The Virginia Cannabis Control Authority (CCA or Authority) is responsible for the regulation of cannabis in the Commonwealth. Position Details
With a focus on advancing public safety, public health, and consumer protection, the Virginia Cannabis Control Authority (CCA or Authority) is responsible for the regulation of cannabis in the Commonwealth. This mission includes potential regulation of any future adult-use retail market created by the General Assembly and assuming oversight in the next fiscal year of the Commonwealth’s existing medical cannabis program.
The CCA is an independent, apolitical subdivision of the Commonwealth that is governed by a five-member Board of Directors (Board) and led in day-to-day operations by a Chief Executive Officer (CEO).
The Authority is currently searching for its first Chief Administrative Officer to build, lead, and support the CCA’s Human Resources (HR), Finance, Information Technology (IT), and Procurement functions. The CAO will report to the Authority’s CEO and work closely with other C-Suite officers as part of the CCA’s executive team. The CAO will be responsible for providing strategic leadership and will work with the CEO and other executives to establish long-range goals, strategies, plans, and policies that support timely and effective implementation of the Authority’s statutory mandates and goals.
Essential duties of the
CAO
include but are not limited to the following:
- Development for CEO and Board approval of policies, procedures, systems, and norms needed for the management of the HR, IT, finance, and procurement functions, including in the near-term creation and implementation of streamlined HR and procurement policies suitable for a start-up government entity.
- Establishment, in consultation with the CEO and other executives, of short- and long-term strategic and operational priorities.
- Management and allocation of the Authority’s resources consistent with its mission and statutory mandates.
- Compliance with all applicable state legal and policy requirements for HR, IT, procurement and finance.
- Development of internal control systems for the Authority’s fiscal and procurement operations.
- Recruitment, training, and management of staff required to carry out HR, IT, procurement and finance functions, subject to consultation with the CEO and the Board.
- Planning, development, organizing, implementing, directing, and evaluating the Authority’s fiscal performance, including management of the Authority’s relations with the VA Department of Planning and Budget.
- Ensuring budget awareness and accountability across the Authority through information sharing, advice, and support.
- Working with the CEO, other executives, and the Board to develop strategic and operational priorities to ensure the successful growth of the CCA.
- Provision of timely and accurate guidance to the CEO and Board concerning financial management issues such as revenue forecasting, budget development and monitoring, strategic and operational planning, and performance measurement.
As one of the initial hires of the CCA, the CAO will likely be called upon to assist in other duties and must be willing to fill gaps in work where they arise and evolve with the Authority as it grows.
Minimum Qualifications
- Bachelor’s degree in finance, business administration, human resources, or a related field.
- Strong knowledge of business analysis methods and concepts relating to statistical analysis, strategic planning, economics, performance analysis, and reporting.
- Experience with state procurement rules, responsibilities, and laws.
- Familiarity with human resources management concepts and activities.
- Knowledge of Generally Accepted Accounting Principles.
- Experience with state finance, accounting, and budgetary policies, procedures, and systems.
- Ability to plan, direct, and manage a diverse staff of professionals and support personnel to accomplish assigned responsibilities in a high pressure, fast-paced environment with changing priorities.
- Ability to analyze complex accounting problems in a deadline-oriented environment and perform routine and ad hoc analysis of agency financial data that can serve as the basis for recommendations on actions that will improve operations.
- Ability to analyze human resources issues and provide guidance on discipline, benefits, recruiting, compensation, training, performance, and retention.
Preferred Qualifications
- MBA or other related graduate degree.
- Five years of progressively responsible experience in the management or control of significant or comparable business administrative functions; experience in both the public and private sectors is preferred.
