Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state's Liquor Control Act and regulating the production, processing and sale of recreational marijuana in Oregon through the Control, Regulation and Taxation of Marijuana and Industrial Hemp Act. The agency also regulates the production, processing and sale of medical products sold to Oregon Medical Marijuana Program (OMMP) cardholders in OLCC licensed marijuana retail shops.
The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. There was more than $625 million in revenue generated for state, county and city programs from 2020-22.
What are some of the supporting duties?
- Reviews work performed by liquor license investigators. Provides guidance and training to members of the Section. Makes delegated decisions to grant licenses.
- Analyzes issues and options including exploratory matters of authority and policy for license matters presented to executive staff and the commissioners. Makes presentations of these matters at scheduled Commission Director’s Decision meetings, License Policy Committee meetings, special meetings and in ad hoc forums. - Facilitates meetings of the License Policy Committee to assist focused and complete consideration of licensing issues. Provides guidance to regulatory and executive staff on policy, procedure, exercise of discretion, investigative priorities, application of law and presentation of written reports. What do you need to qualify? Minimum Qualifications:
Five years’ experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations. Three of the five years must be above the technical support level.

College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

Position Information
The Oregon Water Resources Department (OWRD) seeks to hire two (2) Enforcement and Compliance Support Specialist (Compliance Specialist 3) to work in Salem with the Field Services Division.
These positions are full-time, permanent positions located in Salem, with remote option flexibility. Position is represented by the Service Employees International Union.
Program Information
The Enforcement Section (ES) is a new section in the Field Services Division (FSD) primarily created to address cannabis-related illegal water storage and use in Oregon. Funding for the ES was provided by a special session appropriation (SB 5561) in December 2021. The ES also reviews and processes other agency enforcements including violations of water storage and use and well construction violations, as has been the practice for decades. The FSD is responsible for operational management of all work conducted by staff in region and watermaster offices. The FSD has primary responsibility for administration of the water laws of the state, and field operation of gaging stations, dam safety inspections, well inspections, and scientific data collection.
The Field Services Division has 80+ staff located in 20 offices around Oregon and is responsible for the daily water management in streams, rivers and groundwater wells across the state. Field staff build partnerships with water users and local government officials to pursue integrated and innovative solutions for complex water challenges and an uncertain water future. The team works in support of the Department’s mission through on-the-ground problem solving, scientific data collection, customer service, and effective coordination with water users and other agency staff.

Purpose of the position
What you will do
As a key member of our FSD, you will:

Ensure that enforcement practices are consistent across the state, and that state law and rules are followed while implementing the enforcement process.

Periodically travel to sites around the state to train staff on the inspection and documentation of water use, both legal and illegal.

Train staff on investigating, documenting and reporting findings to other team members and other agency staff.

Establish relationships with, and collaborate with local law enforcement and county district attorneys when pursuing criminal penalties for water law violations
-
Process enforcement actions for water use violations, investigate complaints; evaluate findings; prepare and file compliance reports, develop compliance notices and orders; develop compliance and investigation standards and procedures; monitor program effectiveness to decrease instances of noncompliance; engage in alternative dispute resolution processes to resolve cases in a timely efficient manner.

Assess penalties as an agent of the Director and act as a lay representative in hearings.

Develop procedural changes to facilitate compliance or improve conditions. Assist FSD staff in communicating with local and state law enforcement, code enforcement, District Attorney’s offices and Department of Justice.

Instruct others on handling of regulatory complaints. Give technical advice to managers, staff, or outside organizations on program regulations or guidelines. Make presentations orally and in writing to explain policy and procedure.

Assist management in correcting regulatory staff deficiencies in work performance. Identify training-related compliance problems and develop training goals to improve compliance with regulations. Design and provide training.
Duty areas:

Complaints and compliance – You will assist field staff to address increased workloads with a focus on cannabis and hemp cultivation as it pertains to water resources. Working with the watermasters and region manager you will provide timely guidance and review of enforcement orders, coordinate enforcement referrals and work with State and County law enforcement as well as County District Attorneys.

Tracking and reporting – You will assist field staff in accurate tracking of enforcement compliance, track time spent on enforcement and totals of enforcement actions taken. Some reporting to stakeholders and the Water Resources Commission.

