Sabot Consulting is looking for a Senior Project Manager with Salesforce ERP experience that is passionate about delivering exceptional consulting services to our clients. Position Description
This position will manage a team of contractors and agency staff through Phase II of the WSLCB's System Modernization Project (SMP). SMP is a statewide, Salesforce-based, cloud-hosted solution which will transform and catalyze the licensing and operational functions of the Washington State Liquor and Cannabis Board (WSLCB).
In total, this project consists of four (4) phases that will be managed as separate deliverables-based contracts.  The first phase (Phase 1) is complete; the scope was a discovery effort to catalog the minimum viable product (MVP) requirements for licensing functionality ONLY. This phase resulted in the attached functional and technical requirements (Exhibit A). Phase 2 is the replacement of the licensing system and is will be the starting point for the IT Project Manager. Phase 3 is the replacement of the current custom enforcement case management application in the Enforcement Division and Phase 4 shall be the automation of the Adjudication process. 
The purpose of this current phase of the project (Phase 2) is to replace and consolidate WSLCB’s legacy licensing, imaging and stand-alone applications with a configurable, cloud-based Salesforce solution, requiring minimal customization, across the WSLCB’s statewide licensing operations. Below are the desired outcomes of this project, additional outcomes are detailed in Exhibit A-Functional and Technical Requirements:
- Reduce technical complexity
- Increase flexibility to absorb system changes (e.g., regulatory mandates)
- Mitigate risks related to data security, data integrity, and catastrophic system failure
- Provide better public access to data
- Enhance the license holder and applicant self-service experience per e-government norms
- Provide additional self-service options via a portal
- Provide a solution that is strategically beneficial to the future growth of the Agency – making it “future proof.”
- Reduce the projected cost of future phases by increasing scope clarity.
WSLCB plans to migrate many of the agency’s legacy systems to the Salesforce solution.
Work Requirements

- Provide clear direction, including technical direction, to project team members regarding work assignments and performance expectations. Hold project team members, project sponsors, product owners, project stakeholders and self-accountable for performance successes and failures, including adherence to project management processes
- Provide project resources with the information, tools, training and authority needed to complete work assignments within scope, schedule and budget.
- Manage project resources to ensure project milestones, activities and tasks are completed on time and in accordance with published project governance documentation.
- Use Microsoft Project to create a detailed resource loaded and balanced implementation schedule that reflects the sequence and dependencies of project milestones and activities necessary to meet defined project goals and objectives.
- Use Microsoft Team Foundation Server (TFS) to break project development milestones and activities down to 2-3 week sprints with defined resource capacity.
- Ensure user stories are broken down to the task level and include resource estimates and actuals.
- Identify project task dependencies and reduce inefficiencies or redundancies that prevent maximum resource utilization.
- Generate TFS queries to track and monitor project performance data.
- Convey clear, timely and persuasive messages that positively influence the thoughts and actions of others. Effectively express ideas and information both verbally and in writing using language that is appropriate based on the complexity of the topic and understanding of the audience.
- Collaborate with key stakeholders to understand their operational needs as it relates to the project. This includes the scheduling and facilitation of meetings such as monthly executive steering committee meetings, weekly project team meetings, weekly technical or business stakeholder meetings, and ad-hoc meetings.
- Ensure delivery of expected results can be both achieved and sustained ongoing based on defined project goals and objectives, including any trade-off decisions that may be required.
- Adapt project implementation methodologies (Agile) that best meet project goals and objectives given the situation at hand, including change control. 
- Lead the formal review and disposition of each change request. Track and monitor each change request through formal acceptance.
- Create and/or adapt project plans that define project scope, schedule and budget.
- Establish metrics and key performance indicators to measure progress and compliance with project scope, schedule, budget, and expected outcomes.
- Define project roles and responsibilities and hold project resources accountable to approved measures. Recognize and anticipate the consequences of unaccountability and know when to log related risks or issues.
- Identify and document project risks. Assign ownership and monitor status to ensure timely action is being taken to remove or mitigate potential impact. Know when to escalate.
- Identify and document project issues. Take quick action to address issues and/or drive the need for decisions so that the project is not adversely affected.
- Facilitate project discussions to bring teams to consensus, drive performance, and make planning, organizational, risk and other decisions.
- Participate in procurement and contract discussions and contribute to decisions regarding the use of third-parties to fulfill technical requirements, activities and deliverables.
Minimum required qualifications include:
- A Bachelor’s degree in Management, Business, Computer Science or other closely related field.
- 5 years of advanced knowledge and progressive experience in a wide range of technical disciplines such as systems analysis, IT quality assurance, system administration, network administration, software development/configuration, environment hosting, and cyber security.
- A project management certification from an accredited institution.
- Advanced knowledge and progressively complex experience managing large IT projects to successful implementation and closure.
- Advanced knowledge and progressive experience implementing a variety of project management methodologies, tools and techniques such as Agile, Waterfall, Lean, Six Sigma, PMBOK, or hybridization of more than one.
- Advanced knowledge and progressive experience in Organizational Change Management (OCM) methodologies, practices and techniques such as PROSCI.
- Advanced knowledge and technical proficiency in project management software such as Microsoft Team Foundation Server (TFS), and Microsoft Project.
Desirable qualifications include:
- Experience implementing Salesforce solutions.
- Certified Change Management Professional (CCMP).
- Basic knowledge of Washington State contracts and procurement law.
- Working level knowledge of the Washington State Office of the Chief Information Officer (OCIO) investment planning and gated funding process.
Salary / Benefits
- $110,000 - $145,000
