The Opportunity:
We are seeking qualified candidates to fill the role of Chief Consumer and Business Affairs Representative in the Public Policy Division and the Office of Cannabis Management (OCM).Essential Job Functions
PUBLIC POLICY DIVISION
The Public Policy Division is responsible for researching, developing, and implementing policies affecting consumers and businesses throughout Los Angeles County. Policies are explored, developed, and matured in close collaboration with the Board of Supervisors ' staff, County departments, and external partners. The division manages and coordinates emergent priorities and special initiatives on behalf of the Department Head and executive staff.
In this role you will:
- Lead a team of analysts responsible for the research, evaluation, development, and implementation of policies designed to protect consumers and promote economic development
- Analyze proposed Federal, State, and County proposals, legislation, and policy changes, to identify impact to County programs, finances, and operations; make recommendations for County positions and advocacy strategies
- Build collaborative relationships with the Board of Supervisors and staff
- Coordinate with administrative agencies involved in department services
- Ensure quality control in the execution of programs and initiatives and make recommendations regarding the direction of the program
OFFICE OF CANNABIS MANAGEMENT
The office of Cannabis Management (OCM) leads the commercial cannabis permitting
program for Los Angeles County, including the development of regulations, public education, coordination of public health and safety efforts, and a social equity program. OCM serves a critical role and drives efforts to regulate the commercial cannabis industry through the development and consistent administration of laws, regulations, and strategic integration of process management, functional expertise and innovative problem-solving. OCM leads cross-departmental coordination to develop permitting infrastructure, triage cannabis-related complaints, provide outreach, and build an equitable program that offers resources and referrals to businesses, consumers, and applicants.
In this role you will:
- Lead a team of analysts responsible for the research, evaluation, development, and implementation of policies designed promote a responsible and sustainable commercial cannabis market
- Develop and implement an equity program for eligible applicant that provides directly, and/or through contracts or referrals, job training, workforce development, contract review, technical assistance, access to capital, and other resources as appropriate
- Analyze proposed Federal, State, and County proposals, legislation, and policy changes, to identify impact to County programs, finances, and operations; make recommendations for County positions and advocacy strategies related to cannabis
- Build collaborative relationships with the Board of Supervisors and staff, industry associations, advocacy groups, community organization, philanthropy, and other external stakeholders
- Coordinate with administrative agencies involved in the permitting process, including other County departments and State agencies
- Analyze and implement policies that mitigate harms of the commercial cannabis market, including, but not limited to, environmental harms by utilizing the appropriate California Environmental Quality Act processing and review, public health and safety
- Lead the development of an application process, including an online application portal/app, creating cross-departmental communications, and appropriate consumer/applicant communication platforms
- Ensure quality control in the execution of programs and initiatives and make recommendations regarding the direction of the program
- Lead development of regulations and ordinances to implement commercial cannabis
- Conduct broad public education and outreach campaigns during and after the development of regulations
- Analyze budget and fiscal impact of cannabis programming, potential revenue from cannabis tax, state funding, and other sources, and make appropriate recommendations to promote sustainability and viability of cannabis programs
Requirements
MINIMUM REQUIREMENTS:
TRAINING AND EXPERIENCE:
OPTION 1
One year of experience as a Consumer and Business Affairs Supervisor in the County of Los Angeles supervising staff engaged in assisting the public in connection with consumer complaints, court procedures, dispute settlement or mediation issues.
OPTION 2
One year of experience as a Consumer and Business Affairs Specialist in the County of Los Angeles providing consultative services on consumer protection issues to the management of the Department of Consumer Affairs and Business Affairs.
OPTION 3
Three years of paid or unpaid experience supervising others in connection with consumer complaints, court procedures, consumer protection, dispute settlement or mediation issues, investigations, financial empowerment, business and economic development, immigrant advancement services, or legislative research and analysis. One year of this experience must have been at a level which involved responsibility for the development and implementation of program policy.
