The Cannabis Control Board (CCB) is recruiting for a motivated individual to join our collaborative and dedicated Medical Cannabis Program team. You will coordinate the application process for medical patients, caregivers and providers. This work involves providing in person application support as well as by phone, email, and electronic submission.
You will conduct reviews of all paper and electronic applications to issue completeness determinations, approvals, and denials. Additionally, you will guide applicants through the process of technically submitting their application and answer questions in person, over the phone and electronically. This position provides valuable assistance and will often be the first point of contact between the CCB and the public.
The position is also responsible for tracking and accurately reporting data, as well as running reports regularly, and will process payments for the medical programs under the direction and support of the business office effective.
The ideal candidate will bring a high level of professionalism, exceptional customer service skills, the ability to keep accurate records, and to communicate clearly with both CCB staff and the public. Ability to correctly interpret and apply complex regulations to specific situations is essential. The CCB is a small agency with a big mission; working here requires enthusiasm and a strong work ethic. This position is based in the CCB's fast-paced and office environment in downtown Montpelier.

Environmental Factors
Duties are performed predominately in an office setting. Private means of travel should be available for occasional travel when appropriate. Incumbents must be adaptable and able to work within tight time limits and under considerable stress. Some evening and weekend duty may be necessary.
Minimum Qualifications
Two years or more of full-time college coursework OR an associate's degree or higher AND two (2) years or more of experience at or above a technical level in program administration (such as administering components of a licensing and certification program, or records management).

High School diploma or equivalent AND three (3) years or more of experience at or above a technical level in program administration (such as administering components of a licensing and certification program, or records management).

The Cannabis Control Board (CCB) is a new and growing agency seeking an Operations Director to provide general office oversight and executive level support, including budget development and high-level human resources functions. The Cannabis Control Board administers the burgeoning adult-use cannabis program, the medical cannabis program, and the hemp program, and its work is rapidly evolving and expanding. The ideal candidate will oversee the operational efficiency of this dynamic and growing agency. Superb communication, project management, and strategic planning skills are required. High-level of competency managing fiscal operations for administrative programs is required. Command of State of Vermont budget building tools and performance improvement tools is strongly preferred. The Operations Director will supervise at least two other positions within the agency. Work is performed with a high level of independence under the general supervision of the CCB Executive Director.

Class Definition
Planning, organizing, coordinating, and directing compliance and enforcement work for the Cannabis Control Board to ensure licensed cannabis establishments in Vermont operate honestly, fairly, safely, and in accordance with Board’s administrative rules and the relevant statutes. Work is performed under the supervision of the Executive Director.
Environmental Factors
Duties are largely performed in a standard office environment. Site visits may be necessary, and travel will be required.
Minimum Qualifications
Bachelor’s degree in public administration, business management, or related field AND five (5) years or more of experience in project/operations management, business administration, public administration, performance improvement, or a related field.
OR
Seven (7) years or more of experience in project/operations management, business administration, public administration, performance improvement, or a related field.

The State of Vermont is seeking an Administrative Services Manager to join the Cannabis Control Board. The Board is newly created to equitably and effectively implement and administer the laws and rules regulating adult-use cannabis in Vermont to ensure the safety of all Vermonters and the health of our youth. The Administrative Services Manager will assist the Board in creating procedures and systems to carry out the duties of the Board, develop budgets and organizational charts that maximize the efficiency of the Board's resources, and collaborate with other state agencies to improve the Board's functionality. Overview
The State of Vermont is seeking an Executive Director, for appointment by the State Cannabis Control Board (“Board”). The Board is newly created to equitably and effectively implement and administer the laws and rules regulating adult-use cannabis in Vermont to ensure the safety of all Vermonters and the health of our youth. The Board is responsible for establishing, administering, and regulating a cannabis regulatory system for commercial cannabis cultivators, wholesalers, product manufacturers, retailers, and testing laboratories (together, “cannabis establishments”), as set forth in Act 164 of 2020 (the “Act”). The Board shall also take over responsibility for the regulation of medical cannabis dispensaries and the administration of the Medical Cannabis Registry, currently administered by the Vermont Department of Public Safety.
Specifically, such responsibilities include but are not limited to:
Rulemaking in accordance with the Act.
Administration of a program for regulating licensed cannabis establishments.
Administration of the Medical Cannabis Registry.
Administration of a program for licensed medical cannabis dispensaries.
Working across state government and with the Legislature to ensure public health and public safety.
Submission of an annual budget to the Governor.

