This recruitment is intended to fill two limited duration full-time, Public Records Specialist (Administrative Specialist 2) positions at the Oregon Liquor & Cannabis Commission. Who are we?
The Oregon Liquor and Cannabis Commission (OLCC) is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state’s Liquor Control Act and regulating the sale of recreational marijuana in Oregon through the Control, Regulation, and Taxation of Marijuana and Industrial Hemp Act.
The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs.
This position resides within the Policy, Analytics, Communication and Education (PACE) Program.
What will you do?
In this position, you will interpret laws, rules, policies, and procedures to review and respond to public records requests. This position will require gathering and analysis of agency records for production or exemption under Oregon Public Records Law and will be responsible for making independent determinations on whether records can be provided and/or redacted consistent with established exemptions when requested by the public, other agencies, or the media.
What are some of the supporting duties?
- Receive requests and subpoenas for OLCC records, acknowledge receipt, and communicate with requester to clarify scope of individual record requests.
- Estimate fees for staff time to fulfill requests and create responses.
- Develop and maintain system to track requests and responses.
- Review documents and records to respond to records requests, including making determinations whether requests are subject to statutory exemption and redaction under Oregon Public Records Law.
- Research and interpret laws and rules regarding the release of public records.
- Prepare written agency response to records and requests.
- Assist in the implementation of recommendations and policy development and ensure compliance with public records law.
- Research other state, city, and county agencies’ practices and policies as directed to support improvements in OLC records systems.

What do you need to qualify? Minimum Qualifications:
Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. An equivalent combination of training and experience.

The Oregon Liquor & Cannabis Commission (OLCC) is looking to fill one Public Safety Support Specialist (Office Specialist 2) position in our Public Safety Division located at 16250 SE McLoughlin Blvd. Milwaukie, OR.
We are posting this as an internal and external recruitment opportunity. Individuals who currently work for the OLCC will be given preference during the application process.
Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
This position acts as the communications/call center for the Public Safety Division by collecting, dispensing and recording information to and from inspectors and reporting that information in various spreadsheets and databases. This position supports positive and effective communications between License Services, Compliance Services, Law Enforcement, other agency divisions, and the public. Assists with the alcohol, recreational and medical marijuana programs.
Here are some of the essential duties you will perform:
Answers enforcement complaint line
503-872-5253 and general marijuana line. Explains laws, rules and procedures regarding marijuana (medical & recreational) compliance and general questions to internal staff and the public. Acts as a resource by explaining laws and rules. Answers, retrieves, and reviews complaint line messages and refer as needed throughout the agency. Communicates with people of diverse cultural, ethnic and socioeconomic backgrounds. Answers Law Enforcement Marijuana line 503-872-5188. Logs complaints, answers marijuana related questions for the public and law enforcement and routes calls when appropriate.
Provides a communication link for OLCC Inspectors in the field that need information on licensed premises, server permits, LEDS checks, etc. For alcohol or any marijuana compliance complaints, determines where the incident occurred and refers to proper Regional Manager. Determines the appropriate agency or personnel to contact in emergencies or for other business.
Collects licensee insurance cancellation notices and non-renewals and matches them up to the appropriate licensee. Distributes to the appropriate regional manager for assignment. Updates databases and spreadsheets with information on Inspectors’ various enforcement actions, ID checking training classes, inspector statistics, Unlicensed letters (UL), and entry of Inspector’s vehicle mileage. Maintains accurate and pertinent records for audit purposes and follows proper security control of such records.
Provides information on service permit application process to servers, licensees, general public and commission staff. Researches and responds to inquiries about application status, alcohol education and the service permit process. Accurately forwards calls regarding eligibility based on criminal history or calls regarding special status applications to the Service Permit Compliance Specialist.
Conducts arrest record checks through Law Enforcement Data Systems (LEDS-Oregon State Police), Department of Motor Vehicles (DMV), National Crime Information System (NCIC), along with individual Oregon law enforcement agencies on applicants for liquor licenses, services permits, minor decoy applicants and unlicensed liquor activity suspects. Responsible for maintaining the confidentiality of arrest records as required by law. Maintains current and accurate records of various computerized record requests.
Maintains database for the Minor Decoy Program. Assists in contacting decoys, dispatching, and record keeping for minor decoy missions. Creates decoy mission lists from the randomizer or as requested by the regional manager by listing the premises onto the compliance forms for inspectors use. Records formal requests from police agencies or inspectors for targeted premises. After missions posts results of the decoy mission onto the daily Incident Log within 24hrs after receiving the information from Inspectors. Prepares weekly minor decoy reports.
Evaluates and compiles DUII information from police agencies and inputs into computer files and database. Forwards reports to the appropriate inspector. Establishes and maintains files on any premises named in DUII arrests. Prepares monthly printout of all DUII arrests naming a licensed premises in the State of Oregon. The Oregon Liquor Control Commission (OLCC) is looking for one qualified candidate to join our Portland/Metro Field Office as a Recreational Marijuana Regulatory Specialist.

Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
Marijuana Regulatory Specialists (MJRS’s) ensure licensees are lawfully producing and selling recreational marijuana products in the State. This position achieves this purpose by education and when necessary, using discretion to apply administrative sanctions.
Here are some of the essential duties you will perform:
- Independently, or as a member of a team, conducts site surveys and investigations of Oregon marijuana applicants and licensed businesses to assure compliance with state laws and rules that govern marijuana businesses.
- Collects, analyze, and interpret licensee’s business records and other records or technical reports (police and court reports, real estate documents, certifications from other agencies).
- Uses a radio frequency scanner to collect and record licensed premises marijuana inventory as needed. Compares scanned inventory data with recorded inventory in cannabis tracking system application to detect and assess shortages/overages in product quantities. Analyzes and reconcile financial and tax data from the application and reports. Reviews discrepancies with licensee to determine whether an investigation is in order.
- Documents site survey and investigation findings in narrative reports.
- Inspects production areas and plants or products for contaminants. Obtains and submits samples of product to be tested by third party laboratory.
- Reviews product labels for conformance to labeling requirements.
- Determines the validity of complaints of marijuana law violations by talking with complainant, licensee, witnesses (in person and over the phone); observing at the licensed business; and reviewing the compliance history of the business.
- Plans and conducts minor decoy operations with other law enforcement agencies or program staff. Recruits and trains minor decoys. Accompanies decoys into licensed businesses while purchases are made.
- Gathers, controls, and secures evidence according to procedures to preserve the integrity and chain-of-custody.
- Provides licensees with consultative assistance by educating or training on regulatory requirements and developing strategies for achieving compliance with rule and law such as implementing operational changes to the business. Follows up with licensees to ensure full compliance with requirements.
- Interprets regulatory requirements, analyzes facts and applies policy and standards to decide appropriate action to gain compliance from licensee.
- May review security plans and make recommendations for license revocation or other corrective actions if facilities are not meeting the Commission’s security goals.
- Prepares and presents documents needed for contested case hearing. Testifies on behalf of the Commission at administrative law hearings or in court.
- Communicates with people of diverse cultural, ethnic and socioeconomic backgrounds in a way that is sensitive to diversity.
- Recommends new policy and proposed or revised administrative rules to better serve the public, law enforcement community, marijuana industry, and government and special interest groups.
- Uses knowledge, best practices, and new technology to inform program operations and increase productivity and efficiency.
- Collaborates with the Criminal Investigator and law enforcement agencies by reporting licensee compliance history and suspected illegal activity. Prepares and presents licensee information and documentation to law enforcement as required.

Three years of experience conducting investigations of allegations, facts, behaviors, documents, laws, legal precedents and/or other information. Liquor Inspectors ensure licensees lawfully sell and serve alcoholic beverages. This position achieves this purpose by exercising independent judgment to determine eligibility; by educating, counseling and when necessary applying administrative sanctions. The position requires the exercise of discretion since the work often involves cases that are controversial and and/or sensitive in nature because of critical public opinion about issues such as neighborhood impact, drug and alcohol abuse, and organized crime.
Here are some of the essential duties you will perform:
- Manage an active compliance caseload, assess priorities and use discretion to plan scope and direction of investigations.
- Analyze and investigate the validity of complaints of liquor law violations
- Take appropriate action on valid complaints to ensure licensees comply with liquor on a short and long term basis.
- Visit licensed premises to observe activities, both undercover and openly, to assess liquor law compliance and assist licensees with compliance. Perform field inspections to monitor and enforce the liquor laws and rules.
- Refer non-liquor related violations/crimes to appropriate law enforcement agencies.
- Identify and evaluate causes of non-compliance with liquor laws and designs long and short term compliance building plans for license applicants, licensees and permittees.
- Make recommendations to licensees in the development of individualized control plans and monitors and supports these control plans.
- Collect, analyze and interpret technical reports of other professional disciplines such as police reports, court reports, and medical treatment reports for information about businesses that will help with compliance decisions.
- Analyze licensee business and financial records to detect the presence of unauthorized ownership and organized crime which may cause a violation or ineligibility.
- Locate, interview and depose witnesses associated with liquor law violations and assesses their credibility.
- Write clear, concise, formal reports on activities, administrative and criminal investigations. Document facts, reasons for conclusions and actions sufficient for use in administrative hearings or in criminal/civil court setting.Assist agency hearings case representatives in administrative hearings process as requested.
- Communicate effectively throughout the investigative process to ensure results and findings are understood.
- Exercise statutory authority of a peace officer in dealing with people involved in criminal violations of liquor and other related statutes. Issue criminal citations and assists in prosecution as appropriate.
- Detect, seize, maintain, control and dispose of evidence.
- Interpret, research and apply relevant statutes and rules, case law, attorney general opinions and OLCC policy to relevant facts. Analyze facts to decide appropriate action to gain compliance from licensees and permittees including education and counseling, warnings and notice of violation tickets. Deliver subpoenas, post license suspensions and verify suspensions are served.
- Assist in prosecution of administrative violations as requested by and appropriate. Testifies on behalf of the Commission at administrative hearings and court trials.

