The City of Oxnard's Community Development Department is seeking a Code Compliance Manager to lead an organization that is delivering on the City Council's mission for clean, safe, prosperous and attractive neighborhoods. This key leader will manage a successful and productive code compliance organization by using a combination of employee and community engagement, professionalism and diplomacy.
WHAT YOU’LL DO:
- Lead a team of code compliance professionals who engage with the public in response to potential violations of state and local public health, safety, and nuisance ordinances, codes and regulations.
- Manage priorities by distributing work to assigned staff while ensuring safe work practices, work quality and accuracy.
- Develop, recommend and implement goals, policies and procedures that are aligned with City priorities relative to community codes and regulations.
- Partner with internal and external Public Safety departments, regional Environmental Health and Safety organizations and other agencies.

Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.
DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Inspections Field Supervisor in that it provides coordination and oversight of code compliance and inspection services and participates in policy development and resource monitoring.
WORK SCHEDULE:
The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am-5:00pm. Depending on the work assignment staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs.

- Oversees and assists in the weed abatement program including periodically inspecting property and issuing abatement notices, including contracting with weed abatement contractors.
- Prepares, presents and defends infraction citations in court.
- Conducts preliminary reviews of administrative citations. Prepare, present and defend administrative citations in hearings.
- Responds to questions and concerns from the general public; provides information as is appropriate and resolves complaints.
- Performs other duties of a similar nature and level as assigned.

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates:
Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service.
Administrative Leave:
Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation:
The City contributes 1% to a deferred compensation program.
Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:
Level One – For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City’s monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee.
If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.
Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,774.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
Holidays:
The City observes 12 holidays per year
Life Insurance:
City employees receive Basic Life Coverage ($5,000) + AD&D ($10,000) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
Tuition Reimbursement:
Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year.

Driscoll’s operates a several research farms which form a critical part of the overall business. The Technical Grower supports the Farm Manager in growing high quality crops for the breeders and other researchers. Responsibilities include all aspects of growing operations for raspberry, blackberry, blueberry and strawberry substrate and soil test plots for the Oxnard area. The focus of this position will be new technology implementation, irrigation, fertilization, environmental data monitoring, pest & disease management, and running an advanced irrigation system. Collaborating well with over a dozen breeders and researchers in performing the farming of their trials is key to this role.
Responsibilities
- Lead the development of new technologies in the R&D substrate and soil test plot farms.
- Oversee the agronomy of all crops in substrate and soil production systems, working with the existing research farm teams to grow the crops to best commercial practice.
- Review recipes and implement proper fertility program for the four berries.
- Manage the implementation of new technologies in designated area of focus.
- Gather vendor information and lead the decision-making process of selecting a provider of a new technology purchase.
- Oversee operation of complex irrigation system such as PRIVA and Famidan and support continuous improvement of this system.
- Manage a team of technicians by giving guidance on irrigation a fertility decision, daily/weekly tasks and long-term planning and training.
- Ensure correct EC, pH and fertility are maintained in correct ranges through analysis of daily data collection and oversight of irrigation system maintenance.
- Communicate weekly with internal customers (breeders, entomologists, plant pathologists, and applied researchers) on fertilization, pest/disease management, and other farming duties.

Candidate Profile

- Berry production knowledge, including direct experience with soft fruit production, would be highly desirable.

- Pesticide Control Advisor (PCA) and Certified Crop Advisor (CCA) is a plus.

with strong technical and customer service skills to be part of the Community Development team. This individual must be comfortable applying technical knowledge while following proper inspection techniques. The ideal candidate will have the ability to inspect and identify code and ordinance violations and determine the most effective method of alleviating violations, and must be able to effectively communicate verbally and in writing. This person is able to investigate and resolve problems diplomatically and calmly, while thriving in a fast-paced environment.
The ideal candidate will be detail-oriented and able to work with accuracy and careful attention to detail. This position will be responsible for providing code enforcement relating to public health, nuisance abatement, code enforcement activities and related municipal enforcement activities.
Under direct supervision, Code Compliance Inspector I/II performs the full array of duties assigned to classes in the Code Compliance Inspector series including the investigation of potential violations of state and local public health and safety, and nuisance ordinances, codes and regulations and the enforcement, through mitigation and issuance of citations, of pertinent codes and ordinances; demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; performs related duties as required.

