Job Purpose
The BSA Sr Compliance Analyst assists the BSA Officer with core functions of the BSA/AML/OFAC and Red Flag Identity Theft program. Perform daily functions of the BSA Department including back-up for certain BSA Officer duties including Suspicious Activity Report investigation, completion, and filing. Duties also include due diligence review of our customers and other cash intensive businesses, monitoring customer activity and resolving daily, weekly, and monthly Alerts, and adhering to all BSA Compliance requirements.
Duties and Responsibilities
- Detect, analyze, and document potentially suspicious activity by reviewing system generated alerts, various internal reports, employee referrals and other methods as needed.
- Conduct initial and ongoing due diligence for various customers, including but not limited to: money service businesses, customers exempted from CTR filing, higher risk customers, and customers with privately owned ATM' s.
- Collect necessary documentation, updated licenses, and follow-up as needed directly with clients.
- Perform ongoing analysis on the bank's customer base to support the maintenance of an enterprise wide BSA/AML and OFAC Risk Assessment.
- Review account activity and interpret the data in financial software systems, identifying trends and/or red flags.
- Prepare required regulatory filings, and review completed regulatory filings for accuracy, completeness, and consistency prior to submission to regulatory agencies.
- Prioritize workload, ensure work completion and FinCEN deadlines and requirements are met.

Qualifications

Summary:
The position will review new and existing high risk company's customer accounts to ensure compliance with BSA, USA Patriot Act and other regulatory requirements.
Scope of Responsibilities:
- Conduct/review initial enhanced due diligence for prospective higher risk customers and recommend decision to onboard/decline based on supporting risk assessment (e.g. customer type, geographic, products/services, counterparties, beneficial owners, expected transactions, etc.) performed on the prospect as well as related parties and determine risk rating.

- Perform quality assurance review for content, verbiage, backup documents and overall correctness.

- Understand the bank's products, services, customers, and geographical locations in order to conduct effective research/investigation of accounts
- Continue to monitor and perform periodic enhanced due diligence reviews of approved high risk individuals and entities based on customers risk profile
- Review and make decision on AML/ suspicious transaction monitoring alerts and file initial and supplemental suspicious activity reports (SAR) to FinCEN on a timely basis, as warranted.
- Analyze data, review customer documentation (e.g. invoices, POS reports, and manifests) and results of existing transaction monitoring reports to determine the level of further investigation warranted, and take appropriate action.
- Gather and analyze information from outside resources such as Internet searches, third-party vendors, public records, newspaper articles, court records, government agencies, etc.
- Reviews results from third-party vendors regarding authentication of identification on individuals and businesses, OFAC and government list, closed for cause, etc.
- Promptly escalates to appropriate department on issue that arises (e.g. operational, security, legal, management committees, IT, etc.)
- Recommend and escalate accounts for review/ possible closure
- Develops relationships within appropriate levels of staff including front line and back office units for issue identification and resolution (e.g. account closures).

Cogent Bank is currently seeking a BSA professional to add to its staff. Cogent Bank is a full-service community bank headquartered in Central Florida with over $1 billion in assets. The Senior BSA/AML Analyst is responsible for overseeing, testing and monitoring the Bank’s enterprise wide BSA/AML/OFAC program to ensure the Bank complies with the regulatory requirements under the Bank Secrecy Act (BSA), other Anti-Money Laundering (AML) Laws and Regulations along with the Office of Foreign Asset Control (OFAC) Laws and Regulations. - CTR & Cash Report Approvals: Review and approve daily cash reports and CTR Reports including verification of Verafin alerts. Examination of various types of transactions, individuals/entities, cash expectations, multiple daily cash transactions by same conductor. Ensure CTRs are prepped and filed timely.
- SARs: Gather necessary data from any SAR new or continuing SAR investigation, prepare accurate narratives and complete SAR reports timely in accordance with regulatory guidelines. SARs should be provided to BSA Officer within five (5) days of notification/detection.
- OFAC Reporting: Certify ACH Activity, IAT ACH Activity when applicable, new account reporting and end of month reporting and Accounts Payable Verification monthly. Verification of the FIS system or similar for OFAC updates as new lists are issued from the Treasury.
- Verafin Alerts: Review cleared Verafin alerts and notes, cases and complete investigations for SAR filing.
- Periodically review parameters within Verafin to ensure we are appropriately identifying and capturing appropriate risk levels. Perform above/below the line testing for Verafin Alerts.
- Cannabis Banking Onboarding and Continuing Review: Review files to ensure licensing and other necessary documents in accordance with State Law are obtained prior to onboarding, perform appropriate CDD/EDD as required, coordinate site inspections as necessary with relationship officer, monitor and report activity, complete SARs as necessary.

