Main Purpose of Job
This position assists the Director in overseeing regulatory and compliance matters at the Maryland Medical Cannabis Commission. This position requires the ability to understand and interpret applicable statutes and regulations concerning medical cannabis. This position will provide research and analysis support to the Director and serve as a liaison to medical cannabis licensees and other stakeholders. This position will be primarily responsible for reviewing requests to transfer ownership or control of medical cannabis licenses, medical cannabis advertising for compliance with applicable statutes, and developing statutory and regulatory guidance materials for medical cannabis businesses.
MINIMUM QUALIFICATIONS
Qualified candidates must possess a Bachelor’s degree from an accredited college or university and six years of professional health or human services experience, including two years of management or supervisory experience.
A master's degree from an accredited college or university may be substituted for 1 year of the required general experience. A juris doctorate degree from an accredited college or university may be substituted for 2 years of the required general experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred candidates should possess the following:

• Experience specific to medical cannabis, health care and/or public health policies, legislation, and regulatory compliance;


• Ability to analyze and understand complex corporate structures and prepare comprehensive reports detailing this information; and,


• Detail oriented, thorough, and ability to draft comprehensive, understandable reports.

As our Regulatory Compliance Specialist you will be responsible for activities of the Regulatory Affairs and Quality Departments.

Your main objective is to ensure our regulatory and quality compliance - specifically with FDA, OSHA, EU, and all federal, state, and local regulatory authorities. Duties and Responsibilities:

• Lead the FDA inspectors and other auditors during inspections and address all other issues.
• Develop Drug Master Files, ISO 9001, EU-GMP or other process documents for registrations and periodic submissions.
• Review and submit Annual Reports, Periodic Reports, Annual Drug Reviews, Adverse Drug Experiences and Recall Coordination Activities, and supplements to FDA.
• Participate in quality and regulatory meetings, evaluate project priorities and coordinate activities to facilitate the reaching of objectives in a timely manner.
• Develop and maintain regulatory knowledge by keeping abreast of regulatory, pharmacopeia and cGMP changes.
• Act as subject matter expert for drug and food products, when customer inquiries occur.
• Write, review and revise SOP’s, in compliance with the regulations.
• Assist with quality systems with respect to Investigations, Change Controls and Corrective and Preventive Actions.
• Provide regulatory/technical input for product development / launch and reformulation.
• Respond to OOS’s, deviations, complaints and other deficiencies.
• Perform other activities as necessary.

Qualifications:

• Masters in Biochemistry, Biology, Pharmaceutical Sciences or related field is a minimum. A Pharm D, PhD, or advanced degree in a scientific/technical discipline is strongly recommended.
• Five years of pharmaceutical industry experience and a minimum of five years leading audits with FDA. Candidate must show strong negotiation skills and significant experience in proactively and reactively interacting with regulatory authorities.
• Must be able to demonstrate leadership.
• Must have ability to work on long-term projects independently. · Must have excellent communication skills - verbal, written, and interpersonal.
• Must have strong analytical, strategic, organizational, reporting and presentation skills.

The Regulatory Compliance Specialist will document and facilitate internal regulatory processes for the organization's cultivation, processing, and dispensary licenses, including 3rd party contracts. Other duties include license audits, site inspections, license renewals, or registrations/license updates. In addition, the specialist will compile and prepare materials for submission to regulatory agencies.
DUTIES & RESPONSIBILITIES *
Communicate with regulatory agencies regarding pre-submission strategies, potential regulatory pathways, compliance requirements, or clarification and follow-up of submissions under review.

• Schedule with and escort state inspectors during inspections and provide post-inspection follow-up information as requested.• Analyze regulatory deficiencies or complaints and make recommendations regarding their correction.Coordinate, prepare, or review regulatory submissions for state-specific licensing entities in states where the company operates.
• Interpret regulatory rules or rule changes and ensure that they are communicated through corporate policies and procedures, including communication with General Counsel and Assistant General Counsel.
• Assist with technical review of data or reports that will be incorporated into regulatory submissions to assure scientific rigor, accuracy, and clarity of presentation.
• Assist with review of product promotional materials, labeling, batch records, specification sheets, or test methods for compliance with applicable regulations and policies.
• Advise project teams on subjects such as pre-market/pre-inspection/pre-license regulatory requirements, export and labeling requirements, or other regulatory compliance issues.
• Compile and maintain regulatory documentation databases or systems.
• Coordinate efforts associated with the preparation of regulatory documents or submissions.
• Determine the types of regulatory submissions or internal documentation that are required in situations such as proposed changes in collaboration with the Legal Department.
• Maintain current knowledge base of existing and emerging regulations, standards, or guidance documents.
• Obtain and distribute updated information regarding regulations, laws, guidelines, or standards.
• Prepare or assist with the preparation of additional information or responses as requested by regulatory agencies.
• Prepare or maintain technical files as necessary to obtain and sustain license approval.
• Recommend changes to company procedures in response to changes in regulations or standards.
• Review and revise protocols to ensure collection of data needed for regulatory submissions.
• Write or update standard operating procedures, work instructions, or policies.
• Research and fulfill various legal administrative duties as assigned.
• Participate in ongoing education and professional development opportunities.
• Work collectively and respectfully with other team members.
• Additional duties as assigned by management.

QUALIFICATIONS *

• Prior experience in a regulatory compliance position, familiarity with state regulatory entities, and experience in the cannabis industry is a plus.
• Prior experience in a paralegal or legal administrative position is a plus.
• Good interpersonal skills and proven ability to positively influence people; must be capable of effectively interacting at all levels in the organization.
• Detail oriented with an eye on process optimization.
• Excellent time management and organization skills.
• Ability to work in a fast-paced environment, to manage high stress situations, and to be flexible and adaptable when a situation requires it.
• Determination and success attitude that emulates fortitude, not taking no for an answer, and finding a way to accomplish what is necessary.

EDUCATION *

• Minimum High School or G.E.D equivalent is required.
• Bachelor's degree is a plus
