Major Duties and Responsibilities
The Health Policy Analyst will be part of the CCA’s regulatory and policy team and will report to the CCA’s Health Policy and Data Manager. Although this position’s primary responsibility will be to assist with the development of public health-related regulations and the transition of regulatory oversight of Virginia’s Medical Cannabis Program to the CCA, the Health Policy Analyst also will be expected to help research and draft other cannabis policy and regulatory documents, as circumstances require. The Health Policy Analyst will:
- Assist in ensuring a smooth transition of regulatory oversight of the Medical Cannabis Program to the CCA and establishing the CCA’s maintenance of the Program.
- Maintain regular communication with the Virginia Board of Pharmacy as the Medical Cannabis Program transitions to the CCA.
- Collaborate with the CCA’s regulatory and policy team to develop medical cannabis procedures, policies, and proposals for the CEO’s and Board’s consideration and for possible use in future sessions of the General Assembly.
- Make recommendations and provide insights on legislative issues related to medical cannabis.
- Track and analyze both state and federal legal/policy changes.

The Virginia Cannabis Control Authority (CCA or Authority) is responsible for the regulation of a commercial market for adult-use marijuana in the Commonwealth. The CCA is an independent, apolitical subdivision of the Commonwealth that is governed by a five-member Board of Directors (Board) and led in day-to-day operations by a Chief Executive Officer (CEO).
The Health Policy Analyst will be part of the CCA’s regulatory and policy team. The Health Policy Analyst will report to the CCA’s Senior Health Policy Manager.
The Health Policy Analyst’s responsibilities will include supporting: (i) the analysis of future cannabis-related legislation introduced by members of the General Assembly; (ii) preparation of legislative proposals for the CEO’s and Board’s consideration and for possible use in future sessions of the General Assembly; (iii) preparation of analyses and public guidance concerning cannabis; (iv) the Senior Health Policy Manager’s liaison work with the Secretary of Health and Human Resources and Cannabis Public Health Advisory Council; and (v) outreach to government and external stakeholders. Primary Purpose
The purpose of this position is to assist the Health Director in developing, researching, and making recommendations regarding improving the operations and services of the public health department, specifically but not limited to environmental health, public health programs, and communicable and infectious diseases.
Supervision
Supervision Scope: Performs varied and responsible duties requiring the exercise of judgment and a thorough working knowledge of established departmental methods and policies to carry out assignments independently, analyze situations and conditions and plan and prioritize own activities.

- Overall coordination of internal and external project communications and meetings, including scheduling meetings, development of meeting agendas, detailed-notetaking, and further follow up as necessary, as well as drafting progress reports and monitoring achievement of project milestones
Minimum Qualifications:
- Master’s degree in public health or a related social or behavioral science field (May 2021 graduates will be considered)
- Demonstrated experience in digital health (e.g., smartphones, apps, wearable devices); emerging technologies and novel research methods; public health research and evaluation; and/or sensory-based data collection (e.g., wearables, smartwatches)
- Experience and/or coursework in quantitative and/or qualitative research methods
- Comfortable managing uncertainty and identifying the limits of tech used for research
- Good observation and communication skills
- Willingness to self-experiment using new wearables and connected devices
- Interested in the prospect of conducting fast-paced, exploratory pilots
- Proficiency with MS Office Suite (e.g., Proficiency in Word, Excel and PowerPoint is required; Proficiency in Visio or OneNote is a plus)
- Strong writing skills and ability to synthesize analysis results into clearly written scientific reports
- Demonstrated oral, written, and interpersonal communication skills; a writing sample is required
- Ability to work independently and manage multiple tasks simultaneously
- Excellent attention to detail and strong organization skills

Master's Level Research Analyst - Center for Health Analytics, Media, and Policy

The Center for Health Analytics, Media, and Policy performs economic, policy, and program evaluation research in public health, with an emphasis on research on tobacco, vaping, and cannabis. Our funding sources include a diverse set of contracts and grants with the FDA’s Center for Tobacco Products, CDC’s Office on Smoking and Health, the Centers for Medicare and Medicaid Services (CMS), and various state health departments around the country. The overarching goal of the Center is to conduct objective, theory-driven research and evaluations to guide the development and implementation of programs and policies and improve public health. The position offers significant professional development opportunities at a leading research organization with nationally recognized experience in public health research, including tobacco control, health services research, and innovative health surveillance including wearable sensors. This position involves supporting implementation and/or outcome evaluations in areas such as public health policy and media campaigns. The analyst will collaborate with several project teams and will work independently to efficiently manage multiple and overlapping timelines and deliverables.
This position will start out remotely due to the COVID-10 pandemic. When the RTI regional offices reopen, the candidate will need to be able to work in our Research Triangle Park, NC office.

Responsibilities:
- Assisting with theory-driven evaluation planning and study implementation, including working on a wide variety of qualitative and quantitative research activities
- Reviewing published and web-based literature and other information sources
- Assisting with coordination of qualitative or quantitative data collection, including contributing to survey instruments or moderator guides, notetaking during interviews or focus groups, conducting interviews, and coding of qualitative data
- Assisting in qualitative or quantitative data analysis under the direction of project or task leaders
- Preparing summaries, tables, and report sections according to style and format requirements of individual projects
- Presenting research findings to internal audiences, clients, and professional meetings