DESIRABLE QUALIFICATION
Experience supervising others in connection with public health program analysis. Public health program analysis, in the County of Los Angeles, is defined as the study and investigation of issues and problems of public health program development, implementation, administration, and evaluation with the formation of applicable solutions and recommendations.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation to carry out job-related essential functions.

- Provide counseling and information to consumers, property owners, litigants, business representatives and others on consumer laws, real estate matters, small claims court procedures, and public agency resources.
- Review complainant's charges and allegations of misrepresentations of consumer products and services, unfair, unethical, or deceptive business practices, and other alleged violations of consumer protection laws and regulations in order to verify the accuracy of charges and allegations.
- Mediate complaints and disputes between consumers, businesses, and others providing products and services to the public in an attempt to arrive at a resolution or settlement of differences on a variety of consumer related service matters.
- Conducts research on statutes, rules, and regulations governing consumer related services.
- Gather pertinent information and supporting documents needed to evaluate the merits of complaints to investigate and resolve consumer complaints, through independent research, field investigations, and interviews
- Prepare an array of written documents, correspondence, memos and detailed investigative reports for use

THE OPPORTUNITY:
We are seeking qualified candidates to fill permanent and temporary Consumer and Business Affairs Specialist vacancies throughout the department. These vacancies may occur in the following sections: Legislative Affairs, Office of Cannabis Management, and special programs related to the American Rescue Plan.
LEGISLATIVE AFFAIRS
The Legislative Affairs section under the Public Policy Bureau coordinates DCBA’s legislative activities such as tracking and analyses of legislation, development, and advocacy of legislative proposals of interest to the Board of Supervisors regarding consumer protection, housing, small claims, economic development, immigration, financial empowerment, cannabis, including costs implications, benefits and other impacts to Departmental programs and the public. The Legislative Affairs section also functions as the primary liaison between the department and the County’s Chief Executive Office, Inter-Governmental and Legislative Affairs and other federal, local, and State agencies.
OFFICE OF CANNABIS MANAGEMENT
The office of Cannabis Management (OCM) promotes public safety and reduces public harm caused by the regulated and illicit commercial cannabis industries. The OCM has led cross-departmental coordination to triage cannabis-related complaints, provide outreach, and education campaigns to businesses and consumers regarding compliance and sharing of available resources. As the commercial cannabis industry continues to see restrictions lift across multiple jurisdictions, including the County of Los Angeles, the OCM will serve a critical role and lead efforts to regulate the commercial cannabis industry through the development and consistent administration of laws, regulations, and strategic integration of process management, functional expertise and innovative problem-solving.
AMERICAN RESCUE PLAN
The American Rescue Plan represents a once-in-a-generation opportunity to address LA County’s most urgent inequities. This first pillar, “Emerging from the Pandemic Better than Before through Equity-Based Investments,” makes investments that will increase housing for people experiencing homelessness, create more affordable housing, resource the Board’s “Care First, Jails Last” vision, reduce the digital divide, and build wealth in communities that have historically been left out of generational wealth gains. DCBA has been tasked with implementing programs to assist landlords and tenants arrive at mutually agreeable outcomes to avoid disruptive displacements resulting from pandemic related economic hardships. Additionally, DCBA has introduced the Tenant Protections Hotline, which in collaboration with its Small Claims Advisory program, respond to inquiries from tenants and landlords seeking to understand rights and responsibilities, as well as the required judicial process under new state laws for unpaid rent during the pandemic.
Essential Job Functions
As the Consumer and Business Affairs Specialist, your responsibilities will include but are not limited to the following:
Conduct research, evaluation, and development of policies designed to promote or enhance the core services of the Department.- Analyze proposed federal, State and County proposals, legislation, and policy changes to identify impact to County programs, finances, and operations; make recommendations for County positions and advocacy strategies.
- Conduct special projects, assignments, and management studies concerning departmental programs and initiatives.
- Analyze data and prepare correspondence and reports on department activities in response to Board of Supervisors initiatives.
