The City of Oxnard's Community Development Department is seeking a Code Compliance Manager to lead an organization that is delivering on the City Council's mission for clean, safe, prosperous and attractive neighborhoods. This key leader will manage a successful and productive code compliance organization by using a combination of employee and community engagement, professionalism and diplomacy.
WHAT YOU’LL DO:
- Lead a team of code compliance professionals who engage with the public in response to potential violations of state and local public health, safety, and nuisance ordinances, codes and regulations.
- Manage priorities by distributing work to assigned staff while ensuring safe work practices, work quality and accuracy.
- Develop, recommend and implement goals, policies and procedures that are aligned with City priorities relative to community codes and regulations.
- Partner with internal and external Public Safety departments, regional Environmental Health and Safety organizations and other agencies.
- Continuously support team member development through motivation, training, feedback and the annual performance evaluation process; maintain training manuals and update resource materials; ensure appropriate training is provided to support personnel to maintain compliance with state and local laws, City policies and procedures and pertinent codes and ordinances.
- Be a resource to team members and internal customers through knowledge of and ability to explain rules, regulations, pertinent codes and ordinances.
PAYROLL/CLASSIFICATION TITLE:
Inspections/Code Compliance Administrator
SUPERVISION EXERCISED/ SUPERVISION RECEIVED:
As assigned, incumbents supervise paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.
DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Inspections Field Supervisor in that it provides coordination and oversight of code compliance and inspection services and participates in policy development and resource monitoring.
WORK SCHEDULE:
The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am-5:00pm. Depending on the work assignment staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs.
Essential Functions
Include but are not limited to the following:
- Plans, coordinates, prioritizes, monitors and participates in the work of staff responsible for code compliance, including investigation of potential violations of state and local public health, safety, and nuisance ordinances, codes and regulations and the enforcement, through mitigation and issuance of citations, of pertinent codes and ordinances.
- Assigns work to assigned staff; monitors work activities to ensure safe work practices, work quality and accuracy; ensures compliance to applicable laws, rules, policies and procedures.
- Participates in the development and implementation of goals and objectives for appropriate service areas; ensures that established goals are achieved.
- Participates in the development of and recommends new policies and standard operating procedures; recommends programs, projects and work assignments to higher level department/division personnel.
- Develops schedules and methods for performing assigned duties; maintains appropriate work records and documents; prepares statistical and/or analytical reports on operations as necessary.
- Participates in the selection and training of support personnel; assumes responsibility for motivating and evaluating assigned personnel; provides necessary training; initiates discipline procedures as is appropriate.
- Interprets and applies rules, regulations, pertinent codes and ordinances to manage a successful and productive code compliance division.
- Maintains training manuals and updates resource materials; ensures appropriate training is provided to support personnel to maintain compliance with state and local laws, City policies and procedures and pertinent codes and ordinances.
- Researches, compiles and analyzes data for special projects; maintains data and prepares a variety of complex reports, memos, and correspondence; documents and maintains records of code compliance division activities.
- Maintains effective working relationships with local, state and federal law enforcement , environmental health and other agencies on code compliance.
- Submits recommendations to the budget for assigned responsibilities; monitors budget expenditures.
- Participate in organizational and community group meetings; responds to questions and inquiries; provides technical assistance and handles more complex interpersonal situations.
- Develops and maintains knowledge and expertise in local, state and federal laws related to code compliance.
- Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties.
- Provides direction and support in the identification of and handling of abandoned, illegally stored or inoperable vehicles and issues abatement citations; issues notice of violation and abatement; enforces business license ordinances and temporary use permit ordinances; inspects pertinent location for violations; investigates instances of construction without required permits and illegal garage conversions, illegal subletting, violations of conditions of approval, illegal changes in use of property, illegal home occupancy and similar zoning violations.
- Provides direction and support for the Safe Homes, Safe Families Repeat Offender, Short Term Rental and Cannabis Permit and Enforcement programs.
- Oversees and assists in the weed abatement program including periodically inspecting property and issuing abatement notices, including contracting with weed abatement contractors.
- Prepares, presents and defends infraction citations in court.
- Conducts preliminary reviews of administrative citations. Prepare, present and defend administrative citations in hearings.
- Responds to questions and concerns from the general public; provides information as is appropriate and resolves complaints.
- Performs other duties of a similar nature and level as assigned.
Minimum Qualifications
The following are the minimum qualifications necessary for entry into the classification:
EDUCATION:
- Bachelor’s degree in business or public administration, criminal justice or related field.
EXPERIENCE:
- Five (5) years of code compliance experience which includes prior supervisory experience
LICENSING/CERTIFICATIONS:

