Position Information
The Oregon Water Resources Department (OWRD) seeks to hire two (2) Enforcement and Compliance Support Specialist (Compliance Specialist 3) to work in Salem with the Field Services Division.
These positions are full-time, permanent positions located in Salem, with remote option flexibility. Position is represented by the Service Employees International Union.
Program Information
The Enforcement Section (ES) is a new section in the Field Services Division (FSD) primarily created to address cannabis-related illegal water storage and use in Oregon. Funding for the ES was provided by a special session appropriation (SB 5561) in December 2021. The ES also reviews and processes other agency enforcements including violations of water storage and use and well construction violations, as has been the practice for decades. The FSD is responsible for operational management of all work conducted by staff in region and watermaster offices. The FSD has primary responsibility for administration of the water laws of the state, and field operation of gaging stations, dam safety inspections, well inspections, and scientific data collection.
The Field Services Division has 80+ staff located in 20 offices around Oregon and is responsible for the daily water management in streams, rivers and groundwater wells across the state. Field staff build partnerships with water users and local government officials to pursue integrated and innovative solutions for complex water challenges and an uncertain water future. The team works in support of the Department’s mission through on-the-ground problem solving, scientific data collection, customer service, and effective coordination with water users and other agency staff.

Purpose of the position
What you will do
As a key member of our FSD, you will:

Ensure that enforcement practices are consistent across the state, and that state law and rules are followed while implementing the enforcement process.

Periodically travel to sites around the state to train staff on the inspection and documentation of water use, both legal and illegal.
-
Train staff on investigating, documenting and reporting findings to other team members and other agency staff.
-
Establish relationships with, and collaborate with local law enforcement and county district attorneys when pursuing criminal penalties for water law violations
-
Process enforcement actions for water use violations, investigate complaints; evaluate findings; prepare and file compliance reports, develop compliance notices and orders; develop compliance and investigation standards and procedures; monitor program effectiveness to decrease instances of noncompliance; engage in alternative dispute resolution processes to resolve cases in a timely efficient manner.

Assess penalties as an agent of the Director and act as a lay representative in hearings.

Develop procedural changes to facilitate compliance or improve conditions. Assist FSD staff in communicating with local and state law enforcement, code enforcement, District Attorney’s offices and Department of Justice.

Instruct others on handling of regulatory complaints. Give technical advice to managers, staff, or outside organizations on program regulations or guidelines. Make presentations orally and in writing to explain policy and procedure.

Assist management in correcting regulatory staff deficiencies in work performance. Identify training-related compliance problems and develop training goals to improve compliance with regulations. Design and provide training.
Duty areas:

Complaints and compliance – You will assist field staff to address increased workloads with a focus on cannabis and hemp cultivation as it pertains to water resources. Working with the watermasters and region manager you will provide timely guidance and review of enforcement orders, coordinate enforcement referrals and work with State and County law enforcement as well as County District Attorneys.

Tracking and reporting – You will assist field staff in accurate tracking of enforcement compliance, track time spent on enforcement and totals of enforcement actions taken. Some reporting to stakeholders and the Water Resources Commission.

Interagency coordination – You will coordinate with other State Agencies, County Code Enforcement, State and County Law Enforcement, OLCC and ODA to investigate cannabis and hemp production sites for compliance with Oregon water law.

Education and outreach – Work with irrigators, well constructors and stakeholder groups to achieve compliance through effective explanations of Department rules, statutes and avenues for achieving compliance

What you will do!
There are two positions available. These positions will provide operations and policy support in the Director’s Office concerning water policy and rulemaking. A key portion of the work will involve policy research, project management, rule writing, managing rulemaking processes, and interfacing with stakeholders and the public to solicit input on agency policies, programs, and proposals. These positions will also represent the agency before commissions, task forces, councils, and at other venues. In addition, these positions will work with other members of the Policy Section team on legislative coordination, emergency preparedness and response, the Integrated Water Resources Strategy, special projects, tribal affairs, policy research, public records requests, and public information and outreach activities.

In addition to the above, the Water and IWRS Policy Analyst (1 position) will also provide operations and policy support for the IWRS Specialist concerning the Integrated Water Resources Strategy (IWRS) and will also assist the policy manager with tribal government-to-government relations. The
IWRS
provides a blueprint to help the state focus its efforts around two key goals—improving our understanding of Oregon’s water resources, and meeting Oregon’s water resources needs. The IWRS is a multiagency document requiring coordination among local, state, and federal partners as well as engagement with the public and advisory groups, covering a broad range of issues including water quantity, water quality, and ecosystem needs. The Department
works with
Oregon’s nine federally recognized Indian Tribes on issues related to water supply, watershed management, and water distribution, including water rights held or claimed by the Tribes and/or tribal members.
In addition to the above, the Water Policy Analyst (1 position) will also provide operations and policy support in the Director’s Office concerning cannabis and enforcement policy, and climate and drought related policy. In recent years, the Department has seen an increase in cannabis and enforcement water management issues and

