Overview
The State of Vermont is seeking individuals with experience in government regulation, legislative affairs, administrative rules, business, agricultural product production, and/or processing and distribution, for appointment to the State Cannabis Control Board (“Board”). The Board is newly created for the purpose of safely, equitably, and effectively implementing and administering the laws and rules regulating adult-use cannabis in Vermont. The Board is responsible for establishing, administering, and regulating a cannabis regulatory system for commercial cannabis cultivators, wholesalers, product manufacturers, retailers, and testing laboratories (together, “cannabis establishments”), as set forth in Act 164 of 2020 (the “Act”). The Board shall also take over responsibility for the regulation of medical cannabis dispensaries and the administration of the Medical Cannabis registry, currently administered by the Vermont Department of Public safety. Specifically, such responsibilities include but are not limited to:
Rulemaking in accordance with the Act;
Administration of a program for regulating licensed cannabis establishments;
Administration of the Medical Cannabis Registry;
Administration of a program for licensed medical cannabis dispensaries; and
Submission of an annual budget to the Governor.
The Board is composed of a Chair and two members—all appointed by the Governor after being vetted by the Cannabis Control Board Nominating Committee. This announcement seeks qualified candidates for all three Board positions.
Description
Board members are full-time exempt State of Vermont employees, and as such shall agree to serve at the pleasure of the Governor and shall be subject to the Governor’s Code of Ethics as well as the State Ethics laws. The individuals selected will be appointed for a term of three years and may serve for no more than three terms (for a total of 9 years). Candidates will be expected to develop a new complex regulatory system within a very tight timeframe established in the Act. Preferred candidates will have experience in administering complex regulatory systems and the ability to manage a start-up enterprise with responsibility for licensing, compliance, and enforcement. Board members will be responsible for developing and administering systems—through the administrative rulemaking process—for cannabis establishments, the Medical Cannabis Registry, and medical cannabis dispensaries. Selected candidates will work with the State Department of Human Resources to hire an Executive Director and work closely with the Executive Director, advisory committees, staff, State officials, and the public. Candidates should have excellent oral and written communication skills, be willing to occasionally travel, and able to meet strict deadlines. Candidates interested in the position of Chair should indicate that interest. The Chair must be prepared to testify on behalf of the Board before legislative committees, as well as prepare a weekly report for the Governor. Candidates must be committed to full-time employment with the Board.
Compensation
This is an exempt, full-time, position. Salary of the Cannabis Control Board Chair is established by statute and is expected to be $107,184.67. Salary of Cannabis Control Board members is also established by statute and is expected to be $80,388.50.
Minimum Requirements
Prior experience in business, finance, an agricultural enterprise, government leadership, and/or substantive legal or regulatory experience.
A commitment to protecting Vermont’s youth, keeping roadways safe, and equity in the development and implementation of the new cannabis marketplace.

No Board member shall participate in creating or applying any law, rule, or policy or in making any other determination if the Board member, individually or as a fiduciary, or the Board member’s spouse, parent, or child wherever residing or any other member of the Board member’s family residing in his or her household has an economic interest in the matter before the Board or has any more than a de minimus interest that could be substantially affected by the proceeding.
No Board member shall, during his or her term or terms on the Board, solicit, engage in negotiations for, or otherwise discuss future employment or a future business relationship of any kind with any person subject to supervision or regulation by the Board.
No Board member may appear before the Board or any other State agency on behalf of a person subject to supervision or regulation by the Board or a period of one year following his or her last day as a member of the Board.

Job Description
Dispensary Inventory Specialist reports to the Dispensary Inventory Manager at the dispensary and is responsible for adhering to all policy and procedures, compliance, inventory, receiving orders and all other operational objectives of the business.
Duties and responsibilities or (Essential Functions)
Deliver results and strategic direction by ensuring day-to-day operations run smoothly.
Execute and follow up on operational standards and policies and procedures.
Ensure compliance with all safety and security policies within retail stores.
Prepare and package orders for customers.
Maintain a clean and organized processing room.
Receive, count, and document inventory deliveries.
Inform Dispensary Inventory Manager of upcoming inventory needs.
Completes required data entry (logging transactions, transfers, and daily intake/outgoing product) using Excel and state electronic record keeping systems.
Adhere to distribution guidelines.
Unpack/sort/label merchandise as directed.
Maintain facility cleanliness.
Merchandising and restocking.