Job Description
The Executive Director will be appointed by the Board. The Executive Director shall be a full-time, exempt State of Vermont employee.
Major Duties and Responsibilities:
Supervising and administering the operation and implementation of chapters 31, 35, and 37 of title 7 and the rules adopted by the Board as directed by the Board.
Assist the Board in its duties and administering the licensing requirements.
Act as Secretary to the Board, but as a nonvoting member of the Board.
Recruit and hire staff required to carry out the functions of the Board.
Prepare an annual budget for submission to the Board.
Working with the Board, the Executive Director will have a broad range of responsibilities in connection with Board’s start-up, operations and rulemaking, including, among other things, addressing resource needs for the first two years of operation, establishing licensing and other fee schedules and consulting with Commissioners and Secretaries across the Executive Branch on health and safety, environmental and land use issues, energy standards, advertising, employment programs, training and economic opportunities and promoting equity in the new industry.
The Executive Director will make certain reports to the Governor and the General Assembly regarding the work of the Board.

Minimum Qualifications
Candidates for the position of Executive Director shall be an attorney with experience in legislative or regulatory matters. Candidates shall have excellent communications and writing skills.
Preferred Qualifications
Preference shall be given to candidates who:
Have demonstrated lived or professional experience understanding issues of race, power, privilege and bias and the impact of these issues on systems and policy development.
Have demonstrated experience in justice reform.
Have demonstrated experience advising governmental or business entities in the areas of agriculture, banking and finance or business development.
Have demonstrated experience with a regulatory body or have overseen Executive Branch rulemaking pursuant to the Vermont Administrative Procedures Act.
Have demonstrated experience with mediation or conflict resolution.
Have excellent written and communication ability to respond in a professional, substantive and timely manner to requests from media outlets.
Have strong interpersonal skills, and ability to promote transparency and comply with public records and open meeting laws.
Demonstrate an appreciation for and commitment to the work that will be required, particularly during the first year in this position, to support the Board and respond in good faith to the time constraints established in the Act.
Demonstrate a willingness and ability to represent the Board in Legislative committee testimony.
Special Requirements
The Executive Director shall be required to submit an Ethics Questionnaire to the Governor’s Secretary of Civil and Military Affairs in accordance with Executive Order No. 19-17.
The Executive Director shall be prohibited from soliciting, engaging in negotiations for, or otherwise discussing future employment or a future business relationship of any kind with any person subject to supervision or regulation by the Board. Further, the Executive Director shall be prohibited from appearing before the Board or any other State agency on behalf of a person subject to supervision or regulation by the Board for a period of one year following their last day as Executive Director.

The Board is composed of a Chair and two members—all appointed by the Governor after being vetted by the Cannabis Control Board Nominating Committee. This announcement seeks qualified candidates for all three Board positions.
Description
Board members are full-time exempt State of Vermont employees, and as such shall agree to serve at the pleasure of the Governor and shall be subject to the Governor’s Code of Ethics as well as the State Ethics laws. The individuals selected will be appointed for a term of three years and may serve for no more than three terms (for a total of 9 years). Candidates will be expected to develop a new complex regulatory system within a very tight timeframe established in the Act. Preferred candidates will have experience in administering complex regulatory systems and the ability to manage a start-up enterprise with responsibility for licensing, compliance, and enforcement. Board members will be responsible for developing and administering systems—through the administrative rulemaking process—for cannabis establishments, the Medical Cannabis Registry, and medical cannabis dispensaries. Selected candidates will work with the State Department of Human Resources to hire an Executive Director and work closely with the Executive Director, advisory committees, staff, State officials, and the public. Candidates should have excellent oral and written communication skills, be willing to occasionally travel, and able to meet strict deadlines. Candidates interested in the position of Chair should indicate that interest. The Chair must be prepared to testify on behalf of the Board before legislative committees, as well as prepare a weekly report for the Governor. Candidates must be committed to full-time employment with the Board.
Compensation
This is an exempt, full-time, position. Salary of the Cannabis Control Board Chair is established by statute and is expected to be $107,184.67. Salary of Cannabis Control Board members is also established by statute and is expected to be $80,388.50.
Minimum Requirements
Prior experience in business, finance, an agricultural enterprise, government leadership, and/or substantive legal or regulatory experience.
A commitment to protecting Vermont’s youth, keeping roadways safe, and equity in the development and implementation of the new cannabis marketplace.