General supervision may be provided by higher-level code compliance personnel. Incumbents of this class do not routinely exercise supervision.
WORK SCHEDULE: The normal work week is Monday-Thursday, 8:00am - 6:00pm, and alternating Fridays, 8:00am - 5:00pm. The schedule also includes a monthly rotation of Saturday shifts. This position may be required to be available to work additional hours as needed to respond to workload needs. This position is eligible for overtime pay.

License, Certification and Other Requirements:

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Vacation Time:
Full time employees accrue vacation time at a rate of 4.08 - 7.77 hours per pay period based on years of service.
Sick Time:

Bilingual Pay:

Educational Incentive:

The City contributes $1,543.00 per month toward medical insurance premiums and an additional $66.80 per month for dental insurance premiums. For those employees who waive the medical the City will contribute $1,243.00 per month. Any unused dental premium monies are paid to the employee.
Life Insurance:
City employees receive Basic Life Coverage and have the option to purchase additional insurance.
Deferred Compensation:
The City contributes 1% to a deferred compensation program.
Tuition Reimbursement:

DISTINGUISHING CHARACTERISTICS:
The Management Analyst I is the professional entry-level class in the Management Analyst series. The Management Analyst II is the journey class in the management analyst series. WORK SCHEDULE:

Minimum Qualifications
The following are minimum qualifications necessary for entry into the classification:
Education and/or Experience:
Management Analyst I. A Bachelor's degree from an accredited college or university with major coursework in public administration, accounting, economics, communications or a closely related field. A Master's degree would be desirable.
Management Analyst II. Possess one (1) year in an administrative capacity involving analytical report writing, research, program evaluation of in municipal government comparable to a Management Analyst I and a Bachelor's degree from an accredited college or university with major course work in public administration, accounting, economics, communications or a related field to the area of assignment. A Master's degree is desirable.
License, Certification and Other Requirements:
Possession of, or ability to obtain a valid, class C California driver's license.

The Assistant Technical Grower supports the Research Farm Technical Grower in growing high quality crops for the breeders and other researchers. Responsibilities include collecting various data, graphing, and submitting weekly reports to various stakeholders for crop health such as lysimeter EC & pH’s, irrigation and fertilization application records, pest and disease scouting reports, pesticide records, and soil water/tissue samples. Technical growing aspects such as running an advanced irrigation system, preparing fertilizers, and at times applying pesticides are also integral to this position. Collaborating well with over a dozen breeders and researchers in performing the farming of their trials is key to this role.
Responsibilities
- Assist the Growing Supervisor with appropriate and timely irrigation practices based upon tensiometer readings, lysimeter measurements, weather, stage of growth, and general plant observations.
- Walk test plots regularly to monitor overall crop health, check for any issues and coordinate with the Technical Grower and Supervisors to implement pest control, irrigation, and plant nutrition.
- Assist the Grower in ensuring appropriate fertilization and acidification practices based on berry type, stage of growth, lysimeter readings, tissue and soil nutritional analysis, climate, and if any nutritional deficiencies or toxicities are present.
- Serve as lead for irrigation team and can make decisions on what takes priority and how a task should be done to be most efficient and maintain a high standard for quality work.
- Communicate weekly with internal partners such as breeders, entomology researchers, and applied researchers on irrigation, fertilization, pest management, and other farming duties.
- Make daily irrigation adjustments based on lysimeter data and with guidance of Technical Grower, make sure data is being sent daily by email.
- Maintain lysimeter stations and make sure they are appropriate for the valve/experiment with proper name and that they are clean.
- Ensure Priva and all its components are in working order.
- Ability operate wells and irrigate soil-grown crops.
- Assist the Research Associate with oversight and execution during special project design, installation, and daily/weekly management of such projects.

