Major Duties and Responsibilities
The Data Analyst will be part of the CCA’s regulatory and policy team and will report to the CCA’s Health Policy and Data Manager. This position’s primary responsibility will be to collect, analyze, monitor, and report internal and external data as it relates to cannabis, public health, and public safety. As an early hire of the CCA, the Data Analyst will be expected to assist in other duties, as they arise, and be willing to adapt as the Authority grows.
The Data Analyst will:
- Develop, collect, implement, analyze, and disseminate data and scientific findings.
- Identify, compile, evaluate, and access data sources to be used for surveillance and analysis of the behaviors, risk factors, and consequences of cannabis use.
- Conduct research to inform legislative, regulatory, and policy projects.
- Collaborate with stakeholders on statewide data collection and epidemiological efforts.
- Write, analyze, and form recommendations for the Authority.
- Produce and report data sourced from the CCA to inform the public health and safety work of the Authority.
- Design and implement data collection plans for internal measurement and external communication.
- Summarize monthly, quarterly, and annual data, highlighting trends over time.
- Map geographic data to identify education opportunities, gaps, and reach.
- Serve as a subject matter expert on cannabis data and research.
- Develop and maintain knowledge of federal and state laws, regulations, policies, data sources, and trends regarding cannabis, public health, and public safety.
- Prepare presentations and audience-friendly data products concerning cannabis.
- Represent the CCA on statewide workgroups focusing on substance misuse prevention.
Minimum Qualifications
- Knowledge of public health and public safety principles and practices.
- Experience in biostatistics, analysis, and interpretation of data.
- Ability to communicate effectively, both written and orally, with a variety of audiences.
- Resourceful analytical thinker and problem solver with excellent judgment.
- Strong proficiency in Windows-based computer software applications for developing documents, presentations, reports, and spreadsheets.

Major Duties and Responsibilities
- Serve as the primary manager of the CCA’s legislative activities.
- Coordinate the agency’s legislative affairs, including drafting, developing, and reviewing proposed legislation in consultation with the Director of Regulation and Policy and the Chief Regulatory Officer.
- Develop and maintain collaborative relationships with external governmental stakeholders and serve as primary point of contact for offices of members of the Virginia General Assembly.
- Track all CCA-related legislation, coordinate agency reviews and responses, and write and distribute legislative reports in accordance with statutory requirements;
- Make recommendations, provide insight, and advise the Director of Regulation and Policy on legislative issues.
- Attend General Assembly and other legislative committee meetings on an as needed basis and as directed by the Director of Regulation and Policy.
- Coordinate and prepare Fiscal Impact Statements on cannabis legislation introduced in the General Assembly.
- Coordinate and oversee the CCA’s regulatory activities.
- Review the CCA’s regulatory processes to ensure compliance with the Virginia Administrative Process Act;
- Monitor the CCA’s regulatory activities to ensure required steps are taken, handle required rulemaking filings, and assist with the review and development of written regulations;
- Review and provide guidance on regulations and statutes applicable to CCA operations to ensure agency policies are uniform and internal guidelines comply with relevant legal requirements; and
- Make recommendations to the Director of Regulation and Policy for regulatory proposals, policies, and procedures to ensure compliance and strategic goals are achieved.
Minimum Qualifications

- Demonstrated ability to approach complex public policy issues with a solution-oriented, strategic focus.

Major Duties and Responsibilities
The Health Policy Analyst will be part of the CCA’s regulatory and policy team and will report to the CCA’s Health Policy and Data Manager. Although this position’s primary responsibility will be to assist with the development of public health-related regulations and the transition of regulatory oversight of Virginia’s Medical Cannabis Program to the CCA, the Health Policy Analyst also will be expected to help research and draft other cannabis policy and regulatory documents, as circumstances require. As an early hire of the CCA, the Health Policy Analyst will be expected to assist in other duties, as they arise, and be willing to adapt as the Authority grows.
The Health Policy Analyst will:
- Assist in ensuring a smooth transition of regulatory oversight of the Medical Cannabis Program to the CCA and establishing the CCA’s maintenance of the Program.
- Maintain regular communication with the Virginia Board of Pharmacy as the Medical Cannabis Program transitions to the CCA.
- Collaborate with the CCA’s regulatory and policy team to develop medical cannabis procedures, policies, and proposals for the CEO’s and Board’s consideration and for possible use in future sessions of the General Assembly.
- Make recommendations and provide insights on legislative issues related to medical cannabis.
- Track and analyze both state and federal legal/policy changes.
- Observe best practices in cannabis regulation.
- Work to promote cannabis public health and safety.
- Support the Health Policy and Data Manager’s liaison work with the Secretary of Health and Human Resources and Cannabis Public Health Advisory Council.
- Represent the CCA on statewide workgroups focusing on substance misuse prevention.

