Job Description:
The Oregon Liquor & Cannabis Commission (OLCC) is looking to fill one Minor Decoy (Student Professional/Technical Worker) in our PENDLETON Field Office. This is a fantastic opportunity for students to join an excellent team. This position is part-time, performed throughout the year.
- Applicants must be between the ages of 18-20 years of age at the time of hire
- This position is hourly/part-time and performed on an as-needed basis. Hourly rate is $16.26/hr to $19.59/hr depending on qualifications.
Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products sold in OLCC retail stores. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC’s Public Safety Program licenses and regulates businesses in the alcohol and marijuana industry such as manufacturers, bars, restaurants, retail outlets, grocery and convenience stores.
What will you do?
Minor Decoys work with Regulatory Specialists to ensure licensees lawfully sell and serve alcohol and marijuana products by confirming the licensees are not selling to minors. This position achieves this purpose by attempting to purchase alcohol and marijuana products at alcohol and recreational marijuana retail locations.
Here are some of the essential duties you will perform:
- Accompanies Regulatory Specialists into licensed premises. May also participate in joint missions by accompanying personnel from law enforcement agencies or special interest groups in accordance with agency policy.
- Enters businesses to attempt to purchase alcohol or recreational marijuana using valid legal driver’s license, identification card or other valid identification to determine whether or not a retail OLCC licensee is selling alcohol or retail marijuana products to patrons under the age of 21.
- Selects or verbally requests regulated products. Attempts to purchase products using cash obtained from a Regulatory Specialist prior to the compliance check.
- Provides valid identification to clerk if asked. States correct age or date of birth if asked, and may not lie or otherwise verbally misrepresent age. Requests the return of identification if the clerk attempts to confiscate it.
- Communicates verbally and documents in writing minor decoy visits and findings in a narrative report. Attaches receipts and other related documentation.
- Prepares and presents documents needed for contested case hearings. Testifies on behalf of the Commission at administrative law hearings and/or in criminal court.

Oregon Water Resources Department
The Oregon Water Resources Department (OWRD) seeks to hire one full-time permanent Assistant Watermaster (Natural Resource Specialist 2 w/underfill option Natural Resource Specialist 1) to work in the North Central Region of the Field Services Division . As an assistant watermaster you will work with your regional team to assess water use on cannabis cultivation projects. Due to the growth of the cannabis industry, the State of Oregon must work with partners to find ways to address illegal uses and increasing water scarcity across Oregon so that both instream and out-of-stream needs can be met. In response to growing concern and increased complaint volume, the State Legislature and Governor’s office called a Special Session in December of 2021 to address cannabis, drought and housing concerns. SB 5561 was the result and allocated significant funding to OWRD to increase staffing to assist in addressing water use issues around permitted and unpermitted cannabis and hemp operations.
You will be a member of the Field Services Division, reporting to the North Central Region Manager and the Division Administrator . This position will require some overnight travel and may work around the State for extended durations as workloads require it. What you will do
As a key member of our field division, you will:
- Assist legal cannabis growers with water right questions and applications.
- Research water rights, property ownership, and water use history for specific locations using online data and Arc GIS skills.
- Frequently travel to sites around the region to inspect and document water use, both legal and illegal, and assist with workloads in other parts of the state as needed.
- Respond to water use complaints; investigate, document and report findings to other team members and other agency staff.
- Collaborate with local law enforcement and enforcement staff from other agencies to address illegal water use on cannabis operations.
- Review application materials for Oregon Liquor and Cannabis Commission (OLCC) and Oregon Department of Agriculture (ODA) registered sites as it pertains to water usage
- Measure stream discharge data and water diversion rates, conduct dam safety inspections, and provide a high level of customer service in a professional, inclusive, and transparent manner.

Where will you work?
This position will be in Pendleton, Oregon. Field work and site visits to cannabis operations is required, as is customer service in the office. Overnight travel will be required to address issues and complaints in other areas of the region or state. Expect to spend as much as one week per month in overnight travel during summer irrigation season. You may be eligible to work remotely on a schedule agreed upon by the manager and employee. There is an expectation that the selected candidate would be within a reasonable commute distance from the duty stations listed above.

Minimum qualifications for NRS-2:
- Five years of experience related to water resource management. At least one year of this experience must include activities such as: gathering and analyzing natural resource data and/or coordinating monitoring efforts for a natural resource program; and providing technical assistance to the public in a natural resource program explaining laws, rules, and regulations, answering questions, help the public navigate and comply with agency procedures.
- A Bachelor’s degree in Hydrology, Geology, Civil Engineering, or other natural resource area will substitute for three years of the required experience.
- A Master’s degree in Hydrology, Geology, Civil Engineering, or other natural resource area will substitute for four years of the required experience.
- Any combination of education and experience to equal five years’ experience as listed above.
Minimum qualifications for NRS-1 Underfill:
- a Bachelor's degree in Hydrology, Geology, Civil Engineering, or other natural resource area ; OR
- three years of experience in Hydrology, Geology, Civil Engineering, or other natural resource area ).

