing WebPages.
- Performs other duties as appropriate or necessary for performance of the job.

The New Employee Licensing Admin will be a member of our HR People Services team and will be responsible for processing employee licensing documents externally with state regulatory bodies, internally for corporate badging purposes or special background clearance checks, and researching state by state requirements for proper personnel cannabis licensing to ensure our protocols are up to date. DUTIES & RESPONSIBILITIES *
- In collaboration with HR on boarding of new employees, initiate all necessary employee licensing requirements across all lines of business nationwide.
- Communicate frequently with the Recruiting team regarding candidates who are pending licensing and background clearance approval to start. Coordinate with the Recruiting team if any contingent offers have to be rescinded due to failed licensing or background clearance.
- Obtain required documentation and head shots from employees to ensure applications are processed timely and candidate are updated frequently.
- Entering data into related computer databases and ensuring all trackers are constantly updated with current details.
- Submit electronic applications and payments as needed and in a timely fashion related to employee licensing.
- Examining, tracking, routing, and monitoring various licensing documents to ensure strict deadlines are met.

- Generating, printing, and distributing letters, documents, licenses, and certificates.
- Producing physical employee badges, as needed.
- Answering phone calls and emails, providing appropriate specialized guidance and information to support employee licensing needs.