The Oregon Liquor Control Commission (OLCC) has multiple positions to fill and is looking for qualified candidates to join our Portland/Metro Regional Office as a Recreational Marijuana Regulatory Specialist.

Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
Marijuana Regulatory Specialists (MJRS’s) ensure licensees are lawfully producing and selling recreational marijuana products in the State. This position achieves this purpose by education and when necessary, using discretion to apply administrative sanctions.
Here are some of the essential duties you will perform:
- Independently, or as a member of a team, conducts site surveys and investigations of Oregon marijuana applicants and licensed businesses to assure compliance with state laws and rules that govern marijuana businesses.
- Collects, analyze, and interpret licensee’s business records and other records or technical reports (police and court reports, real estate documents, certifications from other agencies).
- Uses a radio frequency scanner to collect and record licensed premises marijuana inventory as needed. Compares scanned inventory data with recorded inventory in cannabis tracking system application to detect and assess shortages/overages in product quantities. Analyzes and reconcile financial and tax data from the application and reports. Reviews discrepancies with licensee to determine whether an investigation is in order.
- Documents site survey and investigation findings in narrative reports.
- Inspects production areas and plants or products for contaminants. Obtains and submits samples of product to be tested by third party laboratory.
- Reviews product labels for conformance to labeling requirements.
- Determines the validity of complaints of marijuana law violations by talking with complainant, licensee, witnesses (in person and over the phone); observing at the licensed business; and reviewing the compliance history of the business.
- Plans and conducts minor decoy operations with other law enforcement agencies or program staff. Recruits and trains minor decoys. Accompanies decoys into licensed businesses while purchases are made.
- Gathers, controls, and secures evidence according to procedures to preserve the integrity and chain-of-custody.
- Provides licensees with consultative assistance by educating or training on regulatory requirements and developing strategies for achieving compliance with rule and law such as implementing operational changes to the business. Follows up with licensees to ensure full compliance with requirements.
- Interprets regulatory requirements, analyzes facts and applies policy and standards to decide appropriate action to gain compliance from licensee.
- May review security plans and make recommendations for license revocation or other corrective actions if facilities are not meeting the Commission’s security goals.
- Prepares and presents documents needed for contested case hearing. Testifies on behalf of the Commission at administrative law hearings or in court.
- Communicates with people of diverse cultural, ethnic and socioeconomic backgrounds in a way that is sensitive to diversity.
- Recommends new policy and proposed or revised administrative rules to better serve the public, law enforcement community, marijuana industry, and government and special interest groups.
- Uses knowledge, best practices, and new technology to inform program operations and increase productivity and efficiency.
- Collaborates with the Criminal Investigator and law enforcement agencies by reporting licensee compliance history and suspected illegal activity. Prepares and presents licensee information and documentation to law enforcement as required.
- Other duties as assigned. E/NE determined on a case by case basis.
What do you need to qualify?
Three years of experience conducting investigations of allegations, facts, behaviors, documents, laws, legal precedents and/or other information. This experience must include preparing written reports using individual judgment in developing conclusions or recommendations that are subject to review in court, administrative hearings or comparable formal review process; OR
An Associate’s degree in criminal justice, human or behavioral sciences, business or public administration or other related field AND eighteen months of experience conducting investigations; OR
A Bachelor’s degree in law enforcement, criminal justice, human or behavioral sciences, business or public administration or other related field; OR
Any relevant combination of education and experience equivalent to three years.
Examples of experience that may qualify are regulatory compliance investigation; criminal investigation; child welfare investigation or eligibility determination; governmental benefit, business or mail fraud investigation; revenue audits; insurance claims or fraud investigation.