Interagency coordination – You will coordinate with other State Agencies, County Code Enforcement, State and County Law Enforcement, OLCC and ODA to investigate cannabis and hemp production sites for compliance with Oregon water law.

Education and outreach – Work with irrigators, well constructors and stakeholder groups to achieve compliance through effective explanations of Department rules, statutes and avenues for achieving compliance

What will you do?
Develop, in conjunction with other executive staff and compliance technicians, the standards and procedures for licensing marijuana businesses in Oregon; assist Division Director with establishing performance benchmarks, evaluating effectiveness of the marijuana licensing activities, and make recommendations on process and policy changes as needed to increase marijuana licensing program’s efficiency and effectiveness; monitor coordinate, review and provide feedback on the work of the agency’s marijuana licensing staff statewide to ensure consistency in licensing decisions and adherence to applicable state statutes, administrative rules, and agency policies; identify internal and external training needs related to the agency’s marijuana licensing functions, and create and deliver effective training as needed regarding marijuana licensing processes and procedures.
Here are some of the essential duties you will perform:
In conjunction with Division Director, appropriate regional manager, and Director of Public Safety as needed, reviews, coordinates, and monitors the work of marijuana licensing staff for completeness, statewide consistency, and accurate application of applicable laws, policies and procedures.
Develops, reviews and maintains marijuana licensing forms and related publications. Coordinates with appropriate agency staff for public disbursement of licensing forms and publications as appropriate. Creates and revises forms and publications as needed to reflect current status of applicable laws, policies and procedures.
Reviews and consults with Division Director and other technical staff as needed to develop, manage and modify the Marijuana Licensing Manual to ensure it reflects the current status of applicable laws, policies, procedures and guidelines.
Reviews licensing reports submitted by agency staff and managers for completeness, consistency with Commission practice, and accurate application of policy, law and guidelines. Informs licensing staff of deficits, provides additional guidance and explanation, and requests report additions and revisions. Reports deficits periodically or upon request to regional managers or other executive staff.
Provides technical guidance to agency staff including the interpretation of relevant marijuana laws, policies, procedures and guidelines.
Participates as a member of the program’s technical team, which may include:
Reviewing, developing and revising recommendations regarding program-related legislative concepts, statutes and administrative rules. Developing and refining evaluation criteria to measure marijuana licensing efficiency and effectiveness. In consultation with Division Director, provides technical assistance to industry associations, governmental bodies, special interest groups, the Commissioners, and other executive staff. Evaluating complex licensing issues that may have broad impacts on agency practices and precedent. Confers with appropriate executive staff on findings and proposed resolutions in high profile and/or sensitive marijuana licensing decisions.
Obtain and analyze license application documentation to determine license eligibility. Provides licensees with consultative assistance by developing strategies for achieving compliance with applicable statutes, administrative rules and other laws.
Represents the Commission to licensees, applicants and their representatives, the public, and local and state government agencies by giving sound technical advice and policy interpretation when explaining marijuana licensing laws, policies, rules, and procedures.
Using discretion and consulting with appropriate executive and technical staff, develops solutions regarding licensing decisions for issues not clearly defined in policy. Assists marijuana program staff, licensing staff, compliance staff, and executive staff in the design and development of a system for licensing marijuana businesses.
Conducts research and analyzes statutes, administrative rules, policies and other relevant materials to recommend structure for the agency’s marijuana licensing functions. Assists in the development of rules, standards, processes, procedures and policies for licensing marijuana businesses. Assists in the development and refinement of marijuana licensing criteria and application on a statewide level.
In conjunction with Division Director and other technical staff, develops a Marijuana Licensing Manual according to program goals in order to ensure statewide consistency in the application of marijuana licensing rules, policies and procedures. Develops licensing application forms and other documents related to marijuana licensing functions.
Evaluates marijuana licensing goals, policies and procedures for alignment and compliance with applicable laws and policies, many of which are not clearly defined. The Cannabis Control Division administers the state's Marijuana Codes, which governs the cultivation, manufacturing, and sale of cannabis products. DUTIES
The incumbent performs a variety of duties assigned by management. Duties include developing and maintaining internal controls to safeguard division assets. This includes assuring compliance with regulations and professional standards. The position acts as a quality control analyst by reviewing division work, creating processes, and recommending business process improvements based upon internal audits/reviews. The incumbent is also the point of contact and is responsible for the communication and organization of all external audits for the division. The position will recommend training curriculum based on internal and external audit findings. The position does not supervisor other staff.

