GENERAL STATEMENT OF DUTIES: To assist a superior in the exercise of his/her duties with the responsibility for directing the work of a staff engaged in providing legal advice and services for the department; to participate in the formulation of overall policy and draft statements of such policies; as required, to perform legislative liaison functions for superior in order to insure that departmental decisions and policies are compatible with federal and state statutes and directives; and to do related work as required.
SUPERVISION RECEIVED: Works under the administrative direction a superior with wide latitude for the use of independent judgement and initiative; work is reviewed for results obtained and conformance to established policies, provisions of the laws, rules and regulations.
SUPERVISION EXERCISED: Assists a superior in directing the work of a staff composed of attorneys and stenographic assistants; reviews work in progress or upon completion for proficiency and conformance to law, rules and regulations.

To research, develop and draft required changes in legislation.
To provide information and consult with elected officials concerning the various programs of the department.
To represent the department in cases before federal and state courts.
To participate in the formulation and effectuation of overall legal policy.

Required Qualifications for Appointment
KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of the legislative process and the ability to analyze, interpret, research, write and explain federal and state legislation and directives affecting the department and its programs; a thorough knowledge of the department’s programs, objectives, techniques and procedures and the ability to evaluate the effect of legislation on these programs; the ability to exercise judgement in making decisions in unusual cases involving legal matters; the ability to plan, organize, coordinate and direct the work of a staff of employees including attorneys engaged in handling departmental matters of a legal nature; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education: Such as may have been gained through: graduation from an accredited Law School; and
Experience: Such as may have been gained through: employment in a responsible supervisory position within a legal services program involving the interpretation of law and the application of pertinent laws, rules, regulation, policies and decisions.
Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
SPECIAL REQUIREMENTS: Applicant must be a member of the Rhode Island bar and must maintain such membership as a condition of employment.
Supplemental Information
Candidate must have a Juris Doctorate Degree and be a member of the Rhode Island Bar.
Position to provide legal support and services to various divisions of the Department, which include Commercial Licensing, Gaming and Athletics, Cannabis, Financial Services and Building, Design and Fire Professionals. Work to be performed includes legal research and writing, legal advice and guidance, enforcement proceedings and appeals, counsel to boards, drafting and evaluation of regulations and legislation, formulation and effectuation of legal policy and related work as required.

GENERAL STATEMENT OF DUTIES: To be responsible for performing professional analysis and research of complex and critical issues impacting the state budget, regulation, or policy structures including, but not limited to, forecasting revenue and budget drivers such as program growth and/or enrollment, evaluating expenditures and investments; to perform cost-benefit analysis and research of a quantitative and qualitative nature used to develop state government policy and programs and evaluate their effect; to determine the impact of legislation proposed by the Governor and/or General Assembly; and to do related work as required. SUPERVISION RECEIVED: Works under the general supervision of a superior from whom assignments are received with latitude for the exercise of initiative and independent judgement; work is reviewed through conferences and reports upon completion for results obtained and for conformance to law, rules and regulations, instructions, objectives and departmental policies. SUPERVISION EXERCISED: Usually none, but interacts with administrative support staff and internal and external colleagues on a regular basis.

To estimate the impact on the state budget of program and policy changes and the impact of legislation proposed by the Governor and/or the General Assembly. To utilize research data in order to make recommendations to policy officials to improve existing programs, combine programs, utilize resources and determine the net impact and feasibility of such proposed changes. To write policy and position memos, technical reports or other documents based upon research, investigation or analysis. To present analysis results and make recommendations to policy officials with information necessary to make informed decisions and take appropriate action on specific state program operations, issues and policies. To develop recommendations designed to improve efficiency and effectiveness. To attend meetings with appropriate personnel to discuss recommendations and related implementation issues, as required. Required Qualifications for Appointment

Supplemental Information
The economic and policy analyst in the Office of Cannabis Regulation will be expected to:
+ Track and evaluate relevant policy developments in other cities and states as well as the federal government;
+ Monitor cannabis-related legislation in the Rhode Island General Assembly and provide analytical and logistical support to the Office's engagement with the legislature;
+ Research and make recommendations related to best practices in the design of policies related to adult-use marijuana, medical marijuana, industrial hemp, and related topics;
+ Provide ad-hoc, project-based support to the OCR Chief, Senior Economic and Policy Analyst, Legal Counsel, and Associate Director on matters including, but not limited to, policy development and implementation; regulatory review; licensee applications and renewals; compliance; and community/external affairs
