What will you do?
Coordinate marijuana license application processes by reviewing and evaluating applications, assigning reviews, tracking status, and responding to inquiries and resolving problems. Process completed investigations and prepare license certificates. Communicate with partner agencies regarding license activity.
Here are some of the essential duties you will perform:
Processes all requests/applications for changes to licensed business that are received during the license year by: logging and determining the level of investigation required; resolving discrepancies, referring to other staff as needed for inspection and/or investigation under license criteria; tracking the assignment; facilitating the review of the completed investigation and documenting the changes in the file and system. As delegated, approves certain changes and updates system and file.
Monitors group voice-mail and multiple e-mail accounts, responding or sorting communications as determined by task assignments. As directed, logs voice-mails and periodically reviews both voice-mails and e-mails for completion of request/response. Works closely and frequently with other divisions to complete work.
Following completion of all statewide investigations for licenses, prints and compiles final license packet and determines whether all conditions for licensing have been met: reviews all information and documentation for correctness and completeness, including local government documentation and facilitates proper levels of review and signatures. Uploads completed licensing packet and sets system notification to applicant that the license is ready to issue pending payment of license fee.
Creates the Commission’s permanent license file by reviewing records (new licenses, renewal packets, compliance reports and violations), sorting to established criteria, and organizing, scanning, naming, indexing, and saving files to the appropriate location. Processes records requests (file reviews) as delegated by obtaining, redacting and transmitting records as well as receiving and processing payment and documenting request and fulfillment of request.
Processes application inactivation by monitoring pending applications (prior to assignment) for inactivity, sending required notifications to applicant, tracking for response and sending final inactivation letters. Makes administrative notes in NIC-USA system to reflect the progress and captures letter mailed. Processes final inactivation when no response is received by the applicant. Assists and Processes license suspension and revocations as delegated by Administrative Hearings Division
Creates and delivers annual license certificates when payment is received for approved licenses. Reviews and approves applications for Home Delivery and Medical Marijuana Processing and Sales and creates and delivers additional certificates.
Notifies cities and counties when recreational marijuana licenses are issued by sending the LUCS back to the appropriate local governing body.
Notifies Oregon Department of Agriculture whenever a Retailer, Processor or Wholesaler application is assigned for investigation. Notifies the Oregon Health Authority of all licensed processors, producers, and retail locations.
Prepares daily and weekly reports for publication and distribution as follows: This includes the daily statistics of license applications, weekly reporting of licensees with medical sale and retail home delivery endorsements on their licenses. Provides performance statistics to manager on a monthly basis for reporting to the commissioners and responds to ad hoc requests for statistics. Responds to inquiries about application/queue status from staff and applicants about the status of their submitted applications while in queue to be assigned to a license specialist.
What do you need to qualify?
Three years of clerical/secretarial experience that included:
Two years at a full performance level performing typing, word processing, or other generation of documents AND
Lead work responsibility or coordination of office procedures.
Courses or training in Office Occupations or Office Technology may be substituted for up to one year of the clerical/secretarial experience.

