Note: The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. The Department of Excise and Licenses for the City and County of Denver is looking for a strategic leader to lead the enforcement team in the development of a data driven inspection and investigation regiment. This position will review, develop, and enhance all practices, processes and policies related to achieving enforcement compliance across our critical business lines (short-term rentals, cannabis, liquor, etc.).
The Department issues approximately 180 different business licenses and is a progressive leader on a local, national and international level. The Enforcement team investigates the qualifications for licenses under city ordinance and determines which licenses should be issued, renewed or suspended while ensuring consumer safety.
Your leadership and hard work will ensure that our Department's Mission of Protecting the Public’s Health, Safety and Welfare by serving our community though the regulation of Business is achieved through the inspection and investigation of at-risk businesses.
Job Duties include:
Establish work priorities for the team and develop a long-term strategic plan to ensure the tasks of the team are working towards achieving the mission and vision of the Department
Reviews all case files and documents to evaluate credibility of evidence, including investigator testimony, and ensure all phases of the investigation are complete
Develops or modifies work plans, methods and procedures, develop work schedules to provide adequate staff coverage. Provides work instruction and direction and assists employees with difficult and/or unusual assignments; encourages innovation. Assigns and distributes work, reviews work for accuracy and completeness and returns assignments with recommendations for proper completion
Conducts hiring interviews and selects candidates for job openings
Resolves problems encountered during daily operations and determines appropriate solutions; promotes teamwork. Encourages regular communication, informs staff of relevant business issues and their impact on the organization
Develops goals, documents performance, provides performance feedback and formally evaluates the work of the employee; provides reward and recognition for proper and efficient performance. Assists staff to achieve performance standards and identifies opportunities for continual improvement to performance standards
Documents causes for disciplinary action and initiates letters of reprimand and makes formal recommendations for disciplinary action. Responds to formal and informal employee grievances and prepares written responses
Embody the values of Excise and Licenses through your dedication to producing quality work and cultivating strong, respectful, and collaborative relationships with managers, coworkers, partner agencies, industry members, and other citizens
Act as a change agent for the department by ensuring that our staff has the tools and support they need to adapt to new policies and technologies. Maintain an open feedback loop so that team members can voice concerns or identify issues with new implementations, and in turn understand how those concerns and issues are being addressed
Participates in planning and managing budget systems; prepares and presents budget recommendations to higher management; adjusts work plans/activities as a result of budget changes
About You
Our ideal candidate will have:
At least 5 years experience conducting comprehensive investigations in complex criminal or civil matters
Experience supervising and/or managing staff
Proven ability to serve as a teacher, mentor, and role model to less-experienced staff members, and be a team player and leader within the Department
Knowledge of short term rental, liquor, and cannabis industry
Strategic thinking/planning skills
High attention to detail
Comfortability with learning and utilizing current technologies
