About the Division:
The Information Technology Division (ITD) exists to leverage technology to enhance and sustain business processes, public safety infrastructure, and statewide emergency communications to facilitate the accomplishment of all agency goals.
About the position:
This position is a member of the WSP/ITD, dedicated Forensics Laboratory Services Bureau (FLSB) IT Support Unit, primarily assigned to the Crime Laboratory Division (CLD). The Crime Laboratory Division operates five multi-service Crime Laboratories in Seattle, Tacoma, Marysville, Spokane, Vancouver and one limited-service Crime Laboratory in Olympia. The Laboratories provide DNA, Firearm, Materials, Drug, Latent Prints, Crime Scene, and other forensic analysis services for criminal justice agencies within the state of Washington (RCW 43.43.670) and other states. FLSB also provides expert testimony to the judicial system as required in various criminal court cases, operates the Statewide Sexual Assault Kit Tracking System, supports Washington’s Impaired Driving Breath Test Program, and Washington State’s FBI Combined DNA Database Information (CODIS) system. This position is a critical member of the IT support team supporting FLSB business operations and keeping software systems operating in order for the Bureau to provide its state mandated services.
Duties
This position is responsible for design, development, and maintenance of the Crime Labs Enterprise data repositories and reporting. This will include identification and collection of data resulting from business operations to import into the repository, designing dashboards, reports, or other data products that effectively communicate key performance indicators to Crime Lab leadership, as well as providing data products to other Agencies or stakeholders.
The incumbent will work with cross-functional teams composed of Crime Lab staff and various stakeholders to define data reporting requirements that meet business needs for grant compliance, interagency data sharing, performance metrics, operation monitoring, and process improvement. They will use these requirements to design, develop, test, and maintain both the databases to store the data and the Extract, Transform, and Load (ETL) processes to ingest the data utilizing Microsoft SQL Server, SQL Integration Services, and other applications or databases. Incumbent will also use data reporting or visualization tools such as, Power BI, SQL Reporting Services, and Crystal Reports to create dashboards and reports that utilize the data collected.
In addition, the position will oversee collection and management of data pertaining to business operations. Then, design key performance indicators that effectively communicates performance as requested by the FLSB and its stakeholders such as the state Legislature, Attorney General’s Office, Washington Association of Sheriffs & Police Chiefs (WASPC), Department of Health, Liquor & Cannabis Board, Medical Examiner's and Coroner's Offices, Sexual Assault Kit Initiative Task Force, Department of Justice and others.
Responsibilities Include:
- Independently plans, implements, administers, troubleshoots, and enhances the Crime Lab/DNA Enterprise Database Management systems
- Data management for statistical and data analysis
- Report Development and Power BI
- Service improvements and understand business needs
Qualifications
Required:
- High school graduation, GED, or equivalent education.
- Must obtain and maintain a valid, unrestricted Washington State driver's license
- Bachelor’s degree in Computer Science, Information Technology, or a STEM field that provided relevant training, AND four (4) years of recent and relevant Information Technology experience such as consulting, analyzing, designing, data management and reporting for large complex datasets, programming, installing and/or maintaining computer software applications
OR - Associates degree or completion of an accredited vocational training program in an information technology program AND six (6) years of recent and relevant Information Technology experience as noted above
- Information Technology Experience should include three (3) years of database, application, or system administration with 1-year experience developing applications or reports using Structured Query Language (SQL), analyzing and debugging applications
- Information Technology Experience should include two (2) years analyzing business processes, eliciting and documenting business and technical requirements, and communicating with stakeholders and technical staff
- Information Technology Experience should include a total of two (2) years with any or all of the following tools and skills / languages
- Structured Query Language (SQL)
- Scripting or programming language
- Power BI
- SQL Server Reporting Services
- ETL
Top Candidates will have the following experience:
- Familiarity with commonly accepted IT industry standards and best practices
- Previous work experience in a medical, forensic or research laboratory and/or working with medical records, criminal justice information (CJIS) or a case management system subject to data privacy or similar regulations
- Previous work experience with data management and reporting for large complex transactional datasets
- One or more database oriented IT certifications such as:
- MCSE: Data Management & Analytics

Special Requests and Conditions of Employment:
- Must acquire Criminal Justice Information System Security and Awareness training for Level 4 Security Test within 6 months of appointment and maintain status for the duration of employment in the Forensics Laboratory Services Bureau’s system support teams.
- Must acquire and stay current with the Forensics Laboratory Services Bureau’s safety procedures. When required must provide a DNA sample for screening but is not placed into the CODIS system.

The Communications Division operates a 24-hour-a-day, 365-day-a-year statewide emergency communications system, which includes eight centers. The division provides emergency dispatch services for the Washington State Patrol, and 18 other State, Federal, and Tribal Agencies on contract basis including Department of Fish and Wildlife, Washington State Liquor & Cannabis Board, State Parks, U.S. Marshal and Muckleshoot Tribal Police.
Duties
A Communications Officer (CO) 3's primary responsibility is to supervise the day-to-day operations of a shift, ensuring proper staffing, providing operational guidance, responding to internal and external requests and ensuring policies and procedures are followed. They evaluate employee performance through observation, documentation and yearly evaluations to ensure that all personnel perform at a level that meets or exceeds customer expectations. Train, develop, recognize, award, correct and/or discipline personnel; and identify and resolve problems at the lowest level. Officer and public lives are at risk without a competent, fully trained staff to appropriately respond to their needs.
Primary Activities are:
Supervisor- Customer service
- Train, develop, and mentor staff
- Provide coverage when needed for the radio and telephone support
Qualifications
Required:
- Current WSP employee with two years' experience as a CO 1 and one year substantiated prior supervisory experience of two or more personnel
- Hold permanent status as a CO 2 within the last five years.
- High School diploma or GED equivalent.
- ACCESS Level 2 certification.
- Training - must attend the Leadership in Police Organizations course at the WSP Training Division and attain certification.
- Must attend and successfully pass the Supervisor Basic course at the Academy and attain Career Level Certification.
- Knowledgeable of CAD, one or more telephone systems, two-way radio operation, OMNIXX/ACCESS and other computer applications, and multiple investigatory databases.
- Working knowledge of WSP, Communications Division, and Communications Center polices and procedures.
- Must use good Interpersonal, communications, judgment, listening, and training skills.