- Prepare, analyze, and make recommendations to the Board of Supervisors on Department core services and priorities.
- Engage Board of Supervisor staff to collaborate on policy and legislative matters of priority to the Department and Board.
- Respond to sensitive or complex inquiries or complaints on department issues and prepare official correspondence and materials as necessary.
- Review program policies, and operational processes to implement quality control in the execution of programs and initiatives and make recommendations regarding program direction.
- Act as liaison between and/or represent department management with Board offices, County departments, commissions, outside agencies, and other governmental jurisdictions to enhance and promote Department core services and priorities.
Requirements
OPTION I:
One (1) year of experience providing technical and administrative oversight to staff engaged in the delivery of departmental consumer and business affairs services to the public and providing administrative coordination for specialized programs and initiatives at the level of Consumer and Business Affairs Supervisor.
OPTION II:
Two (2) years of experience investigating, mediating, or resolving complex matters and disputes in connection with consumer and business-related services and programs at the level of Consumer and Business Affairs Representative III.
OPTION III:
Two (2) years of experience in a public or private agency, analyzing and making recommendations for the solution of problems of organization, systems and procedures and the development and implementation of programs impacting the public in an administrative, management, or highly responsible specialized staff capacity. A Master's degree or higher from an accredited graduate school will be accepted for one year of the experience.
Special Requirement Information:
- Specialized Programs include consumer protection, mediation, financial empowerment, housing and tenant protection, foreclosure prevention, wage enforcement, immigration advancement, investigations and other department programs.
Consumer and Business Affairs Supervisor: Supervises Consumer affairs in the delivery of department services to the public and provides administrative coordination for specialized consumer protection programs.
Complex Matters are defined as responsibilities handling complex consumer related services such as cases that involve extensive coordination involving large companies or that may require civil or criminal prosecution and extensive investigation are assigned extensive dispute mediation on a regular basis.
Consumer and Business Affairs Representative III: Investigates, mediates and resolves complex consumer related service complaints, inquires and disputes, and conducts special projects and assignments.
Administrative capacity: Performs work typically in an administrative services branch of an organization unit, including responsibility for the development of procedures and participation in policy formulation. Experience at the level of independent responsibility for assignments of average difficulty analyzing and making recommendations for the solution of problems of information services, programs, and general management.
Managers are responsible for making major recommendations and taking actions that have a direct and substantial effect on the agency and the programs. Managers organize, plan, implement, and control functions and programs; develop and implement policies, procedures, and guidelines; formulate short-term and long-term goals and objectives; direct and supervise staff through subordinate supervisors; allocate resources; and; determine staff training needs.
Specialized staff capacity is defined as staff experience requiring specialized knowledge of rules, regulations, and other guidelines relating to completing assignments in the program area assigned. Knowledge is usually attained through extensive, increasingly difficult, and practical experience and training in the subject matter field.

Requirements
The right person for this role will possess a bachelor’s degree or higher and have experience in policy development, people management, and customer service. In addition, the ideal candidate will have at least five years of high-level experience leading the implementation of technical and procedural aspects of consumer protection, real estate fraud prevention, or similar services in a government, non- profit, or financial services organization.

COMPENSATION AND BENEFITS
Annual Salary: $109,185 to $169,806
The unclassified appointee will receive an annual salary commensurate with qualifications, as well as an excellent program of benefits that allows employees to choose the benefits that meet their specific needs.
The package includes:
Retirement Plan – New appointees will participate in a contributory defined benefit plan.
Cafeteria Benefit Plan – The County funds its cafeteria plan using a tax-free contribution of an additional 14.5% to 17% of the employee’s monthly salary.

Essential Job Functions
We are seeking qualified candidates to fill Program Manager I vacancies in DCBA's Center for Financial Empowerment and Rent Stabilization Unit.