What will you do?
The Administrative Specialist 1 provides support to applicants and licensees who are renewing their licenses, applying for a temporary or special event license or making a change to an existing license. They work in collaboration with license support staff and investigators to ensure a smooth flow of the application process for liquor license applicants and licensees. License Specialists also review, process and approve special event license applications and explain licensing requirements to applicants, licensees, local government agencies, special interest groups and the general public.
Here are some of the essential duties you will perform:
- Receives and reviews liquor license applications and forms (special events, temporary sales permits, renewals, permits and annual licenses) to make sure minimum documents are signed and completed; log applications into the appropriate database. Reaches out to those without minimum documents or complete information by email or phone to let them know what is needed to move their application forward.
- Logs all pending and final licensing actions into the appropriate database. Make corrections as needed to addresses, misspellings, etc. Assist in reviewing audit reports across databases, notes and corrects inconsistencies. Generate license certificates and assist with fulfilling minor postings.
- Reviews event-based liquor applications, including Temporary Sales Licenses and Special Event Licenses for all eligible license types and Temporary Use of an Annual License for completeness, which includes a completed and signed application packet with local governing body approval, liquor liability insurance and fee payment.
- Use Officer of the Day protocol with liquor license investigators to advise applicants on eligibility, license types, and relevant laws and to approve applications.
- Works with compliance on any required Plan to Manage, minor postings or other needed signage. Coordinates with local government(s) to get approval for proposed event and to verify receipt of proper fees.
- Calculates and collects appropriate fees. Completes appropriate requested refund requests, with manager approval, as required by financial services.
- Endorses completed and approved event applications. Emails a copy of the endorsed application to the applicant/licensee and route/store documents as required by the Licensing unit.
- Maintains the online file system for special events files, including archiving applications and properly destroying applications according to the agency records retention schedule.
- Evaluates special event and temporary sales applications against denial criteria. Works with the licensing specialist if it appears that denial or restriction criteria apply.
- As directed by the Alcohol Licensing and Permits Manager, assists to ensure renewals in the renewal queue are properly processed. Sends notification by email/mail prior to license expiration with the renewal application attached. Reviews liquor license renewal applications for completeness as delegated. If changes are sent with renewal application, sends approved information with a link by email to the licensee. Explains laws and makes requests for documents missing from submitted renewal forms and reviews renewal forms for mandatory criteria. Ensures fees and late fees are correctly paid and issues new license certificate when renewal is complete, approved and paid. Facilitates local government endorsements with instructions; update local government contacts in database.

Who are we?
The Oregon Liquor and Cannabis Commission (OLCC) is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state’s Liquor Control Act and regulating the sale of recreational marijuana in Oregon through the Control, Regulation, and Taxation of Marijuana and Industrial Hemp Act.
The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs.
This position resides within the Policy, Analytics, Communication and Education (PACE) Program.
What will you do?
This position provides administrative support to the packaging and labeling program. The Packaging and Labeling Support Specialist assists with day-to-day program operations, including interpreting, negotiating, and resolving packaging and labeling compliance issues; developing long-term goals related to the packaging and labeling program; and monitoring, auditing, and evaluating program effectiveness. This position also monitors communications from licensees and the public. These duties require extensive knowledge of the statutes, rules, and policies related to the OLCC’s cannabis packaging and labeling program.
What are some of the supporting duties?
- Maintain various public-facing aspects of the packaging and labeling program, including lists and guides.
- Provide operational support to the Packaging and Labeling Specialist depending on needs of the program.
- Assess needs of assigned program area and prepare recommendations regarding training needs or changes to policies and procedures.
- Monitor packaging and labeling email and voicemail and provide information and direction to OLCC staff and licensees.
- In consultation with Packaging and Labeling Specialist, negotiate with OLCC licensees to resolve issues.
- Research information and respond to inquiries from OLCC staff, licensees, and the general public.
- Develop methods to track and organize various aspects of the packaging and labeling program.
- Analyze data to make recommendations on program improvement.

What will you do?
As the Commission Administrative Support Specialist , you will perform the following duties:
Schedule and coordinate meeting logistics which includes scheduling rooms; reserving audio/visual, webinar/videoconferencing equipment; sending invitations; creating and emailing agendas; and processing travel arrangements.
Prepare presentation materials utilizing PowerPoint and desktop publishing software.
Record, transcribe, distribute, and maintain meeting minutes as needed for commission meetings and sub-committees.

Complete reimbursements and track payments using multiple databases for the section in collaboration with the program analyst.
Assist analysis unit with administering reports and tracking requirements.
Track manual reports, oversee return mail, and assist with processing revocations.
Ensure confidentiality of all registered cardholders, grow sites, and other sensitive section information.
Perform other duties as required and assigned.
