Job Description and Duties
Per CCR 249.3, this job control may be used to fill subsequent vacancies.
This is a 24 month limited term position that may become permanent.
Effective July 1, 2020, State employees are subject to a 9.23% salary reduction in exchange for up to 16 hours per month of the Personal Leave Program 2020 (PLP 2020).
Under the direction of the Staff Services Manager I (SSM I), the Staff Services Analyst will learn and perform increasingly difficult duties of a semi-technical nature within this specialized departmental program. The incumbent will respond to public inquiries regarding licensing information, direct phone calls to appropriate resources, and provide support to the program’s training unit. This job requires a thorough and detailed knowledge and application of the appropriate laws, rules, and regulations pertaining to CalCannabis. The incumbent will interface with the CDFA Office of Information Technology Services Division (OITS) to support CalCannabis Cultivation Licensing System (CLS) development and maintenance and support Customer Support System (CSS) system maintenance and call center operational activities.
Duties include but are not limited to:
- Respond to inquiries from internal and external customers and stakeholders by phone, email, or regular mail regarding the application, licensing, amendment, and renewal processes including the electronic licensing system utilizing research and analysis to triage issues.
- Assess and appropriately route incoming phone calls; ensure appropriate, detailed, and accurate information is received from the caller before routing the calls.
- Provide technical customer service support for industry and public users accessing the CalCannabis CLS, including responding to emails and support calls. Provide analysis and solutions to discrepancies and identify potential problematic issues with the CLS.
- Create, maintain, and train staff to the customer service handbook and desk manual to ensure all customer service representatives maintain continuity of messaging and follow the same guidelines.
- Assists the division trainer with dissemination of information, CLS and CSS training materials, new or revised licensing system and operational procedures and/or policies, etc. in a formal or informal setting to state users and/or stakeholders.

Working Conditions
The employee’s workstation is located at 2750 Gateway Oaks Drive, Sacramento. The duties of this job are performed indoors in a cubicle environment. The cubicle contains a chair, computer, various software programs, a telephone with voicemail, portable and stationary filing drawers, and may contain overhead cabinets.
This position requires travel on an occasional basis to CDFA Headquarters and other locations throughout California using private vehicle, State vehicle, air, or other transportation system. Employee may occasionally be required to travel in severe weather.

Department Information
California Department of Food and Agriculture (CDFA) is statutorily mandated to establish a cannabis cultivation licensing program. As required by the Medicinal and Adult-Use Cannabis Regulation and Safety Act (MAUCRSA), CalCannabis licenses the cultivation of indoor and outdoor cannabis, with consideration given to size and location of the operation; has established a Track-and-Trace program that uniquely identifies cannabis plants and enables licensing authorities to track cannabis through the distribution chain; works in consultation with other state agencies to adopt environmental remediation regulations; and considers and implements best practices. Current law also includes the authority to conduct compliance verification inspections and investigations, take disciplinary actions, and promulgate regulations and report program activities to the Legislature.

STATEMENT OF QUALIFICATIONS (SOQ)