The Center for Financial Empowerment:
The Center for Financial Empowerment (CFE) works towards creating economic stability and household wealth for low income to moderate income County residents. CFE delivers effective and supportive services by educating consumers to make better financial choices. The mission of CFE is to create a systemic, long term change, and provide support to the financial potential for County residents. The Center of Financial Empowerment works alongside its Founding Corporate Partner, Citi Community Development. Some of the major programs and initiatives include: Bank On L.A. County, Earned Income Tax Credit campaigns, Volunteer Income Tax Assistance Program, Consumer education works for CalWORKs participants, Financial Empowerment Training, Financial Navigators, Campaigns to Combat High Cost Lending, LA Saves, The CFE Training Institute and the Annual CFE Summit.
As a Program Manager I (PM I) in the Center for Financial Empowerment, you will supervise staff and guide CFE goals and priorities. Under the direction of the Chief Consumer and Business Affairs Representative, the PM I will assist in the development of strategic plan objectives and work collaboratively to refine program effectiveness and impact. The PM I will manage the day-to-day aspects of CFE projects and initiatives as well as handle personnel-related administrative tasks. Responsibilities may include, but are not limited to the following:
- Provide supervision to CFE program staff.
- Oversee and implement program activities, monitor progress and prepare reports.
- Lead program evaluation, data collection, research and reporting.
- Serve as a point of contact for key relationships including County departments, non-profit organizations, financial institution partners, contractors and program partners.
- Support the writing and development of grant applications and the development of partner contracts and scope of work documents.
Rent Stabilization Unit:
The Housing & Tenant Protection Division is responsible for enforcing Rent Stabilization, Mobile Home Park Rent Regulations, and Eviction Defense & Prevention for residents in the unincorporated areas of Los Angeles County. The programs ensure the County ordinances are enforced; ensure park owners, mobile homeowners, tenants, and landlords are informed of their rights and responsibilities; accept petitions and facilitate a process to ensure fair outcomes and compliance with the ordinance; and will seek action where violations of the ordinance are found. Programs and Initiatives within the Division include: Los Angeles County Rent Stabilization Ordinance, Los Angeles County Mobile Home Rent Stabilization Ordinance, Eviction Defense and Prevention Program, Temporary Eviction Moratorium Related to the Covid19 Pandemic, and Stay Housed L.A. County.
As a Program Manager I (PM I) in the Rent Stabilization unit, you will report to the Chief Consumer and Business Affairs Representative, and provide supervision for clerical staff responsible for the review of applications and supporting documents submitted by property owners following capital improvements or primary renovations to make eligibility determinations for cost recovery from tenants. In this role, you will provide administrative coordination and management of staff involved in the delivery of RSU services. Responsibilities may include, but are not limited to the following:
- Provide administrative coordination and manage staff involved in the delivery of services related to the RSU Program.
- Develop and implement program procedures according to the provisions of the Rent Stabilization Ordinance.
- Manage the processes involved in cost recovery after capital improvements and primary renovations, including application review, eligibility determination, and staff training.
- Conduct in-depth research and analysis of legislation, Board motions, ordinances, and rules and regulations that will affect rental property owners and tenants.
- Prepare reports containing findings and recommendations for program implementation.
- Responsible for tracking program metrics and reporting findings to management staff.
Requirements
SELECTION REQUIREMENTS:
Graduation from an accredited college and three years of experience in a general administrative staff capacity* analyzing and making recommendations for the solution of problems of consumer protection programs, one year of which must have been at a skilled level**. A Master's degree in Public Administration, Business Administration, Public Health Administration, Hospital Administration, or related field*** from an accredited graduate school will be accepted for one year of the experience.
Special Requirements Information:
- General administrative staff capacity is defined as: Assisting management by performing research, analysis and making recommendations on use of personnel, allocation of funds, workload and workload fluctuations, and programs and procedures for accomplishing departmental objectives.
**Skilled level is defined as working independently and reliably when completing job duties, such as selecting appropriate problem-solving methods and techniques, locating appropriate regulations, or applying proper procedures to carry out work.
***For this exam, related field includes areas such as public policy, sociology, and family and consumer science.

License:
