GENERAL STATEMENT OF DUTIES: To serve in a responsible capacity to the Director and Deputy Director by relieving them of administrative details in connection with planning, coordinating, directing and controlling the Department of Administration’s functions and programs, specifically in regard to the application and implementation of all legal aspects; and to do related work as required.

Illustrative Examples of Work Performed
To assist the Director of the Department of Administration and the Deputy Director in the overall planning and administration of departmental activities in regard to the application and implementation of all legal aspects.
To serve in a responsible capacity to the Director and Deputy director by relieving them of administrative details in connection with planning, coordinating, directing and controlling the Department of Administration’s functions and programs.
To contact division chiefs and other officials for the purpose of obtaining information and recommendations for the planning of programs and policies.

To provide legal assistance to the Director, the Deputy Director and Associate Directors as required in carrying out responsibilities.
To serve as Chief Legal Officer for the Department of Administration with responsibility for directing the work of a staff engaged in providing legal advice and services for the Department.
To be responsible for the work of the staff engaged in:
providing legal opinions to the Director and staff of the Department; preparing for the director draft material for proposed amendments to the General Laws administered by the Department; drafting rules and regulations concerning the provisions of such General Laws; development of manuals of precedents based upon policy statements of the Director for guidance of all individuals making decisions under such General Laws; preparing legal guidance on specific matters for the personnel of the Department; and developing and planning a legislative program.
To represent the Department before federal and State courts.
To participate in the formulation and effectuation of overall legal policy; to be responsible for the planning and programming of divisional activities; and to coordinate such activities with overall departmental activities.
To supervise and conduct administrative adjudication hearings together with subsequent judicial enforcement actions, regarding persons who violated any of the laws or rules or regulations administered by the Department.
To supervise and conduct administrative adjudication hearings involving appeals from actions of the Personnel Administrator and the Tax Administrator and complaints pursuant to the Americans With Disabilities Act.
To advise and represent the Registry of Motor Vehicles in the Implementation of its duties and responsibilities under applicable laws and regulations.
To do related work as required.
Required Qualifications for Appointment
KNOWLEDGES, SKILLS AND CAPACITIES: A knowledge of the principles and practices of public administration; the ability to make complex fact-finding studies of departmental functions, operation, policies and programs; the ability to exercise judgement in selecting, briefing and presenting pertinent material or analytical reports for the use of a superior for his evaluation of the effectiveness of such functions, operations, policies and programs; the ability to work in a liaison capacity between the Director and departmental officials for the purpose of following up action taken on the Director’s suggestions, recommendations or decisions and to prepare reports on findings; a thorough knowledge of the provisions of the Rhode Island General Laws administered by the Department; the ability to interpret the provisions of such General Laws and to prepare opinions relating thereto for use in the administration of the functions of the Department; the ability to prepare, or direct the preparation of, briefs and ruling and miscellaneous legal documents; the ability to draft rules and regulations having the force and effect of law, consistent with the purpose and provisions of these General Laws; the ability to exercise independent judgement in making decisions in unusual cases involving legal matters; the ability to plan, organize, coordinate, and direct the work of a staff, including attorneys, engaged in handling departmental matters of legal nature; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education: Such as may have been gained through: graduation from a college of recognized standing and from an accredited law school; and
Experience: Such as may have been gained through: employment in a responsible position involving the making of administrative studies and analyses of the effectiveness of programs and policies and the making of reports thereon; or employment in a responsible position involving the following up of directions and instructions of a superior to subordinate officials relative to the management and control of governmental or industrial operations and the making of reports thereon, and considerable employment in a responsible administrative and supervisory capacity within a legal services program involving the interpretation of law and the application of pertinent laws, rules and regulations, decisions or policies.

Helbraun & Levey LLP (the “Firm”) is NYC’s premier hospitality law firm and, despite Covid and its devastating effect on the hospitality industry, our 19-person firm is growing. We are looking for a Professional Legal Administrator to help us refine our administration, personnel, finance, facilities, and business systems.
We are tight knit group and we love what we do. We are looking for someone with significant hands-on law firm experience to join our team and bring us to the next professional level. You will handle key administrative and financial responsibilities and you will report directly to the Firm’s partners.

