Your opportunity at a glance
This position acts as a liaison between WSLCB and cannabis producers and processors, and other state agencies on non-licensing, financial and enforcement issues. The position acts as a subject matter expert in certain aspects of the cannabis industry and I-502 regulatory structure, acting as a resource on understanding cannabis production and specified compliance requirements under rule, including cannabis system reporting, medical compliant products, quality assurance testing, package and labeling, record keeping, security requirements, allowable pesticides, soil amendments, fertilizers, other crop production aids, and destruction of waste. The position also acts as the subject matter expert for the reporting system, and conducts data analysis and forensics to assist with research, financial analysis, and enforcement.
The position will support ongoing work and partnerships with other state agencies.
Duties
Some of your primary duties will include:
- Maintain expert level knowledge of the cannabis industry processes and compliance requirements under rule and law.
- Analyze large amounts of data from the WSLCB cannabis reporting system, and provide technical assistance on requirements and use of the system.
- Accompany Enforcement staff on premises checks to provide assistance with inventory verifications and provide Enforcement support for reports and questions related to subject matter expert content.
- Play a role in further developing third party testing requirements, and further development of testing methodologies. Managing the third party lab certification process and quality assurance testing program.

Qualifications
Required Qualifications:
- Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field AND one (1) year of experience conducting research and analyzing policies, laws, rules, or regulations.
OR
- Master’s Degree, or above (graduate or doctorate) in Economics, Statistics, or programs with a specific focus on data analysis/use of large unfiltered data sets, may be considered/substituted for the one year of experience required.
Preferred Qualifications:
- Master’s degree in business administration, public administration, law, public health, health administration, or a related field and four (4) or more years' experience conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience.
- Two (2) or more years of data analysis experience, including but not limited to: descriptive and inferential statistical analysis, modeling, data forensics, and forecasting.

As the Administrative Regulations Analyst 3 (ARA3), you will act as a subject matter expert in certain aspects of the marijuana industry and I-502 regulatory structure, acting as a resource on understanding marijuana production and specified compliance requirements under rule, including traceability reporting, medical compliant products, quality assurance testing, package and labeling, recordkeeping, security requirements, allowable pesticides, soil amendments, fertilizers, other crop production aids, and destruction of waste.