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates:
Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service.
Administrative Leave:
Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation:
The City contributes 1% to a deferred compensation program.
Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:
Level One – For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City’s monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee.
If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.
Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,774.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
Holidays:
The City observes 12 holidays per year
Life Insurance:
City employees receive Basic Life Coverage ($5,000) + AD&D ($10,000) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
Tuition Reimbursement:
Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year.

ode Compliance Inspector I/II
with strong technical and customer service skills to be part of the Community Development team. This individual must be comfortable applying technical knowledge while following proper inspection techniques. The ideal candidate will have the ability to inspect and identify code and ordinance violations and determine the most effective method of alleviating violations, and must be able to effectively communicate verbally and in writing. This person is able to investigate and resolve problems diplomatically and calmly, while thriving in a fast-paced environment.
The ideal candidate will be detail-oriented and able to work with accuracy and careful attention to detail. This position will be responsible for providing code enforcement relating to public health, nuisance abatement, code enforcement activities and related municipal enforcement activities.
Under direct supervision, Code Compliance Inspector I/II performs the full array of duties assigned to classes in the Code Compliance Inspector series including the investigation of potential violations of state and local public health and safety, and nuisance ordinances, codes and regulations and the enforcement, through mitigation and issuance of citations, of pertinent codes and ordinances; demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; performs related duties as required.
DISTINGUISHING CHARACTERISTICS:
The
Code Compliance Inspector I is the entry-level position in the Code Compliance Inspector series. Initially under closer supervision, this class is responsible for the more routine and standardized investigations, inspections and enforcement activities. This classification is distinguished from the next higher classification of Code Compliance Inspector II by the performance of the more routine tasks.
The
Code Compliance Inspector II is the journey level class in the Code Compliance Inspector series responsible for performing the full range of investigations, inspections, and code enforcement of a variety of City ordinances relating to abandoned vehicles, business tax certificates, zoning requirements, nuisances, weed abatement, short term rentals, cannabis, etc. All positions assigned to this class require the ability to work independently, exercising judgment and initiative.
SUPERVISION RECEIVED/EXERCISED:
General supervision may be provided by higher-level code compliance personnel. Incumbents of this class do not routinely exercise supervision.

Minimum Qualifications

Education:
Graduation from an accredited college with an Associate's degree with major course work in engineering, business or public administration, or a closely related field..
Substitution:
- Additional related work experience may be substituted for the Associate's degree on a year for year basis.
- Sixty (60) semester units or the equivalent of college level coursework in engineering, business, or public administration may be substituted for the Associate's degree with 30 semester units or the equivalent being comparable to one (1) year of work experience.
Experience:
Code Compliance Inspector I: One (1) year of recent, paid work experience in general code enforcement and/or building inspection involving significant public contact. Recent related municipal experience is desirable.
Code Compliance Inspector II: Two (2) years of recent, paid work experience in general code enforcement and/or building inspection involving significant public contact at a level comparable to City of Oxnard's classification Code Compliance Inspector I.
License, Certification and Other Requirements:

The City of Oxnard is seeking two (2) Management Analysts with strong organizational, financial, analytical, and staff reporting skills. There is currently one (1) opening in the Special Districts Division of the Public Works Department and one (1) opening in the Community Development Department.
Under direction, performs a variety of administrative tasks and responsible administrative staff assistance such as conducting specific and comprehensive analyses of municipal policies, organization, procedures, finance and services; performs responsible professional and technical administrative duties for program leaders; performs related duties as required.
DISTINGUISHING CHARACTERISTICS:
The Management Analyst I is the professional entry-level class in the Management Analyst series. Incumbents assigned to this class perform routine organization, policies and procedures analysis, related budget functions and program direction as assigned. Management Analyst I assignments are generally more routine in nature and work closely within a framework of established procedures.
The Management Analyst II is the journey class in the management analyst series. Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates:
Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service.
Administrative Leave:
Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation:
The City contributes 1% to a deferred compensation program.
Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health and Dental:
The City contributes $1,543.00 per month toward medical insurance premiums and an additional $66.79 per month toward dental insurance premiums. For employees who waive the medical, the City contributes $1,243.00 per month. Unused Dental premium monies are paid to the employee.
Holidays:
The City observes 12 holidays per year
Life Insurance:
City employees receive Basic Life Coverage ($5,000) + AD&D ($10,000) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
Tuition Reimbursement:
Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year.

