The Senior Health Facilities Surveyor plans, develops, implements, and evaluates processes behind the medical cannabis establishment inspection process to ensure the safe and effective operation of the Department of Health Medical Cannabis Program. Duties include inspection of establishments and working with certified medical cannabis cultivation, manufacturing, dispensary, and testing establishments to ensure regulatory compliance, handling public complaints, training establishment inspectors, and other duties as assigned.
The position will work in an office environment with time spent across the state at inspection locations and field offices for training purposes.
Licenses and Certifications:
Previous inspection experience is preferred.
The Ideal Candidate Will Have:
Experience working in or with government entities, working as part of a team, and having the ability to successfully navigate multiple complex projects simultaneously.
Knowledge of:
- applicable state and federal laws, rules, and regulations;
- inspection procedures;
- fundamental data principles;
- procedures and techniques used in program analysis and planning.
Skill to:
- effective time management principles to plan, schedule, and manage multiple tasks;
- communicate effectively to establish and maintain effective working relationships with the cannabis industry and law enforcement to meet the needs of the program set forth by the State Law and Administrative Rules;
- conduct and participate in meetings with DOH program managers to assess program data needs;
- compile and analyze data to provide documentation and make recommendations.
Ability to:
- develop and implement program policies and procedures to ensure compliance and enforcement of the laws and regulations;
- analyze and evaluate program plans and make recommendations for program improvement;
- train inspectors on regulatory requirements for cannabis establishments;
- read and comprehend technical narrative material, including operating procedures, site maps, and instructional memoranda, to ensure compliance;
- handle conflict arising from regulatory inspections while maintaining positive customer service.
This position is eligible for Veterans’ Preference per ARSD 55:10:02:08.