Duty areas:
- Complaints and compliance – You will work to address increased workloads regarding cannabis and hemp cultivation as it pertains to water resources. Working with the watermasters and region manager you will provide timely response to complaints and investigations of water use violations.
- Regulation and distribution of water – Using field tools and desktop GIS you will work with irrigators to ensure compliance with permitted uses of waters of the State.
- Interagency coordination – You will coordinate with County Code Enforcement, State and County Law Enforcement, OLCC and ODA to investigate cannabis and hemp production sites for compliance with Oregon water law.
- Education and outreach – Work with irrigators to achieve compliance through effective explanations of Department rules, statutes and avenues for achieving compliance.
Working Conditions
Frequent office work. Occasional lifting up to 75 lbs; occasional contact with hostile or angry people; Driving long distances to remote field locations in all types of weather and road conditions. Wading and working in and around streams during all seasons. Work in smokey conditions as needed during fire season. Applicants must have a valid driver’s license and an acceptable driving record.

Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages, the production and sale of recreational marijuana, the tracking of Oregon Health Authority medical marijuana, and the tracking of industrial hemp products. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. This money helps fund essential services such as schools, police, and healthcare for Oregonians.
Within the Distilled Spirits Program, the Retail Services Division oversees the operation of the liquor stores. Staff work closely with liquor store operators (agents) to help them appropriately apply liquor regulations and retail operating procedures to their operations. They assist in managing the state’s liquor inventory to ensure merchandise is readily available to customers.
What will you do?
The District Manager provides oversight and direction for the business processes for up to 60 contract liquor store agents within an assigned district. This position consults with liquor agents to ensure their understanding of and compliance with liquor laws, rules, the OLCC retail policies and procedures, the retail operations manual, and the retail sales agent agreement. This position decides on the best course of action within the framework of these guidelines, and then advises agents on how to apply the requirements to the agents’ operation and unique circumstances. Through overseeing processes, assessing compliance, providing guidance, and monitoring the retail sales agent agreement, this position ensures the program meets its goals in making distilled spirits appropriately available to consumers and licensees within a control state system.
This position is the primary contact and liaison between the district liquor store agents and OLCC, representing their interests to each other and working to improve the system. The success of the liquor stores, and in turn the efficiency of the state retailing system and its revenue stream to state and local government, depends largely on how successfully OLCC District Managers oversee, consult with, and interact with liquor agents.
What are some of the supporting duties?
- Visit liquor stores within a district on a regular basis using state vehicle, to promote agent compliance and high customer service, identify deficient areas and successful innovations and improvements, and addresses any new OLCC policies or agent questions or concerns.
- During visits to stores, guide and advise agents on how best to apply OLCC requirements to particular stores and their unique circumstances.
- Complete, prepare and processes claims for damaged product. Assess each store’s product mix and stock levels.
- Observe that only legal sales are made in each store, and assess whether or not more education on avoiding sales to minors or visibly intoxicated persons is needed.
- Consult with store applicants on their remodel or relocation plans; monitor how new agents fulfill their proposed remodel or relocation plans to ensure compliance with store operation requirements.
- Advise existing agents on remodels and relocations; identify and evaluate potential sites for new or relocated stores.
- Identify and screen temporary agent applicants to determine if applicant meets qualifications; work with temporary agents to operate stores until permanent appointments are made.
- Respond to agents’ needs and questions outside of routine visits, as needed. Initiate non-routine contact to advise agents of issues; consult and find solutions.
- Responsible for oversight of Distillery Retail Outlet Agents who are contracted to sell their own manufactured Oregon-produced products.
- Represent OLCC to the public, civic groups, government agencies, and the alcoholic beverage industry.
- Advise division director or other agency staff about potential store or agent issues.
- Monitor reports and other information on an ongoing basis to make sure that agents are following appropriate practices in ordering merchandise, controlling inventory, and depositing and reporting liquor sales.
- Assists agents with closure of liquor stores or remove product from stores as needed to safeguard the state’s assets and protect the public. Take actions as necessary to gain compliance such as recommending, developing and/or monitoring improvement or compliance plans.
- Score agents’ performance annually on commissioner-approved evaluation forms that the District Manager develops as part of the Retail Services team.
- Requires overnight travel and occasional travel to OLCC headquarters and Regional Offices.

What we are looking for:
- Ability to be self-directed and maintain schedule for visiting and supporting independently owned liquor stores in a geographic region.
- Skills in communicating effectively verbally and in writing with a variety of stakeholders to explain processes, compliance and operating procedures.
- Experience using policy and procedure manuals, handbooks, or reference material for answering questions.
- Experience handling sensitive information with strict confidentiality and maintaining a high degree of professionalism.
- Proficiency in Microsoft applications such as Outlook, Word, and Excel.
- Experience providing great customer service and interpersonal skills to internal and external customers.
- Detail oriented, ability to manage multiple priorities and maintain flexibility when issues arise within the district.
- Ability to work with multiple deadlines, continuous change and at times heavy workloads.
- Ability to respond to liquor agents and customers who may become angry or upset. Use independent decision making to solve problems.
What do you need to qualify? Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years of experience coordinating or administering a program
OR
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

- This person often operates autonomously as the team member travels to and from liquor stores around the state. Must be experienced in retail management and able to act independently with sound judgment. Needs to be able to function independently and rely on own resourcefulness and expertise. Person needs to be self-motivated, organized, and able to establish own priorities.
- The person in this position may drive a State of Oregon vehicle. A valid driver’s license and a good driving record are required.
- Background in retail store sales, merchandising and/or marketing experience strongly preferred.
- Must be able to lift liquor cases weighing up to 60 pounds.
- Requires ability to communicate clearly and effectively verbally and in writing. Must work effectively as a team member with supervisor, agents, customers, and co-workers.
- Regular and consistent attendance, with the exception of legally protected leave, is an expectation for this position.
