The Senior Health Facilities Surveyor plans, develops, implements, and evaluates processes behind the medical cannabis establishment inspection process to ensure the safe and effective operation of the Department of Health Medical Cannabis Program. Duties include inspection of establishments and working with certified medical cannabis cultivation, manufacturing, dispensary, and testing establishments to ensure regulatory compliance, handling public complaints, training establishment inspectors, and other duties as assigned.
The position will work in an office environment with time spent across the state at inspection locations and field offices for training purposes.
Licenses and Certifications:
Previous inspection experience is preferred.
The Ideal Candidate Will Have:

This position will support testing efforts in the South Dakota Public Health Laboratory Environmental Section. The main focus will be testing water from various sources and cannabis products using a range of simple and complex Microbiological test methods such as PCR, Multiple Tube Fermentation (MPN), and culture media. Depending on experience, this position may be required to become certified by the EPA to be a Laboratory Auditor specializing in microbiology. Additional duties may include being a backup in the Inorganic area of the chemistry section and working with wastewater and cannabis plants and products.
This position works in the State Public Health Laboratory. It may work with various types of water, such as drinking and wastewater, plants and plant products, acids, bases, and corrosives. A working knowledge of universal precautions, biological, chemical, and occupational safety is also required since the position may require the use of personal protective equipment, including gloves, gown, face shield, respirator, and other equipment. It requires standing for several hours a day. The incumbent must have a valid driver's license and be capable of traveling within the State of South Dakota.
The Ideal Candidate Will Have:
A minimum of a Bachelor's degree in biological or chemical sciences with microbiology coursework.
Knowledge of:
- microbiology and basic microbiology testing methods;
- proper aseptic technique.
Skill to:
- perform general laboratory skills, including analytical balances, pipetting, serial dilutions, and microscopes;
- must have excellent problem-solving skills and attention to detail.
Ability to:

This position provides legal support for the Medical Cannabis program in the Department of Health. Medical Cannabis was passed by South Dakota voters in November 2020 and codified at SDCL 34-20G. The Department has worked tirelessly to bring up the program over the last year and a half. The incumbent also serves as a Special Assistant Attorney General. Duties include providing legal opinions and advice to program and department staff; drafting legislation and administrative rules; lobbying; drafting policies and procedures; assisting with the Request for Proposals process; ensuring the Department is in compliance with federal and state statutes and administrative rules; participating in administrative and court hearings associated with regulatory actions involving patient registration and registration/regulation of medical cannabis establishments; providing assistance in drafting contracts and joint powers agreements; and other duties as assigned. This s a unique opportunity to provide legal assistance and support to a developing industry and body of law. The position will provide technical assistance and guidance to staff regarding the administrative rules, promulgation process, and legislative matters.
Travel is required as necessary.

Licenses and Certifications:

The Division of Licensure and Accreditation is seeking an energetic and passionate individual to join the team as its Division Director of Licensure and Safety. The Division Director will be responsible for leading the Department of Health’s regulatory responsibilities in the areas of medical cannabis, healthcare facility licensure and certification, and health protection. This Division Director will report to the Deputy Secretary and oversee a combined 54 staff and an $8.3 M budget. This position will act as the Medical Cannabis Program administrator's assistant administrator. The Program Specialist II will:
- administer activities associated with medical cannabis software systems and the processes involved with these systems;
- act as the project manager for the development, evaluation, and planning of necessary systems including, but not limited to, seed to sale, business licensing, and patient licensing, ensuring that staff implement and carry out program activities;
- provide technical guidance to all levels of the medical cannabis industry ensuring compliance and verifying procedures and processes needed for compliance;
- monitor and provide recommendations to improve program, organizational, information technology systems, and operational processes;
- act as a liaison and interact with multiple vendors and the Bureau of Information Technology.

The Senior Health Facilities Surveyor plans, develops, implements, and evaluates processes behind the medical cannabis establishment inspection process to ensure the safe and effective operation of the Department of Health Medical Cannabis Program. Duties include working with certified medical cannabis cultivation, manufacturing, dispensary, and testing establishments to ensure regulatory compliance, handling public complaints, training of establishment inspectors, and other duties as assigned.
The position will work mainly in an office environment, with some time spent at inspection locations and in field offices for training purposes.

This Senior Chemist/Senior Microbiologist position works in the State Public Health Laboratory and will work with drinking water, surface water, wastewater, plants and plant products, acids, bases, and corrosives. Working knowledge of universal precautions, biological, chemical, and occupational safety is also required since the position may require the use of personal protective equipment, including gloves, gown, face shield, respirator, and other equipment. It requires standing for several hours a day. The incumbent must have a valid driver's license and must be capable of traveling within the State of South Dakota.
The Ideal Candidate Will Have:
- a minimum of a Bachelor's degree in microbiology or medical technology;
- previous microbiology and chemistry testing experience are preferred, but recent graduates will be considered;
- PCR experience;
- valid driver's license.
This position will support testing efforts in the South Dakota Public Health Laboratory Environmental/Cannabis Section. This position's main focus will be in the Environmental Microbiology area, testing water and cannabis products using various methods such as PCR, plate methods, and EPA-approved methods for drinking water. This position will become backup in the Inorganic area of the chemistry section working with wastewater and cannabis products.

Medical Marijuana was passed by South Dakota voters in November of 2020 and is codified at SDCL 34-20G. This position will implement and lead this new program.