The Team You Will Work With
This position is located in the Director’s Office and is a member of the Director’s Office policy team. The Director’s Office Policy Section is responsible for supporting and executing the work of the Director, Deputy Director, and Water Resources Commission, working across divisions to research issues, manage special projects, resolve complaints, and identify solutions. The Director’s Office Policy Section leads agency efforts related to and provides expertise in: water policy; legislative and rulemaking processes; public records; tribal, governmental, and stakeholder relations; and communications and outreach. The section is also responsible for leading development and implementation of the Integrated Water Resources Strategy, a framework for improving our understanding of Oregon’s water resources and meeting our instream and out-of-stream needs. The section also provides coordination and support for emergency preparedness and response efforts.

Working Conditions
Position is based in the Director’s Office in the Salem office. Teleworking and in the office work schedule will be determined upon agreement and approval of supervisor. Hybrid (in the office and at home work) is generally a standard offering for this position, though subject to supervisor approval. Due to the nature of stakeholder engagement for this position, full time 100% remote work is not possible as the position must be available to attend meetings in Salem, Oregon.
Periodic travel will be necessary, including overnight travel. Travel may include but is not limited to field tours to learn about agency programs, policy and workgroup meetings, Commission meetings, rules advisory committee meetings, Legislative hearings and meetings with the public, stakeholders, and elected officials. Some meetings will require overnight travel. Work will include facilitating meetings with stakeholders and public officials, facilitating public meetings, and conducting public presentations. The Oregon Water Resources Department (OWRD) seeks to hire two Assistant Watermasters (Natural Resource Specialist 2) to work in the South Central Region of the Field Services Division.
This position collects and processes basic hydrologic data necessary for managing Oregon's water resources including stream flow, groundwater and other climatic information. The Assistant Watermaster responds to water right disputes, informational inquiries and complaints in a timely manner, and assists the region watermasters with water regulation and distribution. The position assists the watermaster in making dam safety inspections, well construction inspections, surveying and mapping projects for water management purposes, and general office work. Duties also include quality assurance checking of data and reports, and transmitting data between the district office and Salem for all gaging stations located within their area of responsibility.
This position works closely with the Hydrographics Section in Salem and is responsible for equipment procurement requests, installation, and troubleshooting. This position works with other technical staff as needed, assisting with stream flow measurement improvement strategies, measurement of groundwater levels, flow meter readings, and providing assistance to Watermasters and other field staff as needed.
This position performs duties to promote customer service and harmonious working relationships, including treating all persons courteously and respectfully. This position engages in effective team participation through a willingness to assist and support co-workers, supervisors, and other work-related associates. This position develops good working relationships with other agency staff by accomplishing the agency mission and resolving problems in a constructive manner. What you will do
As a key member of our field division, you will:

Assist with water right questions and applications.

Research water rights, property ownership, and water use history for specific locations using online data and Arc GIS skills.

Frequently travel to sites around the region to inspect and document water use, both legal and illegal, and assist with workloads in other parts of the state as needed.

Position Information
What you will do!
The primary purpose of this position is to support the agency’s efforts to increase awareness of the Department’s programs, laws and rules. Key responsibilities for this position will be to coordinate drafting and generation of fact sheets, webpages, social media materials and other informational campaigns to increase the public and water users’ understanding of Oregon Water Law, the agency, and programs, with a particular focus on increasing awareness among existing and potential hemp and marijuana growers, and businesses hauling water for cannabis. This position will also serve as a key coordinator to arrange for translation of agency documents and other media, increasing the accessibility of the Department’s informational materials. The position will be responsible for developing and implementing communications plans in support of the agency’s mission, Integrated Water Resources Strategy, Strategic Plan, and other strategic and policy initiatives in a way that is transparent, inclusive, and professional.
The position will assist the public information and resiliency specialist (public affairs specialist 2) in preparing the agency for and responding to communication needs pertaining to disasters such as earthquakes, wildfires, drought, floods, climate change, and dam failures in order to protect public safety, and improve the resiliency of our water resources. This position will handle the more routine functions of the Department’s comprehensive communications function, with more complicated public affairs and communications functions handled by the public affairs specialist 2. This position is expected to work collaboratively with the public affairs specialist 2 to implement the Department’s comprehensive communications program.
The Team You Will Work With
This position is located in the Director’s Office and is a member of the Director’s Office policy team. The Director’s Office Policy Section is responsible for supporting and executing the work of the Director, Deputy Director, and Water Resources Commission, working across divisions to research issues, manage special projects, resolve complaints, and identify solutions. The Director’s Office Policy Section leads agency efforts related to and provides expertise in: water policy; legislative and rulemaking processes; public records; tribal, governmental, and stakeholder relations; and communications and outreach. The section is also responsible for leading development and implementation of the Integrated Water Resources Strategy, a framework for improving our understanding of Oregon’s water resources and meeting our instream and out-of-stream needs. The section also provides coordination and support for emergency response efforts.
The Policy Section operates as a team to ensure that all functions of the section are completed efficiently and to distribute workloads evenly. In addition, the team is highly encouraged to share ideas to identify the best outcomes, peer-review work, and help one another in completing projects. In addition to work on the IWRS, this position may work with other members of the Policy Section team as needed on administrative rule development and coordination, public information and outreach, emergency response, special projects, policy research, tribal affairs, legislative coordination, and public records requests.