Job Description:
The Oregon Liquor & Cannabis Commission (OLCC) is looking to fill one Alcohol Compliance Technician (Compliance Specialist 3) position in our Compliance Division located at 9079 SE McLoughlin Blvd in Portland, OR.

Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
The purpose of this position is to develop standards and procedures for regulating alcohol businesses in Oregon. This position trains and oversees the work of alcohol regulatory staff and other OLCC staff as assigned, evaluates the effectiveness of the compliance program functions, advises management on opportunities for improvement and conducts investigations on the most complex or sensitive cases. This position also coordinates and facilitates projects and workgroups as assigned and represents OLCC in meetings both inside and outside the agency.
Here are some of the essential duties you will perform:
Develops rules, standards and procedures for regulating liquor licensed businesses. Develops liquor compliance criteria and standards. Develops and maintains a compliance manual, policies and procedures at manager’s direction and according to program goals and performance measures in order to ensure statewide consistency in the application of rules and procedures. Develops compliance inspection templates, inspection form letters, warning and citation notices and other documents related to liquor compliance functions. Develops compliance policy, direction and guidance by researching, interpreting, and analyzing laws, case precedents, agency policy, and law-makers intent with. Recommendations including policy rationale are made to OLCC staff, managers or executive staff orally and in writing. Develops recommendations on the structure of the compliance program by researching and analyzing, independently and in committee work, compliance program purpose, administrative law, and staff practices. Identifies areas of non-compliance and ways to improve the program. Reviews program records for compliance to policy, rules or other requirements. Recommends adjustments needed to achieve program effectiveness. Researches laws, case precedents and legislative intent to recommend policy direction and guide others to compliance. Develops curriculum and conducts presentations and training orally and in writing for Public Safety staff.
Represents the Commission to licensees, applicants and their representatives; and to the public and to local and state government agencies or departments, by giving technical advice and policy interpretation explaining enforcement programs, policies, laws and procedures orally and in writing. Communicates with people of diverse cultural, ethnic and socioeconomic backgrounds in a way that is sensitive to diversity.
Conducts research and analysis and prepares letters for executive staff response to questions or concerns expressed by local governments, legislators, licensees, or the public. Prepares information for the AAG for legal advice. Forwards information and works with the Administrative Hearings Division per Agency policy and at the direction of their manager. Conducts in-depth evaluation of most complex compliance issues that could have broad compliance impact. Using discretion, develops solutions regarding level of sanctions and decisions for issues not clearly defined in policy. Identifies and interprets laws, rules or policies violated to decide course of action. Investigates public safety situations to decide compliance with program regulations.
Provides technical guidance to Public Safety staff. Reviews and approves work performed by compliance staff. Acts as liaison to Administrative Hearings Division on law or rule interpretation, implementation, and case precedent. Develops corrective action plans for licensees based on finding of audits or site visits.
Informs compliance staff of necessary improvements in conducting investigations, determining compliance actions, writing reports and provides additional guidance and explanation, and requests additional investigation and investigation revisions. Analyzes issues and options for policy on compliance matters. Confers with the Compliance Director on issues. Responds to questions on matters orally and in writing and participates in decision making processes with staff and management. Reviews and analyzes proposed orders on violation matters, highlights policy issues and reports them to the Compliance Director. Provides guidance to Public Safety management and executive staff on policy, procedure, exercise of discretion, investigative priorities, and application of law and presentation of written reports. Analyzes impact of law changes for executive staff, management and staff.
Works in the field with inspectors to conduct compliance activities and offer enforcement advice. Guides compliance staff as needed on high level, complex investigative matters. Works with regulated entities to solve programs and mediate disputes in issues of compliance. When necessary and within the direction of management, conducts inspections, may makes arrests and seizures, aids in prosecutions for offenses, issues citations for violations, Commission rules and any other statute the commission considers related to liquor laws.
Reviews program records for compliance to policy, rules, or other requirements. Recommends adjustments needed to achieve program effectiveness. Monitors Public Safety and compliance actions and decisions across field offices to ensure statewide consistency with Commission practice, and accurate application of policy, law and guidelines. Evaluates Public Safety practices to determine and ensure compliance with program direction. Consults with Administrative Hearings Division professional staff when appropriate.
Reports program issues to Public Safety management and executive staff. Uses knowledge of statewide practices, program goals and performance measures to develop compliance manual, policy and procedure revisions and analyze training needs. Develops statewide procedural changes to facilitate compliance and maintain statewide consistency in use of discretion.
Identifies need, develops concepts and drafts language for new compliance laws and revisions. Conducts research and prepares analysis and recommendations on proposed legislation and administrative rules.
Participates in staff committees to analyze and develop new Public Safety laws and revisions. Participates in meetings with external constituents to explore possible or pending law changes.