Crop Management

· Knowledge of proper greenhouse climate control systems (ideally Priva, Argus, or equivalent) to combat adverse climates and like extreme cold, heat, dry or wet weather to maintain consistent growing conditions
Pest and Disease Management
· Able to scout for pests and diseases, and train others to do so effectively
· Able to plan for and maintain an IPM program, including preventative sprays for both insects and plant diseases, record keeping, reporting, storage, and spray equipment maintenance

Positions assigned to this class are flexibly staffed and are normally filled by advancement from the lower class of Management Analyst I, or if filled from the outside requires prior professional administrative analysis experience. This classification is distinguished from the I level by the performance of budget management and analytics, independent work and decision-making, and direct and indirect supervision over lower level subordinates.
SUPERVISION RECEIVED/EXERCISED:
Direction is provided by higher-level management or administrative personnel. Functional or technical supervision is exercised by the Management Analyst II level to lower level support and professional staff.
WORK SCHEDULE:
The normal work week is Monday through Thursday, 8:00am to 6:00pm and alternating Fridays, 8:00am to 5:00pm. This position may be required to be available to work additional hours as needed to respond to workload needs. This position is not eligible for overtime pay.
Essential Functions

- Investigates, analyzes, and prepares recommendations in relation to proposals for new or improved programs, applies for grants, services, equipment, and personnel; investigates and prepares reports on specific requests and complaints pertaining to various governmental activities.
- Gathers and analyzes data on existing programs, conducts surveys and prepares proposals including financing, and organization requirements; assists in the design and implementation of systems and forms for use in operation.
- Conducts surveys and performs research and statistical analyses on administrative, fiscal, personnel, and operational problems.
- Represents the city in inter-program, community, and professional meetings and projects as required; assists in coordinating inter-program or inter-agency activities or city programs.
- Manages special projects and tasks as assigned by management.
- Coordinates with interdepartmental staff to verify compliance with cannabis business and land use permit requirements.
- Performs related duties as assigned.
Minimum Qualifications
The following are minimum qualifications necessary for entry into the classification:
Education and/or Experience:
Management Analyst I. A Bachelor's degree from an accredited college or university with major coursework in public administration, accounting, economics or a closely related field. A Master's degree would be desirable.
Management Analyst II. Possess one (1) year in an administrative capacity involving analytical report writing, research, program evaluation of in municipal government comparable to a Management Analyst I and a Bachelor's degree from an accredited college or university with major course work in public administration, accounting, economics or a related field to the area of assignment. A Master's degree is desirable.
License, Certification and Other Requirements:
Possession of, or ability to obtain a valid, class C California driver's license.
Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors.

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates:
Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service.
Administrative Leave:
Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation:
The City contributes 1% to a deferred compensation program.
Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health and Dental:
The City contributes $1,543.00 per month toward medical insurance premiums and an additional $66.79 per month toward dental insurance premiums. For employees who waive the medical, the City contributes $1,243.00 per month. Unused Dental premium monies are paid to the employee.
Holidays:
The City observes 12 holidays per year
Life Insurance:
City employees receive Basic Life Coverage ($5,000) + AD&D ($10,000) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
Tuition Reimbursement:
Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year.

Grower Manager
The Grower Manager will excel in growing hydroponic crops of the highest quality in the most efficient way, in collaboration with other production team members. Experience with organic hydroponic growing is a plus.
The Grower Manager will be working with the growing team while fostering a positive environment of respect and safety for his/her people, our customers and the environment.
The Grower Manager must be able to work independently and collaboratively, performing multiple-level projects in conjunction with his/her daily activities.
Responsibilities may include:
Crop Management
· Knowledge of climate and irrigation management
· Knowledge of crop nutrient requirements, acceptable growing ranges and conditions
· Knowledge of organic and conventional fertilizers, macro and micro nutrients, EC, pH and dissolved oxygen requirements
· Knowledge of germination and propagation parameters and requirements
· Knowledge/ability to analyze a crop in the field and in conjunction with lab reports to determine plant deficiencies/toxicities and make adjustments accordingly
· Knowledge/ability to forecast crop yields, cycle times, and adjust fertilizers, equipment, and techniques preemptively to ensure the top-quality crops
Greenhouse Management