Oregon Water Resources Department
The Oregon Water Resources Department (OWRD) seeks to hire an Enforcement Section Manager (Principal Executive/Manager E) to work in Salem with the Field Services Division.
The Enforcement Section (ES) is a new section in the Field Services Division (FSD) primarily created to address cannabis-related illegal water storage and use in Oregon. Funding for the ES was provided by a special session appropriation (SB 5561) in December 2021. The ES also reviews and processes other agency enforcements including violations of water storage and use and well construction violations, as has been the practice for decades. The FSD is responsible for operational management of all work conducted by staff in region and watermaster offices. The FSD has primary responsibility for administration of the water laws of the state, and field operation of gaging stations, dam safety inspections, well inspections, and scientific data collection.
You will manage the Department’s enforcement program, and direct and supervise five staff in the ES. The enforcement program is statewide in scope, and addresses instances of water storage and use and well construction violations where voluntary compliance is not achieved. The ES manager ensures compliance with the laws and regulations related to well construction and other enforcement actions related to the use and storage of water in Oregon. The ES manager works with staff in the preparation of formal enforcement actions that are referred to Salem by field staff for water law and administrative rule violations; trains field personnel on regulatory and enforcement procedures; maintains consistency in enforcement processes across Oregon; and recommends actions and civil penalties to the Director and Water Resources Commission. The ES manager also evaluates enforcements and helps determine if criminal penalties should be pursued.

The team you will join
The Field Services Division has 80+ staff located in 20 offices around Oregon and is responsible for the daily water management in streams, rivers and groundwater wells across the state. Field staff build partnerships with water users and local government officials to pursue integrated and innovative solutions for complex water challenges and an uncertain water future. Where will you work?
This position will be based out of the Salem Water Resources Department main office. As ES Manager overnight travel will be required to address issues and complaints in more remote parts of the region or state and to assist in training field staff for enforcement consistency. You may be eligible to work remotely on a schedule agreed upon by the FSD Administrator and employee. There is an expectation that the selected candidate would be within a reasonable commute distance from the Salem head office.

Duty areas:

Complaints and compliance – You will assist field staff to address increased workloads with a focus on cannabis and hemp cultivation as it pertains to water resources. Working with the watermasters and region manager you will provide timely guidance and review of enforcement orders, coordinate enforcement referrals and work with State and County law enforcement as well as County District Attorneys.

Oregon Water Resources Department
The Oregon Water Resources Department (OWRD) seeks to hire one full-time permanent Assistant Watermaster (Natural Resource Specialist 2 w/underfill option Natural Resource Specialist 1) to work in the East Region of the Field Services Division . As an assistant watermaster you will work with your regional team to assess water use on cannabis cultivation projects. Due to the growth of the cannabis industry, the State of Oregon must work with partners to find ways to address illegal uses and increasing water scarcity across Oregon so that both instream and out-of-stream needs can be met. In response to growing concern and increased complaint volume, the State Legislature and Governor’s office called a Special Session in December of 2021 to address cannabis, drought and housing concerns. SB 5561 was the result and allocated significant funding to OWRD to increase staffing to assist in addressing water use issues around permitted and unpermitted cannabis and hemp operations.
You will be a member of the Field Services Division, reporting to the East Region General Manager and the Division Administrator . This position will require some overnight travel and may work around the State for extended durations as workloads require it. The Field Services Division has 80+ staff located in 20 offices around Oregon, and is responsible for the daily water management in streams, rivers and groundwater wells across the state. Field staff build partnerships with water users and local government officials to pursue integrated and innovative solutions for complex water challenges and an uncertain water future. The team works in support of the Department’s mission through on-the-ground problem solving, scientific data collection, customer service, and effective coordination with water users and other agency staff. Where will you work?
This position will be in Pendleton, Oregon. Field work and site visits to cannabis operations is required, as is customer service in the office. Overnight travel will be required to address issues and complaints in other areas of the region or state. Expect to spend as much as one week per month in overnight travel during summer irrigation season. You may be eligible to work remotely on a schedule agreed upon by the manager and employee. There is an expectation that the selected candidate would be within a reasonable commute distance from the duty stations listed above.