Who are we?
The Oregon Liquor and Cannabis Commission (OLCC) is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state’s Liquor Control Act and regulating the sale of recreational marijuana in Oregon through the Control, Regulation, and Taxation of Marijuana and Industrial Hemp Act.

How much are we talking? The OLCC distributed more than $600.4 million in the last two years to Oregon’s General Fund, Cities, Counties, and Drug/Alcohol Abuse Programs. What will you do?
The person in this position will serve as the Commission’s expert on hemp compliance, both in the OLCC and general marketplaces. They will provide information and analysis of specific issues to better inform decision-making and policy development related to hemp concentration limits, hemp certificates, and hemp-derived artificial cannabinoids. They will represent the agency in meetings with external stakeholders and provide hemp regulation information to the Commission.
This person will collaborate with compliance specialists and policy analysts from the OLCC, Oregon Health Authority and Oregon Department of Agriculture to develop and implement streamlines policy related to hemp in Oregon. They will provide research-based information to assist in the development of marijuana communication and education materials in order to contribute to the public safety mission of the organization.
What are some of the supporting duties?
- Work with OLCC staff to verify labeling claims and adherence to applicable testing rules.
- Assist OLCC regulatory specialists in investigations related to concentration limits for hemp and artificially-derived cannabinoids in the OLCC and general marketplaces.
- Coordinate with agency case presenters regarding non-compliance with hemp rules and requirements.
- Serve as a point of contact for hemp-related and novel cannabinoid questions and consultations.

- Develop solutions for issues not clearly defined in hemp and novel cannabinoid policy.