SUMMARY:

2. Assist in the preparation, completion, and transmission of Currency Transaction Reports and Suspicious Activity Reports.
3. Perform and document Enhanced Due Diligence reviews and other High-Risk customers as assigned. This may include the review and approval of documentation associated with higher risk customers such as Money Service Businesses, ATMs, Cash-Intensive businesses and others.
4. Performs daily review, monitoring and analysis of various reports, logs and transaction data to identify trends, unusual activity and monitor large currency activity; determines if transactions are suspicious in nature, such as kiting, significant changes in balances, cash structuring in deposits, loans payments and certificate of deposit purchases, wire or ACH transfers, monetary instrument sales, new account openings, etc.
5. Perform in-depth analysis on business account services such as Cash Management, RDC, ACH Origination, and Wire Origination to recommend BSA approval or rejection.

7. Stay abreast of changing BSA/AML rules & regulations and become familiar with all aspects of the FFIEC BSA/AML Examination Manual Maintain knowledge of the rules and regulations, including but not limited to, the Bank Secrecy Act, USA PATRIOT Act, Financial Action Task Force (FATF) and Office of Foreign Asset Control (OFAC).
8. The Senior BSA/AML Analyst is responsible for overseeing, testing and monitoring the Bank’s enterprise wide BSA/AML/OFAC program to ensure the Bank complies with the regulatory requirements under the Bank Secrecy Act (BSA), other Anti-Money Laundering (AML) Laws and Regulations along with the Office of Foreign Asset Control (OFAC) Laws and Regulations. Responsibilities and Duties

- 314 (a) approval: Review cleared suspect items and documentation files for suspect items. Ensure timely submission to FinCEN, when applicable.
- Customer Due Diligence/Enhanced Due Diligence (CDD/EDD) Completion: Ensure CDD forms are completely timely by the branch and updated as identified in Verafin Reports reviewed timely and with no errors. Independently perform EDD reviews.
- High Risk Reviews: Conduct High Risk Reviews on a periodic basis. Review transaction history, supporting data, background information and provide detailed written analysis. Changes in risk rating should be recommended to the BSA Officer.
- CTR & Cash Report Approvals: Review and approve daily cash reports and CTR Reports including verification of Verafin alerts. Examination of various types of transactions, individuals/entities, cash expectations, multiple daily cash transactions by same conductor. Ensure CTRs are prepped and filed timely.
- SARs: Gather necessary data from any SAR new or continuing SAR investigation, prepare accurate narratives and complete SAR reports timely in accordance with regulatory guidelines. SARs should be provided to BSA Officer within five (5) days of notification/detection.
- OFAC Reporting: Certify ACH Activity, IAT ACH Activity when applicable, new account reporting and end of month reporting and Accounts Payable Verification monthly. Verification of the FIS system or similar for OFAC updates as new lists are issued from the Treasury.
- Verafin Alerts: Review cleared Verafin alerts and notes, cases and complete investigations for SAR filing.
- Periodically review parameters within Verafin to ensure we are appropriately identifying and capturing appropriate risk levels. Perform above/below the line testing for Verafin Alerts.
- Cannabis Banking Onboarding and Continuing Review: Review files to ensure licensing and other necessary documents in accordance with State Law are obtained prior to onboarding, perform appropriate CDD/EDD as required, coordinate site inspections as necessary with relationship officer, monitor and report activity, complete SARs as necessary.
- Phase I/Phase II Exemptions: Review current exemptions annually, recommend customers for exemption to BSA Officer and prepare documentation.

Summary
The position of BSA Analyst is focused on performing Due Diligence reviews on Cannabis related entities, internal monitoring of Cannabis related activity for adherence to all Bank Secrecy Act/Anti-Money Laundering requirements, State/Local rules and regulatory requirements, and with Bank policies and procedures. This position will assist the Compliance Officer in implementing and adhering to the Bank’s Compliance Management System Policy and Compliance Management System Program. In addition, this position will assist in training Bank personnel in Bank Secrecy Act/Anti-Money Laundering compliance matters as well as in Bank procedures. Secondary Duties The position of BSA Analyst performs duties specific to the position and other functions as assigned. Supervisory Responsibilities The position of BSA Analyst has no supervisory responsibility. Environment and Physical Activity The environment for this position is an open office that is mostly clean and comfortable and may include driving a personal-owned vehicle approximately 25% of the time which includes exposure to the outside weather elements and moving mechanical parts. It may include some minor annoyances such as noise, odors, drafts, etc. The incumbent is in a non-confined office-type setting in which he or she is free to move about at will. The incumbent in the course of performing this position spends time writing, typing, speaking, listening, lifting (up to 25 pounds), carrying, seeing (such as close, color and peripheral vision, depth perception and adjusted focus), driving, sitting, pulling, walking, standing, squatting, kneeling and reaching. The incumbent for this position may operate any or all of the following: telephone, copy and fax machines, adding machine (calculator), check protector, money counter, credit card terminal, computer terminal, personal computer and related printers. Mental Demands The incumbent in this position must be able to accommodate to reading documents or instruments, detailed work, problem solving, customer contact, reasoning, math, language, presentations, verbal and written communication, analytical reasoning, stress, multiple concurrent tasks, and constant interruptions.