-Reviews patient absent report, followup on all medical paperwork,patient dose changes, lab results, physician orders, phase/level changes, and verbal orders. Coordination with hospitals, Courtesy dose locations, Jails, and PCP's to assure adherence to IHC protocol
-Places and/or oversees the placing of orders for methadone and other medication supplies.This position will ensure that there is sufficient scheduling coverage for nursing staff, they are effectively cross-trained for such ordering; receipt of ordered medications is facilitated with accuracy and efficiency upon the arrival of the medication.
- Promotes the delivery of quality care to patients by adhering to therapeutic standards; measuring health outcomes against patient care goals and standards; making or recommending necessary adjustments; and complying with applicable rules, including state licensing laws(OARS), federal rules governing substance abuse treatment centers and applicable IHC policies and directives.
-Ensures that the Dispensary is opened and closed in accordance with policy; staffing protocols are followed and establishes the nursing schedule; reviewing of all take-home medication changes and documents, evaluates Diversion Control procedures (patient callbacks, etc.)
-Conducts and/or oversees the administration of tests ordered by the physician including appropriate referrals for lab tests(blood) as required; patient vital signs; TB tests when required; and urine laboratory testing-Schedules and screens patients to be seen by the Medical Director and will assist the Medical Director with appropriate History and Physical assistance, as needed and required.-Actively participates in Treatment Team meetings and staff meetings; acts always in the best interest of the patients, the program and IHC.-Reviews medical records of potential patients for appropriateness to the MAT program.

We're an employee-centered company that is looking for a part-time (could possibly lead to full-time) Building Manager. Hours may be flexible for the right person. You must be a self-starter and have maintenance experience.

Position Summary: As the Building Manager you will oversee the safety and maintenance of our facility to ensure we are in compliance with all applicable regulations. You will complete or recommend and coordinate improvements to the property as needed to ensure a safe, functional, and appealing space.
Responsibilities and Duties:
- Maintain a safe environment with proper lighting, signage, and access
- Drafting and updating emergency plans and evacuation procedures
- Overseeing security, fire prevention, and other safety systems
- Scheduling regular building maintenance and other services
- Contracting professionals for repairs if unable to facilitate
- Monitoring building maintenance budgets
- Arranging for building improvements
- Overseeing contractors and inspecting completed jobs
- Hiring employees or contractors as needed to maintain, repair, or improve the property
- Providing training for employees as needed
- Evaluating employee performance and providing direction, correction, or additional training to ensure proper maintenance of the building
- Assisting with emergency response and evacuations procedures
- Assist in administration task as needed

Position Summary: The Packaging Department Manager role manages all activities associated with their team, to positively impact the overall department. Duties and Responsibilities:
- Assists in harvesting, processing and packaging finished medicine
- Keeps accurate records on each plant using Company system and protocols
- Records and tracks accurate weights and measurements of medicine throughout the processing and packaging procedures using company systems and protocols
- Maintains a clean, safe environment inside the processing area
- Inspects medicine for defects using a variety of magnification tools
- Calibrates, operates, cleans and stores packaging equipment including heat sealers, etc.
- Prints and applies labels to finished product; stores and inventories finished product according to Company policy and as directed by the Inventory Associate or Director of Operations
- Provides consistent oversight of extraction procedures, ensuring standardized requirements and accuracy
- Masters various techniques for marijuana extraction and infusion
- Expertise in COâ‚‚, butane and ethanol extraction methods as well as the purification, separation and isolation of various compounds of cannabis
- Knowledge of distillation techniques
- Maintains quality control measures to ensure a high-quality product
- Ensures compliance with State regulations and testing requirements
- Prepares inventory reports to ensure products are available, on point and in demand
- Maintains inventory of supplies, materials, equipment, including material safety data sheets for all chemicals and products
- Ensures accurate weighing and inventory
- Conducts cannabis plant extraction, including but not limited to the safe operation of open/closed loop systems, CO2 extraction, freeze drying, vacuum ovens, high pressure gas systems, and rotary evaporation.
- Demonstrate basic knowledge of cannabis medical products (distillate, oils, tinctures, topicals, concentrates, edibles etc.)
- Follow all company policies.
- Other duties as assigned.
- Attend work regularly as scheduled.
Basic Qualifications:
- High School Diploma or equivalent required
- Minimum of 1 year of experience in horticulture, botany, or related field
- Work history showing progressive responsibility, willingness to accept additional projects or challenges.