This recruitment is intended to fill multiple full-time, permanent positions at the Oregon Liquor & Cannabis Commission (OLCC), located at 9079 SE McLoughlin Blvd, Portland, OR 97222
Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs.
What will you do?
As a Case Representative, this position evaluates charges from Compliance, Licensing, and Retail Services in cases where enforcement actions, licensing refusals, or contract actions are recommended; recommends and implements a course of action for resolving the case, through settlement, withdrawal, or issuance of a violation/refusal notice initiating the contested case hearing process; writes Final Order of Default in appropriate cases; represents the Commission in contested case hearings and at Commission meetings by preparing the case for hearings, coordinating pre/post-hearing conferences, presenting the case at hearings, reviewing proposed orders, writing comments, and presenting oral argument at Commission meetings; provides technical assistance and quality assurance to the Public Safety Services Program, and analyze issues for policy-makers’ decisions.
Here are the essential duties you will perform:
Contested Case Preparation:
- Plans the case theory and the presentation.
- Prepares cases for hearing by reviewing the case for legal sufficiency and identifying necessary investigation and/or documentation, notifying field staff of the need for additional work and provides assistance as necessary, creating a chronology of the salient points in the premises’ or person’s history, writing questions to be asked of each witness at hearing, and identifying all documents to be provided to the regulated party in the case summary, discovery documents, witnesses to be subpoenaed and the information to be elicited from each witness.
- Prepares Commission staff and witnesses to testify as needed.
- Coordinates timely preparation of contested case summaries and notices.
- Creates detailed trial aids to assure proper presentation of evidence and testimony.
- Coordinates procedures for hearings and acts as liaison between the Public Safety Services or Retail Services programs and Administrative Hearings Division including coordination and participation in pre-hearing conferences.
Case Presentation:
- Represents Agency staff in hearings or hearing conferences and other proceedings as the Commission's designated lay representative.
- Summarizes and explains policy issues in contested cases and explains Commission’s interpretation of applicable statutes, rules and policy.
- Presents arguments in hearings regarding: facts, application of facts to the law, comparison of prior actions of the agency, literal meaning of the applicable law and admissibility of evidence or the correctness of the procedures being followed.
- Lays the ground work for and offers evidence, tracks evidence, makes objections and responds to objections as necessary. Takes detailed notes that record the content of the testimony, objections and rulings. Determines what matters at hearing require AAG assistance.
- Examines witnesses, cross-examines witnesses, impeaches witnesses, calls rebuttal witnesses as necessary; identifies defenses, good cause and mitigation the regulated party offers in the hearing and addresses or rebuts them.
- Prepares and presents opening and closing statements.
Technical Assistance and Case Evaluation:
- Assures violation reports from field staff and managers are complete and reflect decisions consistent with past practice and case precedent. Evaluates cases for further processing.
- Evaluates cases for alternative dispute resolution or settlements. Negotiates settlements with licensees, liquor agents, or their attorneys to dispose of violation charges, licensing refusal actions, and retail sales agreement violations.
- Negotiates settlements with applicants, licensees, permittees, liquor agents, or their attorneys to dispose of violation charges, licensing or permitting refusal actions, and retail sales agreement violations.
- Participates in meetings regarding possible immediate suspensions to evaluate, advise, counsel, present alternatives, and decide if a licensed premises poses a serious threat to the public health and safety. In cases where emergency suspension is warranted, writes the emergency suspension letter for the Executive Director.
- Prepares and issues accurate, complete, and legally sufficient notice of violation letters for compliance and retail services; service permit revocation and refusals, and proposed licensing actions.
- Researches laws, case precedent and legislative intent to provide technical assistance, guidance and training to Public Safety division concerning interpretation of statutes and rules, content and application of case precedent, and to formulate policy recommendations.
Other Hearing Related Work:
- Provides staff assistance to the Assistant Attorney General as required in preparation and presentation of appeals and civil cases.
- Participates with Director of Administrative Hearings and the Assistant Attorney General in the exploration of legal and policy applications in specific cases in informal and formal meetings.
- Acts as specialist on hearings presentations for Agency staff. This includes informal contacts and instruction as well as formal training for staff members in the preparation and presentation of hearings and manual revisions, and on compliance issues in general.
- Researches and analyzes policy issues regarding staff's position on various agency matters.
- Identifies and explains applicable law, precedent, policies, and procedures to attorneys, governmental agencies, and members of the public.
- Prepares and presents training materials for various stakeholders (including licensees, permittees, retail sales agents, and OLCC staff) regarding OLCC hearing processes and best practices for compliance with agency’s regulatory programs.
- Coordinates and works with agency managers and staff on hearing matters and other work as assigned.
- Writes and issues Final Orders by Default in appropriate cases.
- Assists agency staff and the Rules Coordinator in developing recommendations for rulemaking and rule review.
Post Hearing and Other Duties:
- Reviews proposed orders to ensure they represent an accurate record of the hearing and drafts formal comments.
- Prepares comments to proposed order and appears before the Commission at monthly Commission meetings to provide oral argument on comments and to respond to exceptions filed by responding party, and presents settlement agreements to the Commissioners for approval.
What do you need to qualify?
Five years experience doing administrative research that includes compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations. Three of the five years must be above the technical support level. (Note: some positions may require experience in a specific regulatory industry or program)
College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years. Some Positions May Require: A Bachelor's Degree in Business or Public Administration and two years of the specified experience

- Work location is at a designated L&I service location, but field work may be at locations throughout the state with extensive travel. Often works outdoors and in varying weather conditions. Walks through fields, orchards, farm buildings, dairies, food warehouses and processing plants, and will occasionally work on construction sites or at other workplaces.
Bilingual
Safety and Health Specialist on our Agriculture team for our Compliance Division of Occupational Safety & Health, you will take personal responsibility to get hazards corrected before workers get hurt.
You will perform routine and complex investigations in agriculture industries to determine compliance with WISHA standards, write reports, propose penalties, and investigate accidents, fatalities, employee complaints, referrals, and provide technical assistance in abatement of hazards. Examples of agricultural worksites include dairies, farms, nurseries, fields, orchards, vineyards, cannabis grow sites, oyster beds/farms and other aquaculture, cranberry bogs, tree farms, and temporary worker housing. This position also conducts safety inspections in other industries as needed.
You will have the ability to speak Spanish fluently and be able to communicate with individuals when conducting their normal duties within the safety compliance program as well as across program boundaries if and when a Spanish speaking employee is needed.