Purpose
Under the supervision of Manager of Distribution and the Assistant Managers of Distribution, the Courier is responsible for the loading, delivering, and transportation of product to our stores and wholesale locations. Essential Duties
Transportation

General Summary:
The Production Supervisor (Cultivation) is responsible for overseeing a 15,000 square foot medical cannabis production facility in Worcester, Massachusetts pursuant to and in compliance with local and state laws and regulations, including especially MA CMR 725 et seq. This individual is the manager-in-charge of a range of day-to-day tasks at one facility. The Production Supervisor (Cultivation) will, based on the production schedule, identify work tasks, schedule, train, and manage production associates, and concisely and clearly communicate needs to senior management for staffing, supplies and equipment.
Responsibilities shall include, but not be limited to, the following:
- Ensure staff compliance with all applicable government regulations, Temescal standard operating procedures(SOPs), including sanitation, security, workplace safety, confidentiality, and seed-to-sale software requirements, among others.
- Plan and facilitate the start-up of the Worcester cultivation program, to include sourcing of medical cannabis genetics; allocation of resources and production planning; and participation in inspectional protocols required by the Massachusetts Department of Public Health (DPH) to ensure a final certificate of registration is achieved.
- Manage, train and schedule a team of production associates. Manage plant scheduling and organization to precisely project all cultivation needs on a daily, weekly, and monthly basis to keep plants healthy and expenses . Contribute to SOP development and training materials.
- Manage and maintain a wide array of supplemental lighting systems; environmental control systems; irrigation systems; nutrient systems; and other similar systems utilized in the cultivation and processing of cannabis and its by-products. Assist with facility maintenance and troubleshooting.
- Perform all the tasks related to the cultivation of medical cannabis plants, and train and oversee others in performing those tasks, including: tissue culture, cloning, transplanting, feeding plants, defoliation, super cropping, topping, flushing, pest monitoring, foliar and preventative sprays, harvesting, trimming, packaging, waste disposal and inventory management.
- Maintain a safe, clean and organized work environment.
- Plan, implement and document an Integrated Pest Management plan. Continually enhance knowledge of plant diseases, insects and fungi, as well as plant treatment options. Managing and modifying nutrient regimens including both soil-based and hydroponic systems.
- Maintain an accurate database, analyzing each individual strain from clone to flower to harvest to trimming and curing, using seed to sale software and associated tracking spreadsheets.
- Monitor and support employee safety, morale and productivity. Assist with the employee life cycle, including recruiting, interviewing, training, online scheduling, time and attendance and performance management.
- Aid staff in preparing for audits and, as needed, assist state and local governmental auditors.
- Effectively and efficiently document, collaborate and persuade by using software and telecommunications tools, including spreadsheets, word processing, email, calendars, text, chat, webinars, seed-to-sale and other software, etc.
- Perform the following physical tasks:a. Stand and walk for extended periods of time;b. Bend, squat and stoop, twist and bend the neck and waist and reach above and below shoulder height to grasp objects;c. Bend and lift loads of up to one hundred (100) lbs; andd. Use hands for grasping, pushing, pulling and fine manipulation;

Primary Job Tasks
- Maintain a production schedule for the facility
- Review and adjust the schedule as needed
- Assist in determining the human resources required
- Assist in determining the material resources required
- Manage human and material resources to meet production targets
- Make decisions about equipment use, maintenance, modification and procurement
- Ensure that standard operating procedures are adhered to
- Ensure implementation and adherence of health and safety procedures
- Monitor and maintain product quality standards
- Help plan, implement and enforce quality control and tracking programs to meet quality objectives
- Ensure all products delivered to retail facilities are packaged, labeled and organized correctly each week
- Analyze production and quality control to detect and correct problems
- Determine and implement improvements to the production process
- Monitor and review the performance of staff and organize necessary interventions for improvement
- Estimate production costs
- Set production budgets
- Manage production budgets
- Implement cost control programs
