Responsible for conducting in-depth complaint inspections and compliance evaluations of considerable difficulty to ensure compliance with established state statutes and rules for licensed facilities and professionals including group homes for people with developmental disabilities and medical marijuana dispensaries. Assure that consumers, clients, residents, and/or patients of all ages and diverse backgrounds receive the necessary care regarding their health, safety, and well-being. Conduct investigations of allegations of the provision of unlicensed care. Provide training and technical assistance to owners, administrators, directors, providers, and/or staff regarding state licensing/certification requirements and corrections needed to attain compliance, and take necessary actions including legal against licensee found to be noncompliant with state statutes and rules. Prepare reports documenting compliance and non-compliance, complaint investigation and monitoring field trip reports, enforcement and legal actions, and data collection all within established timelines. Ensure good character of all personnel, owners or volunteers through fingerprint background clearance, and personal and professional references. Assess compliance with architectural review, state and local fire department codes or standards, sanitation and nutrition rules and statutes, and make referrals as needed. May be responsible for training and/or mentoring new surveyors. Maintain a large caseload which requires complex scheduling; close coordination with providers and other agencies and accurate and thorough documentation for public files.
This position supports the Bureau of Special Licensing regulatory oversight functions for the Arizona Department of Health Services. The Bureau issues approximately 5,000 licenses, completes review of initial and renewal applications and conducts surveys of licensees. This position is responsible for assisting with reviewing and processing applications and conducting compliant and compliance surveys to ensure ongoing compliance with state statutes and rules. This position is involved in enforcement actions related to the licensees, including soliciting and reviewing plans of correction. As a State Licensing Surveyor, this position will be assisting with protocol development for applications; survey processes; answering public and stakeholder inquiries; reviewing complaints and assisting in the investigation of reports of noncompliance; communicating and collaborating with both internal and external stakeholders to develop educational and compliance materials for the licensees and the public. This position will perform other duties as required.
Job Duties:
- Conduct/lead surveys of facilities to verify compliance with state licensing regulations to ensure the health, welfare, and safety of consumers, clients, residents, and/or patients. Conduct/lead complex complaint investigations of facilities.
- Conduct fire, sanitation, pool, and basic building inspections as necessary. Write field trip reports, statements of deficiencies, and legal orders related to surveys and complaint investigations completed.
- Provide technical assistance to providers relating to the requirements for state licensing and the complaint investigation process. Serve as a resource for providers, the public, other governmental agencies, ombudsmen, and health care professionals regarding State Licensing.
- Participate in quality assurance/performance improvement activities. Conduct audit of records and public files; testify in hearings; participate in enforcement meetings with division management and providers.
- Precept new employees. Assist with protocol development for license application and survey processes. Communicate and collaborate with both internal and external stakeholders to develop educational and compliance materials for the licensees and the public.
Knowledge, Skills & Abilities (KSAs):

Selective Preference(s):
Bachelor's degree in behavioral science or environmental health. Experience with complaints investigations, and compliance enforcement as well as, experience reviewing building plans and business policies and procedures. Preference is given to applicants with Public Health experience.
