Major Duties and Responsibilities
- Serve as the primary manager of the CCA’s legislative activities.
- Coordinate the agency’s legislative affairs, including drafting, developing, and reviewing proposed legislation in consultation with the Director of Regulation and Policy and the Chief Regulatory Officer.
- Develop and maintain collaborative relationships with external governmental stakeholders and serve as primary point of contact for offices of members of the Virginia General Assembly.
- Track all CCA-related legislation, coordinate agency reviews and responses, and write and distribute legislative reports in accordance with statutory requirements;
- Make recommendations, provide insight, and advise the Director of Regulation and Policy on legislative issues.
- Attend General Assembly and other legislative committee meetings on an as needed basis and as directed by the Director of Regulation and Policy.
- Coordinate and prepare Fiscal Impact Statements on cannabis legislation introduced in the General Assembly.
- Coordinate and oversee the CCA’s regulatory activities.
- Review the CCA’s regulatory processes to ensure compliance with the Virginia Administrative Process Act;
- Monitor the CCA’s regulatory activities to ensure required steps are taken, handle required rulemaking filings, and assist with the review and development of written regulations;
- Review and provide guidance on regulations and statutes applicable to CCA operations to ensure agency policies are uniform and internal guidelines comply with relevant legal requirements; and
- Make recommendations to the Director of Regulation and Policy for regulatory proposals, policies, and procedures to ensure compliance and strategic goals are achieved.
Minimum Qualifications
- Willingness to adapt to the needs of a new state entity regulating a rapidly-evolving industry.
- Demonstrated ability to approach complex public policy issues with a solution-oriented, strategic focus.
- Ability to communicate complex policy issues in a manner that is understandable to those with little or no knowledge of the issue(s).
- Ability to establish and maintain organizational systems.
- Working knowledge of the regulatory and legislative processes at the state level, including the operations and processes of legislative committees.
- Demonstrated ability to assist with legislative and regulatory processes and strategic initiatives and to identify issues impacting agency operations and make recommendations.
- Ability to maintain effective working relationships with entity employees, businesses, organizations, governmental officials, stakeholders, and other members of the public.
- Graduation from an accredited college or university with a degree in law, business, public administration, or related field, or an equivalent experience and/or training.
Preferred Qualifications
- Working knowledge of the Virginia Administrative Process Act and other relevant state laws and regulations.
- Knowledge of cannabis laws, regulation, and policy or similar knowledge related to another highly regulated industry.
- Experience with Lobbyist-in-a-Box and Town Hall.
- A graduate or professional degree in government, public policy, law, or related field.
