The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Behavioral Health Wellness (OBHW) is seeking an accomplished professional to serve as the Behavioral Health Wellness Consultant for Underage Cannabis Use Prevention. This position will represent OBHW in state and local settings to develop and support comprehensive Behavioral Health Wellness initiatives, specifically to prevent substance misuse/abuse and promote mental health and wellness across the lifespan. This position will be responsible for subject matter expertise as it relates to cannabis underage use prevention strategies to prevent cannabis use and access to cannabis by underage populations and to promote behavioral health wellness across the lifespan. Additionally, this position is responsible for monitoring some of the SAMHSA Substance Abuse Prevention Block grant grantees and providing technical assistance on services and programs.
Minimum Qualifications
Thorough knowledge of prevention and practice models (i.e. Strategic Prevention Framework, Institute of Medicine and Public Health model); evidenced based prevention services that specifically address cannabis use prevention; approaches to systems development and service delivery around cannabis underage use prevention; and current prevention issues from federal, state and community perspectives. Professional experience in prevention services development, delivery and implementation; management and monitoring of prevention services; data-driven decision making; and interagency and state/community collaboration. Ability to work with stakeholders such as state and local agencies, consumer groups, universities and other organizations. Knowledge of and experience with policy development and other agency mandates and programs at the state and/or local levels. Ability to deliver consultation and technical assistance related to prevention services development, delivery and management. Facilitation and presentation skills for working with diverse agency and constituent groups. Familiarity with budget and/or contract development and management. Strong written and verbal communication skills. Ability to use word processing, PowerPoint, and spreadsheet software.
Preferred Qualifications
Undergraduate degree in human service or public administration field. Master’s degree in human services is strongly preferred.
Special Requirements
Effective July 5, 2022, all Commonwealth of VA State Employees are required to work onsite. However, this position is currently eligible for one (1) telework day a week. Additional days may be considered. Both options are at the discretion of the Supervisor.

The Department of Behavioral Health and Developmental Services’ Office of Behavioral Health Wellness (OBHW) is seeking an accomplished professional to represent DBHDS OBHW in state and local settings to develop and support comprehensive prevention strategies to prevent cannabis use and access to cannabis by underage populations and to promote behavioral health wellness across the lifespan. The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a qualified candidate to direct the systems development, administrative, programmatic and interagency functions of the Office of Behavioral Health Wellness. This position involves providing leadership and coordination in the development and maintenance of an effective prevention services systems at the state and community level. It also requires participation in national efforts with prevention state and territory leaders across the country. Prevention initiatives include those that prevent and reduce substance misuse that specially includes underage access to cannabis and retail tobacco, promote mental health wellness to include Mental Health First Aid, suicide prevention to include Lock and Talk, problem gambling prevention, community coalition development, Adverse Childhood Experiences and Behavioral Health equity and addressing disparities including Refugee Behavioral health and Language Access.
Minimum Qualifications
Thorough knowledge of SAMHSA’s Strategic Prevention Framework (SPF) and the infrastructure required for implementation, prevention issues, services, systems and evaluation from interagency, federal, state and community perspectives. Ability to develop and implement a prevention system based on performance management principles and outcomes. Utilization of data driven decision making in program planning, evaluation and systems development. Ability to partner and work with other states and SAMHSA to discuss prevention system and workforce needs. Experience with policy development and in budget and contract development and management. Experience in staff management and supervision. Ability to work with consumer groups, universities and other organizations. Knowledge of federal and state policy development and other agency mandates and programs. Strong written and verbal communication skills. Skilled in the use computer technology systems, to include Microsoft Office.
Preferred Qualifications
Undergraduate degree in human service or public administration field. Advanced degree in human services is strongly preferred. Extensive experience in planning and managing human service delivery systems based on performance management principles including administrative, programmatic, and personnel responsibilities for multiple, diverse programs, practices and strategies.