ABOUT THE POSITION
The Legal Administrator will work closely with the partners on firmwide strategy including setting financial goals, developing and analyzing financial and customer relations systems, and creating accurate financial reporting. The Legal Administrator will also handle all HR, PTO, scheduling, and employee benefit matters, acting as the primary liaison between the Firm and its employees, on the one hand, and its professional employer organization and benefit providers on the other.
The job will be an in-office position once Covid is under control but will be a remote position until such time as the Firm deems it safe to return to an office setting. Candidates must live within reasonable commuting distance of New York City, either in New York City or in the commutable Tri-State Area.

ESSENTIAL ELEMENTS OF THE JOB
- Business and Strategic Planning - Collaborate with the Firm’s partners and section chairs to create an annual business plan and budget for each section. Work with the partners to improve financial controls and analyze key financial reports to identify inefficiencies in the firm and identify opportunities for improvement to the Firm’s growth and bottom-line.
- Human Resources Management - Implement and enforce the Firm's personnel rules and employment policies. Evaluate positions, workloads, and capacity to determine attorney and non-attorney hiring needs. Assist the partners in recruiting, interviewing, and screening applicants for attorney and non-attorney positions. Coordinate employee leave and position coverage, supervise payroll, and administer the Firm’s benefit plans.
- Workflow and Business Systems - Create and improve critical business systems to ensure profitable operations. Ensure all systems are documented (policies, procedures, templates) and organized. Create an internal audit system to trigger alerts when systems are not working optimally, investigate the reason for the failures, and propose solutions (whether related to personnel, technology, workflow, etc.).
- Vendor Management - Coordinate with and supervise bookkeeping and escrow accounting. Liaise with IT professionals, and other Firm vendors and professional service providers to facilitate the smooth operation of the back-end operations of the Firm.
- Facilities Management - Refine and maintain the Firm’s technology infrastructure to minimize waste and maximize internal efficiencies within the Firm. Approve the purchasing of office equipment and supplies using the approved budget. Ensure emergency protocols are in place and staff are trained to execute them.
Candidates must demonstrate proven success in:
- Helping law firm businesses navigate the complexities of rapid growth;
- Navigating billable hour software, and assisting law firms in streamlining related protocols, and in training law firm personnel in proper and efficient utilization of such platforms;
- Refining business processes to improve law firm profitability;
- Using project management to ensure clients’ matters are handed appropriately, legal & ethical requirements are met, and clients receive excellent service;

REQUIRED EXPERIENCE AND EDUCATION
The candidate must have prior experience working in a law firm setting, and must possess exceptional interpersonal skills, writing ability and problem-solving capabilities. Candidate must have the ability to thrive in a fast-paced working environment. Prior experience in operational process refinement, budgeting and financing, human resource systems and administration, legal billing software, and marketing is of the highest importance. While not a requirement, a strong preference is given to candidates who have prior experience working with CLIO (Manage) and/or CLIO (Grow).
COMPENSATION
Salary is dependent upon experience. The compensation package includes an incentive program commensurate with performance that will consider Firm growth and profitability.

Legal Admin Assistant
Position Objective:
Provide financial and legal administrative support and deliverables for Medicine Man Technologies Legal Department.
Essential Functions:
· Manage complex activities, including coordination of appointments and hearings for executive(s) as well as, scheduling and meeting/ event logistics. Keep executives informed as required. Arrange conference calls, video conferences or data conferences across multiple time zones, occasionally including international participants.
· Organize and maintain the company’s legal and financial files, execute company’s document retention policy and maintain documentation as necessary.
· Prepare a range of correspondence and deliverables as directed by executives, including proof-reading of documents prepared by others.
· Provide detailed agendas, meeting notes, and support for executives attending meetings. Follow up on action items and report status to executives as necessary.

· Keep current and be knowledgeable on company’s tools, processes and technology. Educate executives on new and existing tools, legal processes and technology in order to enable the company’s overall strategy.