The Public Affairs Manager reports to and advises the Director of Public Affairs on the authority’s day-to-day public affairs activities, and provides guidance and strategic recommendations on broad, complex, and highly visible public affairs issues.
About the Position
Provide management and oversight for the day-to-day operations of public affairs activities:
Manage and execute strategic messages, themes, policies, position papers, and briefings as part of a comprehensive and integrated strategic communications plan. Track and evaluate trends in public attitudes, opinions, and perceptions. This may include attending town halls, speaking with industry leaders, participation in meetings with state legislators, executive branch officials,
and other stakeholders to inform and shape current and future communications across all constituent organizations and interest groups. Conduct regulatory and policy research, review, and analysis surrounding cannabis in Virginia and report findings to inform current and future public affairs activities. Collaborate with CCA staff to develop strategic messaging related to the authority’s regulatory- and policy-making activities. Manage the agency’s public-facing website and social media channels.
Serve as a technical expert on all media matters:
Maintain a constant awareness of media trends and issues affecting the CCA and provide recommendations on appropriate responses, as needed. Identify opportunities for CCA staff to provide subject-matter expertise in the media to include news segments, op-ed, public speaking engagements, and other media. Serve on taskforces and workgroups to develop and recommend appropriate responses for the Authority to emergencies and other situations that require an immediate response. Provide media training to CCA leadership and subject matter experts.
Provide administrative management and support for community and public engagement activities:
Plan and coordinate agency town halls and public appearances for CCA leadership. This includes managing logistics, working with leadership to develop content for presentations, and attending events. Articulate and defend the authority’s position on cannabis-related issues; promote and create awareness of its mission with the Virginia General Assembly, across all state agencies and interest groups, and the public. Oversee the development of responses to citizen and stakeholder queries on cannabis posed to the governor’s office, the authority, and other agencies.

Position Details
With a focus on advancing public safety, public health, and consumer protection, the Virginia Cannabis Control Authority (CCA or Authority) is responsible for the regulation of cannabis in the Commonwealth. This mission includes potential regulation of any future adult-use retail market created by the General Assembly and assuming oversight in the next fiscal year of the Commonwealth’s existing medical cannabis program.
The CCA is an independent, apolitical subdivision of the Commonwealth that is governed by a five-member Board of Directors (Board) and led in day-to-day operations by a Chief Executive Officer (CEO).
The Authority is currently searching for its first Chief Administrative Officer to build, lead, and support the CCA’s Human Resources (HR), Finance, Information Technology (IT), and Procurement functions. The CAO will report to the Authority’s CEO and work closely with other C-Suite officers as part of the CCA’s executive team. The CAO will be responsible for providing strategic leadership and will work with the CEO and other executives to establish long-range goals, strategies, plans, and policies that support timely and effective implementation of the Authority’s statutory mandates and goals.
Essential duties of the
CAO
include but are not limited to the following:
- Development for CEO and Board approval of policies, procedures, systems, and norms needed for the management of the HR, IT, finance, and procurement functions, including in the near-term creation and implementation of streamlined HR and procurement policies suitable for a start-up government entity.
- Establishment, in consultation with the CEO and other executives, of short- and long-term strategic and operational priorities.
- Management and allocation of the Authority’s resources consistent with its mission and statutory mandates.
- Compliance with all applicable state legal and policy requirements for HR, IT, procurement and finance.
- Development of internal control systems for the Authority’s fiscal and procurement operations.
- Recruitment, training, and management of staff required to carry out HR, IT, procurement and finance functions, subject to consultation with the CEO and the Board.
- Planning, development, organizing, implementing, directing, and evaluating the Authority’s fiscal performance, including management of the Authority’s relations with the VA Department of Planning and Budget.
- Ensuring budget awareness and accountability across the Authority through information sharing, advice, and support.
- Working with the CEO, other executives, and the Board to develop strategic and operational priorities to ensure the successful growth of the CCA.
- Provision of timely and accurate guidance to the CEO and Board concerning financial management issues such as revenue forecasting, budget development and monitoring, strategic and operational planning, and performance measurement.
As one of the initial hires of the CCA, the CAO will likely be called upon to assist in other duties and must be willing to fill gaps in work where they arise and evolve with the Authority as it grows.
Minimum Qualifications
- Bachelor’s degree in finance, business administration, human resources, or a related field.
- Strong knowledge of business analysis methods and concepts relating to statistical analysis, strategic planning, economics, performance analysis, and reporting.
- Experience with state procurement rules, responsibilities, and laws.
- Familiarity with human resources management concepts and activities.
- Knowledge of Generally Accepted Accounting Principles.
- Experience with state finance, accounting, and budgetary policies, procedures, and systems.
- Ability to plan, direct, and manage a diverse staff of professionals and support personnel to accomplish assigned responsibilities in a high pressure, fast-paced environment with changing priorities.
- Ability to analyze complex accounting problems in a deadline-oriented environment and perform routine and ad hoc analysis of agency financial data that can serve as the basis for recommendations on actions that will improve operations.
- Ability to analyze human resources issues and provide guidance on discipline, benefits, recruiting, compensation, training, performance, and retention.

- MBA or other related graduate degree.

The Authority is currently searching for a Senior Manager, Public Affairs to help lead the Authority’s external communications and public affairs activities. The Senior Manager, Public Affairs will be a senior member of the CCA’s Regulatory, Policy, and External Affairs team and report to the team’s Chief Officer. Over time, the Senior Manager will supervise at least one staff member. The Senior Manager, Public Affairs will be responsible for providing strategic leadership and serving as lead manager for external communications that promote the Authority’s mission, policies, and public safety initiatives and ensure public awareness of the Authority’s contributions to the Commonwealth.
Essential duties of the Senior Manager, Public Affairs include but are not limited to the following:
- Management of all facets of the CCA’s external communications efforts with a focus on maintaining and enhancing its image and reputation.
- Tracking all issues affecting the CCA and managing communications related to those matters.
- Serving as agency spokesperson and managing the development of strategic messages to stakeholders, pitching stories to the media, overseeing the research, development and timely distribution of news releases and social media posts as well as the research and development of key messages and talking points for the CCA’s leadership.
- Supervising the management and administration of CCA social media platforms.
- Provision of media training to leadership and subject matter experts, as needed.
- Overseeing the development of responses to citizen/stakeholder queries on cannabis posed to the Governor’s office, the CCA, and other agencies.
- Leading the selection and management of outside vendors providing communications services.
- Serving as the Authority’s lead public information officer (PIO) during high-profile events, including those warranting crisis communications planning.
- Serving as the lead manager for standing up and maintaining the Authority’s website, including ensuring it is current and houses compelling content furthering the CCA’s mission, strategic goals, and statutory mandates.
- Collaborating with Senior Policy Managers and Policy Analysts to develop strategic messaging related to the Authority’s rule-making and enforcement activities.

