The Monterey County Treasurer-Tax Collector is an elected officer of the County. Operating under statutes of the State of California, the Treasurer-Tax Collector performs a variety of functions which collectively contribute to the financial management network of the County, the County's school districts, and many of the County's special districts. The Treasurer-Tax Collector department consists of 3 divisions: Property Tax, Treasury, and Revenue.
Responsibilities of the Treasurer-Tax Collector include the oversight, billing, collection, reporting and accounting for all property, transient occupancy, and cannabis business taxes levied in the County. The Treasury Division performs general banking services for the County and depository agencies and manages a pooled investment portfolio. The Revenue Division is predominantly responsible for the billing and collection of court-ordered fines and fees through an agreement with the Superior Court of California, County of Monterey.
The Treasurer-Tax Collector is seeking to fill two (2) Management Analyst III positions; one in the Tax Collection Division and one in the Revenue Division. Both are required to perform a wide variety of analytical and administrative duties of moderate to high complexity and will supervise professional, technical and support staff.
This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority in accordance with the Flexible Staffing Program and Guidelines.
The Eligible List established by this recruitment may be used to fill current and future vacancies on a regular full-time, part-time, or temporary basis County-wide.
Examples of Duties
- Develop, manage and provide administrative/analytical support services for major department programs and functions, such as Tax Collection, Business Licenses, Cannabis Tax Collection, Debt Collection, and Collection Enforcement.
- Works closely with managers and other staff within the department and the County to anticipate, obtain and provide ongoing and accurate information.
- Implements and evaluates policies, procedures and programs related to the assignment.
- Attends or serves as management liaison at meetings/functions such as committees, task forces, community forums, commissions and conferences.
- Obtains data/information from internal and external departments and agencies to conduct analyses for issues such as funding sources, interdepartmental activities, and programs.
- May supervise professional, technical, and support staff.
- Perform other related duties.

The successful candidate will be able to demonstrate strong leadership skills, excellent verbal and written communication skills, a high degree of integrity and professionalism, along with a working knowledge of the principles, techniques, and procedures of fiscal management, mathematical, accounting and statistical analysis, management and development of staff, research techniques, public and/or business administration, as well as the Fair Debt Collection Practices Act.

Education
