Position Description
The City of Seattle's Department of Facilities and Administrative Services (FAS), Consumer Protection Division (CPD) is seeking a collaborative, accountable, and customer service-oriented professional to serve as Deputy Division Director for Operations and Enforcement.
CPD is a diverse team of 46 employees with an $11 million budget and is responsible for managing and ensuring compliance with regulatory and business licensing and tax requirements as found in Seattle Municipal Code Titles 5, 6, and 7. Regulated industries include short term rentals, towing, taxi, for-hire, and transportation network companies, adult entertainment, recreational cannabis, and the nightlife industry. CPD also ensures compliance with City business licensing and tax requirements and ensures compliance with the City’s weights and measures code. CPD promotes public safety, protects consumers, and enhances the quality of life for Seattle residents, businesses, and visitors.
The Deputy Division Director for Operations and Enforcement is a confident leader, problem solver and collaborator and serves as a key advisor to the Director of CPD. The Deputy oversees the enforcement team comprised of special police-commissioned license and standard inspectors and supervisors and is an excellent people manager and team builder. The Deputy has a strong background in regulatory compliance and enforcement, has demonstrated experience planning and operationalizing programs and procedures, and is able to manage and coordinate multiple competing priorities in a fast-paced and technical environment. In addition, the Deputy has excellent communication and customer service skills and regularly interacts with the FAS Director's Office, other FAS divisions, City departments, Mayor and City Council staff, county and state agencies, and private sector stakeholders involved in City and regional regulatory activities. The Deputy reports to the Director of CPD and is a member of the division's leadership team.

Job Responsibilities
Build and maintain a great team. Manage three supervisors/managers who oversee teams of 6-8 Licenses and Standards Inspectors. Grow a staff culture that forges teamwork, collaboration, and accountability. Serve as a mentor and coach to staff and manage their performance.
Effectively manage regulatory operations in a fast-paced environment. Establish the priorities for the section, develop and track projects and work plans, and monitor and shift staff resources as needed to meet critical deadlines. Coordinate multiple technical regulatory programs, including community canvassing and business inspections.
Provide excellent customer service. Work closely with CPD staff and leadership, Director's Office, FAS divisions and with CPD’s customers and stakeholders. Serve as a key representative for CPD and communicate clearly and respectfully to a professional and culturally diverse workforce as well as with executives, community-based groups, vendors, and other government agencies.
Serve as key advisor. Provide operational strategic advice and recommendations to the CPD Director and department management on policy, program, process, and financial issues. Communicate and advocate for regulatory enforcement improvements, and prepare, edit, and present to the CPD Director, Department Executive Team and other key stakeholders issue papers on a variety of regulatory enforcement topics. Maintain the highest level of confidentiality.
Provide Policy, Program, and Business Process Analytics. Develop operational policies, programs, and business processes via legislation, director's rules, or standard operating procedures. Recommend funding and fee setting options. Assess and recommend business process improvements to increase operational effectiveness and efficiency of the section.
Qualifications
Minimum Qualifications
Bachelor's degree in public administration, management, business administration, political science, economics, statistics, or other related fields.- Three (3) years of experience supervising or leading an operational team of at least six people with emphasis in coaching, mentoring, and performance management.
- Five (5) years of experience with regulatory compliance and code enforcement or a closely related field.
Equivalency:
Combinations of education, training and experience will be evaluated on an individual basis for comparability.

Conduct periodic inspections and tests on commercial weighing and measuring devices (fuel dispensers, scales, fuel delivery trucks, and taxi meters); check accuracy of price scanning systems at retail stores; inspect packaged goods for accurate net contents declarations, proper method of sale declarations, and complete and accurate product labels.
Investigate business and commercial activities for violations of business license and tax requirements. Contact and/or visit businesses as needed to ensure compliance. Issue notices, citations, and criminal complaints when needed for violations of the code.
Communicate with and educate local business owners and the public about regulatory requirements; complete daily work logs and periodic activity reports; develop and present cases to the Law Department and testify as a witness on behalf of the City. Inspectors strive for voluntary compliance through outreach and education, but also issue citations with monetary penalties and license actions, and/or file criminal complaints for code violations.
Weekend and evening work may include teamwork with other departments and agencies with visits to nightclubs, bars, adult entertainment establishments, musical festivals, and mobile vending businesses. Noise code enforcement may include taking decibel readings using a certified Type II Sound Meter in response to noise complaints.