Minimum qualifications for NRS-2:
- Five years of experience related to water resource management. At least one year of this experience must include activities such as: gathering and analyzing natural resource data and/or coordinating monitoring efforts for a natural resource program; and providing technical assistance to the public in a natural resource program explaining laws, rules, and regulations, answering questions, help the public navigate and comply with agency procedures.
- A Bachelor’s degree in Hydrology, Geology, Civil Engineering, or other natural resource area will substitute for three years of the required experience.

Duty areas:
- Complaints and compliance – You will work to address increased workloads regarding cannabis and hemp cultivation as it pertains to water resources. Working with the watermasters and region manager you will provide timely response to complaints and investigations of water use violations.
- Regulation and distribution of water – Using field tools and desktop GIS you will work with irrigators to ensure compliance with permitted uses of waters of the State.
- Interagency coordination – You will coordinate with County Code Enforcement, State and County Law Enforcement, OLCC and ODA to investigate cannabis and hemp production sites for compliance with Oregon water law.
- Education and outreach – Work with irrigators to achieve compliance through effective explanations of Department rules, statutes and avenues for achieving compliance.
Working Conditions
Frequent office work. Occasional lifting up to 75 lbs; occasional contact with hostile or angry people; Driving long distances to remote field locations in all types of weather and road conditions. The Oregon Water Resources Department (OWRD) seeks to hire four full-time permanent Assistant Watermaster (Natural Resource Specialist 2 w/underfill option of Natural Resource Specialist 1) to work in the North west Region of the Field Services Division . As a n assistant watermaster you will work with your regional team to assess water use on cannabis cultivation projects.
Due to the growth of the cannabis industry , the State of Oregon must work with partners to find ways to address illegal uses and increasing water scarcity across Oregon so that both instream and out - of - st r eam needs can be met.” In response to growing concern and increased complaint volume, the State Legislature and Governor’s office called a Special Session in December of 2021 to address cannabis, drought and housing concerns. SB 5561 was the result and allocated significant funding to OWRD to increase staffing to assist in addressing water use issues around permitted and unpermitted cannabis and hemp operations.
You will be a member of the Field Services Division , reporting to a region manager and the Division Administrator . These positions will require some overnight travel and may work around the State for extended durations as workloads require it. Oregon Water Resources Department
The Oregon Water Resources Department (OWRD) seeks to hire two A ssistant W atermasters (Natural Resource Specialist 2 ) to work in the South Central Region of the Field Services Division .
This position collects and processes basic hydrologic data necessary for managing Oregon's water resources including stream flow, groundwater and other climatic information. The Assistant Watermaster responds to water right disputes, informational inquiries and complaints in a timely manner, and assists the region watermasters with water regulation and distribution. This position will directly contribute to meeting Recommended Action Items 1b (Improve Water Resources Data Collection and Monitoring), and 1c (Coordinate Inter-Agency Data Collection, Processing, and Use) of the State’s 2012-17 Integrated Water Resources Strategy.
The position assists the watermaster in making dam safety inspections, well construction inspections, surveying and mapping projects for water management purposes, and general office work. Duties also include quality assurance checking of data and reports, and transmitting data between the district office and Salem for all gaging stations located within their area of responsibility.
This position works closely with the Hydrographics Section in Salem and is responsible for equipment procurement requests, installation, and troubleshooting. This position works with other technical staff as needed, assisting with stream flow measurement improvement strategies, measurement of groundwater levels, flow meter readings, and providing assistance to Watermasters and other field staff as needed.
This position performs duties to promote customer service and harmonious working relationships, including treating all persons courteously and respectfully. This position engages in effective team participation through a willingness to assist and support co-workers, supervisors, and other work-related associates. Where will you work?
These positions will be in Klamath Falls , Oregon. Field work and site visits to cannabis operations is required , as is customer service in the office . Overnight travel will be required to address issues and complaints in more remote parts of the region or state. You may be eligible to work remotely on a schedule agreed upon by the manager and employee. There is an expectation that the selected candidate would be within a r e a sonable co mmute distance from one of the duty s tation s listed above.

Minimum qualifications for NRS-2 :
Five years of experience related to water resource management. At least one year of this experience must include activities such as: gathering and analyzing natural resource data and/or coordinating monitoring efforts for a natural resource program; and providing technical assistance to the public in a natural resource program explaining laws, rules, and regulations, answering questions, help the public navigate and comply with agency procedures.
A Bachelor’s degree in Hydrology, Geology, Civil Engineering, or other natural resource area will substitute for three years of the required experience.
A Master’s degree in Hydrology, Geology, Civil Engineering, or other natural resource area will substitute for four years of the required experience.
Any combination of education and experience to equal five years’ experience as listed above.
