JOB SUMMARY:
This position spends the predominate amount of time directly supervising and overseeing day-to-day activities and duties of the forensics unit and evidence duties of the patrol evidence technicians which shall include but not be limited to crime scene and evidence processing, various types of photographic documentation, evidence gathering and packaging, crime laboratory evidence submission and the process of typing, filing, utilization of specialized fingerprint development equipment and chemicals. This position holds the primary responsibility for maintaining the property and evidence recovered or turned over to the Police Department, disposal and release of evidence and property, and preservation of chain of custody for property and evidence, as well as periodic or required inspections and audits. This position works in accordance with department policy, will maintain duty hours appropriate to assignments, complete daily work and on-call schedules, and complete performance appraisals for direct reports.
To succeed in this role the ideal candidate will need to effectively communicate to a full range of people, inside and outside the organization, be able to work cooperatively and effectively with others, and look for ways and means to improve performance, and setting clear objectives and measures. JOB DUTIES:
1. Spends the predominate amount of time supervising Forensic Unit staff and other related personnel including, but not limited to:
a. Oversees the work of all forensic technicians and the work of patrol evidence technicians which directly relates to forensic services including completion of reports, crime scene processing, etc, ensuring that all subordinate employees are performing and completing tasks consistently and appropriately.
b. Uses best judgment in plan, coordinate, and assign work duties to appropriate personnel ensuring that all Village and Department needs are being met.
c. Participates in and assists the Investigations Division Command and Sergeant in the hiring process for Forensic Technicians.
d. Ensures unit members are properly trained on all evidence handling techniques including, but not limited to, ensuring a unit member is trained and designated to maintain a working knowledge of the building’s camera system to ensure any requested footage for internal investigations and subpoenas is promptly met.
e. Reviews and approves sworn and civilian forensic technician field reports and all other documentation related to crime scenes to ensure reports are completed appropriately within Village and Department standards.
f. Oversees the property unit custodian, and supervises the collection, storage, and processing of evidence and property recovered by or submitted to the Police Department and ensuring that the custodian handles evidence and other property in accordance with Department and Village standards.
g. Reviews and evaluates all subordinate employees’ work daily to ensure they are satisfying all Village standards, identifying any problem areas, and directing remedial actions as deemed appropriate including, but not limited to, providing additional training, oversight, or disciplinary action for all forensic and patrol evidence technicians.
h. Maintains daily/weekly/monthly work schedules, preparing on-call schedules, and reviews and approves benefit time as they deem appropriate.
i. Conducts annual evaluations for all subordinate employees.
j. Addresses employee grievances and workplace issues as they deem appropriate.
k. Creates a positive and effective work environment for staff.
2. Serves as liaison between the Forensic Unit and all department divisions and provides coordination, direction, and information to the department regarding crime scene processing, and evidence collection.
3. Prepares an annual budget for the Forensic Unit as well as ordering and maintaining all supplies needed in conjunction with the Investigations Sergeant and Administrative Secretary.
4. Ensures the safekeeping of inventoried property/contraband such as firearms, drugs, and money, etc. Supervises the laboratory processing and analysis of suspected cannabis evidence, in addition to the processing, evaluation, comparison, and identification of finger and/or palm print evidence collected or submitted for analysis.
5. Instructs and/or trains others regarding crime scene processing techniques and protection of crime scenes by first responders. Provides training to new and existing police officers and other personnel on property issues included but not limited to proper packaging procedures, proper use of the bar code inventory system and chain of custody.
6. Keeps the appropriate supervisor apprised of how evidence is being handled by officers in the field and in court and any innovations concerning investigative and evidentiary techniques.
7. Responds to crime scenes as needed and assists the requesting local, county, state, and federal agencies.
8. Oversees the investigation and closely assists in fire, arson, and explosion scenes to determine the cause and origin of these scenes.
9. Researches and brings the latest advancements in forensic science forward to ensure the Forensics Unit remains on the forefront in this area.
10. Ensures completion of an annual inspection of the property/evidence areas, as directed by the Chief of Police in conjunction with the Investigations Sergeant.
11. Maintains appropriate files of all reports and activities of Forensic Unit. Forwards all reports to the appropriate supervisor for approval.
12. Participates and/or arranges for a unit member to provide community outreach, public education, etc. by speaking at various community events and businesses.
13. Assists with providing photographs as required for court, and investigation. Assists with providing copies of any video tapes, CDs, DVDs, or documents that are inventoried as requested by subpoena. Assists with the identification and processing of arrests, with the aid of fingerprint scanning technology, and/or inking methods.
14. Conducts inspections of respective supplies of photography, identification, packaging, and evidence collection or processing equipment, and submits purchase requests to ensure adequate supply levels are available.
15. Performs other duties as assigned.
QUALIFICATIONS:
1. Bachelor’s degree in science, forensic technology, criminal justice, or closely related field.
2. A minimum of five years of experience as a police evidence technician.
3. A minimum of two years of supervisory experience in Forensics, Law Enforcement, or a related field.
4. Certification as a Crime Scene Investigator through the International Association for Identification.
5. A minimum 40 hours of Basic Forensic Technician training and a minimum 40 hours of photographic training from an accredited training facility preferred or ability to obtain within one year.
6. Proficiency in the operations of a property control system with emphasis on a computerized Bar Code system preferred or ability to obtain within one year.
7. Possession of a valid driver’s license.
8. Proficiency with current computer software systems, including email, calendar programs, job specific software, and customer service systems preferred or within the first six months of employment.
Minimum Knowledge/Ability:
1. Knowledge of law enforcement activities and police department organization.
2. Knowledge of principal and practices of accurate technical report writing and spelling.
3. Complete knowledge of or the ability to learn, understand, interpret, and apply department rules, regulations, policies, Operating Procedures Manual, state and federal laws, local ordinances, CALEA, court decisions, or other related materials pertinent to job functions.
4. Know basic biology, chemistry, anatomy, physiology, and related physical sciences as well as proper laboratory techniques.
5. Knowledge of mathematical concepts in order to perform geometric and trigonometric calculations.
6. Apply crime scene investigation theories and techniques in various field situations.
7. Keep extensive and updated records, both in computer data bases and with hard copy, of all transactions concerning evidence and property handling.
8. Operate and utilize the various computer systems maintained by the Police Department.
9. Ability to work without supervision and make independent decisions.
10. Ability to learn methods and techniques of latent fingerprint processing using powders and chemicals.
11. Basic photographic principles, drawing and sketching techniques.
12. Communicate clearly and concisely, both orally and in writing.
13. Prepare clear, concise detailed reports.