Position Details
With a focus on advancing public safety, public health, and consumer protection, the Virginia Cannabis Control Authority (CCA or Authority) is responsible for the regulation of cannabis in the Commonwealth. This mission includes potential regulation of any future adult-use retail market created by the General Assembly and assuming oversight in the next fiscal year of the Commonwealth’s existing medical cannabis program.
The CCA is an independent, apolitical subdivision of the Commonwealth that is governed by a five-member Board of Directors (Board) and led in day-to-day operations by a Chief Executive Officer (CEO).
The Authority is currently searching for its first Chief Administrative Officer to build, lead, and support the CCA’s Human Resources (HR), Finance, Information Technology (IT), and Procurement functions. The CAO will report to the Authority’s CEO and work closely with other C-Suite officers as part of the CCA’s executive team. The CAO will be responsible for providing strategic leadership and will work with the CEO and other executives to establish long-range goals, strategies, plans, and policies that support timely and effective implementation of the Authority’s statutory mandates and goals.
Essential duties of the
CAO
include but are not limited to the following:
- Development for CEO and Board approval of policies, procedures, systems, and norms needed for the management of the HR, IT, finance, and procurement functions, including in the near-term creation and implementation of streamlined HR and procurement policies suitable for a start-up government entity.
- Establishment, in consultation with the CEO and other executives, of short- and long-term strategic and operational priorities.
- Management and allocation of the Authority’s resources consistent with its mission and statutory mandates.
- Compliance with all applicable state legal and policy requirements for HR, IT, procurement and finance.
- Development of internal control systems for the Authority’s fiscal and procurement operations.
- Recruitment, training, and management of staff required to carry out HR, IT, procurement and finance functions, subject to consultation with the CEO and the Board.
- Planning, development, organizing, implementing, directing, and evaluating the Authority’s fiscal performance, including management of the Authority’s relations with the VA Department of Planning and Budget.
- Ensuring budget awareness and accountability across the Authority through information sharing, advice, and support.
- Working with the CEO, other executives, and the Board to develop strategic and operational priorities to ensure the successful growth of the CCA.
- Provision of timely and accurate guidance to the CEO and Board concerning financial management issues such as revenue forecasting, budget development and monitoring, strategic and operational planning, and performance measurement.
As one of the initial hires of the CCA, the CAO will likely be called upon to assist in other duties and must be willing to fill gaps in work where they arise and evolve with the Authority as it grows.
Minimum Qualifications
- Bachelor’s degree in finance, business administration, human resources, or a related field.
- Strong knowledge of business analysis methods and concepts relating to statistical analysis, strategic planning, economics, performance analysis, and reporting.
- Experience with state procurement rules, responsibilities, and laws.
- Familiarity with human resources management concepts and activities.
- Knowledge of Generally Accepted Accounting Principles.
- Experience with state finance, accounting, and budgetary policies, procedures, and systems.
- Ability to plan, direct, and manage a diverse staff of professionals and support personnel to accomplish assigned responsibilities in a high pressure, fast-paced environment with changing priorities.
- Ability to analyze complex accounting problems in a deadline-oriented environment and perform routine and ad hoc analysis of agency financial data that can serve as the basis for recommendations on actions that will improve operations.
- Ability to analyze human resources issues and provide guidance on discipline, benefits, recruiting, compensation, training, performance, and retention.
Preferred Qualifications
- MBA or other related graduate degree.
- Five years of progressively responsible experience in the management or control of significant or comparable business administrative functions; experience in both the public and private sectors is preferred.

The Senior Policy Manager will be part of the CCA’s regulatory and policy group, a member of the group’s leadership team, and report to the CCA’s Chief Officer – Regulatory, Policy, and External Affairs.
The Senior Policy Manager’s responsibilities also will include supporting: (i) the analysis of future cannabis-related legislation introduced by members of the General Assembly; (ii) preparation of legislative proposals for consideration by the Authority’s CEO and Board as well as for possible use in future sessions of the General Assembly; (iii) preparation of analyses, reports, and public guidance concerning cannabis; and (iv) outreach to relevant government and external stakeholders. The Senior Policy Manager will be expected to develop and maintain expertise in cannabis regulation, including acquiring deep knowledge of the industry, federal legal/policy changes, and best practices in cannabis regulation. In addition, as an early hire of the CCA, the Senior Policy Manager will be expected to assist with other duties, as they arise, and be willing to adapt with the Authority as it grows.

- Extensive experience in public policy development, research, and analysis.
- Knowledge of Virginia’s regulatory and legislative processes.
- First-rate writing skills and the ability to communicate effectively with a variety of audiences.
- Resourceful analytical thinker and problem-solver with excellent judgment.
- Willingness to adapt to the needs of a new state entity regulating a rapidly-evolving industry.
- Strong proficiency in Windows-based computer software applications for developing documents, presentations, reports, and spreadsheets.
- Bachelor’s Degree in Political Science, Government, Economics, or a related field.
Preferred Qualifications
- Knowledge of cannabis regulation and public policy in Virginia, other states, and at the federal level.
- Knowledge of the cannabis industry.
- Virginia government experience.
- Experience managing staff.

The Health Policy Analyst’s responsibilities will include supporting: (i) the analysis of future cannabis-related legislation introduced by members of the General Assembly; (ii) preparation of legislative proposals for the CEO’s and Board’s consideration and for possible use in future sessions of the General Assembly; (iii) preparation of analyses and public guidance concerning cannabis; (iv) the Senior Health Policy Manager’s liaison work with the Secretary of Health and Human Resources and Cannabis Public Health Advisory Council; and (v) outreach to government and external stakeholders. The Health Policy Analyst will be expected to develop and maintain expertise in cannabis regulation, including acquiring deep knowledge of the industry, federal legal/policy changes, and best practices in cannabis regulation. As an early hire of the CCA, the Health Policy Analyst will be expected to assist in other duties, as they arise, and be willing to adapt as the Authority grows.
Minimum Qualifications
- Knowledge of public health and experience in public policy development, research, and analysis.