Duties
Some of what you’ll do:
Travel to employers' place of business or work sites and perform routine and complex inspections and investigations in the agriculture and other industries of employee complaints, referrals, accidents and fatalities to determine compliance with WISHA standards in multiple high hazards industries.- Conducts interviews in English and Spanish, reads correspondence in Spanish and transcribes into written English language. Performs opening conferences with employers and employee representatives in English or Spanish as required by the situation.
- Lead other safety & health professionals in complex investigations (unless hired at the SHS2 level).
- Determine employer compliance with WISHA Safety & Health Standards and write reports documenting employee exposure, proposed citations, and monetary penalties as appropriate.
- Present verbal and written reports of your findings to employers and employee representatives.
- Defends citations at appeal hearing both formal and informal.
- Take new Safety & Health Specialists on ride along inspections prior to and during their training; training new inspectors on how to do inspections, write reports and how to investigate accidents (unless hired at the SHS2 level).
- Coach and mentor new Safety & Health Specialists during their on the job training. Assist in evaluating their skills and provide feedback to maximize their training opportunities (unless hired at the SHS2 level).

REQUIRED:

Bottle Bill Program Manager (Compliance Specialist 3)
Job Description:
This recruitment is intended to fill one (1) permanent, full-time, Bottle Bill Program Manager (Compliance Specialist 3) position at the Oregon Liquor & Cannabis Commission in our Milwaukie office.
The goal of this recruitment is to fill this position as a Compliance Specialist 3 position. However, we are adding an Underfill Option to encourage applicants who meet the qualifications for the lower level Compliance Specialist 1 or Compliance Specialist 2 Classifications to apply.
An Underfill candidate will move to the Compliance Specialist 3 level upon successfully passing the trial service period and meeting the minimum qualifications for the Compliance Specialist 3 classification. Underfill training will not exceed 36 months.
Qualified internal OLCC applicants will be given preference during the application review process.
The monthly salary listed ($4,990-$7,663) is the non-Public Employee Retirement Systems (PERS) qualifying base salary range of the Compliance Specialist 3 position. The salary for a candidate selected under the Underfill option is the Compliance Specialist 1 base salary range ($3,433-$5,233) or Compliance Specialist 2 base salary range ($4,131-$6,327). Once the successful candidate fully meets the minimum qualifications of the Compliance Specialist 3, their salary will be adjusted to the appropriate step.
If the successful candidate is PERS qualifying, the salary range will reflect the 6.95% increase.

The primary purpose of this position is to manage the OLCC Bottle Bill Program, including developing and communicating policies; advising and providing consultation to industry stakeholders and members of the public on Oregon laws relating to the Beverage Container Act; reviewing and recommending actions to the Executive Director; and fielding complaints, working with Public Safety staff to bring businesses into compliance, assessing violations, writing violation letters, and presenting contested cases at hearings.
What are some of the supporting duties?
- Provide guidance, expertise and clarification on beverage container law to citizens, store owners, legislators, commissioners, and Commission staff.
- Identify program areas with room for improvement and implement appropriate changes.
- Receive inquiries and complaints from the public about Bottle Bill issues, including potential violations of law, and resolve disputes.
- Work with other OLCC units to develop efficient processes.
- Implement contact protocol for chain stores to ensure Bottle Bill requirements are broadcast efficiently to stores statewide.
- Evaluate Beverage Container Act statutes to develop and implement Commission policy and changes in policy, keeping in mind the varied needs of stores, customers, and distributors.
- Advise executive team on issues and policy options and make recommendations.
- Participate in drafting and reviewing proposed legislation involving agency matters.
- Participate in the agency’s rulemaking process; give policy direction to the industry, public, and Commission staff while rule changes are pending.
- Review beverage container violation complaints; issue notice of violation as appropriate and present the agency’s case at hearing.
- Collaborate with stakeholders to improve container redemption services.
- Other duties as assigned.

Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. What will you do?
As a Case Representative, the person in this position will evaluate reports from Public Safety, Licensing & Retail Services in cases where enforcement actions, licensing refusals or contract actions are recommended. The Case Presenter will recommend and implement a course of action for resolving the case, through settlement, withdrawal, or issuance of a violation/refusal notice initiating the contested case hearing process.
The person selected for this position will:
- Represent OLCC in contested case hearings and at Commission meetings regarding liquor and marijuana licensing and enforcement actions
- Evaluate reports from Public Safety, Licensing and Retail Services and recommend a course of action for resolving the case
- Prepare and issue legally sufficient notices of proposed enforcement or licensing action
- Research laws, OLCC case precedent and legislative intent to provide technical assistance, guidance and training to staff
Minimum Qualifications

What will you do?
As an Environmental & Cannabis Laboratory Assessor, you will perform the following duties:

Perform microbiology, chemistry, and quality systems assessments of environmental and Cannabis testing laboratories to determine compliance with the TNI Standard as implemented through ORELAP, federal, state, and local rules and regulations pertaining to environmental laboratories.

Perform document reviews of environmental laboratory testing methods, analyze data records and quality system documentation to determine compliance with the TNI Standard as implemented through ORELAP, federal, state, and local rules and regulations.

Assign the severity of laboratory deficiencies cited and monitor corrective actions that are implemented to settle instances of non-compliance.

Develop program goals, objectives, and action plans with program staff and inter-agency partners.

Participate in the national TNI consensus standards development.

Formulate ORELAP policies and procedures that reflect the TNI Standards.

Laboratories that are assessed may be in or out-of-state and often require overnight travel.

Act as backup to the ORELAP manager to prepare invoices and certificates, add tests/analytes to the ORELAP database, and prepare assessment reports

Duties
Some of what you’ll do:
Travel to employers' place of business or work sites and perform routine and complex inspections and investigations in the agriculture and other industries of employee complaints, referrals, accidents and fatalities to determine compliance with WISHA standards in multiple high hazards industries.- Conducts interviews in English and Spanish, reads correspondence in Spanish and transcribes into written English language. Performs opening conferences with employers and employee representatives in English or Spanish as required by the situation.
- Lead other safety & health professionals in complex investigations (unless hired at the SHS2 level).
- Determine employer compliance with WISHA Safety & Health Standards and write reports documenting employee exposure, proposed citations, and monetary penalties as appropriate.
- Present verbal and written reports of your findings to employers and employee representatives.
- Defends citations at appeal hearing both formal and informal.
- Take new Safety & Health Specialists on ride along inspections prior to and during their training; training new inspectors on how to do inspections, write reports and how to investigate accidents (unless hired at the SHS2 level).

To qualify at the SHS 3, the following is required:
- Experience in construction trades or industries that have a higher than average experience factor.
- Three years as an L&I Safety and Health Specialist or Industrial Hygienist;
OR
- A Bachelor's degree AND three years of experience as a safety and health officer, consultant, inspector, or related experience;
OR
- Four years of full-time journey level experience in one or more of the following industries: construction, manufacturing, agriculture, health/medical, service industry or related field, AND three years of experience as a safety and health officer, consultant, inspector, or related experience.
College-level education will substitute, year for year; for up to four years of non-safety and health experience. Additional safety and health qualifying experience will substitute year for year, for education.
DESIRED:
- Certified Safety Professional
- Safety and health management experience in the agriculture industry.
Here's what we're looking for:
- A strong desire to ensure worker safety with a thorough understanding of safety and health rules and regulations and ability to identify safety related hazards in a variety of workplaces.
- Strong written, verbal and interpersonal communications skills with ability to write comprehensive and concise reports detailing identified hazards.
- Perform duties safely; model the behavior we expect to see.
- Knowledge of Safety and Health Rules and Regulations, the Washington Industrial Safety and Health Act (WISHA) and the federal government's Occupational Safety and Health Administration (OSHA). The ability to explain to customers what their businesses must do to comply with these regulations.
Supplemental Information
If hired as a SHS3 In-training (SHS2) the monthly base pay salary range is:
Range 55: $4,509 - $5,913
If hired as a SHS3 the monthly base pay salary range is:
Range 58: $4,855 - $6,368
****In addition to the above basic pay range, you will also receive an
additional 12.5%
pay for the 5% bilingual pay and the 7.5% increase for all Compliance positions.****
