The Position The Store Manager is responsible for creating a world class customer experience for every customer. The role reports to the Director of Retail Operations works with store the Assistant Store Manager and Lumenaries (budtenders) in carrying out all retail operations in the store, including, but not limited to, inventory control, ordering, register operations, customer service, store appearance and displays, and employee interactions, and by performing other functions as assigned. The Director of Investigations, under the direction of the Chief of Investigations and Enforcement, manages the Commission’s compliance and investigations units to implement consistent regulatory compliance and enforcement for the Commonwealth’s marijuana industry. The Director of Investigations is a strategic partner for the Commission in policy development, establishing best practices and industry compliance with regulations, laws and policies. The Director of Investigations will be responsible for assisting in the development of vendor training programs for enforcement department employees, Commission staff, and external constituencies.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Foster the principles of the Commission’s Mission Statement among the staff and all stakeholders;
- Develop policies, procedures, and proposed regulatory revisions as they relate to compliance and enforcement matters.
- Oversee investigations, inspections, compliance and enforcement actions to ensure that Marijuana Establishments and Medical Marijuana Treatment Centers follow applicable laws, regulations, and policies;
- Monitor the documentation of inspections, investigations, and corrective measure recommendations to ensure that compliance and enforcement efforts by the Commission are consistent throughout the Commonwealth;
- Review all investigation, disposition, and inspection reports to ensure quality control and accuracy of information;
- Maintain accurate data detailing pending inspections, investigations, and other compliance matters;
- Collaborate and coordinate with the Director of Licensing and Enforcement Counsel regarding licensing and compliance matters;
- Ensure the timely and accurate response to inquiries about investigations, compliance, and enforcement issues;
- Foster the accurate and timely communication of risks, issues, and opportunities that impact the agency’s mission;
- Manage the seed-to-sale tracking system of record;
- Manage any vendor relationships relative to the provision of investigative services;
- Represent the Commission at public meetings, hearings, and other public forums; and
- Draft staff activity reports and other statutorily required reports as needed.
OTHER DUTIES AND RESPONSIBILITIES
- Refer incidents to law enforcement and public safety agencies, as needed;
- Collaborate with other state and local agencies, as well as external constituencies, to raise awareness of the Commonwealth’s marijuana laws and regulations;
- Establish department goals to support Commission strategic goals and activities;
- Maintain the highest standards of personal, professional, and ethical conduct and support the Commission’s goals for a diverse and culturally aware workforce; and
- Perform related duties as assigned.
SUPERVISORY RESPONSIBILITIES
- Participate in the hiring of staff;
- Direct daily supervision of Investigation Managers and their enforcement units;
- Oversee the management and development of training materials and programs for investigators and compliance officers;
- Conduct performance evaluations for direct reports;
- Approximately 50-70% of the time spent in the field, out of the office; and
- This position will be based in the Commission’s Worcester headquarters.
Qualifications
KNOWLEDGE AND SKILLS
- Ability to manage and prioritize a high-volume workload and foster a spirit of innovation and continuous process improvement
- Experience with civil investigations, including complex financial investigations, project management, auditing and fraud;
- Ability to work collaboratively with law enforcement agencies;
- Excellent written and oral communication skills with a proven ability to collaborate cross functionally;
- Proven problem-solving skills and sound judgment;
- Knowledge of the cannabis regulatory environment;
- Strong interpersonal and organizational skills;

EDUCATION AND EXPERIENCE

- Verifiable management experience, including a minimum of 5 years of supervisory experience;
- Verifiable ability to develop stakeholder relationships;
- Experience in directing audits, compliance functions, or investigations; and
- Experience in a regulatory agency, other compliance experience, or public safety experience.

The Store Manager must understand business drivers, how to maximize profitability, and ensure visual and operational standards are met consistently in the store.
The Responsibilities
- Participate in developing and implementing operational rules, regulations, policies, and procedures
- Drives business results by maximizing daily sales plans, managing expenses and improving metrics through sales floor leadership
- Manage, supervise, and direct the activities of the provisioning center and team
- Provides consistent developmental feedback that empowers and motivates our team and fosters a team environment by using effective communication skills
- Address issues that arise from employees or customers (complaints, grievances etc.)
- Work with Executive Team to create budgets and forecast sales
- Meet sales goals by training, motivating, mentoring and providing feedback to sales staff
- Oversee and manage product inventory
- Ensure the provisioning center remains compliant with security, inventory, and local and state regulations
- Report on buying trends, customer needs, profits etc.
- Create and reinforce a proactive selling culture that focuses on building a confident and competent team, in order to build a loyal customer following through clear and positive communication
- Propose innovative ideas to increase market share
- Manage financial records and cash handling procedures
- Ensure the safety and satisfaction of both the patients and employees
- Provide education for staff about medical cannabis strains, edibles, concentrates, and consumption mechanisms
- Oversee employee scheduling
- Maintain in-depth knowledge of products and strains in the store, as well as industry-wide product knowledge
- Manage and inspire staff to deliver the highest level of customer service
- Conduct personnel performance appraisals to assess training needs and build career paths
- Maintain outstanding store condition and visual merchandising standards
- Utilize, lead and deliver visual brand standards to present unique product mix offering
- Serve as a liaison to the local community
The Qualifications
- 5+ years of experience in a retail environment
- 3+ years management experience, preferably in retail
- 2+ years of cannabis related retail experience preferred
- College degree preferred; High School diploma required
- Minimum of 21 years of age
- Must pass any and all required background checks
- Proven successful experience as a retail leader
- Excellent interpersonal communication skills
- Accountability for self and others
- Balanced and intuitive decision making
- Practical and proactive thinking
- Maintain organized workplace

The PositionThe Store Manager is responsible for creating a world class customer experience for every customer. The role reports to the Director of Retail Operations works with store the Assistant Store Manager and Lumenaries (budtenders) in carrying out all retail operations in the store, including, but not limited to, inventory control, ordering, register operations, customer service, store appearance and displays, and employee interactions, and by performing other functions as assigned.