The City of Oxnard's Housing Department is seeking a Management Analyst I/II with strong organizational, financial, analytical, and staff reporting skills.
Under direction, performs a variety of administrative tasks and responsible administrative staff assistance such as conducting specific and comprehensive analyses of municipal policies, organization, procedures, finance and services; performs responsible professional and technical administrative duties for program leaders; performs related duties as required.
DISTINGUISHING CHARACTERISTICS:
The Management Analyst I is the professional entry-level class in the Management Analyst series. Incumbents assigned to this class perform routine organization, policies and procedures analysis, related budget functions and program direction as assigned. Management Analyst I assignments are generally more routine in nature and work closely within a framework of established procedures.
The Management Analyst II is the journey class in the management analyst series. Positions assigned to this class are flexibly staffed and are normally filled by advancement from the lower class of Management Analyst I, or if filled from the outside requires prior professional administrative analysis experience. This classification is distinguished from the I level by the performance of budget management and analytics, independent work and decision-making, and direct and indirect supervision over lower level subordinates.
SUPERVISION RECEIVED/EXERCISED:
Direction is provided by higher-level management or administrative personnel. Functional or technical supervision is exercised by the Management Analyst II level to lower level support and professional staff.
WORK SCHEDULE:
The normal work week is Monday through Thursday, 8:00am to 6:00pm and alternating Fridays, 8:00am to 5:00pm. This position may be required to be available to work additional hours as needed to respond to workload needs. This position is not eligible for overtime pay.
Essential Functions
Include but are not limited to the following:
Participates in and/or directs, leads and coordinates the installation of new and revised programs, systems, procedures and methods of operation; compiles and analyzes data and makes recommendations on the formulation of policy and procedures and staffing and organizational changes.- Gathers and analyzes data and makes recommendations on the formation of policies and procedures; Conducts surveys and performs administrative research and statistical or financial analysis; compiles data or materials and prepares reports, manuals and publications; assists in the design and implementation of systems and forms for operational use.
- Develops Program unit/section budgets, monitors expenditures and submits requisitions; assists in the preparation of department budgets including reviewing and analyzing financial data and justifications; prepares periodic performance reports
- Represents the City or assigned Program in community and professional meetings and/or with other governmental agencies; acts as a liaison or point of contact; analyzes, interprets, and explains city policies and procedures.
- Investigates, analyzes, and prepares recommendations in relation to proposals for new or improved programs, applies for grants, services, equipment, and personnel; investigates and prepares reports on specific requests and complaints pertaining to various governmental activities.
- Gathers and analyzes data on existing programs, conducts surveys and prepares proposals including financing, and organization requirements; assists in the design and implementation of systems and forms for use in operation.
- Conducts surveys and performs research and statistical analyses on administrative, fiscal, personnel, and operational problems.
- Represents the city in inter-program, community, and professional meetings and projects as required; assists in coordinating inter-program or inter-agency activities or city programs.
- Manages special projects and tasks as assigned by management.
- Coordinates with interdepartmental staff to verify compliance with cannabis business and land use permit requirements.
- Performs related duties as assigned.
Minimum Qualifications
The following are minimum qualifications necessary for entry into the classification:
Education and/or Experience:
Management Analyst I. A Bachelor's degree from an accredited college or university with major coursework in public administration, accounting, economics or a closely related field. A Master's degree would be desirable.
Management Analyst II. Possess one (1) year in an administrative capacity involving analytical report writing, research, program evaluation of in municipal government comparable to a Management Analyst I and a Bachelor's degree from an accredited college or university with major course work in public administration, accounting, economics or a related field to the area of assignment. A Master's degree is desirable.
License, Certification and Other Requirements:
Possession of, or ability to obtain a valid, class C California driver's license.
Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors.
