This role supports the Legal, Regulatory Compliance, and Government Affairs teams by overseeing all national licensing, regulatory, and administrative matters for the company, as well as other compliance and legal-related duties. Qualified individuals will have several years of high-level experience in a law firm, consulting, or in-house setting working on matters in a highly-regulated industry.
A demonstrated track record of independently handling regulatory compliance and licensure matters is required. The ideal candidate must have strong organizational skills, be able to work collaboratively to oversee multiple projects at once, and use analytical skills to solve complex problems under rigorous timelines.
Essential Duties and Responsibilities:
- Independently oversee all aspects of cannabis regulatory matters and licensing applications, including changes of ownership and control, market expansion materials, relocations, and facility modifications.
- Draft RFP materials and help coordinate state and local application processes for new rounds of medical and adult-use cannabis license issuances.
- Provide regulatory support for M&A transactions and corporate securities filings.
- Manage responses to government investigations, regulatory disciplinary complaints, administrative appeals, and other legal proceedings.
- Serve as a resource to clarify, monitor, and research regulatory requirements for licensing matters nationally.
- Prepare and file legal and regulatory documents, including state/local license renewals, land use and zoning materials, local business permits, and tax registrations.
- Ensure all owners, officers, board members, and corporate agents remain properly licensed, registered, and undergo required training in all markets.
- Maintain a database and other reference materials related to regulatory, compliance, and licensure issues.
- Develop standardized documents and implementation tools for regulatory compliance plans and operational procedures.
- Assist with compliance audits and remediation of potential regulatory compliance issues as necessary.
- Perform other duties as assigned by manager.
Minimum Qualifications:
- Bachelor's degree required.
- Juris Doctorate or similar advanced degree preferred.
- 4+ experience in a legal, consulting, or regulatory affairs role required.
- Specific experience in the cannabis industry is a plus.
- Possess excellent problem-solving, time management, written, and verbal communication skills.
- Highly organized and detail oriented.
- Comfortable with a fast-paced environment and flexible to daily changes.

Cannabis Compliance Director
Position Overview:
This person will ensure the standard operating procedures are in place and are being followed. This person will also keep the company in compliance with all rules and regulations in the most cost-effective and efficient compliant manner.
This role may require some local travel
Duties/Responsibilities:
- Create and maintain compliance checklists, training manuals and SOPs
- Document all changes for training manuals and SOPs
- Manage the internal compliance function, including inventory and audit controls.
- Monitor compliance systems to ensure their effectiveness.
- Monitor state and local laws pertaining to operations and ensure compliance.
- Work with leadership team on having full knowledge of all chemicals within the facility for the company’s emergency action plan.
- Work with leadership team to ensure information is communicated and all designated individuals are properly informed of changes to regulations, policies, and procedures in their respective departments/areas of expertise.
- Assist with required training need to ensure compliance
- Identify, analyze and stay abreast of current business methods and provide suggestions to ensure the company maintains compliance with local and state laws and communicate any/all changes implemented.
- Manage the implementation of compliance-related policies and procedures throughout the departments.
- Send detailed reports to leadership team with current compliance issues, recommendations, and regulatory updates
- Conduct audits on all documentation, processes & all implanted changes, policies, etc.
- Possesses adequate knowledge of Electrical Safety and Machine Guarding
Skills Needed for Success:
- Bachelor’s degree and/or related work experience
- In depth knowledge of New Jersey cannabis laws and regulations
- 3+ years of related experience in a regulated industry such as healthcare, biotech, tobacco or pharmaceuticals or gaming.
- Experience with OSHA
- Experience in writing and training team members on implementation of SOPs
- Proven methodical and diligent planning abilities as well as multitasking and project management skills
- Ability to explain regulations in a way that will be understandable to employees of all levels.
- Ability to work in a fast-paced, quickly changing & challenging environment
Minimum Requirements:

Class Definition
Planning, organizing, coordinating, and directing compliance and enforcement work for the Cannabis Control Board to ensure licensed cannabis establishments in Vermont operate honestly, fairly, safely, and in accordance with Board’s administrative rules and the relevant statutes. Work is performed under the supervision of the Executive Director.
Environmental Factors
Duties are largely performed in a standard office environment. Site visits may be necessary, and travel will be required.
Minimum Qualifications
Bachelor’s degree in public administration, business management, or related field AND five (5) years or more of experience in project/operations management, business administration, public administration, performance improvement, or a related field.
OR
Seven (7) years or more of experience in project/operations management, business administration, public administration, performance improvement, or a related field.
Preferred Qualifications
Master’s degree or higher

Job Description:
The Director/Manager of Compliance will work closely with the VP of Operations and the General Counsel on the cannabis retail, cultivation, extraction, and distribution business lines to manage and lead all compliance-related matters and activities for the Company.
Responsibilities:
- Remain abreast of relevant industry-related, employment, taxation and other relevant laws and regulations; analyze impact and make recommendations to operations and legal
- Develop collaborative relationships with State representatives and regulators
- In conjunction with operations, work closely with a third-party lab to ensure products are being tested in compliance with applicable regulations. Ensure that the results are communicated and recorded on a timely and accurate basis
- Identify potential areas of compliance vulnerability and risk; develop/implement corrective action plans for resolution of problematic issues and provides general guidance on how to avoid or deal with similar situations in the future. This includes providing guidance to department managers on implementing policy and/or process changes to comply with new and/or changes to regulations
- Leads internal audits to ensure compliance and minimize risks
- Collaborate with team members to identify risks, ensure compliance to OSHA regulations, and ensure loss prevention methods comply with privacy and other applicable laws. This includes implementing training and programs to ensure compliance
- Work with the executive team to develop and implement procedures for ensuring absolute legal compliance in all aspects of the Company cannabis operations
- Provide reports on a regular basis, and as directed or requested by leadership regarding compliance programs (implementation and results). Report any violation and/or potential risks to operations and legal in a timely manner
- Oversee any recall and/or health/public safety issues. This includes reporting to government agencies, developing communication to dispensaries and/or consumers, working with the management team to develop a corrective plan
- Evaluate participation in community events and other marketing efforts for risks. Ensure marketing activities comply with federal and/or state regulations
- Maintain compliance with all Company policies and procedures
Requirements:
- Bachelor's Degree in a related field (MS or JD a plus) and a minimum of 2 years of experience in compliance, regulatory affairs and/or risk management
- Cannabis experience preferred
- Experience in pharmaceutical or agriculture industries a plus
- Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, and governmental regulations
- Ability to write reports, business correspondence, and procedural manuals
- Present information and respond to questions from groups of managers, clients, customers, and the general public
- Define problems, collect data, establish facts, draw valid conclusions and develop solutions.
- Proficiency in MS Office products
- Must have excellent communication, interpersonal and problem-solving skills, attention to detail, strong project management skills, the ability to maintain confidentiality; the ability to work independently and in a team environment; and knowledge of state and federal laws. Must have extensive knowledge of laws and legal issues related to cannabis, manufacturing and healthcare/drug companies.