- Issue and renew regulatory licenses; review and audit documents to ensure Seattle Municipal Code (SMC) regulations and ordinance requirements are met.
- Explain the rules and regulations of the SMC.
- Perform calculations to determine appropriate regulatory licensing fees and penalties, due dates, and other associated fees.

Senior Management Systems Analyst position with the Consumer Protection Division (CPD).
The Consumer Protection Division manages and ensures compliance with regulatory and business licensing and tax requirements as found in Seattle Municipal Code Titles 5, 6, and 7. Regulated industries include short term rentals, towing, taxi, for-hire, and transportation network companies, recreational cannabis, and the nightlife industry. CPD also ensures compliance with City business licensing and tax requirements and ensures compliance with the City’s weights and measures code. The
Senior Management Systems Analyst will architect, develop, build, configure and maintain a variety of technology solutions used by the Consumer Protection Division in its day-to-day work.

Job Responsibilities:
- Develop, build, configure, deploy, and maintain internal applications and records management systems, including Microsoft Access Databases utilizing Visual Basics for Applications (VBA) and Microsoft Office 365 applications including Powerapps, MS Forms, MS Power Automate.
- Develop, build, configure, deploy, and maintain SQL Server Reporting Services (SSRS) databases, documentation, and reports.
- Develop, build, configure, deploy, and maintain reports and data visualization in Tableau.
- Coordinate project plans or data processing activities with other divisions, other City departments or vendors to ensure functions and systems design, modification and implementation requirements meet the need of the Consumer Protection Division.
- Test new deployments in user-acceptance testing and quality assurance environments prior to deployment into production. Validate that the software solution was built according to design, conduct functional testing of applications, and support the software solution.
- Serve as technical advisor to the divisional management and act as project manager over systems design, development and implementation process involving considerable scope, complexity, and long-term commitment. Regularly escalate project issues affecting scope, budget and timelines and future enhancements to the division director.
- Create, coordinate, and implement trainings on the use of reports and applications.
- Work with the Consumer Protection Division’s leadership team to track performance measures.
- Perform data processing activities in response to public disclosure requests.
- Collaborate with other City departments and elected officials to respond to data-related queries.
- Apply a Race and Social Justice lens to current and future business processes.
Qualifications:
Minimum Qualifications
:
Experience: A minimum of 3 years of progressively responsible in application design, system development and maintenance, data administration, and report design and building.
Education: Bachelor’s degree in business or public administration, finance, computer science or a related field.
(Or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class.)

Job Responsibilities:
CPD is seeking a dynamic leader to manage a team of up to 12 License and Standards Inspectors. The manager is responsible for articulating and implementing City priorities related to the regulation of businesses as required by code. The ideal candidate will lead with race, embrace facilitating change, build a cohesive team, and creating a relational culture with staff and the community. To help achieve the City's' goals and objectives, this position will:
- Coach, train, mentor, and evaluate the performance of a team of Inspectors.
- Partner with others within the Division to develop policies, recommend legislative changes, and implement new programs and procedures.
- Oversee organizational change to achieve strategic plans and goals.
- Provide weekly updates to the Deputy Director regarding progress and challenges with operations.
- Continually review the operations of CPD’s compliance efforts and recommend improvements to business processes and policy/procedures to senior management.
- Develop successful compliance efforts that focus on community outreach, education, and voluntary compliance.
- Lead staff meetings and facilitate interactive group discussions.
- Coordinate regulatory compliance programs.
- Respond to public disclosure requests, constituent complaints, and problem solve based on Federal, State, and Local laws.
- Work with the CPD Leadership Team to meet and establish performance measures.
- Collaborate with other City departments, businesses, regulated industry representatives, and neighborhood organizations and community groups.
- Apply a Race and Social Justice lens to current and future business processes.
Qualifications:
Education: Bachelor's degree and/or related work experience in public or business administration, criminal justice, or a closely related field (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).
Experience: A minimum of 3 years of progressively responsible administrative or management experience.
- Demonstrate an ability lead with race and apply a race and social justice lens to City operations.
- Possess strong leadership, change management, and interpersonal skills to build a team.
