The current vacancy is in Planning & Building Services - Cannabis Program, Ukiah. This position is at-will; exempt from Civil Service.
This position reports to the Board of Supervisors, and works closely Cannabis Program Ad Hoc Committee and the Planning and Building Department.
Under administrative direction, implements the goals, strategies, policies and programmatic framework for the issuing of permits/licenses through the Mendocino County Cannabis Program. This position shall take the necessary steps to manage the County’s Cannabis Cultivation and Facilities Programs, including evaluating the permitting/licensing of cannabis locations based on policies and guidelines, working with departments, developing and promoting a strong and compliant environment for cannabis, and work, with industry representatives across the county.
Job Requirements and Minimum Qualifications
Duties may include but are not limited to the following:
- Implement the goals, strategies, policies and programmatic framework for the issuing of permits/licenses through the Cannabis Program Unit.
- Work closely with Board of Supervisors, CEO, County Counsel and various Department Heads to ensure the Board’s cannabis priorities are appropriately communicated and implemented.
- Carry out supervisory/managerial responsibility in accordance with policies, procedures, and applicable laws, including: training; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
- Evaluate the permitting/licensing of cannabis business locations and issue/deny/revoke licenses based on program guidelines.
- Review and update application forms for permitees/licensees.
- Develop and implement a system on County's website to communicate the number of permits/licenses issued and notifying the public as to whether applications for permits/licenses are being accepted.
- Oversee policies, procedures, rules, regulations, or fees necessary to implement and support the Cannabis Program.
- Coordinate and review the work of outside professional consultants and contract service providers.
- Work with community members, state, federal, and local departments, develop and promote a strong and compliant environment for cannabis cultivation across the County.
- Work with the Board of Supervisors, involved committees and commissions; attend and speak at public events on behalf of the Cannabis Program.
- Identify and implement strategic, short and long range planning and programmatic framework to achieve Cannabis Program goals.
- Create an annual action plan and identify continuous improvement recommendations for the overall plan.
- Provide leadership and serve as a subject-area expert on cannabis matters, providing technical advice and continuous coordination to other departments.
- Act as liaison to, and build strong relationships with, County officials, departments and the cannabis community, including non-profits and businesses, as well as entrepreneurial and civic/community groups, to maximize public safety.
- Make presentations to boards, the business community and other groups; facilitate and represent the Cannabis Program and the County at meetings with members of the business community and the general public.
- Develop qualitative and quantitative measures to monitor, ensure compliance, and evaluate Cannabis Programs.
- Perform various public relations activities, which may include development of promotional materials and press releases; guide education and outreach activities.
- Prepare and oversee preparation of project and program budgets and participate in preparation of Cannabis Program budgets.
- Manage and oversee the administration of the cannabis business tax (Mendocino County Code§ 6.32).
- Provide seamless coordination with enforcement activities including audits, inspections, and/or prosecution.
- Review systems and procedures for security, inventory, and record keeping for the cannabis industry.
- Provide leadership and training activities to staff to meet goals and effectively expand their skill set.
- Perform other related duties as assigned.
MINIMUM QUALIFICATIONS REQUIRED
Education and Experience:
Bachelor's degree from an accredited college or university in economics, business, finance, land use, or a closely related field and four (4) years of professional-level experience in a municipal or state regulatory environment with at least one (1) year performing supervisory duties and oversight of a program or unit.
Substitution: Additional years of supervisory or management-level experience may be substituted for up to two (2) years ofthe degree requirement on a year-for-year basis. Associate’s degree in a field
as stated above and six (6) years of qualifying experience as stated above that includes at least two (2) years performing supervisory duties and oversight of a program or unit.

- Gather and study data regarding program operations; review and analyze program studies, policies and procedures, budgetary requirements and other aspects of program management; prepare reports and make recommendations on departmental policies, procedures and operations.
- Review and analyze legislation and state mandated regulations to determine impact on program; make recommendation for necessary actions.
- Represent the Department in meetings with community and personnel from other agencies.
- Compile and analyze data and make recommendations on the formulation of policy and procedures and staffing organizational changes.
- Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel and operational problems related to the program.
- Participate in the installation of new and revised programs, systems, procedures and methods of operation.
- Coordinate and perform the more complex and difficult program activities.
- Compile materials and assist in the preparation of budgets, reports, manuals and publications.
- Respond to complaints and requests for information.
- Participate in special projects as assigned.
- Perform other related duties as assigned.
IN A SUPERVISORY CAPACITY (in addition to above duties):

MINIMUM QUALIFICATIONS REQUIRED
Depending upon area of assignment, may require experience and education in a specific field or area such as: Mental Health, Public Health, etc.
Education and Experience:
One year of experience as a Senior Program Specialist, Senior Staff Services Analyst or Senior Department Analyst or two years of experience as a Program Specialist II, Staff Services Specialist or Analyst II or Department Analyst II; or three years of experience performing professional program work to include duties similar to those performed within the classifications mentioned above AND a Bachelor's degree from an accredited college or university in Public or Business Administration, Social Work, Behavioral Science or related field (two years of additional qualifying experience may be substituted for the required education).

Performs a variety of responsible, complex, professional, administrative, and analytical functions associated with various projects, and/or specialized areas or programs within County departments.
Job Requirements and Minimum Qualifications
Depending on assignment, duties may include but are not limited to the following:

MINIMUM QUALIFICATIONS REQUIRED
Education and Experience:
Depending upon area of assignment, related education and experience, and knowledge skills and abilities required may be specific to an assigned area such as fiscal, programmatic, or related to a specific field such as Public Health, Mental Health, etc.
Bachelor's degree from an accredited college or university, preferably with coursework in Public Administration, Business Administration, Accounting, Management, Statistics, or other field related the listed duties; OR, experience performing related paraprofessional duties that include providing program management recommendations may be substituted for the education on a year-for-year basis.

Performs paraprofessional, office and field work involving planning, zoning, and land use issues; assists professional planners with technical and administrative research related to County planning. This work consists of technical duties at the entry level. Initially incumbents work under close supervision, as they increase their skills and knowledge they begin working under less supervision and performing higher level duties in a training capacity.

- Assists professional planning staff with technical and administrative work related to code, ordinance, and regulation requirements.
- Interprets County codes related to planning, zoning, and land use issues.
- Reviews building permits and requests for business licenses for compliance with zoning codes and ordinances.
- Prepares reports for land use permits.
- Assists in the conduct of studies and the preparation of reports related to planning, zoning, and land use activities.
- Compiles and catalogs information, data, and documents relevant to environmental and natural resources for use in planning activities.
- Prepares maps, charts, and graphs for visual presentations related to planning activities and operations.
- Conducts surveys of public and private land uses.
- Serves as information resource for the public regarding use permits, variances, rezoning, land divisions or other related planning matters.
- Processes use permits, boundary line adjustments, agricultural preserves, rezonings and variances.
- Consults with and makes recommendations to professional staff regarding planning, zoning, and land use activities.
- Reviews and updates planning manuals, books and references when changes in code requirements and procedures occur.
- Initiates, processes, and assigns names to private roads and addresses within the County.
- Assists with the maintenance of County address and private road name systems.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS REQUIRED
Education and Experience:
Associate's degree or equivalent from an accredited two-year college or technical school; and,
One to two years of progressively responsible related experience; or,
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

- Prepares detailed reports for projects of varying complexity including: coastal and inland minor subdivisions, coastal development permits, major and minor use permits, re-zonings, variances, agricultural preserves, project memorandums and action agendas for presentation and recommendation to the Zoning and Coastal Permit Administrator, Planning Commission, and Board of Supervisors.
- Gathers, compiles, and evaluates statistical data related to the County's existing population, housing needs, income level, employment, etc., for use in projecting future planning needs of the County.
- Processes boundary line adjustments ranging in complexity from minor two parcel adjustments to complex coastal adjustments with required in-depth review, analysis and application of the goals and policies or the coastal element and the coastal zoning code.
- Researches, reviews and interprets for application, County records and state regulations to determine legal status of property prior to the recordation of certificate of compliance and notices of violations.
- Prepares maps, charts, and other graphic information for presentations and/or reports concerning planning matters.
- Conducts field inspections and investigations of planning projects to assure compliance with applicable codes, laws, and specifications.
- Reviews building and septic permit applications to determine consistency with zoning regulations.
- Serves as information source by providing technical and professional planning information; assists applicants through the permit process by coordinating and conducting comprehensive pre-application conferences.
- Performs other related duties as assigned
MINIMUM QUALIFICATIONS REQUIRED
Education and Experience:
Bachelor's degree from an accredited four-year college or university in Rural or Community Planning, or a related field; or four (4) years of progressively responsible related experience; or, any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
